Între a preveni şi a pedepsi: un nou tip de acţiune penală în România interbelică

This article deals with the emergence of a new type of crime prevention in
interwar Romania. Inspired by the Italian school of criminal law and by the
Italian Criminal Code "Rocco" (1930), the Romanian Criminal Code "King Carol
II" (1936) formulates a new type of criminal sanctions, explicitly designed to
address and combat the social dangerousness. Regarded as a major challenge to
the classic criminal system based on free will and guilt, the "security measures"
were formalizing new types of offenders defined as such not by their criminal
acts but by their criminal potential, redefining the scope and the goal of the
criminal prevention. Major debates in the epoch reveal the possible threats this
new type of criminal sanctions and of a criminal policy orientated towards risk
prevention, seen as closely connected with authoritarian tendencies, carried for
individual freedom and the rule of law. The legal issues discussed in the epoch prove significant for the current debates regarding the negative consequences the
preventive War on Terror have for individual freedom and the rule of law.

The author examines the creation and functioning of the Romanian propaganda office at the General Commission of Romania for the New York World's Fair (1939-1940). He analyses two previously unpublished documents from the Archives of the Ministry of Foreign Affairs, relevant to the topic under scrutiny. The activity of the office was coordinated by the diplomat Andrei Popovici. His subordinates were the press attach. from the Romanian Legation in the USA, Horia Babeş, Paul Sterian, economic councillor, and Petre Neagoe, writer. The monthly budget was 750 $ (the rate of those years) for the daily expenses and salaries. The propaganda office started its activity in January 1939. It used to publish a bulletin, to help issuing stamps, to prepare propaganda posters, to publish and translate brochures. It also used to send presentations of Romania to journals, such as Cleveland News , Chicago Tribune, Detroit Free Press, New York World Telegram etc., and articles on Romania to newspapers (Annalist, Journal of Commerce etc.), or to occasional publications (Going to the Fair, a Preview, International Guide etc.). The images the propaganda office used to handle were reproducing usual elements of the domestic and foreign official discourse of Charles II: Romania was a totally new country, based on a new social contract ("the royal revolution"), that was looking persistently towards "tomorrow's world" (the slogan of the American fair); this future was build with Romanian resources and strengths, mobilized by "the king of young people and of the peasants".

Defascizarea Universităţii "Regele Ferdinand I" din Cluj (1944-1946): Epurările şi comprimările corpului didactic

The last years of World War II have brought, per ensemble, complex problems for the "Regele Ferdinand I" University, which, after the Vienna Treaty of 1940, has been functioning in exile from Sibiu and Timişoara. From 1944 the model of the modern University of Cluj was brutally converted to an instrument of propaganda for a communist ideology, far fetched from its original nationalistic vocation. The period of transition from democracy to totalitarianism, 1944-1947, was marked by a series of events such as: the beginning of the process of politicization within the University of Cluj, the problems related to the foundation of "Bolyai" University, the return in 1945 of the University to its original sight from Cluj, the students strikes in January-June 1946, the university repression generally speaking, and particularly the repressions of students, and, last but not least, the debates of the University Senate concerning the politicization of the academic environment and the dismissal of some "compromised" members of the teaching staff. After 1944, the communists were interested in eliminating all political rivals, therefore the dismissal threats, followed by the contractions within the Departments of the University of Cluj, became a cruel reality between 1944-1948. Like all the other Romanian universities, the Cluj University began compiling "expurgation" dossiers for the so called "fascist" university professors, and substituting the old rectors and deans with new ones from amongst those who had adapted to the "new age". The public stand of the academics has gradually declined after 1944, when their life and activity has been brought to challenge, the changing values after March 1945 favouring the devotion towards the new regime, and praising less and less the academic fulfilment. On the background of "democratic" reforms, the new regime authorities have intensified the brutal isolation, especially of scholars among which a great number of university professors, by means of massive arrests. The most invoked reasons were: denigration of the power of the state, opposition to the construction of socialism, or the need to re-educate the "hostile" elements from within the Popular Republic of Romania.
Marriage, collective mentality and customary regulations in North-Western Transylvania (2nd half of the 19th century)

The family, its formation, the relationships between man, woman, children and relatives, as well as the relationships with the rest of the community were filtered by the "village gossip". The need for a strong solidarity that was necessary in the unfriendly conditions at the time compelled the individuals to accept the cohabitation with other members of the family (including the extended one) and with the rest of the community. More often than not, the individual behaviour acquired the expression of the collective behaviour. Such an influence of the community was obvious in the traditional rural societies. However, in time, it became progressively diluted under the pressure of modernity.
We can see that there were deep changes as the area integrated to an economic circuit that would lead to imposing new mutations in several economic sectors. The economic development and the dissemination of non-agricultural activities associated to urban development whose influence went growing brought about alterations in the family relations. Then, there were mutations in the relationship between the family, the domestic group and the household resources. These changes were not obvious in all localities in the region: some of them were still anchored in the traditional as the new managed to penetrate more difficultly, while major changes on the level of the collective mental could not be perceived on a short span of time. Nevertheless, under the influence of modernity, society influenced the family not only in point of form, but also insofar as its role and functions were concerned. Mentalities changed together with the form and nature of society. Family was no longer big; it did no longer accept the interference of the relatives and even less that of the community. Changes were more visible in the city; however, once the social, cultural and economic changes, they became obvious in the countryside too. The nuclear family was the new family model where interference from the outside was insignificant.
Delimitarea teritorial-administrativă a judeţului Cahul în componenţa ţinutului Dunărea de Jos (1938-1940)

The aspects regarding the territorial delimitation of Cahul County are briefly examined. A new territorial circumscription was introduced in Romania, under the Administrative Law from 1938 – the land that included some counties. The Cahul County was a part of Lower Danube Land. There are analyzed the ways of the territorial delimitation accomplishment of Cahul County as the component part of the Lower Danube Land. The two archival documents which are relevant for the studied topic are presented in Appendix.
Rural professions versus urban professions: socio-professional determinisms and marital options in Crisana (second half of the 19th century - beginning of the 20th century)

The socio-professional element in marital options was extremely reduced taking into account that we have considered a rural area almost in its entirety. At the end of the 19th century and the beginning of the 20th century, this world used to have a strong traditional propensity with a low number of professional options, as most inhabitants were mainly involved in agriculture. As a consequence, when speaking about the socio-professional determinism in choosing a marriage partner, we have to take into account the fact that most youth getting married had mostly rural professions. On the other hand, the socio-professional element was more active in urban area and in the environment dominated by Roman-Catholic or Reformed population.
The social and professional status undoubtedly had an important role in achieving and settling a family despite the reduced number of options. Personal emancipation and socio-professional status had a determining influence on choosing a partner. The phenomenon was more obvious in the city and towards the beginning of the 20th century in other rural places, where the traditional left room to a process of socio-economic modernisation under the influence of the increasing number of non-agricultural activities. As one can easily anticipate, these changes led to new mental perceptions and hence to a new reaction of the community. Deep changes could be noticed as this area joined an economic circuit leading to new mutations in several economic sectors. Economic development and the spreading of non-agricultural activities associated to urban development whose influence was ever growing entailed changes in family relations. There were also mutations in family relations, domestic group and household resources. These changes were not yet visible in all places in the region: some were still anchored in the traditional where the new had a hard time to penetrate, while major changes on the level of the collective mental could not be seized during the time we analysed.
The large scale analysis of the phenomenon has led to the conclusion that where there were better socio-professional options, their determinism on marriage could be identified as highly important. How can we determine the way in which the socio-professional element influenced marriage? To what extent a young man with a superior social and professional status had more marital options? To what extent other "constraints" (confession, ethnie, civil status, age, etc.) were less important when facing strong socio-professional determinism? More precisely, was a man with a superior socio-professional status wanted by many young women despite old age, his civil status as a widower or a divorcee, of if he had a different confession or ethnie? To identify the mechanism of this determinism, we suggest a more complex analysis where the socio-professional element should be corroborated with other marriage determinisms or constraints. From these premises, we will attempt to make a methodological analysis of the socio-professional status from three points of view: ethno-confessional element, civil status and age of partners.
Continuităţi şi contraste în spaţiul artistic postcomunist românesc

The paper analyzes the institutional transformation of cultural policies in postcommunist Romania and the correspondent emergence of an art market in Romania. The case studies considered show that both artists and policy makers adapted to extraneous expectations and patterns rather than promoting new visions and models. The "triangle metaphor" forged by Magda Cârneci, representing the relationship between artists, the state and the Union of Visual Artists (UAP), offers the basis for analysing the game of continuity and change after the fall of Romanian communism.
Aspects and perspectives of contemporary higher education in the context of public service development in Republic of Moldova
It is certain that contemporary higher education institutions have entered the era of great transformation. The environment they operate in has changed fundamentally: professional knowledge and skills have become the main generator of economic development. At the same time, the university is no longer the only provider of high-quality knowledge. Competition on the market of knowledge and academic education services is getting tougher. The efforts made by national education in modernizing and reforming the national higher educational system, in the context of European rigors and exigencies, would not be that obvious if they were not supported by our international partners through various community programs. The successful promotion of reforms in the educational system becomes possible only in terms of identifying, taking over good European practices in the field and implementing/ institutionalizing beneficial and valuable elements for the national higher education system. Good enforcement of reforming provisions is not possible unless there is a cooperative framework between the three main actors. The government shall implement new modern policies in higher education system; the civil society, on its turn shall take the responsibility and availability to be engaged in the reforming processes, and the higher education institutions shall accept the new context and implement the reforms on the institutional level, cooperating in the same way with the other two actors, meanwhile paying attention to the labour market.

The present study aims to investigate in terms of quantitative and qualitative perspectives the rural habitat in the county of Arad during the eighteenth century. The dynamics of settlements, their evolution over the century, changes occurred in the types of environments were conducted in conjunction with the policy of the new imperial authorities and in accordance with the populationist policy of the Habsburg Empire.
The rural habitat which predominated in the Arad County suffered changes of great importance not only just as a consequence of the official systematization policy, but also as a result of the constant demographical increase which occurred in the eighteenth century.
