Om reformer : En studie av Kvalitetsreformen, Politireform 2000 og Kunnskapsløftet ; On Reforms : A study of the Quality Reform, Police Reform 2000 and theKnowledge Reform
This thesis studies three major reforms in the public sector of Norway. The sectors studied are the police, higher education, and primary schools. The main motive for studying these reforms are of a theoretical nature, the reason to study them is to produce general knowledge about reforms. The study aims to answer two main questions. One is about the possibilities and limitations contained in using reforms to change organizations. The second is about how organizations can promote the ideals of representative democracy. In its efforts to attain answers to these questions the thesis blends empirically-oriented research with aspects of organization theory and political theory. The thesis is divided into four different parts. First, there is a descriptive presentation of the three reforms. Secondly, there is a discussion of various theories of reforms and organizations. The primary aim of this analysis is to illuminate and explain the empirical data, but this discussion should also provide its own answers to the main questions asked in the thesis. Thirdly, these theories are applied to analyze data from the three reforms. And finally, the study concludes with a summary of what general insights about the reforms we are left with after studying the Quality Reform, The Police Reform 2000, and the Knowledge Reform. The study shows that reforms have both policy and content aspects, and that it is important to distinguish between the two in order to analyse and understand them. The policy aspect is that reforms are a strategy for change - they are tools for implementing change in organizations. The content aspect is that reforms have a specific content - they have certain objectives that they want to realize. The study concludes that in order to understand this complex and fascinating phenomenon, we need to understand reforms both as instrumental tools, institutional adaptations and symbols.

Introduces sports aid and sports organizations as a form of foreign policy that demands more attention from political scientists. In Norway, a redefinition (1972-1973) of culture provided sports a political arena for the first time, which eventually expanded into the foreign aid territory and thus became a part of overall foreign policy. A similar kind of shift has taken place internationally as the UN declared year 2005 as "The International Year of Sport and Physical Education". The main goal for Norwegian sports aid is to enhance peace and democracy by providing opportunities for the people to engage in sporting activities by mainly building sporting infrastructure. Handlingsrom for profesjonalisert velferd:: Kommunale tjenester for helse, omsorg og barnevern
"How much room to manoeuvre do administrators of municipal social services feel they have in meeting organizational objectives? How much latitude do staff in these services have to utilize their own expertise in performing tasks? What challenges do welfare services face due to cultural diversity? Can new ways of working contribute to increased learning for students in the practice field? These are among the questions addressed in this book, in which challenges associated with maintaining society's objectives in municipal health, care and child welfare services are focused on. The goal is to provide the reader with insight into degree of latitude pratictioners have when seeking to utilize their own expertise in the context of their job.
The book is a collection of ten scholarly articles that, via new empirical studies and theoretical contributions, shed light on manoeuvering room within the practical fulfilment of professional welfare services in the two main municipal healthcare and child welfare organizations. Both services must comply with public regulatory measures in an increasingly more complex field; both are therefore examined in the same anthology.
Latitude in Professional Welfare Administration is directed primarily toward students in nursing, child welfare and social education, but may be of interest to students in other health and caregiving fields as well. Employees within municipal health and family services including child welfare services, and politicians involved in development within this sector, will also find this anthology useful.

Handlingsrom for profesjonalisert velferd er primært rettet mot studenter i sykepleie, barnevern og vernepleie, men kan også være aktuell for andre studenter innenfor helse- og omsorgsarbeid. Ansatte i kommunal helse- og omsorgstjeneste samt kommunalt barnevern og politikere som har innflytelse over utviklingen innenfor helse- og omsorgssektoren, vil også kunne ha nytte av å lese antologien.

Likestilling i akademia – fra kunnskap til endring
What is the state of gender equality in science and technology? Gender Equality in Academia – from Understanding to Change presents the results of a comprehensive research project and program of initiatives at the University of Oslo's Faculty of Mathematics and Natural Sciences. Researchers have examined gender equality within the department, looking at reasons for imbalance, and at what occurs when measures to promote equality are implemented.The book opens with an in-depth study of careers, gender issues and gender balance within academia.
