This article examines some current problems of EU and Foreign Direct Investment (FDI). Also this article generalize and illustrate in new way long waves hypothesis. The author suggests a non-customary approach to the study and forecasting of the economic life within the framework of Kondratieff approaches. Cyclical patterns were successfully used by the author in the business and in the banking sphere. Taking into account long waves, in 2009 the author warned about the possible economic crises in Russia in 2014-2015, 2020 and such crises actually happened. The aim of this article is the systematization and the adaptation of long waves approaches to the study of many acute economic problems. The hypothesis of long waves was used by the author but only as a general empirical reference point. It touches on many actual problems of world development, including the decrease of global FDI and the growth of centrifugal forces in the EU. The question is raised about the large-scale spread of coronavirus. The rapid spread of COVID-19 could have been connected with high global instability in addition to other well-known factors. Taking into account Kondratieff's waves and many years of the author's experience in the Russian business and in the Russian banking sphere, the author touches on a long unfavorable period of economic instability in Russian economy. Some economic advices to regulators and business in Russia are provided. Also the author concludes that it is necessary to continue studying the Kondratieff long wave hypothesis with the aim of its further successful use in forecasting.

Permanent inflow of foreign direct investment is a powerful driver of economic development in developing countries. However, the country's underdeveloped institutional environment imposes additional costs on the investors. We identified the specificity of the institutional environment's impact on attracting foreign direct investment (FDI) in developing countries with different levels of economic development. Based on the heterogeneity of the studied countries, we hypothesised that in developing countries institutions become an active determinant of FDI after exceeding a certain threshold. In other words, institutional factors do not affect FDI inflows into relatively underdeveloped countries among a group of developing countries whose level of economic development does not exceed the threshold. To test this hypothesis, we simulated an intra-group economic modelling based on the data of the World Bank, the Heritage Foundation and the For Peace Foundation for the period from 2005 to 2015. The main tool of econometric analysis was a panel regression with fixed effects at the country level and a two-step least squares method with instrumental variables. We used indices of economic freedom and the state insolvency as aggregated indicators of the non-overlapping groups of institutional factors. The study's main results have confirmed the hypothesis that institutional factors affect FDI inflows only in the countries where gross national income per capita is higher than average. Moreover, we defined the threshold value of gross national income per capita that a country needs to achieve in order to make any institutional changes to enhance FDI inflows. Thus, government policies, aimed at increasing the developing countries' attractiveness for foreign investors, should firstly take into account the level of economic development of the recipient country. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences. The article reviews the investment policy of the Eurozone regions in relation to foreign direct investments (hereinafter-FDI). A quantitative assessment of FDI in the global aspect and at the level of the European Union has been given. It has been determined that both global FDI flows and at the level of the EU economy decreased at the end of 2018. The rating of the Eurozone countries by the level of FDI for 2018, the leaders of which are Germany, Ireland and France, is given. The FDI market by type of economic activity has been analysed. It has been revealed that a large share of the market is made up of sales and marketing (up to 40%) and production sector (up to 30%). In more detail the trends in the investment policy of those countries that recorded a sharp growth or a sharp decline in FDI have been highlighted, namely, France, Germany, Spain, Belgium, Poland and Ireland. The main factors that negatively affect the investment situation in the European Union have been emphasized, including: General political instability, threats of global protectionism, high levels of public debt in a number of countries, fiscal reform and US economic policy, and others.At the end, taking into account the current problems in the EU, recommendations have been formulated to activate the investment policy in the field of FDI at the level of this regional Association, aimed at promoting its socio-economic development. The main focus of investment policy development in the EU countries should be on aspects that promote macroeconomic and political stability, create a favorable business environment and create a reliable legal framework. In addition, it is extremely important to carry out structural reforms in the financial sector: to reduce the budget deficit and public debt in a number of countries. In conclusion, it is emphasized that by implementing an investment policy in accordance with the current needs of the Eurozone economy, it is possible to reduce the gap in the development of European regions and create an integrative and stronger economic Union. ; В статье рассмотрена инвестиционная политика регионов Еврозоны в отношении прямых иностранных инвестиций. Дана количественная оценка прямых иностранных инвестиций в глобальном аспекте и на уровне Евросоюза. Определено, что по итогам 2018 г. снизились как глобальные потоки прямых иностранных инвестиций, так и на уровне экономики Евросоюза. Приведен рейтинг стран Еврозоны по уровню прямых иностранных инвестиций за 2018 г., лидерами которого являются Германия, Ирландия и Франция. Проведен анализ рынка прямых иностранных инвестиций по видам экономической деятельности. Выявлено, что большую долю рынка составляют продажи и маркетинг (до 40 %), а также сфера производства (до 30 %). Более подробно освещены тенденции в инвестиционной политике тех стран, в которых зафиксированы резкий рост либо резкий спад прямых иностранных инвестиций, а именно: Франции, Германии, Испании, Бельгии, Польше и Ирландии. Выделены основные факторы, негативно влияющие на инвестиционную ситуацию в Евросоюзе, среди которых: общая политическая нестабильность, угрозы глобального протекционизма, высокий уровень государственного долга в ряде государств, фискальная реформа и экономическая политика США и другие.С учетом текущих проблем в Евросоюзе сформулированы рекомендации по активизации инвестиционной политики в сфере прямых иностранных инвестиций на уровне данного регионального объединения, направленные на содействие его социально-экономического развития. Основное внимание при разработке инвестиционной политики в странах Евросоюза необходимо уделять аспектам, содействующим макроэкономической и политической стабильности, созданию благоприятной бизнес-среды и формированию надежной законодательной базы. Кроме того, крайне важно в сложившихся условиях провести структурные реформы в отношении финансового сектора: снизить бюджетный дефицит и государственный долг в ряде стран. В завершении подчеркивается, что реализуя инвестиционную политику в соответствии с текущими потребностями экономики Еврозоны, возможно сократить разрыв в развитии европейских регионов и создать интегративный и более сильный в экономическом плане союз.

The article discusses the effectiveness of tax incentives for regulation of the level of foreign direct investment inflows (FDI) and outflows in the economy. Theoretically, changes in tax levels should influence both the profitability of investment projects and companies' choice of locations for their production units. At the same time, transfer pricing opportunities in the world economy may neutralize the effects of tax changes on the level of countries' FDI inflows and outflows. The aim of the research is to study empirically the influence of tax levels in countries on bilateral FDI flows. Methodologically, this study relies on regression analysis. Two variables indicating the tax level of the economy are used: the share of total taxes on income, profits and capital gains and share of taxes and social contributions in total government revenues. The database includes observations over 71 recipients and 91 home countries in 2001–2016. The gravity approach is applied to construct the econometric model while the Poisson pseudo maximum likelihood method is used to derive unbiased estimates. The main results of the research are as follows. First, there is a negative relationship between the tax burden and level of FDI inflows to the country. Second, higher taxes lead to an increase in FDI outflows only in the countries with relatively low taxes, while in countries with relatively high taxes the opposite dependence is observed. Third, vertical (efficiency-seeking) FDI are much more sensitive to the level of taxes in the recipient country compared with horizontal (market-seeking) FDI. We have not found any evidence for the positive influence of tax differentials on bilateral FDI. В данном исследовании с помощью эконометрического инструментария дается оценка влиянию уровня налогов на объем межстрановых потоков прямых иностранных инвестиций. В исследовании используются два показателя, отражающих уровень налогов в стране: доля налога на доход, прибыль и прирост капитала в общем объеме государственных доходов, a также доля налогов и социальных взносов в общем объеме государственных доходов. База данных включает наблюдения над 71 страной-импортером и 91 страной-экспортером ПИИ за период 2001–2016 гг. В основе построения эконометрической модели лежит гравитационный подход. Для получения несмещенных оценок используется метод псевдомаксимального правдоподобия Пуассона. В рамках исследования получены следующие основные результаты. Во-первых, уровень налогов в стране-импортере ПИИ обратно пропорционален объему поступающих в страну прямых иностранных инвестиций. Во-вторых, рост уровня налоговой нагрузки ведет к росту объемов оттока ПИИ из страны только для группы стран с относительно низким уровнем налогообложения, для группы стран с высоким уровнем налогообложения наблюдается обратная зависимость. В-третьих, вертикальные (ориентированные на рост эффективности) ПИИ являются гораздо более чувствительными к уровню налогообложения в экономике-реципиенте по сравнению с горизонтальными (ориентированными на внутренний рынок страны) ПИИ. В-четвертых, гипотеза о положительном влиянии разницы в уровне налогообложении стран на потоки ПИИ между ними не получила эмпирического подтверждения. В статье рассматриваются особенности участия стран группы БРИКС в международном движении прямых инвестиций. Отмечается сложность и противоречивость пути инвестиционного развития данных стран. Наглядно продемонстрировано, что среди всех стран БРИКС Китай является наиболее успешным участником инвестиционных процессов.
The article deals with the features of the participation of the BRICS countries in the international direct investment movement. The complexity and inconsistency of the investment development path of these countries is noted. It is clearly demonstrated that among all the BRICS countries, China is the most successful participant in investment processes.

The aim of the work is: 1. assessment of the impact of foreign direct investment (FDI) on the performance of domestic companies before and after the imposition of sanctions in the industry context; 2. Evaluation of the performance of export-oriented domestic companies during the period of sanctions. As the assessment methodology were used panel regression, calculation of the Malmquist index, DEA analysis, and calculation of spillover effects. The empirical base of the study included more than 65 thousand companies for 2012-2018. It was found that the highest efficiency of companies with FDI compared to companies without FDI was observed in the following sectors: metallurgical production, chemical production, retail. Export companies show higher rates than national enterprises.

The article examines the role of foreign investment in the development of the country's economy, the legislative base of investment policy and its application.

Attracting foreign investment, a developing country sets several goals: to obtain financial resources, use advanced managerial experience, and introduce innovative technologies. Achieving these goals becomes the basis for the modernization of the national economy. The advantages of bilateral agreements include the fact that they are the most flexible instrument for regulating interstate investment agreements that can have a direct regulatory effect on the subjects of these relations, thus compensating for the lack of incompleteness and instability of national investment legislation.

The study aims to analyze key aspects of the new emerging investment policy, which sets the priority for private investment protection and promotion. The relevance of the study is due to the search for new, nonbudget, funding sources for implementing large-scale national tasks and large infrastructure projects. Attracting private capital within changing global investment becomes an important task for national governments, and therefore requires a departure from investment protectionism to investment protection and promotion. Due to the methods of theoretical (analysis, synthesis, generalization, historical method) and empirical (comparison, measurement) research, the authors managed to reveal the main economic determinants and components of the national investment climate that contribute to attracting foreign capital; to systematize the key measures of investment policy; to identify trends in the dynamics of global flows of foreign direct investment. As a result, the authors established key principles and criteria for the new investment policy of sustainable development, as well as identified contemporary models of the new investment policy. These include a model for stimulating the development of individual priority economic activities; a model for improving the technological level of national industries; a model for creating new integrated meta-industries. The authors focus on reforming the investment regime in the Russian Federation. The new legislation provides for the possibility to conclude an investment protection and promotion agreement with private investors based on "a stabilization clause". Thus, investors implementing large-scale investment projects will be subject to new rules that will establish the conditions at the time of the agreement, in particular, tax and customs policies. According to the authors, such agreements will improve the quality of the investment climate in the Russian Federation. ; Цель исследования состоит в анализе ключевых аспектов формирующейся новой инвестиционной политики, которая своей приоритетной задачей ставит защиту и поощрение частных инвестиций. Актуальность исследования обусловлена поиском новых, исключая бюджетные, источников финансирования реализации масштабных национальных задач и крупных инфраструктурных проектов. Привлечение частного капитала в условиях изменения глобального инвестиционного ландшафта становится важной задачей национальных правительств, в связи с чем необходим отход от инвестиционного протекционизма в сторону защиты и поощрения капиталовложений. Использование методов теоретического (анализ, синтез, обобщение, исторический метод) и эмпирического (сравнение, измерение) исследования позволило авторам раскрыть основные экономические детерминанты и составляющие национального инвестиционного климата, способствующие привлечению иностранного капитала; систематизировать основные меры инвестиционной политики; выявить тенденции в динамике глобальных потоков прямых иностранных инвестиций. В результате авторы установили ключевые принципы, критерии построения новой инвестиционной политики в целях устойчивого развития, а также выделили современные модели новой инвестиционной политики. К ним относятся: модель стимулирования развития отдельных приоритетных видов экономической деятельности; модель повышения технологического уровня отраслей национальной промышленности; модель создания новых комплексных метаотраслей. Акцент сделан на реформировании инвестиционного режима в Российской Федерации. Новое законодательство предусматривает возможность заключения соглашения с частными инвесторами о защите и поощрении капиталовложений, в основе которого лежит «стабилизационная оговорка». Таким образом, на инвесторов, реализующих крупные инвестиционные проекты, будут распространяться новые правила, которые позволят зафиксировать действующие на момент заключения соглашения условия, в частности, налоговой и таможенной политики. Заключение подобного рода соглашений поможет, по мнению авторов, повысить качество инвестиционного климата в Российской Федерации.

The subject. The article is about the peculiarities of referendum and popular initiative which are the main forms and institutions of direct democracy in Switzerland.The purpose of the article is to determine the peculiarities of direct democracy in Switzerland and characterize its main forms: referendum and popular initiative. In order to achieve the objective the following tasks can be defined: 1) to find the origins and identify the variations of forms of direct democracy in Switzerland; 2) to trace the evolution of enshrining on the statutory level of such institutions of direct democracy in Switzerland as referendum and legislative initiative from the time of their conceiving till the enactment of the actual Constitution; 3) where relevant, to perform a brief comparative analysis of the forms of direct democracy in Switzerland and similar institutions shaped in other countries; 4) to define the role and meaning of referendum and legislative initiative in history as well as in the modern stage of the development of the Swiss State.The methodology of the study includes the use of general scientific methods (description, deduction, induction, analysis and synthesis) together with formal juridical and comparative juridical approach. In addition, throughout the article and, in particular, while working with sources of law, historical approach and systematic approach were practiced. The main results and scope of their application. The article presents the analysis of such forms of direct democracy in Switzerland as referendum and popular initiative, characterizing each form. The principle of democracy expressed by the practice of referendum and legislative initiative is present in its entirety. No country in the world has come as close to applying direct democracy to national political issues as Switzerland. Since the mid-nineteenth century, when the country's first Federal Constitution was adopted, Switzerland has managed to hold more referendums than all other countries combined in the same time frame.Conclusions. Referendum enables Swiss citizens to dismiss the measures taken by their representatives and the initiative gives the citizens possibility to put laws into practice independently from the legislative powers. Swiss experience vividly demonstrates that used sensibly and taking into consideration national legislative traditions such forms of consulting with the people can be quite promising and efficient for other European countries. ; Анализируются основные формы прямой демократии в Швейцарии: референдум и народная инициатива. Отмечается, что референдум позволяет швейцарским гражданам отклонить меры, принятые их представителями, а инициатива дает гражданам возможность применять законы на практике независимо от законодательной власти. Делается вывод о том, что разумно используемые и учитывающие национальные законодательные традиции такие формы консультаций с народом могут быть весьма эффективными и в других европейских странах.

В развитых странах внедрение инновационных технологий обеспечивает до 90 % прироста внутреннего валового продукта, причем с каждым годом эта тенденция усиливается. Для обеспечения устойчивого экономического роста и глобальной конкурентоспособности страны приоритетом государственной политики в отношении ПИИ должна стать поддержка той их части, которая будет способствовать широкомасштабному внедрению высоких технологий в отечественную экономику. В статье представлены механизмы и инструменты зарубежных стран (России, Китая, Индии, Южной Кореи), используемые при формировании стратегии привлечения ПИИ в высокотехнологичные производства. Автором предложены концептуальные направления формирования белорусской стратегии привлечения ПИИ в высокотехнологичные отрасли. = In developed countries, innovation techniques amounts to 90% of GDP growth and this trend increases every year. In order to ensure a sustainable economic growth for a country and make it competitive worldwide, the government's policy with regard to FDI should be aimed at supporting the part which will enable a wide scale incorporation of high tech in national economy. The article outlines mechanisms and tools which foreign countries (Russia, China, India and South Korea) use to develop a strategy to increase FDI fl ow to high tech industries. The author provides some conceptual suggestions for the development of Belarus policy with a view to attracting FDI fl ows to high tech industries.
