This book is the outcome of a major conference held by 'Omnes Gentes' on the thematic religion, violence, and peacebuilding, celebrating the 100 years of the publication of 'Quod Iam Diu', the Encyclical of Pope Benedict XV 'On the Future Peace Conference' issued on 1st December, 1918. Authors from all continents have provided articles from their field of research and their context to illustrate the importance of religious insights and actions to promote peace in difficult times. Academics, ecclesiastical leaders, pastoral workers, and researchers from around the world, who are involved directly in the work of peacebuilding, shed light on specific contexts, historical perspective and actions, as well as inspiring prospects for the future. By the end of 2008, the government of the state of Rio de Janeiro, in Brazil, established Peacekeeping Police Units (UPP) at certain favelas (slums). This pacification program aimed at occupying permanently those slums in Rio, promoting security and restoring bonds of trust between citizens and the police. This research's objective is to study the Peacekeeping Police Units narrative dynamics from the mediated point of view of the local newspaper, O Globo. Considering both real, and dynamic media narrative dimensions, we question the influence its reporting about the subject might have had in directing our attention, as well as our political demands. Putting it more generally, we question what has been said in a certain press narrative about the society which it mirrors. Having this framework in mind, we analyse the communication setting as we highlight the activity of reciprocal comprehension that makes it possible. It is then required to examine the media as a sphere of society as it stands in dialogue with other spheres of society and could alter the way we conceive social practices and society itself. The way O Globo has construed its narrative around the pacification project, between 2010 and 2018 : that is what this research tries to understand, weaving together the themes of poverty, insecurity, inequality, and fear. In a democracy, the media is the guarantee of the circulation of opinions, helping the political debate. Our focus is to analyse the way in which the discourse on insecurity, fear, and violence became present to the carioca reality through O Globo's coverage of the Peacekeeping Police Units. ; À la fin de l'année 2008, le gouvernement de l'État de Rio de Janeiro créa dans certaines favelas de la ville le projet des Unités de Police Pacificatrice, connu sous l'acronyme UPP. L'objectif de ce programme de pacification était d'occuper en permanence les bidonvilles de Rio afin de les sécuriser et de rétablir les liens de confiance entre les habitants et les policiers. L'objectif de cette recherche est d'étudier la dynamique de la mise en récit des Unités de Police Pacificatrice sous le prisme de sa médiatisation dans le journal carioca O Globo. En prenant en compte les dimensions réelles et symboliques des récits médiatiques, nous nous demandons dans quelle mesure ces reportages peuvent avoir joué un rôle dans le processus d'organisation de l'attention de notre regard et de nos demandes politiques. Plus globalement, nous nous interrogeons sur ce que dit un récit de presse par rapport à la société dont il est le reflet. Dans le cadre de ce travail, nous appréhendons le domaine de la communication en mettant en lumière l'activité de compréhension réciproque qu'il rend possible. Il a ainsi été question d'examiner les médias en tant que sphère de la société qui dialogue avec les autres sphères qui en font partie et qui serait capable de modifier la façon dont nous concevons les pratiques sociales et la société en elle-même. Le lien qui tisse cette recherche entre les thématiques de la pauvreté, de l'insécurité, des inégalités et de la peur s'avère tout à la fois central et original pour comprendre comment, entre 2010 et 2018, O Globo a mis en récit le projet de pacification. Dans un régime démocratique, les médias assurent la circulation des opinions et contribuent, ainsi, au débat politique. Cet article étudie la présence des peacelines – divisions physiques qui séparent certains quartiers en communautés unioniste et nationaliste définies – à Belfast et leur potentialité comme obstacles au processus de réconciliation en cours en Irlande du Nord. Malgré le fait que l'Irlande du Nord soit une région politiquement pacifiée depuis l'Accord du 10 avril 1998, la présence de murs est symptomatique du niveau de ségrégation persistant au sein de la société civile et politique. Ce phénomène de ségrégation étant particulièrement accentué dans les quartiers plus précarisés socio-économiquement ainsi que dans certaines structures sociales (système scolaire, quartiers résidentiels, partis politiques, etc.). Ainsi, cette recherche a su mettre en avant l'importance du dispositif physique et la manière dont il structure toujours quotidiennement la vie de nombreux habitants de Belfast en maintenant la division existante et un sentiment de méfiance persistant entre les communautés (les plus précarisées notamment). Le résultat étant la perpétuation du sectarisme existant en Irlande du Nord, et ce, bien après la signature de l'Accord de paix. Through the example of joint peackeeping operations (PKO) between the United Nations and the European union in Chad and Central african Republic (known by their French acronyms as Eufor Tchad-RCA and Minurcat) between 2008 and 2010, the purpose of this research is to question the social process that lead to the launching and the implementation of a collective security operation knwon as a peacekeeping operation.Though the Anglo-Saxon analyses of peacekeeping inspired by the International Relations theory not often question the decisionnal process, considering the deployment as a rational mean to treat a crisis, this thesis is an analysis of the non-linear social process that led to the deployment of Eufor Tchad-RCA and Minurcat. This analysis allows us to question in an orignal way the dysfunction of peacekeeping by shifting the focus from the local appropriation of the PKO as suggested by the Libera Peace approach to the continuity between decisionnal stages and implementation stages of the PKO. The thesis proposed here is that the launching of a PKO must be understood as the output of the social activity that takes place around a security issue that lead to the structuration of an area of action in the collective security sector. We named that periode a conjuncture of peacekeeping. The conduct of the operation is then analysed as the continuity of the activity in this area of action which includes new actors during its implementation stage. The re setup of the area of action can lead to the pursuit of the PKO or to its end, regarding the social dynamic that is set up. ; A travers l'exemple des opérations de maintien de la paix (OMP) conjointes entre les Nations Unies et l'Union européenne au Tchad et en République centrafricaine (Eufor Tchad-RCA et Minurcat) entre 2008 et 2010, cette thèse questionne les mécanismes qui mènent au déclenchement d'une opération de sécurité collective dite de maintien de la paix ainsi que son déroulement. Alors que les analyses anglo-saxonnes du maintien de la paix dans le champ des Relations internationales questionnent peu le processus qui mène à leur déploiement, faisant de celui-ci une réponse quasi rationnelle à l'émergence ou la reprise d'une « crise », cette thèse analyse finement le processus non linéaire qui mène au déploiement des opérations Eufor Tchad-RCA et Minurcat. Cela permet d'interroger de manière originale les disfonctionnements du maintien de la paix en ne s'intéressant pas uniquement à l'appropriation locale d'une OMP comme dans la littérature sur la paix libérale mais en analysant les continuités entre les phases dites de décision et celles de mise en oeuvre. La thèse défendue ici est que le déclenchement d'une OMP se comprend comme le produit de l'activité sociale ayant lieu autour d'un enjeu sécuritaire qui mène à la structuration d'une zone d'action conjoncturelle dans le secteur de la sécurité collective. On parle de conjoncture de maintien de la paix. Le déroulement de l'OMP s'analyse alors comme la poursuite de l'activité au sein de cette zone d'action qui intègre de nouveaux acteurs durant la phase de conduite des opérations. La reconfiguration de la zone d'action peut mener à la poursuite de l'OMP ou à sa fin suivant la dynamique sociale qui se met en place.

Nevertheless, since 1999, "protection of civilians" went through an institutional expansion and normalization within the UN, both in doctrine and practice. The Security Council and the Secretariat raised it as the priority task of peace operations, and engaged in a critical development of the concept of protection of civilians. The United Nations Mission in the Democratic Republic of the Congo (MONUC, then MONUSCO), which has been the laboratory for practices of protection for the last 15 years, displayed a remarkable hyperactivity to protect people. Various specific tools and mechanisms were developed in order to strengthen the Mission capability to respond to protection needs. Similarly, UN peacekeepers proved that they could handle a large range of operational practices to protect civilians, from simple deterrent presence to offensive operations against armed groups. This thesis demonstrates the conceptual and practical evolutions that occurred, and clarifies the factors that influence the concrete implementation of this protection policy, now central to UN peacekeeping. De nombreux outils et mécanismes spécifiques ont été développés pour renforcer les capacités de réponse aux besoins de protection, et les soldats de la paix ont démontré qu'ils pouvaient exploiter un pan immense de pratiques opérationnelles pour protéger les civils, de la simple présence dissuasive aux opérations offensives contre les groupes armés.Cette thèse démontre les évolutions conceptuelles et pratiques qui sont advenues et met en lumière les facteurs influençant la mise en œuvre concrète de cette politique de protection, désormais centrale dans le maintien de la paix de l'ONU. Elle explore la dynamique institutionnelle d'une part, et la dynamique politique d'autre part, dessinant toutes deux les contours des pratiques de protection, et pouvant tantôt réduire, tantôt accroître leur efficience.

The peacebuilding operations (PBO) are all actions to identify and support structures which will tend to strengthen and solidify peace in order to avoid a relapse into conflict. While peacebuilding actions occur before 1992, the existence of the peacebuilding operations had established and named by for-mer UN Secretary-General Boutros Boutros-Ghali in An Agenda for Peace. Thereafter, the various studies and practice identified the actors, objectives and needs of a PBO. Thus the peacebuilding includes not only security issues - which can be a police mission - but also issues of restoration of democracy, socio-economic development and trials. Even if the Security Council plays an important role in the peacebuilding, it is neither the only nor the main responsible. On the contrary, many United Nations bodies and international agencies involved in the differ-ent stages of the peacebuilding. To provide an adequate answer to the need for coordination and cooperation between these actors, the Peacebuilding Commission was established in 2005. It is the first UN body co-subsidiary: it depends on both the General Assembly and Security Council, which is not without difficult. It is not the main actor in the peacebuilding since the primary responsibility rests with each state in question. Despite the large number of conflicts around the world, the Commission currently has four countries on its agenda: Burundi, Sier-ra Leone, Guinea-Bissau and the Central African Republic. The end of the "Cold war" paved the way for a radical shift in Canada' peacekeeping policy. Drawing both on social constructivism in international relations and on neo-institutionalist analysis of public policy, the thesis aims at identifying the possibilities of role change in the foreign policy of states. Peace keeping is historically constitutive of Canada's political identity, which was translated into the institutionalization of a certain role for Canada on the international stage. Canadian peacekeeping practice has been deeply affected by the experiences of the Canadian diplomats and militaries in Africa, especially in the African Great Lakes (1993-2003). These experiments have nurtured a learning process, resulting in a redefinition of Canada's role on the international scene, while opening new spaces of opportunity for Canadian policy-makers. During the 2000's, Canada's peacekeeping policy evolved towards selectivity and specialization. This evolution gives us an insight on the way state actors redefine and reconfigure their roles on the international stage. The concept of role allows us to show the close relationship between the institutional structures of the social space constituted by the international system and the agents'strategies within that space. ; Les transformations de l'environnement international engendrées par la fin de la « guerre froide » ont de profondes répercussions sur la politique canadienne de maintien de la paix. Since 1969, Belfast is the main theatre of conflict in Northern Ireland. Security forces have built the 'peacelines' to keep the populations apart. They are situated between protestant and catholic districts in the inner city, the most contested spaces and the location of violent conflict. Over the years, more security walls have been built to face the continued violence between the communities. In 2002, a series of new peace walls have been built between catholic and protestant estates after protracted disturbances. The analysis of the local press and interviews conducted with the security forces and the government were the data collected to understand this process. The peacelines are located on public housing estates properties. Urban planners were confronted to the task to deal with the peacelines. The regeneration of the city implies the transformation of the security artefacts into a less sharp form but division remains. However, since 1994 the peace process enables new development on the interfaces, new name for the boundaries between catholic and protestant communities. Interviews with urban policy makers were conducted to understand the contradictory dynamics shaping the city. ; L'objectif de cette thèse est d'analyser le processus de cloisonnement urbain issu des Troubles à Belfast pendant les 30 dernières années. Since 1969, Belfast is the main theatre of conflict in Northern Ireland. Security forces have built the 'peacelines' to keep the populations apart. They are situated between protestant and catholic districts in the inner city, the most contested spaces and the location of violent conflict. Over the years, more security walls have been built to face the continued violence between the communities. In 2002, a series of new peace walls have been built between catholic and protestant estates after protracted disturbances. The analysis of the local press and interviews conducted with the security forces and the government were the data collected to understand this process.
