The problem of the thesis is based on the study of the nature and the role of the institutions in the process of economic and industrial development in Algeria. The theses is founded on an institutional analysis inspired by Mushtaq Khan (2009). The economic development would be conditional by the convergence between orientation of the distribution of rents by the state, and polotical interests of the coalition in power. The thesis explores from 1830 and nowadays the convenient periods or not in the industrial development and looks for the political obstacles and the captation of unproductive rents. ; Selon Mushtaq Khan, le développement économique serait conditionné par la convergence entre les politiques incitatives menées par l'État et des organisations en direction des secteurs et agents productifs et les intérêts stratégiques de la coalition au pouvoir. A partir des trajectoires diverses de pays émergents (Pakistan, Bengladesh, Inde), il a systématisé cette combinaison de conditions économiques et politiques dans une typologie des Political Settlements. Inspirée des théories néo-institutionnalistes (North, Rodrik), et du Public Choice, tout en distinguant rent seeking (Krueger, Buchanan, Tullock) et profit seeking (Bhagwati), cette démarche permet d'aller au-delà de la théorie de la bonne gouvernance (reprise par la Banque Mondiale). Cette thèse est une tentative d'étendre cette grille d'analyse encore en cours d'élaboration au cas d'un pays pétrolier, l'Algérie, pour étudier dans le temps long les différents moments du processus d'industrialisation, encore inabouti et de désindustrialisation. The first systematic archaeological research in the Highlands of Jambi in West Sumatra was pursued by a joint German-Indonesian project from 2002 to 2008. The project was attracted by the impressive megalithic remains which are known since the early 20th century. Different areas of this important cultural region were surveyed and six archaeological sites excavated in order to provide a comprehensive account of the settlement history of this region. With this multi-local and diachronic approach in mind it was possible to document developments in the settlement pattern and material culture from an early Neolithic phase in the mid of the 2nd millennium BC to modern times. Reconstructing the history of this particular highland region by means of archaeological data and additional ethnohistoric sources was not the only objective. Another purpose was to set it in relation to socioeconomic and political developments in the history of the lowlands. The results and conclusions of this highland perspective on the archaeology and history of Sumatra are summarised in this article.

The European Union, in concluding (on 9 Apr 2001) an agreement of stabilization & of association with Macedonia -- at the precise moment of destabilization by its Albanian minority -- made a clear & deep commitment in ex-Yugoslavia. Regrettably, despite reassuring signs (the most important being that Vojislav Kostunica is president of Yugoslav Union), nothing has been settled. In particular, is it necessary to maintain borders unchanged or to envisage how they might be redefined? In this major stake, the international community puts up with contradictions: on one side, whether Kosovo should continue to belong to the Yugoslav Union; on the other side, de facto separation that deepens every day. The Yugoslav case will not be solved either by providence or by good will. European Union economic & financial assistance can do little until an indisputable political settlement has been reached. International audience ; Addressing the informal city in the context of a post conflict reconstruction is special because even in peacetime, these spaces are often destroyed for a reconstruction. In Syria, informal settlements housed 30% of the inhabitants of major cities before 2011, 40% in Damascus. Political, national and local policies have been developed in the 2000s, often with the help of international cooperation, to curb their development and integrate them into the city. New laws have penalized more severely illegal construction and, in the tradition of previous policies, two competing options were considered for existing districts: firstly, urban renewal (demolish to rebuild) with the participation of private investors and secondly rehabilitation with land regularization of neighborhoods often already partially equipped. The situation has changed with the conflict. Informal settlements have accelerated their development after March 2011, they have been the subject of major destruction in 2012 and urban policies have evolved several times, sometimes becoming an instrument in the conflict. How to think the future of informal settlements as part of a reconstruction? Involvement in citizenship and political participation of immigrant populations or populations of immigrant origin are often seen as important dimensions of the integration process into the settlement society. Investment in civic life is strongly influenced by the level of trust in institutions such as schools, public services and in particular the police. It is reflected, inter alia, in political participation. This will be addressed here by the inclusion on the electoral roll, an issue which was debated after the 2005 suburbs crisis, and by the political positioning of 'France de la Diversity'. ; L'implication dans la citoyenneté et la participation politique des populations immigrées ou d'origine immigrée sont souvent considérées comme des dimensions importantes du processus d'intégration dans la société d'installation. L'investissement dans la vie citoyenne est fortement influencé par le degré de confiance accordé aux institutions comme l'école, les services publics et notamment la police. Il se traduit, entre autres, par la participation à la vie politique. Celle-ci sera appréhendée ici par l'inscription sur les listes électorales, question qui a fait débat après la crise des banlieues de 2005, et par le positionnement politique de la " France de la diversité ".

One of the challenges of the French Revolution is the definition of the perimeter of citizenship in the social sector. The particularities of colonial societies are a challenge for the various assemblies responsible for legislating on citizens' rights. The aim of this article is to show how the various actors in the Revolution will take up and deal with the issue of citizenship in settlements from 1789 to 1848. The fact that representatives of the wealthy growers in Paris obtained an MEP reveals the strength of their pressure group. The revolutionary context of social competition and the emerging racist racist ideology explain the violence with which the citizenship of colour free people is being combated. The reason for the acquisition of active citizenship by free colourful people is their armed mobilisation in Santo Domingo, the arrival of philanthropists in Paris and the desire to secure an ally to defeat the slave revolt in August 1791. The context of civil and international war is transforming slaves, already massively armed into citizens. In the Executive Board's legislation, there is a desire to allow the same arrangements for access to citizenship in the European and overseas territories. On the other hand, the Consulat places colonies in a system of specific legislative features and questions the citizenship of men of colour in 1802. This citizenship was only reinstated in 1833 for free men and extended to slaves in 1848, following two new revolutions. ; International audience One of the challenges of the French Revolution is the definition of the scope of citizenship in the social body. More than a year after it starts, the Ukrainian crisis seems to be entering a new phase. So-called 'Minsk-2' agreements, signed on 12 February by Vladimir Putin, Petro Poroshenko, Francois Hollande and Angela Merkel, have put an end to military operations in the Donbass and opened up the prospect of a political settlement. However, the case is far from closed. For if the opinions differ on the responsibilities of the protagonists, the policies to be followed and the scenarios for the future, a point made unanimously in the chancelleries and among analysts: the impact of current diplomatic tensions between Russia and the West will be sustainable. The Greek & Turkish Cypriot inter-communal conflict transcends the borders of the island Republic. Along with the constitutional deadlocks & enmity between the two Cypriot communities, the problem is heavily influenced by the involvement of a number of interested external parties. The Cyprus question remains a classic example of the interplay of national & international disputes. The peacemaking potential of the United Nations was seriously undermined by the attitudes & actions independently undertaken by the disputants & other interested external parties, & therefore explain to a large extent the inability & unwillingness of the Greek & Turkish Cypriots to reach a peaceful political settlement through inter-communal talks. Through the analysis of a large urban reconstruction project in Beirut, Elyssar, this PHD thesis examines underlying principles of urban planning when its political and technical actors conceptualise the regularisation of irregular settlements. In Lebanon, these are mostly situated in the southern suburbs of the capital where failings of urban planning and competing rights created the conditions under which they developed. Elaborated during a negotiation between Prime minister Hariri and the Shi'ite parties Amal and Hezbollah, the decisions, whether uncontested or resulting from compromises, depended on both the actors' strategies and their perceptions of the city. Three types of reasoning and their links to different value systems have been identified, all used by the actors irrespective of their position. This forms a framework within which the articulation of the perceptions and judgements informing the project decisions and the conditions under which they are implemented can be analysed. ; À partir de l'analyse d'Élyssar, grand projet d'aménagement urbain de la reconstruction de Beyrouth, ce travail met en évidence des principes d'action de l'urbanisme lorsque ses acteurs politiques et techniques conçoivent de régulariser des quartiers irréguliers.
