Abstract. The aim of the article is to examine the relationship between the state, democracy and the Carl Schimitt's concept of the political. That is going to be done by reconstructing the concepts of Schmitt's political theory and finding out whether they can be used to explain the ideology of the new right-wing populism and illiberal democracy. As it turns out, the Schmitt's reduction of the political to the friend/enemy antagonism makes the core of the illiberal democracies' ruling narrative. The Schimtt's understanding of the political doesn't defend the state as a political space but by cancelling of the liberal elements of democracy ruins the state institutions. The analysis shows that Schmitt's notion of the political cannot be used to build effective democratic state institutions. Namely, in his definition of the political, politics actually exists only on the outwards, towards some other nation, some other political unity, but not within the state itself. Keywords: state, the political, Carl Schmitt, illiberal democracy
The democratisation and economic growth of the Asian Tigers, specifically South Korea and Taiwan, brought structural changes to the academic systems of these countries, particularly in the fields of political science and international relations. The article aims to provide a comprehensive and hybrid view on the regularity of political science in the academic environments (university systems) of East Asian countries with a focus on South Korea and Taiwan through the observational analysis method and a historical-sociological mechanism. The findings are summarised, where it is argued that the pentagonal democratic citizenship system (legal, political, cultural, social, economic) as well as the establishing of structural and updated political-economic relations with the main powers in the international system are the two crtitcial factors that have contributed to the adjustment of political science in East Asian countries, including South Korea and Taiwan. The article concludes that, along with the international and domestic developments in South Korea and Taiwan, political science underwent structural changes and is becoming more regulated and structured. Keywords: South Korea, Taiwan, political science, democracy, institution
Geographers play an important role in the announced & expected reform of the political & institutional system by introducing a second tier of local self-government. Their role is not only associated with preparing an appropriate subdivision of Slovenia into functionally closed areas, but also, considering contemporary social causal links between forming the regions & regional development, the effects of the polycentric settlement network layout & the decentralization of public institutions. The paper derives from an assumption that decentralization of institutions plays an important role in overcoming regional disparities. Together with appropriate organization, decentralization of institutions allows more efficient utilization of development potential. In contemporary development policy, institutions are a decisive instrument. In addition to technical innovations & a creative environment, institutions stand out as an impulse & central support point, for harmonious social development. This paper is clearly of a theoretical nature. It deals with the role, effects & consequences of the decentralization of institutions as an instrument for balanced sustainable regional development. The factors, which have an impact on the success of regionalization in a function of decentralization policy, are analyzed They are: especially formation of clear political & legal frameworks for starting the reform process, a clear indication of powerful and, if possible, interdepartmental responsible persons for management & coordination of the decentralization process, forming the concept of decentralized regionalization of Slovenia that aims at an even distribution of tasks & responsibilities such as clear forms of mutual (horizontal & vertical) coordination & mutual reciprocal inspections between different regional & state levels, an outline of state-level transfers where individual administrative & legal steps mean transfer of financial & personal competences & equipment to the participants in regional communities, & finally, measures for providing professional qualification of institutions in decentralized regional associations for taking on new tasks. Prispevek v luči slovenskega predsedovanja Svetu EU v prvi polovici leta 2008 predstavi institucijo Svet EU in organizacijske, posredniške, politične in nacionalne vloge, ki jih uresničuje predsedujoča država. ; In the light of the Slovenian presidency of the EU Council in the first half of the year 2008, the contribution presents the Council of the European Union (the EU Council) as an institution and the organizational, mediatory, political and national roles performed by the presiding state. The framework of the Slovenian forest policy is discussed, which influences the policy regarding each individual role, and the thesis presented by which the most important roles for Slovenia are the organizational and national role. Within the national role it is important to acquire new ideas regarding forest policyas well as the skills and knowledge regarding the drafting of forest policy on the level of the state and the EU.
Pregledal sem širok izbor literature preteklih desetletji in predstavil različna teoretska izhodišča, na podlagi katerih avtorji skušajo opredeliti in analizirati demokratični deficit in z njim povezane tematike. Ključna ugotovitev mojega magistrskega mojega dela ni le, da so aktualne reforme premalo ambiciozne in demokratičnega deficita ne morejo odpraviti, ampak predvsem da demokratični deficit ni le kategorija akademskih razprav, temveč je zelo močno politično orodje in odločilno usmerja razvoj Evropske unije. Demokratični deficit je zato stalnica evropske demokracije in ne more nikoli biti povsem odpravljen, saj se ob razvoju Evropske unije vedno znova pojavlja v drugačnih oblikah, ki terjajo nove reforme in kritične analize akademikov, intelektualcev, državljanov, politikov in vseh drugih zainteresiranih strani. ; The democratic deficit has been a constant of all academic research on the European Union for the past few decades. While the scope of the research has changed considerably, the basic idea remains the same – democracy in the European Union is in serious trouble. Europeans' trust in the EU is low and the same goes for their connection with European institutions, therefore it is clear that changes are required. Every major reform alters the balance of power between European institutions and their relationship with European citizens. The most visible changes of the past decades are: the empowerment of the European parliament that has been transformed into an influential institution, the introduction of instruments of direct democracy and other reforms brought upon by the Treaty of Lisbon. Unfortunately, progress is balanced out by the emergence of various mechanisms and instruments that surpass all democratic checks and balances. For example, the measures that were adopted as a response to the European debt crisis were mostly not based on formal competencies of the EU. In my Master's thesis I analysed and critically evaluated the processes that crucially influenced the most significant European institutions, their ever-changing relationships and the anticipated effects of the current reforms. I examined a substantial body of literature from past decades and presented diverse theoretical starting points that the authors use to define and analyse the democratic deficit and related topics. The most significant finding of my Master's thesis is not only that the current reforms lack ambition and cannot eliminate the democratic deficit, but also that the democratic deficit is more than just a category of academic research and can often act as a strong political tool that decisively influences the development of the European Union. Therefore, the democratic deficit is a permanent element of European democracy and can never be fully eliminated as it always reappears in new forms that require constant reforms and critical analysis by academia, intellectuals, citizens, politicians and other stakeholders.
; This doctoral dissertation deals with the constituting i.e. formation of the function of the President of the Republic in former socialist countries. It analyses in greater detail the constitutional role of the President of the Republic of Estonia, Latvia, Lithuania, Poland, Czech Republic, Slovakia, Slovenia, Croatia, Hungary, Romania and Bulgaria, i.e. eleven Member States of the European Union. These states put in place the office of President of the Republic as the individual Head of State in the 1990s. In the process of the formation of the function of the President of the Republic, the countries analysed took inspiration from other established legal systems. In this context, while taking into account their own historical, cultural and political reasons, these states have experienced a spill-over of individual constitutional institutions leading to the creation of a sui generis institutional equilibrium i.e. separation of powers, or lack thereof, which has a decisive impact on the relations between the Government, the Parliament and the President of the Republic, as well as, consequently, on the functioning of the authority of the state itself. Some political systems initially showed a tendency to introduce a system with a stronger head of state, inspired by presidential or semi-presidential republics, but the majority of these countries gradually limited the powers of the President through the constitutional development and stabilisation of their political space. The situation is, however, different in those countries where, from the very beginning of the formation of the function of the President of the Republic, the constitutional legislator conferred upon the President mainly representative powers, following the example of systems with parliamentary supremacy, thus preventing the President, in accordance with his or her neutral role, from being able to adequately address 'crisis situations' in relation to the blocking of authorities arising from conflicts between the Parliament and Government. Hence, the analysed constitutional regimes have now seen certain elements appear which are "alien" to different political systems and which determine the (specific) position of the Head of State. The position of the President of the Republic, and in particular the extent of his or her powers and the resulting relationship with the legislative and executive bodies, is also one of the fundamental criteria of the classic classification of political systems. In addition to the powers exercised (mainly in the legislative and executive domains), the President's position is also influenced by the way he or she is elected. Compared to traditional western systems, the way in which the President of the Republic is elected in most of the former socialist states in question is not directly correlated to the extent of his or her formally defined powers. Based on the analysis of comparative law carried out, it can be concluded that in a regime like the one set up in Slovenia (where the constitutional legislator strengthened the President's legitimacy by holding direct elections, but at the same time conferred upon him or her weak, mainly representative powers), the President's position is the weakest among the eleven former socialist states analysed.
; When we think about corruption, an image quickly comes to mind of abuse of public office for private gains. Individuals and firms are bribing bureaucrats to »get things done«. Behind this view lies an understanding of the state extracting rents from the economy for the exclusive benefit of politicians and bureaucrats. Such an aprroach has had a powerful impact on the way corruption has been analyzed and measured in recent years. Corruption has taken on a new image – that of individuals, groups, or firms manipulating policy formation and even shaping the emerging rules of the game to their own, very substantional advantage. Corruption has always existed across the world and it will never disappear, the difference is that has become more sophisticated and thus more difficult and costly to detect. With the increasing recognition across the globe of the damaging effects of corruption on economic growth and social stability, the demand for practical strategies to reduce corruption has grown dramatically. The problem is not confined to any particular region, and developed, developing and transition countries alike are confronting these challenges. In postcommunist states the simultaneous processes of developing a market economy, designing new political and social institutions and redistributing social assets have created fertile ground for corruption. With regard to complexity of phenomena and with increasing recognition that the roots of state capture extend far beyond weaknesses in the capacity of government, we need to be aware of factors underlying the persistence of corruption that is broader structural relationships, including the internal organization of the political system, relationships among core state institutions, the interactions between the state and firms, and the relationship between the sate and civil society.
Skrajno desne ideje so v evropskem prostoru prisotne že stoletja. ; Far-right ideas have been present in the European area for centuries. Certain situations cause them to emerge every now and then, before they disappear again not long after. The European Union, which was built on the ruins of radical ideas and political systems, is once again facing this menacing threat. In 2008, the old continent was hit by the global financial crisis, which shook the so far very successful European integration to its core and began to awake certain extremist notions. After a few years, the financial crisis was followed by the migrant crisis, which had since only exacerbated the situation. Populist and nationalist ideas, which were starting to resurge in some European countries, were looking for a scapegoat for the new state of affairs in the European Union and within the walls of its institutions and migrants, who were arriving into safe Europe for various reasons, made for a perfect target. The rise of far-right political parties had different motives in individual countries, regardless whether a particular party seized power or simply grew in prominence. The question that the European Union is facing at the moment is how these extremist ideas will influence further integration or disintegration of Europe.
; Contemporary defence diplomacy is earmarked by Roving Defence Attachés. Countries started to introduce them under the pressure to rationalize defence diplomacy, culminating in the last financial crisis and economic recession. Master's Thesis examines the functionality of Roving Defence Attachés, and their advantages and disadvantages compared to Resident Defence Attachés. Particular disadvantages are relativized and diminished in the light of modern information and communication technologies, increased mutual trust and mind-set shift in international relations, resulting in changes of tasks and functions of defence diplomacy. Based on international comparative analysis we put forward recommendations for work organization and activities management of Roving Defence Attachés. Among the advantages of Roving Attachés we elaborate in more detail the function of career development. The latter could be especially beneficial for countries with limited diplomatic apparatus, lacking human resource selection tools along with the education and training institutions for future diplomats. At the same time we examine prevailing military ranks in defence diplomacy and the scope of defence diplomacy engagement, from both perspectives of sending and receiving states. The military ranks of defence diplomats depend more political, economic and human resource factors, including reciprocity principle, political propaganda, the challenges of military career development and the promotion of military industrial complex, than the characteristics of states and their armed forces. From the viewpoint of receiving states the largest defence diplomacy corps and the diplomats with the highest military ranks can be found in leading military and political superpowers, as the sending states try to express special recognition, attention and honour to them. The military ranks of defence representatives in international organizations by-and-large reflect the assumed responsibilities of a country towards respective international entity. You may find interesting the extremely low proportion of women in defence diplomacy. Main research findings are applied to Slovenian defence diplomacy system.
Sub-Saharan Africa is a very diverse region with extensive natural wealth, great human potential, and a rich history. However, the majority of its countries are among the poorest in the world and about half of its 800 million inhabitants live in extreme poverty. Sub-Saharan Africa produces only 1.5% of the world's GDP and its share in world trade has fallen from 6% in 1980 to 2% today. The region's exports remain dominated by primary goods (fuels, ores, and agricultural products). The roots of the region's economic weakness lie variously in the past colonial relationships with European countries and in unjust global trade patterns as well as in misuse of power by ruling political elites in the post-independence era. Numerous civil wars and other conflicts have fragmented the sub-Saharan countries into many factions and parties fighting for domination. The region is lagging behind developed countries because of corruption, lack of infrastructure, weakness of its institutions, heavy indebtedness, lack of education and health services, and unfavorable natural conditions, among other factors. Subsistence agriculture is the source of livelihood for most Africans. Nevertheless, average yields per hectare are low and heavily dependent on climatic conditions. Compared to urban areas (except for slums), people living in rural areas have worse infrastructure and are further from achieving the UN's Millennium Development Goals. The recent increase in food prices is threatening the limited progress in reducing hunger and malnutrition (28% of children under age five are underweight and particularly vulnerable to infectious diseases). Little progress has been made in reducing child and maternal mortality; mortality rates remain the highest in the world. In the previous decade, life expectancy in sub-Saharan countries has fallen due to the spread of HIV/AIDS and it still remains below fifty. In addition, many negative socioeconomic effects are the result of malaria, which kills approximately one million people every year, 91% of whom live in sub-Saharan Africa. In order to promote gender equality and empower women, education is of vital importance. Compared to other (especially developed) regions, school enrollment rates are considerably lower and dropout rates considerably higher, particularly for girls. The majority of countries in subSaharan Africa will not be able to achieve their educational goals by 2015. Despite the fact that the region is not exceeding the carrying capacities of its environment (as measured by its ecological footprint), environmental problems in some areas are severe. Deforestation, desertification, coral bleaching, negative effects of climate changes (sea level rise, reduced freshwater availability, extreme weather events, etc.), loss of biodiversity, and soil degradation are the most worrying. Population growth is exacerbating these environmental problems and is making it more difficult to achieve a higher standard of living for all. Owing to the complexity of developmental problems, sub-Saharan Africa will have to use its own resources very wisely and make the most of development aid from developed countries.
Obenem vzpostavi totalni nadzor in teror. Krščanstvo in komunizem sta v svojem temelju različna. Komunizem s komunistično revolucijo nastopi proti človeku, proti človekovemu dostojanstvu in proti človekovi svobodi in s tem krščanstvo postavi v obrambno držo. ; The events during the communist revolution significantly influence the state and understanding of the contemporary Slovenian social situation. In the dissertation, in the light of the ideological contradiction between Christianity and Communism, and on the basis of the conflict that developed during the revolution, the author explores the causes and grounds for this influence. In this work the author shows the fundamental connection between the contemporary situation and the communist revolution in Slovenia. She chooses Girard's mimetic theory and scapegoat as a conceptual framework and tool for understanding. Girard describes culture as a mimetic cycle, where the individual imitates the other (this starts from the very childhood, when the child imitates his parents and thus becomes a social being). Imitation is the driving force of every company. In addition, imitation can also become a destruction of society, culture. Girard therefore implements the scapegoat as a conflict resolution where the two entities share the same desire and together turn against the scapegoat, which causes them a mimetic crisis and its sacrifice is a condition for restoring social order and social security. This general theoretical framework also makes it possible – to explore past social conflicts, and in particular their consequences in the present, including aspects of reconciliation processes and transitional justice. Therefore, the author fruitfully uses it in the mentioned research. The author embraces Christianity and communism as two opposing ideological bases, which are already diametrically opposed in their conceptual bases, and are especially illuminated by Girard's theory. Christianity, with its cristian notion of personal freedom, stands out from the cyclical nature of the scapegoat, but communism is, on the contrary, based on mimeticism. Victims of character in Girard's conception that justify the murder of a scapegoat are based on facts that become acceptable for murder, regardless of the (un) reality of them. The implementation of Girard's theory on the Slovenian situation thus encompasses two key aspects. The first aspect is the sacrifice of the opponents of the communist revolution with the sacrificial signs of collaboration, riots, … This sacrifice makes it possible to establish a totalitarian communist regime in Yugoslavia, and thus in Slovenia. Communism, as a totalitarian regime, does not allow an alternative, it uniforms and isolates man. At the same time, it establishes total control and terror. Christianity, on the other hand, empowers man with uniqueness, inviolability, irreplaceability and freedom. Another aspect concerns the fact that the conflict from the communist revolution has still not been resolved, and that the rule of law and the establishment of a democratic society are still, in the eyes of many Slovenians, an unfinished project. Despite the democratic state system and the collapse of communism as a long-term socio-political and economic system, the author emphasizes two challenges of contemporary society in Slovenia. The first is the presence of communist ideology in the thinking and action of individuals, and the second challenge is the insufficient implementation of transitional justice. The aforementioned aspects of the analysis are based first of all on the very conceptual contradiction and conception of both communism and Christianity. Christianity and communism are fundamentally different. Particular emphasis is placed on aspects of the perception of man as a free and rational being in both conceptual frameworks. Communism, by communist revolution, stands against man, against human dignity and against human freedom, thereby placing Christianity in a defensive posture. In doing so, the Church, which as one of the most prominent institutions has not been taken over and controlled by the Communist Revolution, becomes a defender of human life and human rights, while at the same time it stands against the Communist Revolution. Christianity, as well as the Church, uses various methods of defense and rebellion that are not always completely in line with Christian teaching. The methods of defense were the Christian stance in relation to war, to fellow human beings, to the occupier and to the revolutionary forces, physical defense, cooperation with both occupation and revolutionary forces, cultural, media and political activities. Nevertheless, revolutionary violence escalated, especially in the last years of World War II and the first years after the revolution. The situations in which individuals in Slovenia were placed were not straightforward or straightforward. It was not merely a choice between a revolutionary or a counter-revolutionary party, but the circumstances were more complex rather than straightforward because of the occupying forces. People were threatened with disapproval, persecution or violence from all sides. The Communist Party monopolized resistance to the occupation forces. The rudiments of any other, independent organization of resistance could have been punished. Quite a few Christians, for the sake of patriotism or inability to evade mobilization, became part of the liberation movement, regardless of the ideological basis of the movement or the organization that organized the movement. The church was not, however, a much-desired partner in the resistance, as evidenced by Kardelj's instruction: "Shoot the priests in the troops." (Griesser-Pečar 1996, 109) Not only the instruction, but also the deliberate degradation of priests through imprisonment, detention, deportation and execution, are witnesses to the Communist Party's attitude towards Church dignitaries. Revolutionary violence has left unprecedented consequences not only in that time but also in the present, with the author's exploration of these consequences also playing a significant role in personal stories, personal and social responsibility, and the intergenerational transmission of traumas that they preclude a real transition from a totalitarian to a democratic system. Transition and transitional justice is thus a mechanism that seeks to fully complete the transition on a personal and social level, and to establish trust in state institutions, the functioning of state structures. Although the situation in Slovenia points to some of the positive effects of transitional justice, such as denationalization, the opening of archives, it still lacks the enforcement of justice on a personal level ; for example, with regard to aspects of media pluralization, orderly economic initiatives, dialogue between different social groups, including the entry of religious communities into public debate, building confidence in state institutions, etc. The view of the communist revolution in Slovenia through the prism of Girard the scapegoat offers a unique framework that connects the understanding of the communist revolution and the communist system with the contemporary position of Slovene society. On the one hand, Girard's mechanism of the scapegoat can be understood as supplemented in the communist revolution, and on the other, the mechanism seeks to supplement in the sense of the full implementation of transitional justice.
V magistrskem delu obravnavamo različne politike internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem. Glavni temelj naloge predstavlja analiza in primerjava strateških dokumentov internacionalizacije visokega šolstva obeh izbranih držav. V teoretičnem delu izpostavimo internacionalizacijo v zgodovinski perspektivi. Zaradi svoje izrazite mednarodne usmerjenosti Univerza v Amsterdamu izvaja pouk v t. i. mednarodni predavalnici. Nizozemska in njene univerze so že – gledano z zgodovinske perspektive – veliko bolj mednarodno odprte. Bolonjski cilji so izraženi v obeh državnih in obeh institucionalnih strategijah internacionalizacije. ; Internationalisation of Higher Education in Slovenia and the Netherlands After the Implementation of the Bologna Process In this thesis, we discuss the different internationalisation policies of higher education in Slovenia and the Netherlands. Analysing and comparing the strategic documents about the internationalisation of higher education in the chosen countries is the basis of the following thesis. In the theoretical part, we put internationalisation in a historical perspective. We concisely describe the socioeconomic context of the development of Dutch universities and analyse the origins and development of Slovene and Dutch universities. Furthermore, we focus on the mission of universities and their related position of language in research and teaching. We also define internationalisation and present its different definitions. Additionally, we introduce the forms of internationalisation: internationalisation at home, internationalisation of the curriculum, and internationalisation abroad. In the context of the development of the Bologna Process, we present the emergence of the European Economic Community, the beginnings of the process itself, and a critique of its neo-liberal concept. Moreover, we also explore the transfer of educational policies. We conclude by presenting the language issues, i.e., the growing role of English in teaching and research in higher education, and the position of national languages. In the empirical part, we first identify similarities and differences between national policies on the internationalisation of higher education in Slovenia and the Netherlands. Then we examine the policies at the institutional level by comparing the University of Ljubljana and the University of Amsterdam. Analysis of national strategy documents shows that both Slovenian and Dutch higher education pursue similar internationalisation objectives. However, the first significant difference is the Dutch tendency to connect higher education institutions with the economy. Consequently, economic motives for internationalisation prevail. In contrast, the internationalisation of Slovenian higher education is driven primarily by political motives, as the country wants to consolidate a recognisable national higher education. Nonetheless, there is another important difference. The Dutch strategy documents emphasise the intention to make the country competitive and visible on a global level, while the Slovenian strategy documents focus on the need to establish a regional identity. The Netherlands is therefore moving towards a more global internationalisation, whereas Slovenia moves towards a regional one. At the same time, they both perceive internationalisation as the crucial factor in developing higher education. Particularly, in the context of increasing its quality. The two countries are similar in the way they see internationalisation – as the major factor in the development of their higher education and as means to enhance its quality. An analysis of the internationalisation policies of the two central universities in both countries shows that, due to its status as an international and bilingual university, internationalisation is a leading feature of the University of Amsterdam. On the contrary, the University of Ljubljana is somewhat limited in its internationalisation. Due to its strong international orientation, the University of Amsterdam holds its classes in a so-called "international classroom." Historically viewed, The Netherlands and its universities have been much more internationally opened. This has contributed to the Netherlands being one of the wealthiest countries in the world. The advantage of rich countries is not only having sufficient financial resources to implement optimal internationalisation, but also the "privilege" of setting trends in the area of internationalisation. We also look at the coherence between the strategic documents in each country and how the objectives of the Bologna Process are reflected in the objectives of the strategic documents. We have found out that there is a significantly higher congruence in the key objectives in the Dutch strategic document compared to the Slovenian ones. The reason for that could be the active involvement of Dutch universities in policymaking. The Bologna objectives are reflected in both national and both institutional internationalisation strategies. We aim to highlight the objective of promoting mobility, which appears in all four strategies. Lastly, we explore the way of how countries are addressing the issue of the language of higher education. We have discovered that the laws governing higher education emphasise care for the mother tongue in both countries. The University of Amsterdam has constructed a language strategy that explains how the instruction language is chosen and determined. By doing so, the decision for the instruction language is less complicated. At the moment, the University of Ljubljana still does not have the same approach. By comparing different higher education documents and strategies, we have shown that contemporary changes (specifically the Bologna Process) and various historical factors have influenced internationalisation today. The same internationalisation policies are therefore implemented differently in various contexts. This also confirms the observation made by de Wit and F. Hunter (2015, p. 2) that there is "no one model that fits all".
Temporary or permanent, local or international, voluntary or forced, legal or illegal, registered or unregistered migrations of individuals, whole communities or individual groups are an important factor in constructing and modifying (modern) societies. The extent of international migrations is truly immense. At the time of the preparation of this publication more than 200 million people have been involved in migrations in a single year according to the United Nations. Furthermore, three times more wish to migrate, mostly from sub-Saharan Africa towards some of the most economically developed areas of the world according to the estimates by the Gallup Institute (Esipova, 2011). Some authors, although aware that it is not a new phenomenon, talk about the era of migration (Castles, Miller, 2009) or the globalization of migration (Friedman, 2004). The global dimensions of migration are definitely influenced also by the increasingly visible features of modern societies like constantly changing conditions, instability, fluidity, uncertainty etc. (Beck, 2009; Bauman, 2002).The extent, direction, type of migrations and their consequences are affected by many social and natural factors in the areas of emigration and immigration. In addition, researchers from many scientific disciplines who study migrations have raised a wide range of research questions (Boyle, 2009, 96), use a variety of methodological approaches and look for different interpretations in various spatial, temporal and contextual frameworks. The migrations are a complex, multi-layered, variable, contextual process that takes place at several levels. Because of this, research on migrations has become an increasingly interdisciplinary field, since the topics and problems are so complex that they cannot be grasped solely and exclusively from the perspective of a single discipline or theory. Therefore, we are witnessing a profusion of different "faces of migration", which is reflected and at the same time also contributed to by this thematic issue of the journal Ars & Humanitas. While mobility or migration are not new phenomena, as people have moved and migrated throughout the history of mankind, only recently, in the last few decades, has theoretical and research focus on them intensified considerably. In the last two decades a number of research projects, university programs and courses, research institutes, scientific conferences, seminars, magazines, books and other publications, involving research, academia as well as politics and various civil society organizations have emerged. This shows the recent exceptional interest in the issue of migration, both in terms of knowledge of the processes involved, their mapping in the history of mankind, as well as the theoretical development of migration studies and daily management of this politically sensitive issue.Migration affects many entities on many different levels: the individuals, their families and entire communities at the local level in the emigrant societies as well as in the receiving societies. The migration is changing not only the lives of individuals but whole communities and societies, as well as social relations; it is also shifting the cultural patterns and bringing important social transformations (Castles 2010). This of course raises a number of questions, problems and issues ranging from human rights violations to literary achievements. Some of these are addressed by the authors in this thematic issue. The title "Many faces of migration", connecting contributions in this special issue, is borrowed from the already mentioned Gallup Institute's report on global migration (Esipova, 2011). The guiding principle in the selection of the contributions has been their diversity, reflected also in the list of disciplines represented by the authors: sociology, geography, ethnology and cultural anthropology, history, art history, modern Mediterranean studies, gender studies and media studies. Such an approach necessarily leads not only to a diverse, but at least seemingly also incompatible, perhaps even opposing views "on a given topic. However, we did not want to silence the voices of "other" disciplines, but within the reviewing procedures actually invited scientists from the fields represented by the contributors to this volume. The wealth of the selected contributions lies therefore not only in their coherence and complementarity, but also in the diversity of views, stories and interpretations. The paper of Zora Žbontar deals with the attitudes towards foreigners in ancient Greece, where the hospitality to strangers was considered so worthy a virtue that everyone was expected to "demonstrate hospitality and protection to any foreigner who has knocked on their door". The contrast between the hospitality of ancient Greece and the modern emergence of xenophobia and ways of dealing with migration issues in economically developed countries is especially challenging. "In an open gesture of hospitality to strangers the ancient Greeks showed their civilization".Although the aforementioned research by the United Nations and Gallup Institute support some traditional stereotypes of the main global flows of migrants, and the areas about which the potential migrants "dream", Bojan Baskar stresses the coexistence of different migratory desires, migration flows and their interpretations. In his paper he specifically focuses on overcoming and relativising stereotypes as well as theories of immobile and non-enterprising (Alpine) mountain populations and migrations. The different strategies of the crossing borders adopted by migrant women are studied by Mirjana Morokvasic. She marks them as true social innovators, inventing different ways of transnational life resulting in a bottom-up contribution to the integrative processes across Europe. Some of their innovations go as far as to shift diverse real and symbolic boundaries of belonging to a nation, gender, profession.Elaine Burroughs and Zoë O'Reilly highlight the close relations between the otherwise well-established terminology used in statistics and science to label immigrants in Ireland and elsewhere in EU, and the negative representations of certain types of migrants in politics and the public. The discussion focusses particularly on asylum seekers and illegal immigrants who come from outside the EU. The use of language can quickly become a political means of exclusion, therefore the authors propose the development and use of more considerate and balanced migration terminology.Damir Josipovič proposes a change of the focal point for identifying and interpreting the well-studied migrations in the former Yugoslavia. The author suggests changing the dualistic view of these migrations to an integrated, holistic view. Instead of a simplified understanding of these migrations as either international or domestic, voluntary or forced, he proposes a concept of pseudo-voluntary migrations.Maja Korać-Sanderson's contribution highlights an interesting phenomenon in the shift in the traditional patterns of gender roles. The conclusions are derived from the study of the family life of Chinese traders in transitional Serbia. While many studies suggest that child care in recent decades in immigrant societies is generally performed by immigrants, her study reveals that in Serbia, the Chinese merchants entrust the care of their children mostly to local middle class women. The author finds this switch of roles in the "division of labour" in the child care favourable for both parties involved.Francesco Della Puppa focuses on a specific part of the mosaic of contemporary migrations in the Mediterranean: the Bangladeshi immigrant community in the highly industrialized North East of Italy. The results of his in-depth qualitative study reveal the factors that shape this segment of the Bangladeshi diaspora, the experiences of migrants and the effects of migration on their social and biographical trajectories.John A. Schembri and Maria Attard present a snippet of a more typical Mediterranean migration process - immigration to Malta. The authors highlight the reduction in migration between Malta and the United Kingdom, while there is an increase in immigration to Malta from the rest of Europe and sub-Saharan Africa. Amongst the various impacts of immigration to Malta the extraordinary concentration of immigrant populations is emphasized, since the population density of Malta far exceeds that of nearly all other European countries.Miha Kozorog studies the link between migration and constructing their places of their origin. On the basis of Ardener's theory the author expresses "remoteness" of the emigratory Slavia Friulana in terms of topology, in relation to other places, rather than in topography. "Remoteness" is formed in relation to the "outside world", to those who speak of "remote areas" from the privileged centres. The example of an artistic event, which organizers aim "to open a place like this to the outside world", "to encourage the production of more cosmopolitan place", shows only the temporary effect of such event on the reduction of the "remoteness".Jani Kozina presents a study of the basic temporal and spatial characteristics of migration "of people in creative occupations" in Slovenia. The definition of this specific segment of the population and approach to study its migrations are principally based on the work of Richard Florida. The author observes that people with creative occupations in Slovenia are very immobile and in this respect quite similar to other professional groups in Slovenia, but also to the people in creative professions in the Southern and Eastern Europe, which are considered to be among the least mobile in Europe. Detailed analyses show that the people in creative occupations from the more developed regions generally migrate more intensely and are also more willing to relocate.Mojca Pajnik and Veronika Bajt study the experiences of migrant women with the access to the labour market in Slovenia. Existing laws and policies push the migrants into a position where, if they want to get to work, have to accept less demanding work. In doing so, the migrant women are targets of stereotyped reactions and practices of discrimination on the basis of sex, age, attributed ethnic and religious affiliation, or some other circumstances, particularly the fact of being migrants. At the same time the latter results in the absence of any protection from the state.Migration studies often assume that the target countries are "modern" and countries of origin "traditional". Anıl Al- Rebholz argues that such a dichotomous conceptualization of modern and traditional further promotes stereotypical, essentialist and homogenizing images of Muslim women in the "western world". On the basis of biographical narratives of young Kurdish and Moroccan women as well as the relationships between mothers and daughters, the author illustrates a variety of strategies of empowerment of young women in the context of transnational migration.A specific face of migration is highlighted in the text of Svenka Savić, namely the face of artistic migration between Slovenia and Serbia after the Second World War. The author explains how more than thirty artists from Slovenia, with their pioneering work in three ensembles (opera, ballet and theatre), significantly contributed to the development of the performing arts in the Serbian National Theatre in Novi Sad.We believe that in the present thematic issue we have succeeded in capturing an important part of the modern European research dynamic in the field of migration. In addition to well-known scholars in this field several young authors at the beginning their research careers have been shortlisted for the publication. We are glad of their success as it bodes a vibrancy of this research area in the future. At the same time, we were pleased to receive responses to the invitation from representatives of so many disciplines, and that the number of papers received significantly exceeded the maximum volume of the journal. Recognising and understanding of the many faces of migration are important steps towards the comprehensive knowledge needed to successfully meet the challenges of migration issues today and even more so in the future. It is therefore of utmost importance that researchers find ways of transferring their academic knowledge into practice – to all levels of education, the media, the wider public and, of course, the decision makers in local, national and international institutions. The call also applies to all authors in this issue of the journal. Bogastvo zbranih prispevkov torej ni v njihovi medsebojni skladnosti in potrjevanju, temveč prav v mnogoterosti pogledov, zgodb in interpretacij. Obstoječa zakonodaja in posamezne politike namreč migrantke potiskajo v položaj, ko, če hočejo priti do zaposlitve, pristajajo na manj zahtevna dela. Razprava Anıl Al-Rebholz ugotavlja, da takšna dihotomija pojmovanja modernega in tradicionalnega dodatno spodbuja stereotipne, esencialistične in homogenizirajoče predstave o muslimanskih ženskah v »zahodnem svetu«.
