El sistema electoral de les Corts Valencianes: orígens i reforma
[cat] Aquest article vol refutar la hipòtesi que els partits decideixen sistemes electorals majoritaris i que decideixen també mantenir-los invariables, sempre que el sistema de partits s"aproximi al bipartidisme i cap dels dos grans partits pugui perdre la seva posició a favor d"un nou competidor. De manera inversa, els sistemes electorals proporcionals són la conseqüència del multipartidisme, en el qual cap partit té opcions de rebre la majoria dels vots. El cas valencià, però, confirma només parcialment la hipòtesi: els partits van aprovar el 1982 regles proporcionals perquè les eleccions dels parlaments autonòmics eren considerades secundàries, no només pel multipartidisme existent aleshores. En canvi, sí que es confirma que el canvi iniciat el 2006 amb la reforma estatutària manté, de moment, l"status quo per no alterar la formació de majories parlamentàries. Encara queda pendent, però, que es modifiqui la Llei Electoral, de la qual depèn quin mínim de vots per entrar a les Corts s"establirà. ; [eng] This article aims to refute the hypothesis that political parties decide majority electoral systems as well as ensure their constancy, whenever they approach a two-party-system and none of them loses its position in favour of a new one. On the contrary, proportional electoral systems are a consequence of multi-party-system, since none of them have been able to obtain the majority votes (Colomer, 2003; 56). Nevertheless, the Valencian case partially confirms this hypothesis: The parties approved proportional rules in 1982 because autonomic parliament elections were considered to be secondary due to the existing multi-party-system at that time. Otherwise, it has been proved that the change that started in 2006 with the statutory reform maintains currently the status quo in order not to alter the formation of parliament majorities. Significant modifications of the Electoral Law are still to be determined. Anticipated changes to the Electoral Law will establish the minimum of votes necessary to enter parliament. The article includes three parts: The first explains the origin of the electoral system by analyzing the political debate and the options defended by each party during the approval of the Statute in 1982. The draft bills of Unió de Centro Democrático (ucd), Partit Socialista del País Valencià-Partido Socialista Obrero Español (pspv-psoe), Partit Comunista del País Valencià-Partido Comunista de España (pcpv-pce) i Alianza Popular (ap) are analyzed. These draft bills depended on the assumption that the Valencian electoral map will follow the results of the 1977 and 1979 elections at the Chamber of Deputies. In addition, the process of the statutory bill is analyzed. This included electoral rules derived from the autonomic agreements in 1981, which were based on the assumption of a multi-party-system balancing the lack of proportion in the Chamber of Deputies.

La crisis de Europa y el ascenso del populismo. Más allá de las elecciones europeas de 2014
En este artículo se analizan las razones del ascenso del populismo en las elecciones europeas de 2014 desde el supuesto de que dicho ascenso tiene sus antecedentes en una previa situación de crisis del modelo de crecimiento europeo y del Estado de bienestar. Se analizan también el diferente comportamiento electoral de los principales países de la Unión Europea y la evolución del respaldo electoral de los partidos políticos mayoritarios en el Parlamento Europeo. ; In this article we analyze the reasons of the populism rise in the European elections of 2014 under the supposition that this rise took place in a previous situation of crisis of European growth's model and of the Welfare State. We also analyze the different electoral behavior of the principal European Union countries and the evolution of the electoral support to the political parties with majority in the European Parliament.

Sense notícies de corrupció: la informació periodística sobre corrupció en els webs municipals
Objectiu: el text investiga la informació publicada en els webs municipals en relació amb els casos propis de corrupció. L'objectiu consisteix a valorar com es fa la cobertura periodística amb mitjans propis, i validar la funció de font sanejada i documental dels ajuntaments. Metodologia: el treball és resultat de l'agregat de dos projectes nacionals de recerca. S'han analitzat els 8.122 municipis espanyols en diverses ocasions entre 2011 i 2017. Les dades provisionals i en constant actualització es publiquen en un mapa interactiu al web. Després de la publicació quantitativa d'un repertori de 52 indicadors de transparència, hem seleccionat 7 casos per avaluar-ne de forma qualitativa la secció de notícies quant al canvi en l'alcaldia per motius delictius. Resultats: no hi ha un criteri professional ni projecte periodístic en la redacció de les notícies que es difonen als webs dels ajuntaments. Dos dels casos no hi tenen cap notícia relacionada "perquè no és la seva tasca". Altres casos ofereixen fets aïllats, no documentats o no explicats. No hi ha lloc per als grups polítics. No s'observa cap tècnica periodística de construcció de relats ni sentit de font bàsica o documental. Es confirma la hipòtesi: el periodisme municipal no té criteri professional per la ingerència política en la difusió de continguts ; Objetivo: el texto investiga la información publicada en las webs municipales en relación con los casos propios de corrupción. El objetivo consiste en valorar cómo se realiza la cobertura periodística con medios propios, y validar la función de fuente saneada y documental de los ayuntamientos. Metodología: el texto investiga la información publicada en las webs municipales en relación con los casos propios de corrupción. El objetivo consiste en valorar cómo se realiza la cobertura periodística con medios propios, y validar la función de fuente saneada y documental de los ayuntamientos. Resultados: no existe un criterio profesional ni proyecto periodístico en la redacción de las noticias que se difunden en las webs de los ayuntamientos. Dos de los casos no tienen ninguna noticia relacionada "porque no es su tarea". Otros casos ofrecen hechos aislados, no documentados o no explicados. No hay sitio para los grupos políticos. No se observa técnica periodística de construcción de relatos ni sentido de fuente básica o documental. Se confirma la hipótesis: el periodismo municipal carece de criterio profesional por la injerencia política en la difusión de contenidos. ; Objective: This article examines the information published by municipal government websites on the subject of government corruption. Its objectives are to evaluate how cases of government corruption are reported by media which are themselves government-run and to test and validate the role played by city councils as providers of reliable documentary sources. Methodology: The study is the result of the combined findings of two national research projects which have analyzed the city council websites of Spain's 8,122 municipalities on several occasions between 2011 and 2017. The provisional data, which are constantly updated, are interactively mapped online. Following the publication of a repertory of 52 indicators to measure transparency, we qualitatively evaluated the information in the news sections of seven city council websites where these websites reported on changes in council personnel prompted by cases of corruption. Results: News reporting by city council websites lacks professional criteria and an overall journalistic mission. Two of the seven sites do not consider that reporting on cases of government corruption falls within their remit. Other sites publish isolated facts on such cases without indicating their sources or providing supporting detail. None of the sites offer the non-governing political parties an opportunity to voice their opinion. There is no evidence of journalistic technique informing the different stages of report writing and no acknowledgement of the importance of basic documentary sources. The study confirms our hypothesis that municipal journalism lacks professional criteria and that its dissemination of news content is undermined by political interference
