La tesi si è consolidata nell'analisi dell'impatto dei social networks nella costruzione dello spazio pubblico, nella sfera di osservazione che è la rete e il web2.0. Osservando che il paradigma della società civile si sia modificato. Ridefinendo immagini e immaginari e forme di autorappresentazione sui new media (Castells, 2010). Nel presupposto che lo spazio pubblico "non è mai una realtà precostituita" (Innerarity, 2008) ma si muove all'interno di reti che generano e garantiscono socievolezza. Nell'obiettivo di capire cosa è spazio pubblico. Civic engagement che si rafforza in spazi simbolici (Sassen, 2008), nodi d'incontro significativi. Ivi cittadini-consumatori avanzano corresponsabilmente le proprie istanze per la debacle nei governi. Cultura partecipativa che prende mossa da un nuovo senso civico mediato che si esprime nelle "virtù" del consumo critico. Portando la politica sul mercato. Cultura civica autoattualizzata alla ricerca di soluzioni alle crisi degli ultimi anni. Potere di una comunicazione che riduce il mondo ad un "villaggio globale" e mettono in relazione i pubblici connessi in spazi e tempi differenti, dando origine ad azioni collettive come nel caso degli Indignados, di Occupy Wall Street o di Rai per una notte. Emerge un (ri)pensare la citizenship secondo due paradigmi (Bennett,2008): l'uno orientato al governo attraverso i partiti, modello "Dutiful Citizenship"; l'altro, modello "Self Actualizing Citizenship" per cui i pubblici attivi seguono news ed eventi, percepiscono un minor obbligo nel governo, il voto è meno significativo per (s)fiducia nei media e nei politici. Mercato e società civile si muovono per il bene comune e una nuova "felicità". La partecipazione si costituisce in consumerismo politico all'interno di reti in cui si sviluppano azioni individuali attraverso il social networking e scelte di consumo responsabile. Partendo dall'etnografia digitale, si è definito il modello "4 C": Conoscenza > Coadesione > Co-partecipazione > Corresposabilità (azioni collettive) > Cultura-bility. ; The thesis has been consolidated in the analysis of the impact of social networks in the construction of public space, in the sphere of observation represented from networking and web2.0. Sediments are an integral part of water bodies and share a common destiny in case of contamination. They host a remarkable variety of ecosystems, but they may become an important source of deferred contamination over time. Notwithstanding, only in the last few decades sufficient awareness has been developing in this sense. At the same time, the concept of sustainability of human activities has become central in every kind of approach to the territory. Management of contaminated sediments is a complex issue, poised between the obligations arising from waste policy and an often fragmented and controversial legislation. The remediation areas are an emblematic case of these difficulties. The morphology of the territory leads to the deposition of a considerable amount of sediment, which, if poorly managed, tends to increase the flood risk. The hydrographic network collects waters from agricultural areas but, in the case of proximity to urban or productive complexes, may also receive the urban runoff or industrial pollutants. Management is generally entrusted to local level bodies, which do not benefit from the large funding of other entities, while sharing the same problems. This thesis proposes a sustainable approach to the management of contaminated sediments within drainage areas, taking into account the frequent limitation of investments and avoiding, as far as possible, the heavy burdens of waste policy. Simple but cost-effective remediation technologies, reduction of road transport amount, reuse of decontaminated material, stakeholder engagement and awareness raising are key concepts in this perspective. Central is the role assigned to decision support tools. An intense work of bibliographic research provided the necessary knowledge and conceptual bases for developing innovative approaches. Two emblematic case studies were analysed in Italy and Poland in order to provide further insights. The ideas and strategies proposed were merged into a LIFE project proposal for European Union funding. The proposal had the main aim of giving greater visibility and internationality to a widespread need in European drainage and irrigation areas. Widespread, but, often, not known enough.

Le istituzioni museali rappresentano un prezioso strumento di inclusione culturale/sociale ai fini dell'educazione al patrimonio, della promozione della sua conoscenza e della creazione di una nuova e consapevole relazione partecipata fra comunità civile e patrimonio; si tratta di benefici e valori oggi sottostimati e comunque spesso mal interpretati nell'attuale clima politico. Il contributo delinea i vantaggi dell'inclusione culturale, il ruolo assunto in questo settore dalle istituzioni in ambito internazionale e nazionale (dall'UNESCO al MIBAC) e illustra numerosi e significativi provvedimenti nazionali ed europei concernenti l'inclusione culturale. Si analizzano inoltre gli esempi di musei italiani e stranieri che hanno curato il processo verso l'inclusione entro un ampio quadro, relativo alla presenza anche di altri organismi culturali (come biblioteche e teatri) con i quali le istituzioni museali hanno costituito un sistema integrato di offerta culturale. Grazie all'osservazione di ciò che avviene in altre realtà europee e in alcuni comuni italiani, si suggerisce una soluzione che consentirebbe ai musei italiani, in collaborazione con altre istituzioni, di procedere verso un'auspicabile e necessaria inclusione culturale, attraverso le reti territoriali (fra musei e altre istituzioni culturali) e il coinvolgimento delle «comunità di eredità». Museums as institutions represent an important instrument for cultural/social inclusion with the purpose of educating people about cultural heritage, promoting knowledge of it and the creation of a new and aware participative relationship between the civil community and the cultural heritage itself. These today are benefits and values that are often underestimated and are not well understood in the current political climate. This contribution describes the advantages of cultural inclusion, the role taken on in this sector by institutions in the international and national context (from UNESCO to MIBAC) and illustrates many and significant national and European provisions regarding cultural inclusion. Examples from Italian and foreign museums are also analysed, museums that have followed the process towards inclusion in a wide framework, including also other cultural organisms (such as libraries and theatres) with which the museum institutions have created an integrated system of cultural provision. Thanks to observation of what takes place in other European situations and in some Italian cities, a solution is put forward that would allow Italian museums, in collaboration with other institutions, to proceed towards a necessary and desirable cultural inclusion, through the territorial networks (of museums and other cultural institutions) and the involvement of the «heritage communities».

In light of the challenges that all cities face today, food is offered as a prism through which to read and intervene on various areas that affect the quality of life of the population: circular economy, urban metabolism, social relations, economies, and food quality. In the Roman context, in recent years, numerous initiatives have revitalized the debate on food and brought the discussion to the center of the interest of an ever-increasing number of citizens. However, these experiences appear unrelated and there is a lack of coordination and political coherence. Faced with this evidence, starting from a territorial analysis, this contribution analyzes the process that led a local group of stakeholders to formulate a proposal for a food policy for the city of Rome. The proposal contains a series of possible actions that aim, on the one hand, to recompose the relations between the city and its territory, with a view to re-localization and re-territorialization of agro-food productions and, on the other hand, to reconnect the economic and social relations that the industrialization of food chains has compromised. The network analysis of the bottom-up process, which mainly investigates networking and negotiation skills between various interests, is carried out and related to a careful analysis of the food system in the Roman context. Furthermore, an overview of the state of the art of urban food policies in Italy has been provided to better contextualize the study case. The findings show actors and topics involved in the process, identifying further development towards a more comprehensive participatory process for a systemic food strategy at the metropolitan level.

Nowadays, the striking proliferation of Big Data and the new scientific tools provided by the emerging field of Data Science finally offers the opportunity to realize a longstanding dream of scientists and policy makers: drawing a comprehensive picture of human social behavior. Big Data, indeed, hide a huge amount of predictive power, which can be exploited by governments and companies to unveiling and understanding the complexity underlying our society. In the present thesis we propose a multidimensional study of human social behavior, aimed to understand how the social network, the mobility behavior and the economic wellness of people in a big European country are connected to each other. To this end we exploit the access to a big mobile phone dataset provided by the French company Orange. Thanks to Big Data management tools like Hadoop, we computed several individual measures, each describing different aspects of the social or mobility behavior of individuals. Our analysis revealed very interesting and striking findings. Firstly, the observation at neighborhood level of the three biggest cities in France (Paris, Marseille, Lyon) uncovers a very strong correlation between the social diversification and the mobile predictability. People who equally diversify their calls over the social contacts tend to have a more erratic mobile behavior. Moreover, an even more interesting relationships emerged between the mobile behavior and the economic status: mobility diversity is strongly correlated with some indexes of economic wellness. These striking results leaves no room for doubt: the greater the diversification of the mobile behavior of people within a territory, the higher their economic prosperity. Such findings open interesting future perspective about the study of human social behavior. New statistical indexes can be defined which rely on mobile phone data to describe and predict the actual and future economic health of a territory. In the aftermath of the European enlargement, the judicial systems of the new Member States exhibit a spectacular, & yet not fully investigated, similarity of institutions. Such a convergence toward a neo-Latin model of judicial governance does not correspond though to a similar pathway in the adoption of the judicial reforms after the fall of the communism. Moreover, similar strategies of modernization have been adopted in the judicial field by all candidate countries, in particular with respect to the court administration & the introduction of information communication technologies, right before the accession into the EU. Whereas the policies enacted by the EU during the enlargement have been widely studied, the parallel -- and, as the article is going to demonstrate, intertwined policy of judicial cooperation has been much less explored by scholars. This article tries to reach a better understanding how these two policies are intertwined. It points out the logic of change that drove the main judicial reforms in the post communist countries, the mechanisms of influence & the consequences of the European standards of quality of justice that have been used to address both new & old member States in the judicial field. In the last ten years European institutions have been leading actors in setting down standards & in creating windows & arenas of international communication & socialization, which one may expect have great impact upon the way justice will be administered in Europe in the very next future. Lo scopo di questo scritto è mettere in luce quel che il diritto formale può fare a favore dell'Open Access (OA). La tesi di fondo è che il diritto formale - la legge, i regolamenti, i contratti - può rappresentare un formidabile ausilio all'affermazione del principio dell'accesso aperto, ma che il definitivo successo dell'OA risiede in un radicale cambiamento delle norme informali che presidiano le prassi dell'editoria scientifica. Un tale mutamento dipende dalle dinamiche di potere nelle quali si intrecciano gli interessi degli scienziati che comandano il gioco delle pubblicazioni (potere accademico-scientifico) e gli interessi degli editori scientifici che hanno una posizione di preminenza sul mercato (potere commerciale). Inoltre, un ruolo di primo piano viene giocato dai nuovi attori che si affacciano nel sistema della comunicazione scientifica (archivi disciplinari, motori di ricerca, social network scientifici etc.). Particolare attenzione è riservata al mutamento normativo e all'interazione tra diverse tipologie di regole (regole giuridiche, regole informali e regole tecnologiche). Lo scritto s'incentra sull'accesso aperto alle pubblicazioni e tocca tangenzialmente altri, e pur fondamentali, aspetti connessi come quello dell'accesso ai dati della ricerca scientifica. Nel primo paragrafo si introduce l'argomento, si dichiara la metodologia di riferimento, si disegna l'architettura della trattazione. Nel secondo paragrafo si mette in luce che l'oligopolio della scienza dipende da un'interazione perversa tra diritto d'autore e regole della valutazione. Nel terzo paragrafo si delinea il cuore giuridico e le finalità dell'accesso aperto. Nel quarto paragrafo si illustrano le principali policy di riferimento. Nel quinto paragrafo si descrive la policy dell'Unione Europea in materia di OA. Utilizzando un approccio asciutto, pragmatico e basato su un uso estensivo di dati economici e valutativi, la tesi si ripropone di analizzare gli strumenti di elaborazione delle politiche pubbliche adottati in ambito comunitario nella definizione del mercato interno dell'energia. In particolare, oggetto di analisi è il modello reticolare proprio della governance orizzontale di grandi temi macroeconomici, applicato all'evoluzione da ERGEG (gruppo europeo dei regolatori per il gas e l'energia elettrica, 2003) a ACER (Agenzia per la cooperazione dei regolatori in materia di energia, 2009). Conformemente alla sua natura empirica, più che ricostruttiva, l'elaborato è suddiviso in tre macro-aree concettuali. 1. Reti amministrative e governance multilivello Questa prima sezione mira ad analizzare, partendo dalla rilevante letteratura italiana (inter alia, Cassese, Merusi, Perulli) e straniera (inter alia, Borzel, Schneider) il concetto di "rete" di autorità amministrative (indipendenti), che interagiscono tra di loro in un contesto orizzontale e paritetico. Si sostiene che l'emersione giuridica della rete amministrativa rappresenti il sovvertimento della struttura piramidale della sovranità, e che dunque quello di rete, proprio per questa sua natura innovativa e flessibile, che prescinde anche dai tradizionali confini dello Stato-nazione, sia un valido strumento di policy making in ambito sovranazionale, da utilizzare nella regolamentazione dei fenomeni macroeconomici. 2. Rilevante background economico per la definizione del mercato interno dell'energia La seconda area concettuale della tesi è incentrata sulla fissazione di alcuni dati rilevanti in campo prettamente economico, la cui osservazione è imprescindibile ai fini di una corretta valutazione degli strumenti di policy making a disposizione del legislatore europeo nella definizione normativa del settore energetico. In particolare, si osserva la natura e struttura del mercato al dettaglio di gas ed energia, nonché la volatilità del prezzo (e le sue componenti pre- e post-imposta) per l'utente finale (famiglia/settore industriale). In buona sostanza, si sostiene la necessità di implementare una migliore integrazione transfrontaliera nel contesto europeo, attraverso lo sviluppo di un mercato concorrenziale. 3. ERGEG e ACER: reti di regolamentazione nel settore dell'energia a livello europeo Il terzo capitolo rappresenta il cuore della tesi: dopo aver gettato le basi e amministrativistiche e economiche per un'analisi del ruolo del regolatore nel mercato interno dell'energia, si tratta infine di applicare le nozioni rilevanti al contesto scelto quale case study. Più nel dettaglio, dopo alcuni necessari cenni storico-evolutivi (First Energy Package), ci si è soffermati sul rapporto tra ERGEG, vera rete, paritetica, tra regolatori europei (Second Energy Package), e ACER, Agenzia istituita nel 2009 (Third Energy Package) che pare inglobare, all'interno del suo Board of Regulators, la precedente istituzione (ERGEG). Da questo confronto si traggono alcune conclusioni sorprendenti, dal punto di vista di analisi delle politiche pubbliche. In primo luogo, si sottolinea come l'ACER, tra i cui obiettivi spicca la liberalizzazione e l'integrazione del mercato interno dell'energia, costituisca un dichiarato tentativo di formalizzare quel coordinamento informale e reticolare proprio dell'ERGEG. Di quest'ultima istituzione si recepiscono i fallimenti, centralizzando la gestione del mercato interno dell'energia in un'Agenzia che, nei suoi pochi anni di vita, si è già dimostrata caratterizzata da forti elementi verticistici che contraddicono la sua natura di "network agency", come emerge dall'analisi di alcune dinamiche di governance interna all'Agenzia. In secondo luogo, si sottolinea come l'ACER, che in quanto Agenzia può essere ritenuta accountable sia legalmente che politicamente (a differenza dell'ERGEG), rappresenti in realtà il fallimento del policy – making ex ante da parte della Commissione, che è priva di poteri diretti in materia energetica. Di conseguenza, le principali politiche pubbliche in questo settore vengono ad essere definite da strumenti eterogenei, relativamente ai quali la Commissione europea ha competenza ed expertise; il riferimento precipuo è al diritto della concorrenza. Su questo punto, pare dunque possibile affermare che non vi è una vera e propria elaborazione delle politiche pubbliche ex ante mediante l'ACER, quanto piuttosto ex post grazie alla normativa antitrust. Infine, si dà conto di una interessante e recentissima giurisprudenza della Corte di Giustizia dell'Unione Europea che pare sovvertire la consolidata dottrina Meroni, relativa al divieto di delega di policy-making ad organi terzi rispetto alle istituzioni comunitarie. Qualora in effetti tale divieto fosse sovvertito, si aprirebbero interessanti filoni di ricerca in ambito ACER per la definizione autonoma di politiche pubbliche in campo energetico.

Le reti transeuropee sono uno dei vettori della competitività, dell'integrazione e dello sviluppo sostenibile dell'Unione. La tesi mette in luce la progressiva affermazione di una coerente politica infrastrutturale europea a carattere strumentale, esaminando tale evoluzione sotto tre profili: normativo, istituzionale e finanziario. In primo luogo, sotto il profilo normativo, la tesi evidenzia, da un lato, la progressiva emancipazione delle istituzioni dell'Unione dall'influenza degli Stati membri nell'esercizio delle proprie competenze in materia di reti transeuropee e, dall'altro, lo sviluppo di relazioni di complementarietà e specialità tra la politica di reti e altre politiche dell'Unione. L'elaborato sottolinea, in secondo luogo, sotto il profilo istituzionale, il ruolo del processo di «integrazione organica» dei regolatori nazionali e del processo di «agenzificazione» nel perseguimento degli obiettivi di interconnessione e accesso alle reti nazionali. La tesi osserva, infine, sotto il profilo finanziario, l'accresciuta importanza del sostegno finanziario dell'UE alla costituzione delle reti, che si è accompagnata al parziale superamento dei limiti derivanti dal diritto dell'UE alla politiche di spesa pubblica infrastrutturale degli Stati membri. Da un lato rispetto al diritto della concorrenza e, in particolare, al divieto di aiuti di stato, grazie al rapporto funzionale tra reti e prestazione di servizi di interesse economico generale, e dall'altro lato riguardo ai vincoli di bilancio, attraverso un'interpretazione evolutiva della cd. investment clause del Patto di stabilità e crescita. La tesi, in conclusione, rileva gli sviluppi decisivi della politica di reti europea, ma sottolinea il ruolo che gli Stati membri sono destinati a continuare ad esercitare nel suo sviluppo. Da questi ultimi, infatti, dipende la concreta attuazione di tale politica, ma anche il definitivo superamento, in occasione di una prossima revisione dei Trattati, dei retaggi intergovernativi che continuano a caratterizzare il diritto primario in materia. ; Trans-european networks (TENs) constitute one of the main vectors of competitiveness, integration and sustainable development of the European Union. The thesis highlights the progressive development of a coherent and instrumental european infrastructure policy, examining this evolution from a threefold legal perspective: normative, institutional and financial. First, from a normative perspective, the thesis shows, on the one hand, the gradual emancipation of the EU institutions from the influence of the Member states in exercising its competence in the field of TENs and, on the other, the development of mutual relationship between the latter and other EU policy, both in terms of complementarity and specialty. The thesis points out, secondly, from an institutional perspective, the role played by two processes – the «organic integration» of national regulators and the EU «agencification» – in promoting the interconnection and access to national networks. Finally, the thesis emphasise, from a financial viewpoint, two competing tendencies towards, on the one hand, the growing relevance of EU financial support to the establishment of trans-european networks, and on the other hand, the reconciliation of Member States' expansionary fiscal policy with EU competition law and budget constraints stemming from the Stability and Growth Pact. The thesis concludes by noting that while major development have been registered in EU's trans-european network policy, Member State will play a decisive role in this respect, not only by improving the actual degree of its implementation, but also allowing, in a forthcoming Treaty revision, to overcome the intergovernmental legacies that hinders the establishment of a truly trans-european infrastructural policy.

open ; 2 ; La simbiosi industriale è sempre più riconosciuta a livello internazionale come uno strumento di policy strategico per l'implementazione dell'economia circolare. In tale direzione, già nel 2015 all'interno del piano d'azione dell'Unione Europea per l'economia circolare "L'anello mancante" (COM(2015) 614 final), la Commissione aveva riconosciuto l'importanza di promuovere processi industriali innovativi come la simbiosi industriale. ENEA si è fatta promotrice nel 2016 della costituzione della prima rete italiana di simbiosi industriale, SUN - Symbiosis Users Network, che coinvolge diversi stakeholder coinvolti su tematiche di tipo operativo sul tema della simbiosi industriale. Data la rilevanza del ruolo delle politiche e della governance regionale per l'implementazione della simbiosi industriale, su iniziativa di SUN, del CTS di Ecomondo e di ENEA, si è tenuta il 7 novembre 2019 a Ecomondo la terza conferenza di SUN dal titolo "Buone pratiche di simbiosi industriale in Italia e il contributo delle policy regionali quale leva strategica". L'art. 1, comma 5 della L. 157/92 prevede che le Regioni e le Province autonome individuino zone di protezione per l'avifauna (ZPS-Dir. Uccelli); l'art. 3, comma 1, del DPR 357/97 analogamente prevede che le Regioni e le Province autonome individuino i siti da proporre come Siti di Importanza Comunitaria (pSIC-Dir. Habitat). La Regione Friuli-Venezia Giulia ha individuato complessivamente 62 pSIC e 8 ZPS. La Regione F.V.G. allo stato attuale ha quasi completato la designazione dei siti ed è in fase di revisione l'inventario IBA 2002. Ha inoltre eseguito diversi interventi per la tutela e la salvaguardia di habitat e specie di interesse comunitario a rischio di estinzione. Allo stato attuale, non si è ancora dotata di strumenti legislativi o amministrativi in grado di consentire una tutela effettiva dei territori interessati; relativamente alla tutela delle specie inserite negli allegati 2 e 4 della direttiva habitat, la normativa regionale vigente (L.R. n. 34/81) non appare sufficiente. L'unico strumento di tutela effettivamente vigente risulta, quindi, la Valutazione di incidenza, disciplinata da una deliberazione della Giunta regionale (DGR 2600/2002). La Direzione tuttavia sta predisponendo un disegno di legge organico per il completo recepimento delle norme comunitarie istitutive della Rete Natura 2000, che in particolare vada a disciplinare: (a) La tutela delle specie di cui agli allegati II e IV della direttiva Habitat; (b) Le norme di salvaguardia per i siti Natura 2000; (c) Le norme di conservazione; (d) La possibilità di adottare appositi Piani di gestione; (e) Una più esaustiva disciplina della valutazione di incidenza; (f) Le sanzioni. Gli strumenti messi a disposizione dalla Comunità Europea per l'attuazione della Rete sono sostanzialmente tre: (a) i Fondi strutturali; (b) Il Life plus; (c) La Politica di sviluppo rurale. La Commissione europea indica chiaramente la via dell'integrazione delle politiche di conservazione della biodiversità nelle altre politiche comunitarie come la più proficua. Secondo la Commissione infatti, la Rete può portare vantaggi sia sul piano economico (sviluppo di servizi legati agli ecosistemi, fornitura di prodotti alimentari e forestali, attività direttamente connesse ai siti, come il turismo, ecc.), che su quello sociale (diversificazione delle fonti di occupazione, consolidamento e stabilizzazione del tessuto sociale, miglioramento del tenore di vita, salvaguardia dei beni culturali, ecc.). Tuttavia la Commissione riconosce che l'attuazione della Rete può portare a degli impatti significativi sulle attività economiche (ribasso del valore dei terreni, vincoli all'agricoltura, alla pesca, modifiche nella programmazione degli interventi infrastrutturali, limitazioni alle attività estrattive o forestali, ecc.). Secondo i calcoli della Commissione, il costo di gestione della Rete ammonta a circa 6,1 miliardi di euro l'anno per l'UE-25. Dopo aver esaminato diverse possibilità di finanziamento la Commissione è giunta alla conclusione che il migliore approccio sarebbe quello di attingere ai vari fondi attualmente esistenti. È in corso la predisposizione del nuovo Programma di Sviluppo Rurale 2007-2013, ai sensi del Reg. CE 1698/2005. Lo strumento ha rilevanza strategica per l'importanza delle attività agricole e selvicolturali nella gestione del territorio e nella conservazione della biodiversità. Particolare rilevanza assumono in quest'ottica le misure previste nell'Asse 2 "gestione del territorio": Pagamenti Natura 2000 è lo strumento per compensare le perdite di reddito e i maggiori costi sostenuti a causa dell'applicazione delle norme di Natura 2000 negli ambiti agricolo e selvicolturale; Pagamenti agroambientali e silvoambientali rappresentano gli strumenti per incentivare un uso sostenibile delle risorse; la misura Investimenti non produttivi consente la realizzazione di strutture come percorsi pedonali, centri visite e attrezzature per la fruizione. ; According to the Habitats and Birds directives and the relative Italian legislation tools, the Region Friuli-Venezia Giulia has identified 62 SACs and 8 SPAs. The Region FVG has nearly completed the designation of sites, and it is revisioning the IBA 2002 inventory. It has also carried out several interventions for the safeguard of habitats and species of community interest that are endangered. At present, the Region FVG does not have any legislation or administration tools that can allow an effective conservation of the territories of interest, and especially considering the annexes 2 and 4 of the Habitats directive, the regional regulation (LR 34/81) is not sufficient. The only conservation tool that is in fact available is the assessment of projects (DGR 2600/2002). The Region FVG is however preparing a comprehensive legislative tool for the reception of community regulations related to Natura 2000, aimed in particular at: (a) the safeguard of species included in annexes II and IV of the Habitats directive, (b) the development of conservation tools for Natura 2000 sites, (c) the development of conservation regulations, (d) the possibility of adopting proper Management Plans, (e) the development of a more exhaustive regulation of assessment of projects, (f) the definition of penalties. The tools provided by the European Union for the implementation of Natura 2000 are (a) the structural funds, (b) the Life plus, (c) the Rural Development Policy. The European Commission clearly indicates that the conservation of biodiversity policies should be integrated in the other community policies. According to the EC indeed, Natura 2000 network can be advantageous both at the economic level (development of services related to the ecosystems, provision of food and forestry products, activities strictly connected to the sites such as tourism, etc) and at the social level (diversification of the sources of occupation, stabilization of the social framework, increase of quality standards of life, safeguard of cultural heritage, etc). However, the Commission recognizes that the implementation of Natura 2000 can also lead to significant impacts on the economic activities (decrease of land value, limitations to agriculture and fishing, variations in the infrastructure interventions, limitations in extraction and forestry activities, etc). According to the EU, the management costs of Natura 2000 network are of about 6.1 billions of euros per year for the EU-25. After having considered several sources of founding, the EU has stated that the best approach is to use the sources of founding that are already existent. The new Rural Development Programme 2007-2013 is under development, according to Reg.EC 1698/2005. The tool has high strategic relevance, due to the importance of agricultural and forestry activities in the territory management and biodiversity control. Special relevance is given to the measures in "Territory management": Natura 2000 Payments is the tool to compensate the loss of income and the major costs derived from the application of Natura 2000 regulations in agricultural and forestry areas; Agroenvironmental and forestry Payments represents the tool for the enhancement of a sustainable use of the resources. Finally, the measure Not Productive Investments allows to realize structures such as naturalistic trails, visitor centers and fruition structures.
