Both climate change and the covid-19 pandemic have increased interest in acontemporary discourse around questions of planned economies. This discoursehad been boiling up over the last decade and now meets a politicallandscape that has rather quickly and substantially re-assessed its relationtowards planning. However, if the concept of planned economies is not tomerely mean a more extensive role of the state within a social market economy,but fundamentally different types of political economy, substantialopen questions need to be addressed. This article analyses the current discoursearound non-capitalist planned economies and argues that there is aneed for new conceptions of planned economies that neither resort to centralplanning nor variants of market socialism. For further work towards suchalternative conceptions it proposes the term distributed planned economies.
Im Behindertengleichstellungsgesetz (BGG) steht, barrierefrei seien "bauliche und sonstige Anlagen [.], wenn sie für behinderte Menschen in der allgemein üblichen Weise [.] und grundsätzlich ohne fremde Hilfe zugänglich und nutzbar sind". In der Öffentlichkeit jedoch ist der Begriff der Barrierefreiheit noch immer klischeehaft mit "Rollstuhlfahrer" und "Blinde" assoziiert. Die Barrierefreiheit im World Wide Web, die sich mit barrierefreien Internetseiten beschäftigt, macht da keine Ausnahme. Deshalb wird zunächst gezeigt, dass barrierefreie Seiten solche sind, die leichteren Zugriff für alle bieten – egal ob behindert oder nicht. Hierzu wird das Thema ganzheitlich, d. h. von allen beteiligten Seiten betrachtet: politisch, medizinisch, betriebswirtschaftlich und freilich aus Sicht des Informatikers. Eine betriebswirtschaftliche Betrachtung leitet eine Erklärung dafür ab, warum die Barrierefreiheit bislang für Großfirmen noch nicht so interessant ist. Eine große Fallstudie berichtet über die Vorgehensweise eines Projektteams zur Umstellung der eigenen Website auf Barrierefreiheit. Für Firmen, die sich einen solchen Aufwand nicht erlauben können, wird eine neue Methode vorgestellt, der Trichter-Test (TT). Der TT ermöglicht eine zuverlässige Aussage über die Barrierefreiheit einer gegebenen Website in nur wenigen Minuten. Er wird in Form des Expertensystems ESRA in Software entworfen und implementiert. Nun kann sich jeder Laie von ESRA durch ein Interview führen lassen und die Barrierefreiheit seiner Website selbst ermitteln: Ist sie barrierefrei, -arm, -reduziert oder -behaftet? Für fachliche Rückfragen enthält ESRA ein Erklärungsmodul. Zum Schluss wird die Barrierefreiheit-Pyramide vorgestellt, die zeigt, wie sich alle interdisziplinären Ansätze zu einem systematischen und harmonischen Ganzen zusammenfügen. ; According to the German Behindertengleichstellungsgesetz (Disabilities Act), things are accessible if they can be used by disabled people in exactly the same 'usual' way as by non-disabled people. In the general public, however, the term accessibility is still associated with 'wheelchair users' and 'blind people'. Unfortunately this association applies just as well to accessible web sites, the term that this thesis is dealing with. So the first thing to do is to show that accessible web sites are ones that are easy to cope with for everybody. They are neither different nor special in any way; they just do not lock anybody out. Consequently, it has to be found out why only so few web sites are already accessible. In order to find both the cause and the cure, accessibility must be approached in a new, holistic way, that regards it from all possible sides – politically, medically, economically and, of course, from the view of the computer scientist. The political aspects of accessibility in Germany are being researched and compiled into a very comprehensive list, which provides a profound knowledge of both historical and current regulations. The medical aspect is considered. The term indication classes is first defined, then matched against 'live' statistical data, to verify that accessibility in theory and in practice are not different. The economical aspects are approached from two sides: First, a big case study shows how a big global company managed to make their web sites accessible. Second, the introduction of a new tool called the Funnel Test makes it possible to verify a given web site's accessibility level in just a couple of minutes. In the experimental part of the thesis, the Funnel Test is implemented in software: The Expert System for Rating Accessibility (ESRA) gives expert-level accessibility advice to everybody who has got a browser and internet access. Last but not least, the Accessibility Pyramid is introduced, showing how all former interdisciplinary aspects join to form the new holistic view of web accessibility.
Flüsse besitzen eine wichtige ökologische, sozioökonomische und politische Bedeutung für den Menschen, z.B. zur Trinkwasser- und Stromgewinnung, als Transportweg und zur Bewässerung. Zudem können lokale Süßwassereinträge die regionale Ozeanzirkulation beeinflussen. Demnach besteht ein Bedarf zur Erfassung der räumlichen und zeitlichen Variationen der weltweiten Flussvolumentransporte. Das bisherige Verständnis der Abflussdynamik basiert auf Daten von In-situ-Messstellen, die global sehr ungleich verteilt sind, deren Anzahl abnimmt und deren Datenqualität und -verfügbarkeit für viele Anwendungen oft nicht ausreicht. Die Verfügbarkeit von satellitengestützten Verfahren zur Messung verschiedener Flussparameter bietet die Möglichkeit zur deutlichen Verbesserung dieser Bedingungen. Die bisherige Erfassung von satellitengestützten Abflüssen erfolgt im Wesentlichen auf punktuellen Wasserstand- und Neigungsmessungen an Flussquerschnitten durch, für Ozeananwendungen konzipierte, Radaraltimeter. Dem Mangel wird durch die zukünftige Surface Water and Ocean Topography (SWOT) Satellitenmission, die eine flächenhafte Erfassung von Wasserständen erlaubt, Rechnung getragen. Eine andere, vielversprechende Methodik stellt die Along-Track SAR Interferometrie (ATI) dar, die die simultane Messung der Strömungsgeschwindigkeit und der Flussbreite erlaubt. Seit 2007 können durch den Satelliten TerraSAR-X (im experimentellen Operationsmodus) erstmals vom Weltraum aus Fließgeschwindigkeiten in Flüssen und Flussmündungen gemessen werden. In dieser Studie werden beide Messmethoden (ATI, Altimetrie) gegenübergestellt und kombiniert, um das Potential zur Bestimmung von satellitengestützten Flussvolumentransporten zu untersuchen. Um die komplexen Zusammenhänge zwischen den satellitenbasierten Messgrößen und den daraus abgeleiteten Volumentransporten möglichst genau zu untersuchen, wird ein numerisches, hoch aufgelöstes Modell der Tideelbe benutzt, das sowohl zur Simulation von Satellitenbeobachtungen als auch als Referenz benutzt wird. Viele Flüssen unterliegen einem Gezeiteneinfluss. Die Tidesignale in den Messzeitreihen werden durch das Annähern von Fourierreihen der Frequenzen der Hauptgezeiten M2 und K1 reduziert. Die Effektivität des Mittelwertschätzers hängt im Wesentlichen von der Anzahl der Messungen und nicht von der Abtastperiode des Satelliten ab. Unter Annahme der Parallelität der Fluss- und der wirklichen Fließrichtung kann ein zweidimensionales Geschwindigkeitsfeld aus den gemessenen ATI-Geschwindigkeiten (parallel zur Radarblickrichtung) abgeleitet werden. Die Berechnung der Abflüsse geschieht durch die Verwendung von empirischen Abflussmodellen. Nur aus der durch das ATI messbaren Geschwindigkeit und Flussbreite lassen sich realistische instantane Volumentransporte erfassen, auch in einem stark tidebehafteten Fluss. Reale TerraSAR-X ATI-Abflussberechnungen für die Tideelbe und die Lena bekräftigen die Simulationsergebnisse. Auch Nettotransporte können mittels ATI bestimmt werden. Durchgeführte TerraSAR-X ATI-Überflugsimulationen über der Elbe zeigen, dass nach 20 Überflügen realistische Nettotransporte mit einer Ungenauigkeit in der Größenordnung von 70% ermittelt werden. Für eine einjährige Mittelungsperiode (ca. 100 Messungen) erhöht sich die Genauigkeit auf 20-30%, was im Bereich traditioneller, kontaktloser, bodengestützter Abflussmessverfahren liegt. Aus ATI-Geschwindigkeitsmessungen können unter Verwendung von empirischen Abflussmodellen auch Aussagen zur Wassertiefe in einem Fluss getroffen werden. Die SWOT-Mission eignet sich kaum zur Abschätzung von Flussvolumentransporten in Flussmündungen. Simulationen der Überflüge der SWOT-Mission zeigen, dass sich im Gegensatz zu den ATI-Messungen aus den berechneten Neigungen keine realistischen Flussvolumentransporte ermitteln lassen. Der Grund hierfür sind ungültige Annahmen der empirischen Abflussmodelle in den Flussmündungen. Auch eine Kombination beider Technologien (zusätzliche Messgröße) verbessert die Abflussbestimmung gegenüber den alleinigen ATI-Messungen nicht. Mit einer Satellitenmission rein für ATI-Messungen können für verschiedene Flusseinzugsgebiete auf der Erde Süßwassereinträge in den Ozean bestimmt werden. Diese repräsentieren ca. 89% der gesamten jährlichen Flussausströme. Mit den derzeitigen Voraussetzungen ist die ATI-Technologie auf die großen Flüsse und Flussmündungen beschränkt. Sie ist besonders für schlecht überwachte Regionen und Regionen, für die keine flussspezifischen Kenntnisse vorliegen, geeignet. Altimeterbasierte Abflussbestimmungen sind meist nur außerhalb von Flussmündungen möglich. Die Fehler satellitengestützter Abflussberechnungen resultieren im Wesentlichen aus den angewendeten Abflussmodellen, weniger aus den fernerkundlich erfassten Messgrößen. ; Rivers have much ecological, socioeconomical, and political relevance to human society, e.g. for drinking water supply, electric power generation, ship traffic, and irrigation. River discharge is also an important link between terrestrial hydrology and the freshwater balance in the oceans. There is a strong need for accurate knowledge about temporal and spatial variations of the global river runoff. Our present knowledge about the dynamic of global river discharge is mainly based on an ever-declining global in-situ gauge measurement network. The global river discharge dynamics are monitored inadequately because the gauge network is sparse in many regions, the access to the streamflow data is difficult or impossible, or the data quality is not always satisfactory. Advances in satellite-based measurement techniques to detect various river parameters can improve this situation. Up to now, satellite-based river discharge determinations are mainly based on point-based water-level and slope measurements of radar altimeters that are designed for ocean applications. To overcome this lack, the concept for the planned SWOT (Surface Water and Ocean Topography) mission is based on a swath-mapping radar interferometer providing precise maps of water surface. In contrast, the promising technique of along-track interferometric SAR (along-track InSAR, ATI) allows simultaneous measurements of surface currents and river widths with a relatively high spatial resolution. Since 2007, satellite-based ATI current measurements in rivers (in experimental mode of operation) are possible from the satellite TerraSAR-X. The main goal of this study is to evaluate the potential of spaceborne ATI velocity data and future wide-swath altimetry height measurements for river runoff retrievals. Given the lack of appropriate in-situ data, the feasibility study is based on simulations of a high-resolution numerical flow model of the Elbe estuary, which is being sampled in a satellite-simulated way and which acts as ground truth as well. Possible tidal influence of many rivers can be removed from the measured signal by fitting the main tidal M2 and K1 oscillations. The effectiveness of the reduction of the tidal signal primarily depends on the number of measurements used rather than the sampling period of the satellite. The ATI imaging geometry provides only the line-of-sight velocity component. Using the assumption that the river direction is close to the flow direction, the full flow field is resolved. Empirical flow models are used for calculating discharges. It is shown that, by only measuring surface velocity and river width with an ATI system, realistic instantaneous discharge estimates for an estuary can be obtained. These results are proved using real TerraSAR-X ATI data of the Elbe river estuary and the Lena river. Also, net volume transports can be obtained. Realistic TerraSAR-X ATI sampling simulations for the Elbe river test area show that at least 20 samples are necessary to reach an accuracy in the range of 70% of the estimated net discharges. For an annual observation period (approx. 100 samples), discharges can be estimated in the range of 20-30%, which is comparable to the accuracy range of traditional non-contact, ground-based measurements. Additionally, using ATI velocity measurements, estimates of water depth can be made. Estimation of river volume transports in river mouths by the SWOT mission is almost impossible. Sampling simulations of the SWOT mission show, that in contrast to ATI measurements, no realistic discharge estimates can be obtained using calculated slope measurements, because assumptions of the empirical discharge models do not hold in a river mouth. Also a combination of both measurement technologies (providing an additional river parameter) does not show improvements of discharge estimates, in contrast to solely ATI-based discharge estimates. Spaceborne ATI measurements are suitable for global monitoring of freshwater inputs into the ocean. Discharges of observable river basins (at river mouth) account for about 89% of the total global mean annual freshwater input. Satellite-based ATI observations are especially promising for river mouths and in regions where ground-based data are missing and no site-specific information is available. For the proposed SWOT mission, river discharge measurements are quite problematic in river mouths. Errors arise mainly from the empirical discharge models, not from the remotely sensed parameters.
In this contribution we propose to use revenues from environmental taxes within each sector to reduce wage taxes. Such a recycling scheme enhances the political feasibility of environmental taxes since no inter-sectoral transfers take place. Furthermore, we show that this proposal will lessen the distortion of efficiency in production compared to a sectoral differentiation of energy taxes. This result holds provided the cost share for energy in all sectors is smaller than for labor.
Seit 1979, als sowjetische Truppen in das Land einmarschierten, wird in Afghanistan ununterbrochen gekämpft. Die durch den Krieg verursachten Schäden sind nicht abschätzbar. Infrastruktur und soziale Basisdienste wurden fast vollständig zerstört. Über 50 Millionen Minen verschiedenster Art sind in Afghanistan verstreut, die noch mehr Menschenleben kosten werden und Menschen zu Verkrüppelten machen. Die medizinische Versorgung in Afghanistan spiegelt das allgemeine für Entwicklungsländer beschriebene Modell wieder. Dieser Zustand hat sich seit Ausbruch des Krieges 1979/80 noch verschlechtert. Internationale Organisationen wie UNICEF und die WHO gehen davon aus, dass ca. 2/3 der ländlichen Gesundheitszentren zerstört worden sind und die überwiegende Anzahl der Krankenhäuser auf nationaler und Provinzebene entweder teilweise zerstört oder unter extremem Mangel an medizinischem Personal, Geräten und Medikamenten leiden. Diese kurze,jedoch prägnante Schilderung soll deutlich machen, welchen Problemen Afghanistan bei einem Wiederaufbau gegen-übersteht. Obwohl die politische Lage, besonders in den Provinzen, instabil ist, fangen nationale wie internationale Organisationen damit an, Pläne für den Wiederaufbau vorzubereiten oder wenn möglich, teilweise durchzuführen. 1990 wurde ein "Masterplan" für den Wiederaufbau des Gesundheitssystems in Afghanistan durch die Zusammenarbeit zwischen der damaligen kommunistischen Regierung und der WHO einerseits und zwischen der damaligen afghanischen Exilregierung und der WHO andererseits erstellt. Einzelne Internationale Organisationen, vor allem die WHO und UNICEF versuchen, anlehnend an den "Masterplan", trotz der instabilen Lage einzelne Sofortmaßnahmen in befriedeten Gebieten einzuleiten um wenigstens eine medizinische Grundversorgung sicherzustellen. Erste Ansätze von Rehabilitations-einrichtungen, die mit Hilfe Internationaler Organisationen eingerichtet wurden, sind in Kabul, Jalalabad, Mazar-i-Sharif, Kandahar und Bamyan zu finden. Rehabilitationsdiensten in Afghanistan wurden bis heute keine besondere Bedeutung geschenkt. Das liegt zum einen daran, dass man sich bisher nur auf die Behandlung von schweren Kriegsverletzungen (Akutbehandlung bzw. Erstversorgung) beschränkte, zum anderen, dass auch vor Ausbruch des Krieges 1979 keine Einrichtungen für Behinderte existierten. Ziel der vorliegenden Arbeit ist es, Rehabilitationseinrichtungen für die am Bewegungs-apparat Geschädigten vorzuschlagen. Dafür wird ein nationales Rehabilitationssystem in 4 Ebenen vorgeschlagen, welches der Struktur des dortigen Gesundheitssystems angepasst wird. Die Rehabilitationseinrichtungen sollen sowohl die Bedürfnisse der Geographie (Dorf, Gemeinde, Großstädte) als auch der einheimischen Bevölkerung berücksichtigen. Dabei soll besonderer Wert auf die Berücksichtigung architektonischer Gegebenheiten, traditioneller Lebensformen, Religion, Kultur und ökonomischer Bedingungen gelegt werden. Um diese Vorschläge entwickeln zu können, sollen folgende Fragen beantwortet werden: Was versteht man unter Rehabilitation in der Bundesrepublik Deutschland? Wie sieht der Aufbau eines Rehabilitatonssystems in der Bundesrepublik aus? Welche Rehabilitationszentren können in der Bundesrepublik als Beispiele herangezogen und untersucht werden? Welche Probleme haben Entwicklungsländer im Bereich desGesundheitswesens,bzw. welche Indikatoren sind für die Missstände verantwortlich? Wie sieht die Struktur der medizinischen Versorgung in Entwicklungsländern aus? Wie ist der Stand der Rehabilitation in Entwicklungsländern? Wie sieht die sozio-ökonomische Situation bezüglich des Gesundheitswesens in Afghanistan aus? Wie ist die Gesundheitsversorgung organisiert? Was beinhaltet der "Masterplan" für Afghanistan? Wie soll ein Vorschlag für den Aufbau eines nationalen Rehabilitationssystems in Afghanistan aussehen? Wie soll dieser Vorschlag an das Gesundheitssystem (Masterplan)angepasst werden? Wie sieht die Betriebs- und Baustruktur des Vorschlages für ein Rehabilitationszentrum aus? Die vorliegende Arbeit gliedert sich in 7 Hauptkapitel. The war caused by the damage is not assessable. Infrastructure and basic social services have been almost completely distroyed. About 50 million mines of various kinds are dispersed in Afghanistan that cost still more lives and more people were going disabled. The medical care in Afghanistan reflects the general for developing countries decribed model. This situation has not changed since the start of the war 1979/80, even got worse. International organizations such as UNICEF and WHO estimate that approximatlely 2/3rd of the rural health centers have been destroyed and the vast number of hospitals at the national and provincial level either are destroyed ore are suffering under extreme shortage of medical personal, equipment and medicines. This brief but concise description demonstrate the problems of reconstruction facing Afghanistan. Although the political situation is unstable specially in provinces national and international organizations are preparing plans for the reconstruction or if possible started to carry out in parts of the country. In 1990 a "masterplan" for the reconstruction of the health system in Afghanistan was made out throught cooperation between the former communist government and the WHO, and otherwise betwenn the Afghan government in exile and the WHO. Some inter-national organizations, especially the WHO and UNICEF are trying to initiate basic medicals supplies following the "masterplan" despite the unstable situation. First approaches of rehabilitation facilities with help of international organization are find in Kabul, Jalalabad, Mazar-i-Sharif, Kandahar and Bamyan. Rehabilitation services in Afghanistan has been unknown until now. This is due to the fact, that there was only limited on the treatment of serious war injury (acute treatment and primary health care) on the other hand it existed even before the beginning of the war in 1979 no facilities for handicaped people. The objective of this work is to provide rehabilitation facilities orthopadic injured proposes. There will be proposed a national rehabilitation system in four levels, which is adjusted to the struccture of the local health system. The rehabilitation facilities will meet the needs of both geography (village, municipality, large cities) and the indigenous population. It is laid a special emphasis on the inclusion of achitectural characteristics, tradinional way of life, religion, culture and economic conditions. In order to develop these proposals, the following questions should be answered: What is the meaning of rehabilitation in Germany? What ist the construction of the rehabilitation system in Germany? Which rehabilitation centers in Germany can be used as exemples and which centers can be evaluated? What problems have developing countries in the field of health care, or what indicators exist for the abuses? What is the structure of the health care in developing countries? What is the state of rehabilitation in developing countries? What is the socio-economic situation regarding the national health care in Afghanistan? How is the health care organized? What comprises the "masterplan" for Afghanistan? How would look out a proposal for the establishment of a national rehabilitationsystem in Afghanistan? How can this proposal to be conformed to the health system ("masterplan")? What is the operation and structure of the proposal for a rehabilitation center? This work is divided into 7 main chapters. "In der nationalen und internationalen Diskussion zur Armuts- und Reichtumsberichterstattung, beispielsweise auf EU-Ebene im Rahmen der Weiterentwicklung der Laeken-Indikatoren, besteht ein Konsens, dass Armut künftig - mehr noch als bisher - multidimensional verstanden und operationalisiert werden muss. Hierbei kommt Amartya Sens Ansatz der Verwirklichungschancen ('Capabilities') eine wichtige Bedeutung zu. Das IAW1 hat gezeigt, dass der Ansatz der Verwirklichungschancen eine vielversprechende konzeptionelle und methodische Basis für die nationale Armuts- und Reichtumsberichterstattung sowie für die 'Nationalen Aktionspläne zur Bekämpfung von Armut und sozialer Ausgrenzung' darstellt. Im nun vorliegenden Forschungsprojekt hat das IAW konkrete Vorschläge zur empirischen Operationalisierung des Konzepts der Verwirklichungschancen für die Armuts- und Reichtumsberichterstattung erarbeitet und deren Umsetzbarkeit anhand der verfügbaren Datenquellen beurteilt. Ziel dieser Studie ist eine Überprüfung, ob im SOEP ausreichend Informationen für eine empirische Umsetzung von Sens Ansatz der Verwirklichungschancen vorhanden sind. Insofern werden für die einzelnen Dimensionen der Verwirklichungschancen verfügbare Daten im SOEP auf ihre Aussagefähigkeit beurteilt, Datenprobleme besprochen und Alternativvorschläge unterbreitet. Der vorliegende Endbericht gibt in Teil I zunächst einen Überblick über das Grundkonzept und die wesentlichen Dimensionen des Ansatzes der Verwirklichungschancen für den Kontext der deutschen Armuts- und Reichtumsberichterstattung. Anschließend werden in Teil II und Teil III Vorschläge für ein umfassendes Indikatorensystem erarbeitet, und mit Daten des Sozio-oekonomischen Panels (SOEP) operationalisiert. Hierbei widmet sich Teil II ausschließlich der empirischen Armutsmessung und Teil III der empirischen Reichtumsmessung. Dabei werden neben eindimensionalen Analysen von Armuts- und Reichtumsindikatoren auch deskriptive und multivariate Analysen von Mehrfachdefiziten und Mehrfachprivilegierungen durchgeführt. The objective of the project is to develop concepts and strategies for sustainable relations along the urban-rural gradient in Lower Saxony. The holistic approach includes sustainability criteria on urban design, ecology, climate, energy, mobility and political feasibility. In this issue of metapolis you will find a number of contributions that shed light on both disciplinary and interdisciplinary issues of urban-rural development in Lower Saxony. We believe that in the future, planning strategies will have to be composed of different disciplines, such as urban planning, ecology, (digital) technology, mobility, resource management, governance, etc., in order to be able to look at Lower Saxony's rural areas from different angles - and in their connections to cities.
Leitbilder bieten die Möglichkeit, gesellschaftliche Interessen zu bündeln und in Prozesse der Stadtentwicklung einzubringen. Gesundheitliche Ziele nahmen in der Stadtplanung bereits früh, beispielsweise in der Gartenstadtbewegung oder auch in der Charta von Athen, eine wichtige Rolle ein. Aufbauend auf der Ottawa-Charta zur Gesundheitsförderung der WHO werden in Stadtplanung und Städtebau zunehmend menschliche Gesundheit und Wohlbefinden in den Mittelpunkt öffentlicher Entscheidungsprozesse gerückt. Dieser Artikel geht insbesondere der Frage nach, ob Gesundheitsförderung als Leitbild des Städtebaus und der Stadtentwicklung geeignet oder bereits etabliert ist. Hierzu wird zunächst auf die Begriffe "Leitbild" und "Gesundheitsförderung" eingegangen. Im Anschluss werden historische und aktuelle Berührungen beider Bereiche diskutiert sowie praktische Umsetzungsansätze exemplarisch vorgestellt. Als konsekutive Herausforderungen schließlich werden gesellschaftliche Legitimation und politische Realisierbarkeit angesprochen. ; General principles offer the opportunity to bundle societal interests and to integrate them into processes of urban planning and development. Health targets already played an important role in urban planning at an early stage, such as in the Garden City Movement or in the Athens Charter. Based on the WHO Ottawa Charter for Health Promotion, human health and well-being are increasingly considered as part of public decision-making processes in urban development and planning. The main objective of this article is to explore the extent to which health promotion is appropriate or has already been established as a general principle for urban development and planning. For this purpose, the terms "general principle" and "health promotion" need first to be considered. In the following, historical and current interrelations of both areas are discussed and examples of practical implementation approaches are presented. Finally, societal legitimacy and political feasibility are addressed as consecutive challenges.

Diese Aufgabe war Inhalt des Projektes "Entwicklung eines Berliner Innovationspanels (BIP)", das finanziell von der Technologiestiftung Berlin (TSB) unterstützt wurde. Zentrales Ziel des Projektes war es, die Bedeutung der Metropolregion Berlin-Brandenburg und seiner Kompetenzfelder hinsichtlich Innovation aufzuzeigen und damit die Innovationsstrategien Berlins auf ihre Wirksamkeit hin überprüfen zu können. Das Projekt bestand aus zwei Bausteinen. Im ersten Schritt wurde eine vergleichende Bewertung von Innovationspotenzial und -leistung der Metropolregion Berlin-Brandenburg über die Kompetenzfelder hinausgehend vorgenommen. Mit Hilfe eines umfangreichen Indikatorensets sekundärstatistischer Daten konnten Aussagen sowohl zum Aufwand, der betrieben wurde, um Innovationen zu generieren, als auch zum generierten Output der Bemühungen getroffen werden. Als Quellen wurden neben dem Statistischen Bundesamt unter anderem auch auf Landkreisebene verfügbare Daten des Stifterverbandes der Deutschen Wissenschaften, des Mannheimer Unternehmenspanels und des Europäischen Patentamtes verwendet. In einem zweiten Schritt wurden geeignete Methodiken zur Gewinnung belastbarer Daten für zukünftige Bewertung des Innovationsstandortes Berlin und seiner Kompetenzfelder identifiziert und verglichen. In diesem Rahmen konnten Möglichkeiten eines aussagefähigen überregionalen Monitorings mittels verfügbarer Sekundärstatistiken und relevanter Kennzahlen für die Kompetenzfelder erörtert und hinsichtlich ihrer Machbarkeit überprüft werden. Neben einer Bestandsaufnahme aktueller Innovationsstudien wurden Interviews mit Vertretern des Managements der sechs Berliner Kompetenzfelder ein sowie mit Experten aus der Senatsverwaltung für Wirtschaft, Technologie und Frauen, der Investitionsbank Berlin und der IHK Berlin durchgeführt. ; Innovation plays an increasingly important role for economic growth, regional output and a successful sector restructuring. The development of an innovation is regarded as a complex, interactive, technical and social process involving not only producers but also users, scientists and policy makers. Accordingly, the geographical environment with its industry structure, the scientific community, the political level, the labor supply and the interplay of regional actors have a significant impact on the innovation process in a region. The complexity of the innovation process is also reflected in the task of promoting innovation. Against this background, the states of Berlin and Brandenburg develop jointly new innovation strategies. To test these strategies and to position the Capital Region in the competition for innovative businesses and skilled workers, it must be compared with the other German Metropolitan Areas. This task was content of the project "Development of a Berlin Innovation Panel (BIP)", which was financially supported by the Technologiestiftung Berlin (TSB). The central objective of the project was to demonstrate the innovative importance of the Metropolitan Area Berlin-Brandenburg and its fields of competence. In addition, the innovation strategies of Berlin should be reviewed for their effectiveness. In the first step, a comparative assessment of innovation potential and performance of the Metropolitan Area Berlin-Brandenburg was made. Using a comprehensive set of indicators innovation input and output of the region were evaluated. The data stem from a number of relevant surveys at county level, e.g. the German Federal Statistical Office, the Mannheim Enterprise Panel and the European Patent Office. In a second step, appropriate methods for obtaining reliable data for future evaluation of innovation in Berlin and its fields of competence were identified and compared. In this context, possibilities of a meaningful national monitoring using available secondary statistics and relevant indicators for the fields of competence are discussed and reviewed with regard to their feasibility. In addition to an inventory of current innovation studies, interviews with representatives of the management of the six competence fields of Berlin and with other experts from the Senate Department for Economics, Technology and Women's Issues, the subsidy bank of the Federal Land of Berlin (IBB) and the Chamber of Industry and Commerce of Berlin (ICC Berlin) were conducted.
The article contributes to the debate on the feasibility of transferring democratic norms and institutions to the global level. A critical evaluation of previous efforts to bridge the gap between democratic ideals and the political reality of post-national governance is followed by an argument to classify forms of global governance as legitimate according to the extent to which they meet measurable criteria in the dimensions of input-, throughput- and output-legitimacy. Das Thema Leistbarkeit von Wohnraum bestimmt aktuell den gesellschaftlichen und politischen Diskurs, so auch in der oberösterreichischen Stadtgemeinde Gallneukirchen. Diese Masterarbeit beschäftigt sich daher mit dem Zusammenhang zwischen den objektiven Wohnbedingungen und der subjektiven Wohnzufriedenheit und stellt sich die Frage welche Aspekte am wichtigsten für eine hohe Zufriedenheit mit der Wohnsituation sind. Die Haushalte werden dabei getrennt nach Haushaltszusammensetzung, sozioökonomischem Status und Rechtsstatus des Wohnobjekts untersucht. Dafür wurden Daten herangezogen, die im Wintersemester 2017/18 im Auftrag der Stadtgemeinde durch die Johannes Kepler Universität erhoben wurden. Es handelt sich somit um eine Sekundärdatenanalyse, welche sich theoretisch auf das Konzept der Wohlfahrtskonstellationen nach Glatzer (1992) und Zapf (1984) stützt. Darüber hinaus wurde die politische Umsetzbarkeit wissenschaftlicher Handlungsempfehlungen mittels eines Leitfadeninterviews mit einem politischen Entscheidungsträger untersucht. Anhand des Stufenmodells der Wohnintegration nach Till (2005) zeigte sich, dass in den Haushaltstypen unterschiedlichste objektive Wohnbedingungen vorliegen, wobei die größten Defizite im Bereich der Leistbarkeit bestehen, während sich Ausstattung und Wohngröße überwiegend positiv darstellen. Den beiden letzteren Aspekten wird des Weiteren eine große Bedeutung hinsichtlich der Wohnzufriedenheit beigemessen. Darüber hinaus konnten Hinweise auf das Zufriedenheitsparadox gefunden werden, da der Zusammenhang zwischen den objektiven Wohnbedingungen und der Wohnzufriedenheit schwächer ausgeprägt ist als angenommen. ; The issue of affordability of living space currently determines the social and political discourse, this includes the Upper Austrian municipality Gallneukirchen. This mas-ters thesis therefore deals with the relationship between the objective housing conditions and the subjective housing satisfaction and questions which aspects are most important for a high satisfaction with the housing situation. The households are examined separately according to household composition, socio-economic status and legal status of the property. The data used were collected by the Johannes Kepler University in winter term 2017/18 on behalf of the municipality. Therefore, it is a secondary data analysis, which is theoretically based on the welfare constellations concept according to Glatzer (1992) and Zapf (1984). In addition the political feasibility of scientific recommendations was examined by means of a guideline-based interview with a political decision maker. Based on the ladder of housing integration according to Till (2005) it could be shown that the objective living conditions vary widely between the different household types, with the biggest deficits in terms of affordability whereas there are hardly any problems with the equipment and the size of the housing. Moreover, the latter two aspects are considered to be of great importance in terms of housing satisfaction. Die Arbeit enthält in Kapitel 1 die Einleitung und die Ableitung der Fragestellung. Es wird zunächst das Umfeld des Sektors in den Jahren 1994 bis 2006 dargestellt. Der Ökolandbau hat sich einerseits am Markt für Lebensmittel gut etabliert und wächst dynamisch. Auch die Umstellungsraten sind positiv, bleiben aber hinter dem Marktwachstum zurück. Durch die verschiedenen Reformschritte der EU Agrarpolitik wird der Ökolandbau immer wieder vor umfassende Herausforderungen gestellt. Auf diese Herausforderungen kann der Ökolandbau mit Hilfe einer erhöhten Effizienz regieren. Es hat in den letzten Jahren eine Reihe von Studien zur Effizienz im Ökolandbau gegeben. Die Studien geben erste Einblicke in die einzelbetriebliche Effizienz von Ökobetrieben, häufig sind sie jedoch nicht auf die speziellen Fragestellungen des Ökolandbaus abgestimmt. So sind nur wenige Studien in der Lage die Effizienz in der Umstellungsphase zu modellieren und auch mögliche regionale Einflussfaktoren werden nicht berücksichtigt. Die vorliegende Arbeit modelliert die technische Effizienz auf ökologischen Futterbau-Betrieben und passt die Modelle den speziellen Erfordernissen der ökologischen Landwirtschaft an.In Kapitel 2 folgen vier zum Teil bereits publizierte Effizienzanalysen von ökologi-schen Futterbau- und Milchviehbetrieben. Das Modell wurde mit Hilfe einer stochastischen Frontieranalyse (SFA) geschätzt, in das SFA-Modell sind das "Heteroskedastizitäts-Modell" und das "technical effects Modell" das die Einflussfaktoren auf die technische Effizienz schätzt, integriert. Der gewählte Modellrahmen erweist sich als passend für die Analyse, was durch statistische Tests belegt werden kann. Es werden die Elastizitäten der einzelnen Input-Faktoren im Hinblick auf den Output diskutiert. Es zeigt sich, dass neben den "klassischen" Bestimmungsgründen der technischen Effizienz regionale Faktoren einen wichtigen Einfluss auf die technische Effizienz ausüben: Die technische Effizienz ist in den Regionen unterschiedlich ausgeprägt und Agglomerationseffekte beeinflussen die technische Effizienz. Dies deutet darauf hin, dass technologische Spill-Over-Effekte existieren. Die Entwick! lung der technischen Effizienz in der Umstellungsphase zeigt, dass sich die technische Effizienz nach etwa 5 Jahren verbessert, und sich dem Durchschnitt aller Betriebe annähert. Die Futterbau- und Milchvieh-Betriebe haben technologischen Rückschritt zu verkraften. Dies könnte mit geringen Ausgaben des Staates für auf den Ökolandbau zugeschnittene Forschung zusammenhängen.In Kapitel 3 folgt Analyse der verschiedenen Formen von Marktversagen, die einen Eingriff des Staates zu Gunsten der ökologischen Landwirtschaft eventuell volkswirschaftlich rechtfertigen. Die Formen des Marktversagens sind a.) externe Effekte, b.) Informations-Asymmetrien, c.) Marktversagen am Kapitalmarkt (Infant Industry-Argument) und d.) nicht-rationales Verhalten (meritorische Güter). Um die verschiedenen Formen des Marktversagens einordnen zu können, wird skizziert, welche Ergebnisse ein funktionierender Markt hervorbringen kann und welche Modell-Annahmen dem Funktionieren zu Grunde liegen. Eine sogenannte "first-best" Lösung wird dargestellt, deren Umsetzbarkeit im Umfeld der EU Agrarpolitik allerdings unwahrscheinlich erscheint. Daher erscheint die Diskussion einer pragmatischen "second-best"-Lösung gerechtfertigt.Die Theorien des Marktversagens werden anschließend erläutert, eine Anwendung der Theorien auf den ökologischen Landbau wird geprüft. Marktversagen aufgrund von externen Effekten ist der wichtigste Grund für einen Eingriff in den Markt für landwirtschaftliche Güter zu Gunsten der ökologischen Landwirtschaft. Dieses Argument wird auch in der politischen Praxis häufig angewandt. Die Gefahr einer adversen Selektion auf Grund von asymmetrisch verteilter Information ist im landwirtschaftlichen Kontext bisher kaum diskutiert worden. Es gibt zahlreiche gute Argumente, die für einen Eingriff des Staates sprechen. Die Gegenargumente sind grundsätzlicher Natur, allerdings kann man je nach politischem Leitbild auch zu einer Bejahung dieser Theorie als Eingriffsgrund kommen. Das Infant Industry-Argument ist für eine Förderung des Ökolandbaus abzulehnen, da die Kriterien einer Infant Industry überwiegend nicht auf den Ökolandbau zutreffen. Die Theorie der meritorischen Güter ist zwar eine der Komplexität der modernen Gesellschaft angemessene Problem-Analyse. Die Voraussetzung eines Eingriffs in den Markt und auch deren Implikationen sind bisher nicht konsistent ausgearbeitet. Daher wird auch die Theorie der meritorischen Güter als Grundlage der Förderung des Ökolandbaus abgelehnt.Das Kapitel 4 enthält eine Zusammenfassung der wichtigsten Ergebnisse sowie eine Schlussbetrachtung. Es wird eine kritische Würdigung der Ergebnisse der Stochastischen Frontier-Analyse vorgenommen. Die vorliegenden Ergebnisse unterliegen - wie viele andere Untersuchungen - einigen Restriktionen, einige mögliche Schwächen und Einwände im Datensatz werden kritisch diskutiert.Die Auswahl der Daten sowie deren Aufbereitung wird dargestellt. Es handelt sich um Buchführungsdaten, so dass der Auswahlprozess nicht zufällig sondern funktional ist. Die zeitliche und räumliche Verteilung der Daten ist von dieser Auswahl betroffen. Hierbei zeigt sich, dass der Datensatz die Grundgesamtheit gut abbildet, allerdings enthält der Datensatz keine Beobachtungen aus Schleswig-Holstein und Hessen. Daneben sind besonders kleine und sehr große Betriebe zu wenig repräsentiert, was ebenfalls mit der funktionalen Auswahl zu begründen ist.Es wird danach gezeigt, dass das Modellergebnis nicht von extremen Beobachtungen ("Outlier") verzerrt wird. Im Weiteren werden das Thema des technologischen Rückschritts, die Annahme der monotonen Produktionsfunktion und die Entwicklung der technischen Effizienz über die Zeit diskutiert. Technologischer Rückschritt könnte neben den erwähnten geringen Ausgaben des Staates für Ökolandbau-spezifische Forschung auch mit Größeneffekten und mit Preiseffekten erklärt werden. Die Annahme einer monotonen Produktionsfunktion wird überwiegend eingehalten. Die technische Effizienz scheint vor allem in den letzten Beobachtungsjahren angestiegen zu sein, allerdings lässt sich kein klarer Trend über den gesamten Zeitraum identifizieren.Am Ende werden politische Schlussfolgerungen aus den Ergebnissen gezogen. Es wird ein kurzer Blick auf die aktuellen Modelle in der stochastischen Effizienzanalyse geworfen. Schließlich wird zukünftiger Forschungsbedarf in der Effizienzanalyse im Ökolandbau skizziert, der vor allem im Hinblick auf Umwelteffizienz besteht. ; The following dissertation has the topic "Efficiency analysis in organic farming - status, empirical analysis and political conclusions".The dissertation begins in chapter 1 with an introduction to the topic and a deduction of the main research questions. The environment of the sector in the years 1994 to 2006 has been ambiguous: Organic market has gone through a dynamic and substantial growth. Also the share of converting farms is significant but below the growth rate on the market side. The different reforms steps in the EU s Common Agricultural Policy (CAP) were challenging for many organic farms in many respects. Organic farms can react on these developments by means of an increased efficiency. During the last decade there have been some studies on the efficiency in organic farming. These studies give a first introduction of the efficiency of organic farms, but often they are not addressing the special problems of organic farming systems. Only a few studies can address the development of efficiency in the conversion period of organic farms. Also regional determinants of technical efficiency are not included in most of the models. This paper models the technical efficiency of organic grassland farms and adapts the models that address some of the specific problems of organic farming systems.The chapter 2 follows with four empirical applications of the efficiency analysis of organic grassland and milk farms. The models are estimated using a stochastic frontier analysis (SFA). The "heteroscedastic model" and the "technical effects models" are added into the model-framework in order to take account the size effects and to estimate the influence of potential determinants of technical efficiency. The selected model framework proves to be suitable for the analysis, which is shown by different statistical tests. The elasticities of the inputs with respect to output are discussed. Besides the "traditional" determinants, the regional factors exert an important influence on of technical efficiency: Technical efficiency is different depending on the respective region and agglomeration affects the efficiency of the single farms. This suggests that there are technological spillover effects. The development of technical efficiency in the conversion period shows that efficiency is improving after 5 years and finally reaching the average performance of all farms after 6-11 years. The grassland and dairy farms have to cope with technological regress. This might be explained by low expenditure of the government for research and development specially addressed to organic farming.The chapter 3 is concentrated on an analysis of the various forms of market failure, which might justify government intervention in favor of organic farming from an economic point of view. The forms of market failure are a.) Externalities, b.) Information asymmetries, c.) Market failure on the capital market (the "infant industry argument") and d.) Non rational behavior ("merit goods"). In order to classify the various forms of market failure, the results of a functioning market and the model assumption underlying the neoclassical model are described. The so called "first best" solution is presented, their feasibility in the context of EU"s Common Agricultural Policy (CAP), however, seems to be unlikely. Therefore, a "second best"-solution seems to be more realistic.The different theories and forms of market failure with respect to organic farming are explained. Market failure due to externalities still seems to be the most important argument for state intervention in agricultural markets in favor of organic farming. This argument is also often applied in political practice. The risk of adverse selection processes due to asymmetric information has been rarely discussed in the agricultural context. There seems to be some good arguments in favor of a state intervention. However, the arguments against state intervention are of more general nature. Therefore a state intervention can be justified by this theory depending from the individual political point of view. The infant industry argument is rejected for supporting organic farming in specific, since the criteria of an "infant industry" do not completely apply on organic farming. The theory of merit goods takes into account the complexity of modern societies providing a solution for non rational behavior. Nevertheless, the preconditions for a state intervention are not consistently defined; therefore the "merit goods" argument does not seem to justify a state intervention in favor of organic farming.Chapter 4 contains a summary of the main results of the dissertation and summary and conclusions. A critical assessment of the results of the stochastic frontier analysis is conducted. The results are - like in many other studies - subject to some restrictions. Problems and potential weaknesses mainly in the dataset are discussed. The selection and treatment of the data are presented in detail. The dataset consists of accounting data therefore the selection process is not strictly random but also due to function (tax-declaration). The temporal and spatial distribution of the data-set is affected by the functional selection. The overall population of organic farms in Germany is represented by the data-set; nevertheless, organic farms in Schleswig-Holstein and Hessen are underrepresented. In addition very small and very large farms are underrepresented, which can be explained by the function of the data-set.It can be shown that the model results are hardly distorted by extreme values ("out-lier"). The issues of technological regress, the adaption of the monotonistic production function and the development of technical efficiency over time are discussed in detail. Some of the technological regress can be explained by the low expenditure of the government for research and development addressed to organic farming. Also some size and price effects might play a role. The assumption of a monotonistic production function is only violated in a few cases. The technical efficiency seems to be increasing during the last three years in the data set, but no clear trend over the whole period could be identified. At the end in of the dissertation policy conclusions are drawn from the results. Some of the recent developments in stochastic frontier analysis are shortly described. Finally, future research questions and topics with respect to organic farming are outlined. One of the main research questions, however, seems to deal with the topic of environmental efficiency.
Mit zunehmend beobachtbaren Klimawandelauswirkungen steigt die Bedeutung, die Klimawandelanpassung als Ergänzung zu Vermeidung hat. Das gilt für Industrieländer wie für Entwicklungsländer, für ökologische wie soziale Systems und insbesondere für sozial-ökologische Systeme. Um wirksame Anpassungseffekte erzielen zu können, müssen Anpassungsmaßnahmen jedoch durchführbar sein. Welche Faktoren die Durchführbarkeit behindern oder steigern, wird am Beispiel dreier deutscher Biosphärenreservate (Mittelelbe, Schaalsee und Südost-Rügen) mittels Experteninterviews und eine qualitativen Meta-Analyse wissenschaftlicher Publikationen über Hindernisse und Erfolgsfaktoren für Anpassung untersucht. Die Ergebnisse zeigen verschiedene Schlüsselkategorien an Faktoren, beispielsweise Klimawandelwahrnehmung, verfügbare Wissens- sowie finanzielle und personelle Ressourcen, den politischen und den sozio-ökonomischen Kontext. Die insgesamt identifizierten Faktoren umfassen sowohl interne, als auch externe Faktoren: - intern: Klimawandelwahrnehmung und Klimawandelwissen/-information - extern: verfügbare Ressourcen und politische und ökonomische Rahmenbedingungen Daher müssen Ansätze, die die Durchführbarkeit von Klimawandelanpassungen steigern wollen, interne und externe Faktoren integrieren. Vor diesem Hintergrund wird ein theoriebegründetes Konzept zur Steigerung der Durchführbarkeit entwickelt. Es setzt sich aus fünf Bausteinen zusammen: 1) anpassungsunterstützende Klimawandelwahrnehmung stärken 2) bestehende Klimawandelwissen verbessern 3) No-regret und robust Anpassungsoptionen identifizieren 4) die politische Unterstützung für Anpassung steigern 5) ausreichende finanzielle und personelle Ressourcen sowie Infrastruktur bereitstellen Diese Bausteine in die Tat umzusetzen erfordert gemeinsame, disziplin- und sektorenübergreifende Anstrengungen von Wissenschaft, Politik und Gesellschaft. Aufgrund ihres Selbstvertändnisses sind Biosphärenreservate geeignete Instrumente und Lernlaboratorien, um solche Anstregungen zu unterstützen und Modellregionen zur Steigerung der Durchführbarkeit von Klimawandelanpassungen zu sein. Due to their concept, biosphere reserves appear well suited to foster such efforts and to become model regions to enhance the feasibility of climate change adaptation. ; Increasingly observable climate change impacts point towards a need for adaptation as a complement to mitigation. This holds true for developed and developing countries, for eco-logical and social systems and in particular for social-ecological systems. In order to provide effective adaptation effects, however, adaptation strategies need to be feasible. Which factors hinder or support the feasibility of adaptation in three German biosphere re-serves is researched into through expert interviews and a qualitative meta-analysis of scien-tific publications on barriers and success factors for adaptation. The findings reveal several key categories, for instance encompassing climate change perception, available financial and human resources and knowledge, the political and socio-economic context and the biosphere reserve concept. Altogether, the factors identified cover internal and external factors: • internal – climate change perception and knowledge • external – available resources as well as political and economic conditions Therefore, approaches aiming at enhancing the feasibility of adaptations must integrate both internal and external factors. Correspondingly, a theoretically grounded concept to enhance feasibility is developed which consists of five building blocks: 1) boosting climate change perception 2) improving existing knowledge on climate change 3) identifying no-regret or robust adaptation options and 4) enhancing political support for adaptation 5) providing adequate financial and human resources and infrastructure. Effectively applying these building blocks requires cross-sectoral, concerted efforts between science, policy and society. The "multicrisis" of European integration from the euro debt crisis through the migration dispute to Brexit has kicked-off a comprehensive reform debate. This debate covers the evolution of European Monetary Union (EMU) institutions, the division of competencies between the EU and Member States, and reforms to the decision making and financing of the EU. While there is a wealth of innovative ideas across all these dimensions, the hurdles for a far-reaching reform are high, as they require a consensus among veto players. In this policy brief, we document descriptive insights of a unique recent survey among the national parliaments of the three largest Member States of the post-Brexit EU: France, Germany and Italy. Any far-reaching EMU or EU reform will have to be approved by the national parliaments of Member States. A consensus between these three countries is definitely not a sufficient condition for the political feasibility of a reform but most likely it amounts to a necessary one. The survey on the future of European integration was conducted in the national parliaments of France, Germany and Italy, including the French Senate and Assemblée Nationale, the German Bundestag, and the Italian Camera dei Deputati and Senato della Repubblica. The survey was sent out in September 2018 and responses arrived until January 2019. It covers the three mentioned reform dimensions, i.e. the division of competencies between the European and national level, EMU reforms and the future of EU finance and decision making. ; Der europäische Integrationsprozess wird gleich von mehreren Krisen erschüttert - der Euro-Schuldenkrise, der Flüchtlingsfrage und dem Brexit-Konflikt - , was eine umfassende Reform-Debatte ausgelöst hat. Bei dieser Debatte geht es sowohl um die Entwicklung der Institutionen der Europäischen Währungsunion (WWU), die Aufteilung von Kompetenzen zwischen der EU und den Mitgliedstaaten als auch um Reformen bezüglich der Entscheidungsfindung und der Finanzierung innerhalb der EU. Obwohl es zu all diesen Themen eine Fülle innovativer Ideen gibt, sind die Hürden für weitreichende Reformen dennoch hoch, da sie einen Konsens unter allen Veto-Mächten erfordern. Dieser Policy Brief fasst die Erkenntnisse aus einer kürzlich durchgeführten einzigartigen Umfrage zusammen, die unter den nationalen Parlamenten der drei größten Mitgliedstaaten der Post-Brexit-EU vorgenommen wurde. Jede weitreichende WWU- oder EU-Reform muss von den nationalen Parlamenten der Mitgliedsstaaten genehmigt werden. Ein Konsens unter diesen drei Ländern ist daher eine notwendige Bedingung für die politische Umsetzbarkeit einer solchen Reform. Die Umfrage zur Zukunft der europäischen Integration wurde in den nationalen Parlamenten in Frankreich, Deutschland und Italien durchgeführt, darunter in der französischen Nationalversammlung und im Sénat, im Deutschen Bundestag sowie in der italienischen Camera dei deputati und dem Senato della Repubblica. Die Umfrage lief von September 2018 bis Januar 2019. Sie umfasst die drei genannten Reformdimensionen, d.h. die Aufteilung der Zuständigkeiten zwischen der europäischen und der nationalen Ebene, WWU-Reformen und die Zukunft der Finanzierung und Entscheidungsfindung innerhalb der EU.
Zwischen 1984 und 1998 scheiterten zwei Museumsprojekte des Landes Steiermark und erst der dritte Anlauf mit der Stadt Graz als Bauherrin war erfolgreich. Für das Trigon ? Museum im Pfauengarten (1984 - 1996) war das politische Zeitfenster viele Jahre offen. Die ÖVP als Proponentin verfügte über absolute Mehrheiten und die Finanzierung war politisch zwischen ÖVP und SPÖ akkordiert. Durch das Zuwarten der ÖVP konnte die SPÖ das bis zur Baureife gediehene Projekt politisch zu verhindern. Zwischen 1996 und 1998 forcierte die SPÖ gemeinsam mit der FPÖ ein ?Museum im Schlossberg?. Dieses Projekt scheiterte an der politischen Inkonsistenz der FPÖ, deren Landespartei politisch anders agierte als die Stadtpartei, vor allem aber an der Fehleinschätzung der politischen Durchsetzbarkeit: Die ?Bürgerinitiative zur Rettung des Schlossberges? ließ ab dem Jahr 1997 keine Zweifel über ihre Ablehnung des Museums im Schlossberg aufkommen. Der negative Ausgang einer Bürgerbefragung führte zum Ende auch dieses Versuches. Das Kunsthaus Graz verdankt seine Existenz Bürgermeister Alfred Stingl (SPÖ) und Kulturstadtrat Helmut Strobl (ÖVP). Diese nutzten den Rückenwind, den ihnen die Wahl von Graz zur Kulturhauptstadt Europas für das Jahr 2003 verschafft hatte und setzten das Projekt erfolgreich ?auf Schiene?.Ausgehend von den kontroversiellen Rezeptionen des Entwurfes von Peter Cook und Colin Fournier wird der Versuch unternommen, die Formensprache des Kunsthauses Graz im Hinblick auf ihre Verwandtschaft zu den um die Jahrtausendwende aktuellen Tendenzen der Blob-Architekturen zu befragen. Die kunsthistorische Ableitung der Formensprache beschäftigt sich mit Entwürfen der französischen Revolutionsarchitekten sowie schlaglichtartig mit den historischen Tendenzen biomorpher Architekturen im 20. The political time window was open for many years for the erection of the Trigon ? Museum in the Pfauengarten (1984 - 1996). As the driving political force, the ÖVP ("Austrian Peoples Party"), possessed political majorities and financing was arranged between the ÖVP and the SPÖ ("Austrian Social Democratic Party"). The waiting by the majority party gave the SPÖ the opportunity to politically hinder the build-ready project. The SPÖ in turn between 1996 and 1998 together with the FPÖ ("Austrian Freedom Party") promoted the ?Museum in the Schlossberg? project. It failed instead because of the lack of political consistency within the FPÖ and due to the misjudgement of political feasibility: The "citizens initiative for the saving of the Schlossberg" left no room for doubt regarding their rejection of the Museum in the Schlossberg. The negative outcome of a citizen?s poll resulted in the withdrawal of the Region and thus also to the end of this attempt. The completed Kunsthaus owes its existence to Mayor Alfred Stingl (SPÖ) and City Councillor for Culture Helmut Strobl (ÖVP). They used the tailwind provided to them by the election of Graz as the 2003 European Capital of Culture and successfully placed the Graz Kunsthaus "on the rails".Beginning with the controversial receptions to the design from Peter Cook and Colin Fournier, an attempt is made to interrogate the language of form of the Graz Kunsthaus regarding its relationship to the current trends in Blob architecture.
