In the modern political process, an important role is played by political actors who really influence the political process. The most active actors in the political process include political leaders, political parties, public organizations, etc., which, depending on the level of maturity of civil society in a particular country, influence political decision-making processes and the implementation of national and local policies. The political regimes of different states stimulate or inhibit the initiative of the subjects of the political process. However, the subjects of the political process are able to change the features of a particular political regime. Political institutions functioning in the political process go through the following eight stages. First, it is important for a political institution to define a goal that allows you to clearly define the goals and directions of its activities, which in turn increases its subjectivity. Second, political institutions must make political predictions to increase the effectiveness of their political activities. Third, the ability to make the right political decisions is important for a political institution. Fourth, in order to achieve their goal, political institutions must carry out political socialization and political mobilization, which increases their subjectivity. Fifth, political institutions implement the planned goals and adjust tactical activities. Sixth, political institutions must monitor the implementation of political decisions. Seventh, political institutions must analyze and summarize their political activities. Eighth, political institutions must define new strategies in their political activities, which allows them to increase their subjectivity.
The purpose of this article is to examine potential trends in the development of the political system of Ukraine after the end of the Russia-Ukraine war. Social changes always take place taking into account both subjective and objective circumstances. Currently the Ukrainian state relies on three pillars for further transformation of political institutions: 1) the Ukrainian value-mental tradition, 2) our own experience of democratic development in recent decades, 3) the political will to embrace European values. The latter means that Ukraine voluntarily undertook the obligation to meet the Copenhagen criteria, including to demonstrate the stability of institutions guaranteeing democracy, rule of law, human rights and protection of minorities. In the political circles of Ukraine, there is a "plan to restart the state", which boils down to structural changes in the system of public administration. Ukraine needs qualitative changes in the system of political relations, it is necessary to eliminate the contradiction between the form and content of political institutions. Archaic practices, nepotism, eastern methods of holding power by suppressing the opposition, corruption in the state apparatus and purely criminal practices are hidden behind the modern facade. War not only destroys, but also gives impulses for development through the mobilization of the nation's forces. We have a chance to restart political institutions and consolidate new structures born of war. We must pay attention to the institution of national resistance, which, through the movement of territorial defense and the volunteer movement, led to a situation of social filtering. As a result, strata of people crystallized, for whom the public good is higher than selfish interests. It is important not to lose the energy of the masses after the war and to use the patriotic movement to build political institutions.

It is therefore called the institutions of democracy in this publication are considered by us as a base.There are other approaches to the definition of the political institutions of democracy, but the actual difference is only to a greater or lesser degree of specificity consider the basic institutions regarding the practice of a young state.A brief analysis of the basic institutions of democracy gives the opportunity to see the key problems in the functioning of these institutions in our country. The article investigates the destructive kinds of informal political institutions. It identifies their main types, such as political nepotism, cronyism, favoritism, corruption, patron-clientelism, clanism and others. The author proposes a new understanding of the main types of destructive informal political institutions through the prism of neo-institutionalism methodology and analyzes the main causes of the emergence and rooting of this type of institutions. As a result of the study of the informal destructive institutionalization in the post-Soviet area, the author concludes that the subversive type of institutions is clearly expressed in the countries of Central Asia, Southern Caucasus, Ukraine, Belarus and Russia, although there are certain characteristic features of each of the countries covered by this research. The study reveals the peculiarities of the informal institutionalization of politics in countries with different levels of destructive institutions' influence on politics: Latin American (Argentina, Brazil and Peru), Asian (mainly South-East Asian) countries, United States, and member states of the European Union. It identifies the following groups of mechanisms of counteracting the destructive institutionalization of politics: preventive (aimed at preventing the institutionalization of destructive informal political institutions); counteracting (eradication, minimization of already institutionalized informal practices in politics).In the analysis, special attention is paid to the post-Soviet states. The article examines the manifestations of informal institutionalization in the countries of South Caucasus. It reveals the influence of subversive informal institutions on the political systems of Azerbaijan, Armenia and Georgia. The author indicates the main differences in the subversive institutions implementation in the countries of the region and defines the condition that promote or hinder the rooting of informal subversive institutions in the political system of the post-Soviet states of South Caucasus.The article compares the informal political institutions of destructive kind in Belarus and Russia. It examines the common and distinctive characteristics of informal institutionalization in these countries. The article aims to analyze texts canonical Gospels of the New Testament in the context of their political tendencies. The basic structures of political institutions such as the Institute of Political ruler (king), the institution of military service and Institute of Taxation were considered. Also considered important question of participation believer, who finds his life for authoritative texts of the Gospels, in political life. The problem of scientific coverage of the mechanism of formation of political institutes is considered. It is shown that the basis of most modern scientific approaches to understanding this mechanism is the neo-institutional approach. Within this framework, the political sphere is regarded as a network of domination-subjugation relations, based on the dynamic balance of resource support for actors. Hence, the genesis of political institutions appears as a normative reflection of the competitive struggle of resource-rich groups for political dominance and maintenance of power positions. Further research in the field of studying the causes of the social inefficiency of political institutions should be conducted precisely based on methodologies that take into account the factor of competition for the redistribution of public resources.Key words: political institutions, policy subjects, resource-rich groups. ; Розглянуто проблему наукового висвітлення механізму формування політичних інститутів. Показано, що в основі більшості сучасних наукових підходів до розуміння цього механізму лежить неоінституційний підхід. The article reexamines one of the central questions for the social sciences and especially for the studies within the modernization paradigm – the existence of the relationship between economic development and political institutions. The relationship is analyzed at the macro level for 50 countries with 38 variables that cover period of 2012–2013. The data for the most important indicators are provided by the World Values Survey, the World Bank, Observatory of Economic Complexity of the Harvard University and the MIT, Transparency International and Freedom House. The procedure of correlation statistical analysis is used. Different possible measures of economic development and modernizations are checked. Results of the statistical analysis demonstrate the usefulness of the Index of economic complexity as an important indicator of economic modernization and inappropriate use for similar purposes of the ratio of country's exports and imports in foreign trade. There's also an empirical evidence of a close connection between economic modernization and political factors such as corruption (measured by the Corruption Perception Index), effectiveness and cumulative effect of internalization of democracy during the socialization (measured by the Index of effective democracy and «democratic experience» of the country during the lifetime of a generation respectively). The robustness of these relationships is verifi ed by the independence of the sources of the data for political variables (Freedom House and Polity IV).Keywords: economic development, economic modernization, political institutions, Index of economic complexity, the Index of effective democracy. ; Розглянуто проблему існування зв'язку між політичними інститутами та економічним розвитком. Зв'язок розглянутий на макрорівні. Використано процедуру кореляційного статистичного аналізу. Продемонстровано доцільність застосування в якості важливого показника економічної модернізації Індексу економічної складності і недоцільність використання показника співвідношення експорту та імпорту в зовнішній торгівлі. The article analyzes the methodology of comparative analysis used in political science research. A review of the application of comparative analysis for the study of procedural and institutional aspects. Its suitability for a wide collection of empirical information, its evaluation and generalization is stated. The main problems on which the classical Western political science focuses are highlighted, namely political culture and political socialization, articulation of interests, government structures and political course development, public policy, etc. The methodology of comparative analysis is based on certain principles of selection of items for comparison. The most common are institutional and functional approaches. The institutional approach is to select similar institutions as a material for comparison, and its purpose is to clarify their normative state and the differences and similarities that arise from it. The functional approach is reduced rather to political reality, to practical activity. In general, the use of comparative analysis allows to solve certain scientific problems, namely the systematization and generalization of information on different countries; features that cannot be grasped outside the wider context; creation of scientific classifications; verification of hypotheses and obtained data, verification of concepts and theories; overcoming the ethnocentrism of the researcher; prognostication. The main difficulties of the methodological and methodological plan are described, namely the problem of comparability, the problem of "too many variables – too few cases", the problem of equivalence, the problem of biased selection, the problem of interaction of countries or systems being compared. There are several ways to solve each problem. The problem of leadership attracted attention for centuries. Leadership manifested in all spheres of public life – social, economic, spiritual, and particularly evident manifested in the political sphere. Political leadership – is universal socio-political phenomenon that consists of many components. The system of modern social, political and other relations and also the world order type and civilization development ilargely based on using the leadership phenomenon.Therefore search of leadership is extremely topical and is of scientifi importance.In modern science, political leadership is characterized ambiguous because of a great diversity of approaches to its explanation.The main aim of this article is study of common approaches to the defiition and typology of political leadership.The political leadership was сomprehended, was studied its specifis at the present stage of development.The defiition of leadership was determined as a socio–political phenomenon.The basic approaches and theories of leadership of known researchers and scientists: political scientists, philosophers, psychologists, sociologists were analyzed.Different conceptual systems that consider leadership in the political sphere were analyzed.
