,Ex-convicts must wait for a five-year gap after passing their prison term and announce their background if they want to run for governor, regent, or mayor, according to the Constitutional Court's decision Number 56/PUU-XVII/2019. The election of regional heads is an activity in the context of implementing a government system in the form of democracy. In the implementation of regional head elections, to get quality regional leaders, it takes qualified candidates promoted by political parties as well as those who run independently. Among the requirements for a regional head candidate, both at the provincial and district/city levels, a candidate must not be in a status of an ex-convict. The research method in this research was normative juridical. This research shows that based on the 1945 Constitution of the Republic of Indonesia, ex-convicts are also citizens who have the same political rights as other citizens. The existence of a provision that is a requirement to run as a candidate for the regional head in the election clearly limits or even negates a person's right to participate in exercising their rights. The decision of Constitutional Court No.42/PUUXIII/2015 states that ex-convicts can participate in regional head elections with certain conditions.

: Indonesia has potential in cooperation on the intermission of UN peacekeeping tasks, although the need for UN intermission does not occur frequently (incidentally), but it needs to be prepared in order to anticipate opportunities and challenges in the development of the situation in UN PKOs, as has happened to the Indonesian Armed Forces Engineer Company Taskforce/Garuda Contingent. XXXII-C, through a decision-making mechanism based on the UN Resolution in UN PKOs to carry out the intermission of peacekeeping tasks from Haiti to Central Africa (2014-2015). The Kizi Taskforce TNI/Konga XXXIIC/MINUSTAH or Konga XXXVII-A/MINUSCA, can complete their duties as UN peacekeepers on duty at the UN Mission in MINUSTAH - Haiti and carry out UN Peace Task Intermissions in MINUSCA, in order to prepare missions in the African Republic Center (CAR). On this "rare" opportunity, the UN intermission process can be carried out properly through effective diplomacy and negotiations, so that the TNI/Konga XXXII-C Kizi Taskforce can carry out tasks in two different missions at once. And on this occasion, the researcher tries to explore the data in the form of a research entitled "Implementation of the United Nations Peacekeeping Taskforce; Case Study of Intermission of Satga IEC/Konga XXXII-C from Haiti to Central Africa (2014-2015)", In this study, I tried to explain the mechanism and implementation of the UN peacekeeping mission, accompanied by various challenges and obstacles faced in the area of operation. as well as the steps and efforts taken to overcome them, so that the task of ending the mission of the IEC/Garuda contingent in Haiti and the reopening of the UN mission in the Central African Republic can take place safely and smoothly. The researcher explored this research, considering that this form of intermission assignment rarely occurs, not only in the IEC Taskforce/Garuda Contingent, but also in UN peacekeeping operations.

Post-Soeharto Indonesia, known as the era of reform and democracy, has not been able to inhibit corrupt behaviour by state officials at the central and local government levels, in legislative and executive institutions, or in the judiciary as a judicial institution. This article discusses and analyses the corruption process carried out by state officials, especially those occupying legislative, executive, and special judicial institutions at the central government level in interacting with each other and with outside institutions. The public's hope that ongoing democracy will be able to limit political corruption in Indonesia is only an illusion, considering the democracy model that developed in Indonesia post-Soeharto led to a patronage democracy, namely the interaction of power between state institutions which is based on mutually beneficial considerations. Another consideration is that the institution that administers justice which serves as law enforcement agency is involved in corrupt practices.

Alfred the Great's domboc ('book of laws') is the longest and most ambitious legal text of the Anglo-Saxon period. Alfred places his own laws, dealing with everything from sanctuary to feuding to the theft of bees, between a lengthy translation of legal passages from the Bible and the legislation of the West-Saxon King Ine (r. 688-726), which rival his own in length and scope. This book is the first critical edition of the domboc published in over a century, as well as a new translation. Five introductory chapters offer fresh insights into the laws of Alfred and Ine, considering their backgrounds, their relationship to early medieval legal culture, their manuscript evidence and their reception in later centuries. Rather than a haphazard accumulation of ordinances, the domboc is shown to issue from deep reflection on the nature of law itself, whose effects would permanently alter the development of early English legislation

: Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. Nigeria and Nigerians have witnessed different kinds of electoral frauds since the return to democracy in 1999. Counting from the 1999 general election in Nigeria, the 2019 general election is the 6th general elections conducted in the country. Unfortunately, none of these elections have been considered to be free and fair as there are always public outcries from one end to another against the results of the elections as a result of lack of transparency in the process. Drawing from this background, this study, examines whether heavy use of WhatsApp platforms by different political parties in the election encouraged popular participation and effective monitoring of the electoral processes. The study which examined a total of 318 respondents sampled from select WhatsApp groups of the two leading political parties adopted the survey research method with the social media engagement and technological acceptance theories as its theoretical framework to ascertain whether the use of WhatsApp platforms by political parties encouraged popular participation among the electorate and determine if WhatsApp platforms were helpful to parties in monitoring the 2019 general election as well as its processes. Findings revealed that WhatsApp use encouraged popular participation and electoral process monitoring. This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. This paper examines the impact of undecided voters in elections campaigns in Israel. The question asked here is if undecided voters can break the political dead-lock which became evident in four consecutive elections in just two years – between 2019 and 2021. The paper argues that the crucial role of undecided voters is the result of four main developments. The first is the multi-party parliamentary system, which allows the voters to swing between different parties and influence on handful of options to form coalition government. The parliamentary system emphasizes the excessive and crucial role of small parties to determine who will be in power – which means that they are in a position to impose their extreme ideology on the entire society. The second is that participation in elections is constantly declining, increasing the impact of motivated voters who follow the campaigns closely before making their final decision. The fact that this audience is persuaded by specific events and not by ideology or social identity allows to maximize the impact of their vote. The third is related to technological and cultural changes. Digital and social media have become popular among Israeli young people and first time voters, allowing them to promote new social and political behavior and bypass the censorship of traditional media and the traditional ideology of non-first time voters and the old political establishment.

Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

Malawi faces mounting challenges in meeting the growing demand for food, water, and energy to satisfy the needs of a rapidly growing population. Relying on secondary data, the paper argues that while the existing policy initiatives have increased food production to a certain extent, the demand for water and energy has also increased, leading to degradation of the resource base, and contributing to an increase in water-related diseases. Despite the inherent interconnections between water, energy and food production, agencies often work in a fragmented and isolated way. Poor sectoral coordination and institutional fragmentation have triggered the unsustainable use of resources and threatened the long-term sustainability of food, water, and energy security in the country, posing challenges to achieving the Sustainable Development Goals (SDGs) in the country. Consequently, this paper substantiates that a nexus approach can enhance understanding of the interconnectedness of the sectors and strengthen coordination among them. However, it requires but it requires a major shift in the decision-making process towards taking a holistic view, and development of institutional mechanisms to coordinate the actions of diverse actors and strengthen complementarities and synergies among the three sectors. If there was a referendum in Mozambique today, an overwhelming majority of the people would vote against their government having anything to do with the current model of democracy. They know all too well that there has definitely been a considerable welfare reduction to them as a result of the way this thing called "Representative Democracy" has been being played out in their country during the past decade. There is no doubt that the overwhelming majority of the Mozambican people if not, most African governments would prefer to see fundamental changes in their countries' relations with this Western model of democracy. There is a virtual consensus among the general public, vocally expressed in the local media, as well as among officials, who naturally prefer putting forth their views in more private settings, that the relationship between citizen and the democratic institutions has been detrimental to the country, that far from helping it to become politically and economically viable, these institutions have been capitalising on, exacerbating and perpetuating Mozambique's crisis. The research was based on participant observation, and it also involved a bibliographic review of relevant documents in the area of political participation, philosophy and other documents such as the 2004 Constitution of the Republic of Mozambique, Mozambican legislation, reports and research already published by other organizations.

Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. The classical Indian epics written thousands of years ago, enlightens us on all managerial techniques leading us towards a harmonious and blissful state of affairs in place of the conflict, tensions, poor productivity, absence of motivation and so on, common in most of Indian enterprises today and probably in enterprises in many other countries. The modern (Western) management concepts of vision, leadership, motivation, excellence in work, achieving goals, giving work meaning, decision making and planning, are all discussed in the Bhagavad Gita. While Western management thought too often deals with problems at material, external and peripheral levels, the Indian thought tackles the issues from the grass roots level of human thinking.
