Participations à l'ordre et participations conservatrices

La participation à l'ordre désigne la mobilisation de volontaires, non professionnel·les, pour des missions de sécurité ou de défense, qu'elle soit ou non tolérée, approuvée voire initiée par l'État. Loin de remettre en cause les prérogatives de ce dernier, elle est ici étudiée comme une technique de gouvernement. Conçue pour retisser des liens sociaux, moraux ou politiques supposément défaits, en façonnant l'engagement, la « civilité » ou le « civisme », ou encore les sociabilités locales, elle vise à produire de « bons citoyens » ou « bonnes citoyennes ». On interroge finalement la façon dont la participation à l'ordre peut ou non être comprise, selon les contextes dans lesquels elle s'ancre, comme une participation conservatrice, c'est-à-dire contribuant à la reproduction de l'ordre, non pas seulement sécuritaire, mais social et politique.

Aiming at rendering "somewhat irrelevant" the "question of sadism" in the critique of film's "seductive epistemological promise," Leo Bersani and Ulysse Dutoit argued for a "participation in the film" that is "at once self-reflexive and self-shattering." Such participation may bring about the very panhuman condition of "being-togetherness" that Bersani and Dutoit have registered in the ontology of Alain Resnais's and Terrence Malick's films. This peculiar "community of all being" is based on a specific (and paradoxical) kind of movement within the spatiality of a remembrance engendered by the inhibition of movement. Certain films thus render possible connection and participation due to the mobility they entail.

Despite strong support for citizen participation in the abstract, there is less support in practice, in part because of different expectations about the impact of participation. This research examines participation in two communities following a disaster. It tests four hypotheses. The research demonstrates that actual participation had no impact or a slight negative impact on satisfaction and legitimacy, but the beliefs that citizens had had an impact and the city had attempted to involve citizens were strongly positively related to both.
