Türk siyasal hayatı her ne kadar sürekli istikrarsızlıklar ve ekonomik dalgalanmalar ile anılsa da kısa sayılabilecek bir süre içerisinde oldukça fazla tecrübe kazanmış olduğu değerlendirilmiştir. Birçok parti ve seçim sistemlerinin denendiği, tek parti hükümeti ve koalisyon hükümeti dönemlerinin birden fazla örneği ile zenginleşmiş bir siyasal hayata sahip olmak aslında ülke menfaatleri açısından oldukça değerlidir. Ancak baskı gruplarının çeşitli müdahalelerine şahit olunmasının ve neredeyse her on yılda bir askeri darbe veya müdahalelerin gerçekleşmesinin demokrasinin siyasal zeminde gelişmesini engellemesine ve yukarıda bahsedilen zenginliğin karşılığının tam olarak alınamamasına neden olduğu söylenebilir. Türkiye'de çok partili hayatın 1950'den itibaren başladığını ifade etmek yanlış olmaz. Bu kapsamda yaklaşık yetmiş yıllık bir tecrübenin gerek yazılan tezlerde gerekse bilimsel makalelerde hak ettiği kadar yer almadığı tespit edilmiştir. Bu maksatla kaleme alınan bu çalışmada 1950-2015 yılları arasındaki seçimler ele alınmış olup kurulan tek parti ve koalisyon hükümetlerinin siyasi ve ekonomik istikrarı incelenmiştir. Elde edilen sonuçlardan sürdürülebilir siyaset konusunda bir analiz yapılmaya çalışılmıştır. Bu anlamda çalışmada; büyüme, enflasyon, işsizlik gibi istikrar temelli ekonomi tanımlamalarının yanında demokrasi, katılım kültürü, çoğulculuk ve siyaset ahlâkı üzerinden sürdürülebilirliğin önemi ortaya koymaya çalışılmıştır. ; Turkish political life has been assessed as having gained considerable experience in a short period of time, although it is constantly referred to instability and economic fluctuations. Having tried many party systems and electoral systems, having a political life enriched by single-party governments and multiple instances of coalition government periods, is in fact very valuable for the country's interests. At this point, the various interventions of the pressure groups have also been witnessed. Almost in every decade, military coups or interventions have prevented democracy from developing on the political horizon and have caused the failure of the mentioned wealth to be fully taken. It would not be wrong to say that the multi party political life in Turkey started from 1950. In this context, it has been determined that an expert of almost seventy years does not have enough scientific articles to be written in subject. In this study, the elections between 1950 and 2015 were considered and the political and economic stability of the single party and coalition governments established was investigated. From the results obtained, a definition of sustainable politics has been tried to be made. In this sense, based on economy definitions such as growth, inflation, and unemployment have sought to demonstrate the importance of sustainability through democracy, participation culture, pluralism and political morality.

Bu çalışmada seçim sistemleri teorik ve uygulamalı yönleriyle incelenmeye çalışılmıştır. Kavramın işlevi, özellikleri ve öğeleri açıklanmıştır. Dünyada değişik ülkelerde değişik seçim sistemleri uygulanmaktadır. Avrupa Birliği parlamentosu seçimi değişik seçim sistemi uygulayan ülkelerin ortak tek seçim sistemidir. Çünkü burada baraj yoktur. Örneğin iki AB ülkesi farklı seçim sistemi uygulamakla birlikte tek AB parlamentosu seçim sistemini uygulamaktadır. Bunlar arasında barajlı D'Hondt,İmperial Kota,Devredilemeyen tek oy,Hare Kota gelmektedir.Ülkelerin meclislerinin tek veya çift oluşu,partilerin yapısı,demokrasi geçmişleri seçim sistemini etkilemektedir Çalışmanın ikinci bölümünde,Türkiye'de uygulanan seçim sistemi tarihsel çizgide incelenmiş,özellikle Türkiye'de uygulanan seçim sisteminde temel kavramlar verilmiştir.Özellikle çoğunluk, nispi ve yarı nispi temsil ve karma seçim sistemleri kategorisinde incelenmiştir.Son bölümdeyse dünyadaki değişik ülkelerden seçim sistemiyle ilgili örnekler verilmiştir.Bunlar arasında, Kanada, Japonya, Güney Afrika,Fransa, Şili, İsrail, Yunanistan gelmektedir. ; In this study, election system had been investigated theoritical and emprical aspects.The concept of election system has been defined and the basic principles have been explained.There are a lot of election system from country to country.Those depends on the country political structure.In practice D'Hondt,İmperial Quota,Independaple one vote,Hare Quota are election system.Uni cameral and two cameral parliament structure has important role election system.Political party system and history of democracy has important role also.İn this study second point is Turkey's election system.Turkish election system had investigated historical backgraund.espacially from period Meşrutiyet to 2008.The election system had been examined within majority,semi majority, semi relative and relative representation and mixed election system.About the election system Europen Union parliament system is differnt from other.For example,two member of european union country may be election system but they has some rule about Europen union election.Some countreis election system had been compare with another example, Canada, Chili, Spain, Japan, South Africa, Meksico, İtaly, Greece.

Siyasal sistemler ve rejimler tartışması, Platon'dan Rawls'a kadar sürmüştür. Bu süreçte ideal devlet düzeni arayışlarında, meşruiyetini halk iradesine dayandıran demokrasi modeli tek geçerli sistem olarak modernitenin bir göstergesi şeklinde kabul edilmiştir. Siyasal iktidarın kuvvetler arasındaki dağılımı veya sınırlandırılması anayasalarda düzenlenmiştir. Demokratik ülkelerde Parlamenter Sistem, Başkanlık Sistemi ve Yarı Başkanlık Sistemi olmak üzere üç temel hükümet sistemi bulunmaktadır. Parlamentonun varlığı demokrasi için bir garanti olmadığı için demokrasi, parlamenter sistem olmaksızın da var olabileceği gibi; parlamenter sistem de demokrasi olmaksızın var olabilir. Dolayısıyla hükümet biçimi ile demokrasi veya hukuk devleti arasında doğrudan bir ilişki veya orantı bulunmamaktadır. Bu çalışmada iyimser bir perspektiften bu iddia savunulmaya çalışılmıştır. Bu çalışmanın amacı, Türkiye'de sürekli tartışılan başkanlık sisteminin gerekliliği ve uygulanabilirliğini sorgulamak ve sisteme yöneltilen bazı eleştirilerin ve çekincelerin daha iyi anlaşılmasını sağlamaktır. Bu bağlamda literatür taraması yapılarak başkanlık sisteminin avantajları ekseninde, gerek parlamenter sistemin dezavantajları gerekse başkanlık sisteminin olumlu yönleri karşılaştırmalı olarak ele alınmıştır. Çalışmada ayrıca çeşitli yazarların görüşlerine yer verilmiş ve hükümet sistemlerinin kavramsal boyutta analizi yapılarak tarihsel süreç içerisinde ülke örnekleri ile kıyaslama yapılmıştır. Çalışma üç bölümden oluşmaktadır. İlk bölümde öncelikle başkanlık sisteminin gerekliliği üzerinde durulmuştur. İkinci bölümde başkanlık sisteminin ülkemizde uygulanabilirliği detaylı olarak ele alınmıştır. Üçüncü bölümde ise sisteme karşı yöneltilen eleştiri ve çekincelere yer verilmiştir. ; Political systems and regimes discussion lasted from Plato to Rawls. In this discussion process, the democracy model which is universally the only valid regime of all systems basing its legitimacy upon the people's will has been recognized as an indication of modernity in search of the ideal state order. The distribution or limiting of the power of government among the political powers is regulated by the constitutions of the countries. In democratic countries, there are three basic systems of government including parliamentary system, presidential system and semi-presidential system. Democracy can exist without parliamentary system and parliamentary system, in contrast, can exist without democracy just because the existence of Parliament does not guarantee democracy. Therefore, there is no direct relationship or proportion between the system of government and democracy or the state of law. This paper aims to defend these claims from an optimistic perspective. The main purpose of this study is to question the necessity and applicability of the presidential system which has been continually discussed in Turkey and provide a better understanding of the criticisms of the presidential system and some reservations about it. In this context, in the framework of the advantages of the presidential system, both the disadvantages of the parliamentary system and the positive aspects of the presidential system have been examined by making a literature review as well as making a comparison with the other countries historically and systems of government. Moreover, this paper also contains about the views of the various authors by making an analysis in the conceptual dimension. This work consists of three parts: the first section primarily focuses on the necessity of the presidential system. In the second part, the applicability of the presidential system in our country is considered in detail. The criticisms of the presidential system and some reservations against it are given in the third part.

Devletler için hayati önem taşıyan teşkilatlarından birisi de mülki teşkilattır. Merkez yönetim tarafından alınan kararların tam ve eksiksiz olarak ülkenin her yerinde uygulanıyor olması, büyük devlet olmanın olmazsa olmaz şartlarındandır. Bu nedenle devletler, mümkün olduğunca mülki teşkilatlanmalarını güçlü tutmaya çalışmışlar ve kendi devlet, millet ve coğrafi özelliklerine göre yapılandırmışlardır. Osmanlı Devleti, geniş topraklı, çok uluslu ve farklı dinlere mensup insanların yaşadığı bir devlet idi. Türkiye Cumhuriyeti ise daha homojen toplum yapısına sahip, Osmanlı ile kıyaslandığında sahip olduğu toprak açısından küçük sayılabilecek bir devlettir. İki devlet arasındaki farklar Türkiye Cumhuriyeti'nin devraldığı sistemlerle yola devam etmesini imkânsız hale getirmiştir. Bu nedenle pek çok alanda yenilik yapılması kaçınılmaz olmuştur. Yasal dayanağın hazırlanmasından sonra girişilen faaliyetler, vilayetlerin yeterliliklerinin sorgulanmaya başlanması ile devam etmiştir. Yapılan kanunların içerisinde vilayetleri tarif eden objektif hükümlerin yer almaması, tek parti döneminde pek çok ilin kazaya, kazanın nahiyeye dönüştürülmesine neden olmuştur. Genellikle nüfus ve iktisadi hayat üzerinde yapılan değerlendirmeler neticesinde alına kararlar kısa süre sonra, hükümet tarafından yeniden sorgulanmaya başlamıştır. Bu iki kriter haricinde, askeri önem, idari boşluklar, ulaşım sorunları gibi kriterlerin kendisini göstermesi ile ilga edilen pek çok vilayet ve kaza yeniden ihda edilmek durumunda kalmıştır. ; Local administrative authority is among the crucial authorities of the states. A whole and complete implementation of the decisions taken by the central authority all over the state is deemed as "conditio sine qua non" of the largest states or empires. Therefore, states have been all the way in an attempt to sustain their local administrative authorities and organized them according to the their characteristics of government, nation and geography. Ottoman Empire was a state with vast territories where various nations and people from different religions used to live. The Republic of Turkey has a relatively more homogenous nation and can be deemed as a small state in respect to the land area when comparing the Ottoman Empire. Because of the differences between the two states, it was impossible for Turkey to proceed with the inherited old systems. Hence, innovations were made in many areas. As a sequel of the actions after legal basis has been set, sufficiency of provincial structure was started to be interrogated. Because the legislations did not clearly define the objective criteria for a settlement to be a province, provincial status of many settlements was legally changed into district while districts are converted into sub-districts in single-party period of the Republic. Decisions taken generally following the procedure of evaluation on demographics and economic life were started to be interrogated again by the government. In addition to these two, new criteria emerged such as military importance, administrative vacancies and transportation problems. In accordance with the new criteria, many provincial or district status, abolished before, were recognized once again.

Yüksek Lisans Tezi ; Siyasal demokratik yaşamın olmazsa olmazı seçimlerdir. Türkiye gibi temsili demokrasinin uygulandığı ülkelerde halkın iradesinin parlamentonun oluşumuna yansıması önem arz etmektedir. Ülkemizde çok partili hayata geçişten bu yana parlamento seçimlerinde çok değişik seçim sistemleri kullanılmıştır. Bugün ise barajlı partiler arası seçim ittifakına elverişli d'Hondt sistemi kullanılmaktadır. Seçim barajı, 12 Eylül cuntacılarının sözde yönetimde istikrarı sağlamak adına parlamentoda çok sayıda siyasi partinin bulunmaması için getirmiş oldukları bir düzenlemedir. Türk demokrasi tarihinde, 15 Temmuz 2016'dan sonra darbeler dönemi bir daha açılmamak üzere tozlu raflardaki yerini almışken, darbe döneminin bir ürünü olan 'luk baraj uygulamasının sürdürülmesi ne yazık ki demokratik değildir. Ayrıca mevcut seçim sisteminde seçmene dayatılan bir milletvekili aday listesi mevcuttur. 2839 sayılı Milletvekili Seçim Kanunu'nun 2. maddesinde seçmenin oyunu tam bir serbestlikle kullanabileceği hüküm altına alınmış olmasına rağmen çok sayıda milletvekiline sahip illerde seçmen, doğrudan kendi milletvekili adayına oy verememekte olup; kendisine sunulan ve içeriğine etki edemediği listeye oy vermek mecburiyeti içinde bir serbestliğe sahiptir. Vermiş olduğu oyun da hangi adaya gittiğini bilemeyen bir seçmen vardır. Kesin olansa seçmenin hangi partiye yani diğer bir değişle hangi genel başkana oy verdiğidir. Bu çalışmada çağdaş devlet düzenine sahip ülkelerin milletvekili seçimlerinde kullandıkları seçim sistemlerine de yer verilerek, Cumhurbaşkanlığı Hükümet Sisteminin uygulandığı ülkemiz için alternatif bir seçim sistemi önerilmiştir. ; Elections are the sine qua non of political democratic life. Dünya siyaset tarihi içerisinde en fazla öne çıkan ve toplumun geneli tarafından kabul gören siyasal anlayışların başında, muhafazakâr düşünce sistemi gelmektedir. Bu düşünce sistemi kimi zaman iyi ve güzeli koruma, kimi zaman ise yeniliklere kapalı olma özelliği göstermiştir. Ancak bu düşünce sistemi özellikle demokrasi kültürünün tüm toplumlarda kabul görmesi ile birlikte bir kısım değişikliklere uğramıştır. Muhafazakâr düşüncenin demokrasi gibi önemli bir kavramı yok sayması mümkün olmamış ve neticesinde muhafazakâr demokrasi adı verilen ve hem muhafazakârlığı hem de demokratik unsurları içerisinde barındıran bir düşünce sistemi ortaya çıkmıştır. Tüm dünyada ilgi gören muhafazakâr demokrasi kavramı, ülkelerin kendi yönetim sistemleri ve kültür şekillerine göre olgunlaşmıştır. Bu bağlamda kimi ülkelerde muhafazakârlık kavramı ağır basmış iken bir kısım ülkelerde ise demokrasi kavramı güncelliğini korumuştur. Türkiye'de bu yeni kavrama kayıtsız kalmamış ve özellikle son yarım yüzyılda yeni sağ düşünce görüşüne uygun olarak muhafazakâr demokrasi kavramını savunan siyasal partiler ortaya çıkmıştır. Bu partilerden en önemlisi ve Türk siyasal yaşamına damgasını vuran parti ise AK Parti olmuştur. AK Parti kuruluşundan kısa bir süre sonra tek başına iktidara gelmesi ve halen daha bu vasfını devam ettirmesi nedeniyle Cumhuriyet tarihinin en önemli partileri arasında yer almıştır. Ayrıca benimsediği muhafazakâr demokrasi düşüncesi de büyük kitleler tarafından kabul görmüştür. Bundan sonraki dönemlerde yeniliklere uyum sağlayabildiği ölçüde toplum tarafından kabul görmeye devam etmesi beklenmektedir. ; One of the most prominent political approaches in the history of politics in the world is the conservative thought system. This system of thinking has been shown to be good and beautiful and sometimes closed to innovations. However, this system of thought has undergone some changes especially with the adoption of democracy culture in all societies. It was not possible for conservative thought to ignore an important concept like democracy, and as a result, a system of ideas, called conservative democracy, which contained both conservatism and democratic elements, emerged. The concept of conservative democracy, which attracts attention all over the world, has been matured according to the countries' own management systems and culture forms. In this context, while the concept of conservatism was dominant in some countries, the concept of democracy remained up to date. Turkey has not indifferent to this new grip, especially in the last half century, according to conservative views right new idea has emerged political parties advocating the concept of democracy. The most important of these parties and the party that marked the Turkish political life was the Adalet ve Kalkınma Partisi (AK Party: Justice and Development Party). The AK Party has been one of the most important parties in the history of the Turkish Republic due to the fact that it came to power in a short period of time after its establishment and still has this characteristic. In addition, the idea of conservative democracy has been accepted by the masses. In the following periods, it is expected to continue to be accepted by the society to the extent that it can adapt itself to innovations.

Bu çalışmada, yönetim alanında büyük etkilere sahip olan liberalizm kavramı, ayrıntılı bir şekilde ele alınarak, tarihi gelişimi ve ülkeler üzerinde ki etkileri de göz önünde tutularak değerlendirilecektir. Ülkemiz açısından önemli sayılabilecek gelişmelerin yaşandığı Osmanlı'nın son dönemleri ve Cumhuriyet'in ilk yıllarındaki serbestleşme hareketlerine kısaca değinildikten sonra, özellikle 1960 askeri müdahalesi, 1971 muhtırası ele alınacak ve konumuzun asıl içeriğini oluşturan 1980 harekatı ve Özal hükümetleri dönemi incelenecektir. Askeri müdahalenin ardından normale dönüş süreci, siyasi partilerin kurulması ve yapılan seçimler konumuz içeriği açısından önemli noktalardır. Ülkemiz liberalizmi açısından dönüm noktası olarak adlandırılan Özal Hükümetleri dönemindeki uygulamalar, ekonomik ve siyasi liberalizm açısından ayrı ayrı ele alınarak, eleştirel bir yaklaşımla değerlendirilecektir. Liberalizm özellikle batılı ülkeler tarafından kabul gören, en popüler ve en fazla taraftar toplayan yönetim tarzlarından biri haline gelmiştir. Dünyaya sırtını çevirmeyen ülkemiz, tamamen liberalizmi benimseyen bir tutum sergilemese de, sürekli kendi şartlarını da göz önüne alarak gelişim ihtiyacını gidermeye çalışmıştır. Yaşanan gelişmelere ve bu gelişmelerin ait olduğu dönemlere bakıldığında, en dikkat çeken dönemin Özal Hükümetleri dönemi olduğu görülmektedir. Turgut Özal, siyasi kimliği ve kabulleri ile liberalizmin gereklerini ülkemize en etkili şekilde uygulama şansı bulan lider olmuştur. ; In this study the concept of liberalism which has great effects on leading system will be assessed comprehensively keeping in mind its historical development and effects on countries. Just after mentioning about the Reform Movements both in the first years of Republic and in the last times of Ottoman Empire in which there occured many important developments that have still remained so worthy on the account of our country, especially 1960 military coup, 1971 military memorandum will be issued and the 1980 military coup which constitutes the main issue of our study and the period of Ozal Governments will be evaluated. The process of passing in to the normal life after coup, founding the political parties and the elections that have been held are important topics as to the contents of this study. The policies in the period of Ozal Governments will be assessed in a critical approach being taken into consideration seperately both in the aspect of economical and political liberalism. Liberalism has become ne of the leading systems which have gathered the most supporters, have been the most favourite and accepted especially by the western civilizations. Although our country, which did not turn his back to the world has not presented an attitude of full adoption of liberalism, it has tried to meet the need of self development by taking its own conditions into account. If we look at the developments being done at this point and the eras to which they belong, the most striking is that of the periods of Ozal Governments. Turgut Ozal became te leader who had the chance of applying the necessities of liberalism most effectively with his political identity and consept.

Demokratik sistemlerin vazgeçilmez ve hayati unsuru olan siyasi partiler, temsili demokrasinin yerine getirilmesinin yanı sıra, çağdaş demokrasinin temel niteliği olan "çoğulculuk" ilkesinin hayata geçirilmesinde de önemli rol üstlenmiştir. Türkiye'de Anayasa ve kanunlarda birtakım yasaklarla sınırlandırılan siyasi partiler, söz konusu sınırların ihlali nedeniyle kapatma davaları ile karşı karşıya kalmış ve bu davaların sonucunda ilgili partilere pek çok kez kapatma yaptırımı uygulanmıştır. Hukukumuzda siyasi parti kapatma nedenlerine Anayasamızda açıkça yer verilmiştir. Bunlardan "Devletin ülkesi ve milletiyle bölünmez bütünlüğü" ilkesi nedeniyle verilen siyasi parti kapatma kararlarında Anayasa Mahkemesinin anılan ilkeyi çok katı uyguladığına ilişkin çeşitli eleştireler bulunmaktadır. Avrupa İnsan Hakları Mahkemesi de Anayasa Mahkemesi tarafından verilen kapatma kararlarıyla ilgili olarak çeşitli ihlal kararları vermiştir. Anayasa Mahkemesi kararlarında bir taraftan bölümez bütünlük ilkesinin korunmasına özen gösterirken, diğer taraftan da demokratik ilkelerin hayata geçirilmesini de gözetmelidir. Bu kapsamda ifade hürriyeti ve örgütlenme özgürlüğü hem 1982 Anayasası hem de Avrupa İnsan Hakları Sözleşmesi kapsamında korunan en önemli temel haklardın ikisidir. ; Political parties, which are indispensable and vital elements of democratic systems, have played an important role in the implementation of the principle of "pluralism", which is the basic feature of contemporary democracy, as well as the fulfillment of representative democracy. The limited number of political parties prohibited in the Constitution and law in Turkey, said that faced with due to the border closure cases of violations and closure many times the parties concerned as a result of this case was applied. The reasons for closing political parties in our law are clearly stated in our Constitution. There are various criticisms that the Constitutional Court applied the principle very strictly in the political party closure decisions made due to the principle of "indivisible integrity of the state with its country and nation". The European Court of Human Rights has also issued several violation orders in relation to closure decisions by the Constitutional Court. In the Constitutional Court decisions, while paying attention to the protection of the principle of indivisible integrity, on the other hand, it should also consider the realization of democratic principles. In this context, freedom of expression and freedom of association are two of the most important fundamental rights protected under both the 1982 Constitution and the European Convention on Human Rights.

1980 sonrası dönemde İngiltere`de ve Amerika`da, Thatcher ve Reagan yönetimi ile siyasal pratikte uygulanma şansı bulan neo-liberalizmi Türkiye`ye getiren ve siyasal arenada yerini almış olan parti Anavatan Partisi'dir. 1970'li yıllarda yaşanan global ekonomik krizle birlikte, 80'lerde Avrupa ve Amerika`da yeni sağ akımı gelişmiştir. Türkiye'de de 24 Ocak 1980 Kararlarıyla başlayıp günümüze kadar gelişen süreçte yeni sağ uygulamalar hayat bulmuş, gerek ulusal gerekse uluslararası gelişmelere bağlı olarak siyasal, ekonomik ve toplumsal çerçevelerde yeni bir toplum dinamiği ve dokusu belirginleşmiştir. Aynı dönemde Cumhuriyet tarihinin en yoğun "yeniden yapılanma"sı olarak adlanırılan devlete bakış açısı değişimi yaşanmıştır. Değişimle birlikte bazı değer sistemleri değişerek yeni yapıya uygun hale gelmiştir. Batı dünyası ile entegrasyon çabaları ve küreselleşme ile birlikte ekonomik açıdan ciddi ilerlemeler olurken bazı sorunların da ortaya çıktığı açıktır. Bu perspektiften bakıldığında siyasal, ekonomik ve toplumsal yeniden yapılanma gereksiniminin ve yeniden yapılanma sürecinin Türkiye'nin tarihsel gerçekleri ve gelenekleri ile tanımlanması temel gereklilik olarak algılanmaktadır. Bu tezde 80'li yıllar ANAP Türkiye'si ile siyasal hayata giren yeni sağın, 90`lı yıllarda ve sonrasındaki uygulanmasının Türk siyasi hayatında ortaya çıkardığı değişimleri ele almaktayız. Bu bağlamda Anavatan Partisi'nden günümüze yeni sağın gelişim süreci irdelenmiş, Türk toplumsal, ekonomik ve siyasal yapısının dönem politikalarından ne düzeyde etkilendiği değerlendirilmiştir. 90`lı kayıp yılların ardından AK Parti ile yeniden bir canlanma bulan Yeni Sağ, 13 yıllık kesintisiz bir uygulama dönemi yaşamıştır. Küreselleşme olgusunun ideolojisini oluşturmakta olan yeni sağ, felsefesinde serbest piyasa görüşü ile dünyanın neredeyse bütün ülkelerinin ekonomik hayatına sızmıştır. Bu tez ile Batı neo-liberalizmine biçim olarak benzer olsa da, içerik olarak bazı farklı noktalar barındıran Türk yeni sağında yaşanan gelişmeler ışığında gelinen noktanın açıklanması hedeflenmektedir. Anahtar kelimeler: Yeni sağ, AK Parti, Anavatan Partisi, Küreselleşme, Liberalizm, Muhafazakarlık. ; The Motherland Party is the one that has taken its place in political arena and that brought neo-liberalism to Turkey which had been practiced by Thatcher and Reagan administration respectively in England and in the USA after 1980`s. Due to the global economic crisis occurred in 1970`s, New Right ideas had risen in Europe and in the USA during 1980`s. New Right applications were originated in Turkey with the decisions taken on 24 January 1980. A new society dynamics and structure has energed in political, economic and social contexts basedon national and international developments. At the same time there has been a change in relation to the understanding of state, which is called "rebuilding" by some. Value systems have been also transformed and adapted to the new structure. It is clear that together with the integration efforts with the West and economic globalization, while there has been some advancement in terms of economy, some problems have also arisen. From this point of view, it is essential to take into consideration Turkey's historical realities and traditions when thinking about political, economic and social rebuilding process. In this thesis, we deal with the new right policies that have taken part in political life with Motherland Party period of Turkey in 80's, and the changes resulting from their application to Turkey's political life in 90's and afterwords. In this context the development process of new right since Motherland Party up to now has been examined, and how Turkey's social, economic and political structure was affected by these policies has been evaluated. After 90's reviving with AK Party, the New Right has witnessed an application period of 13 years without interruption. By generating the idelogy of globalization, New Right has penetrated approximately to all countries economic life with its free market philosophy. This thesis aims to make clear the point to which resulted by the development in the Turkish New Right that is different from the western one in content, it is similar in form, though. ÖZPost-Sovyet Kazakistan, Kırgızistan ve Özbekistan'da Siyasal Konsolidasyon ve Mobilizasyon Örüntüleri adını taşıyan elinizdeki tez çalışması Sovyet sonrası dönem Orta Asya'sındaki yeni siyasal ve toplumsal yapıyı anlama çabasının bir parçasıdır. Siyasal ve toplumsal yapıyı açıklamada egemenlik ilişkileri alanına özel bir önem atfedilmektedir. Bu çerçevede çalışmanın kısa bir başlıkla "Orta Asya'da hegemonya ve iktidar olarak" adlandırılması da mümkündür. Yeni rejimlerin toplum nezdinde, rıza ve baskı araçlarını bir arada kullanılarak nasıl bir yerleşiklik kazandığı, ideolojik ve kurumsal düzeyde nasıl konsolide edildiği, Kazakistan Kırgızistan ve Özbekistan örnekleri üzerinden değerlendirilmektedir. Türkiye dahil altı ülkede yürütülen araştırma ve saha çalışmalarına yaslanan çalışma karşılaştırmalı bir bölge çalışmasıdır. Tezin sorularına yanıt üretme çabasında disiplinlerarası bir yaklaşımla, siyaset bilimi, siyaset sosyolojisi, antropoloji, tarih ve uluslararası ilişkiler disiplinlerinin yöntem ve yaklaşımlarından yaralanılmıştır. Çalışmanın kuramsal geri planında ise Gramsci'nin hegemonya teorisinin özel bir ağırlığı vardır. Araştırmada sözkonusu üç ülkedeki siyasal konsolidasyon örüntülerinin ideolojik, kurumsal ve toplumsal dayanakları hegemonya-iktidar-toplum üçgeninde ele alınıyor. Bu çerçevede anayasal mimari, siyasal partiler ve seçim sistemlerinin himayeci-kliental ilişkilerle nasıl eklemlendiği gösterilmeye çalışılmaktadır.Çalışmanın şu dört soru etrafında özetlenmesi mümkündür: Egemenlik ilişkilerinin çözümlenmesinde tarih ve sosyal çevrenin yeri; Siyasal konsolidasyon ve mobilizasyon olgusunu açıklamada kilit kavramlar neler olduğu; Mevcut siyasal rejimlerde siyasal konsolidasyon örüntüsünün ana öğelerinin neler olduğu ve son olarak siyasal konsolidasyonun sınırları, hegemonya karşısındaki direnç odakları ve siyasal değişimin aktör ve dinamikleri neler olduğu sorularına yanıt aranmaktadır. ABSTRACT "In this thesis, it is aimed at understanding the emerging patterns of society and politics in Post-Soviet Central Asia. In understanding the social and political structure, special attention is paid to the sphere of power relations. With regard to this main aspect the thesis could also be titled as "hegemony and power in Central Asia". New regimes' consolidation at ideological and institutional levels, are evaluated through an analysis of how the power used repressive state apparatuses together with the ideological apparatuses in each of the above mentioned countries.The thesis is a comparative one based on field researches conducted in six countries, including Russian Federation, UK, Turkey, Kazakhstan, Kyrgyzstan and Uzbekistan. In search for answers to the questions of the research, different methods from the disciplines of politics, political sociology, anthropology, history and international relations are used within an interdisciplinary approach. At the background of the theoretical construction of the thesis lies the Gramscian theory of hegemony. Ideological, social and institutional pillars of the consolidation patterns in three of these Central Asian states are evaluated from the prism of hegemony-power-society relations. With regard to this framework, it is tried to explore and explain how constitutional designs, political party systems and electoral systems of these countries are combined with the clientalistic networks of political patronage.The overall content of the thesis could be summarized in the following four points: The role of the historical background and social structure in the analysis of power relations; the key concepts in explaining the consolidation and mobilization patterns; the fundamental elements of the consolidation and mobilization patterns; and finally, the limits of hegemony, challenges to hegemony.

Modern dünyada demokrasi, bir temsil sorunu ve krizi yaşamaktadır. Temsil sorununu aşmanın yolu parlamenter demokrasinin açmazlarını gidererek, doğrudan demokrasiye mümkün olduğu ölçüde yaklaşabilmektir. Bu süreçte, fazlasıyla profesyonelleşen-kurumsallaşan partilerin etkisinin yumuşatıldığı, adayların öne çıktığı, [bağımsız] aday odaklı bir politik yapı temsil krizinin aşılarak daha demokratik bir yapının oluşması için zaruridir. Bu çerçevede bu çalışma, bir dizi iddia, öneri ve öngörü ortaya koymaktadır. Çalışmanın temel iddiası [bağımsız] aday-odaklı bir politik sistem, (etnisite, mezhep v.b. referanslardan kaynaklı) blok halinde oy verme gibi handikapları barındırabileceğinden demokrasiye illa ki katkı sağlamasa bile; [bağımsız] adaylığa kapalı bir politik sistemin temsile ve demokrasiye aykırı olarak değerlendirilmesi gerekeceği muhakkaktır. Böylece aday-merkezli politik sistemlerin, temsil krizinin aşılması ve demokrasinin pekişmesi yolunda oldukça önemli olduğu iddia edilmektedir. Çalışmada aday merkezli politik sistemlerin öne çıkarılabilmesi adına bir dizi öneri dile getirilmektedir. Bu bağlamda ülkelerin siyasal sisteminin aday odaklı politik sistemleri işletecek hukuki ve yasal altyapıya sahip olması; seçim sisteminin ise, ekonomik açıdan güçlü, örgütsel bakımdan üstün partilere karşı bağımsız adayların eşit ve adil koşullarda rekabet edebilecek hale getirilmesi gerekmektedir. Ayrıca, çalışma da zamanla, eğitim, kentleşme ve bireyselleşmedeki artışla, bağımsız adaylığa ilişkin önemli bir sorun olarak görülebilecek olan blok halinde etnosantrik oy verme davranışının azalma eğimine girebileceği öngörülmüştür. ; Democracy in the modern world is faced with a crisis and problem of representation. The path to overcome the problem of representation is to be able to approach direct democracy insofar as possible by eliminating the dilemma of parliamentary democracy. In this process, a (independent) candidate-centered political structure where the impact of the parties too professionalized-institutionalized is softened and candidates come to the fore is essential for the formation of a more democratic structure overcoming the crisis of representation. Within this context, in this study, a series of allegations, suggestions and predictions are put forward: The main claim of the study is the need to regard a political system closed to (independent) independent candidacy as contrary to democracy and representation even though (independent) a candidate-centered political system makes necessarily no contribution to democracy as including handicaps such as block voting. Thus, candidate-centered political systems are claimed to be highly important in terms of overcoming the problem of representation and consolidating democracy. In the study, a series of suggestions are mentioned to put forward candidate-centered political systems. In this regard, it is necessary that the political system of countries have legal infrastructure to function candidate-centered political systems, and that electoral system allows independent candidates to be able to compete in equal and fair conditions against the parties economically strong and superior in terms of organization. Furthermore, in the study, it has been predicted that ethnocentric block voting behavior that could be seen as a major problem for independent candidates will tend to decline with the increase in education, urbanization and individualization in course of time.

Demokratik sistemlerde, halkın seçimiyle kurulan hükümetler, sadece siyaseti değil, aynı zamanda ülke ekonomisini de yönlendirmektedir. Bu bağlamda, Türkiye'deki yönlendirmelere açıklık getirmesi düşüncesiyle, 1990-2012 döneminde yapılan seçimler ve sonrasında kurulan hükümetlerin ekonomik göstergelerle olan ilişkisi ele alınmıştır. Çalışmanın amacı, 1990-2012 yılları arasında Türkiye'deki hükümetler ile ekonomik göstergeler arasındaki ilişkiyi değerlendirmektir. Hükümetlerin yapılarına göre tek parti hükümetleri mi ya da koalisyon hükümetleri mi ekonomi alanında istikrar sağlamışlardır sorusuna yanıt aranmıştır. Bu konu üzerinde yazılmış mevcut çalışmalar göz önünde bulundurulduğunda, genellikle hükümetlerin ya siyasi yönleri ya da ekonomiye olan katkılarının incelendiği görülmüştür. Ancak bu çalışmada hükümetlerin hem siyasi hem de ekonomik yönleri birleştirilerek önemle vurgulanmıştır. Türkiye'de 1990-2012 dönemindeki hükümetlerin ekonomi ile ilişkisi incelenmiştir. Öncelikle belirli kavramlar açıklanmış ve sonrasında ekonomik göstergeler belirtilmiştir. Daha sonra bu kavramlar çerçevesinde ekonomik göstergeler değerlendirilmiştir. Değerlendirmelerin sonucunda ise siyasi istikrarsızlığın olduğu dönemde ekonomik istikrarsızlık ve ekonomik krizler meydana gelmiştir. Siyasi istikrarın oluşmasıyla birlikte ekonomik istikrar da beraberinde gelmiştir. ; In democratic systems, governments, which are founded with public elections, direct not only politics but also country's economy. In this context with the thing of throwing light on directions in Turkey, elections, which were made in the area of 1990-2012, were considered with the interaction with economic indicators of governments which were founded after these elections. The aim of this study is that evaluates interaction between economic indicators with governments in Turkey among 1990-2012. With respect to governments' frameworks, it is searched for an answer that whether single-party governments or coalition governments assure stability on economy. Available thesis and articles which are writter on this subject, are considered. Generally, it is shown that governments study whether political directions of contributions on economy. However, in this thesis, it is momentously emphasized that governments are incorporated both politics and economic aspects. Interaction with economy of governments in the area 1990-2012 are considered in Turkey. Initially, spesific consepts are explained and then, the indicators of economy are stated. There after, in the frame of these concepts, economic indictors are evoluated. In the conclusion of these evaluations, economic instabilitiy and economic crisis occur when political instability happens. With the consisting of political stability, economic stability is accompanied by it, as well.

(J.M Hoone Wronski, Histoire et doctrine des Rose-Croix) The ideas I"ll be proposing in my thesis are briefly foreshadowed in the quotation above. To put it simply, There are such secret guilds that have been operating since the beginning of human civilazation. These guilds can build empires or split them into countries If they wish. They interpret the faith system as however they want and seperate it into cults. They first build socio-economic systems and then create a completely opposite counter-models. The reason being is to rule over humanity. They"re daring enough to create even their own enemy before waiting to see the public reaction or feedback. Only themselves decide the social change, the reason for that comes from their desire to steer the humanity according to their interest by keeping everything under control.

Ancak demokrasi için zorunlu olan bu durum toplumsal ve siyasal ortamda yenileşme hareketlerine elverişli ortamın oluşmaması yüzünden ertelenmiştir. II. Dünya Savaşı'nın ardından otoriter ve totaliter rejimlerin arka planda kalması ve buna bağlı olarak demokrasi kavramının öneminin artması birçok devlet gibi Türkiye Cumhuriyeti siyasal hayatı içinde büyük bir değişime neden olmuştur. Dünya siyasetindeki değişen bu konjonktür ile daha önce çok partili siyaseti Terakkiperver Cumhuriyet Fırkası ve Serbest Cumhuriyet Fırkası ile iki kez tecrübe eden ancak olumsuz bir sonuç ile karşılaşan Türk siyasetinde yeni adımların atılmasına neden olmuştur. Üçüncü çok partili siyasal hayat tecrübesi 1945 senesinde kurulan Milli Kalkınma Partisi ile olmuştur. Bu süreçte geçerli olan çoğunlukçu seçim sistemi verileri ile nispi temsil seçim sistemi analizi yapılarak karşılaştırılmış ve bu sonuçların siyasal partilere etkisi ele alınmıştır. --- ABSTRACTThe political reform programs, which started with the proclamation of the Republic, necessitated the multi-party-political life in order to gain the functioning of democracy. However, this situation, which is necessary for democracy, has been postponed due to the lack of an environment conducive to social and Political Renewal movements. After World War II, the authoritarian and totalitarian regimes remained in the background and consequently the importance of the concept of democracy has led to a major change in the political life of the Republic of Turkey, like many other states. With this changing conjuncture in world politics, Turkish politics, which had been experienced twice with the progressive Republican Party and the Free Republican Party but faced with a negative result, had led to the new steps taken in. The third multi-party-political life experience was with the National Development Party established in 1945. However, this party, which could not be fully organized because of the conditions of the period, could not have closed the gap of opposition in Turkish politics. During this period, the Democratic Party, established in 1946, filled the gap of the opposition. Four years after its foundation, the Democratic Party, which was elected from the seat of the opposition in the general elections on May 14, 1950, became an important turning point in the name of Turkish politics in this context. The Democratic Party, which carried out the "White Revolution" with the 1950 elections and which was the ruling party for ten years, had also been a separate factor in the analysis of the general elections held between 1945 and 1960. The establishment of the Democratic Party, the actual start of multi-party-political life, the general elections held between 1945 and 1960, the electoral system applied in these elections, and the parliamentary election law in force in this period constitute a major infrastructure in terms of the position, function and continuity of democracy in Turkish political life. In this context, the central focus of the study was the elections held between 1945 and 1960 and the election systems that are being implemented in these elections. In this process, the majority voting system data and proportional representation election system analysis were compared and the impact of these results on political parties were discussed.
