本研究从超常规色彩强烈的重大灾害危机处置入手,分析当代中国动员体制在改革时代的变化特征,以此为切入点来考察动员这项"革命制度遗产对当代中国政治的影响。本研究以中国政府在地震领域的危机动员实践作为实证案例,从1949年以后的不同时期选取四场震例进行纵向比较,以此来把握中国政府在危机条件下启动的政治动员在不同的政治发展阶段会呈现出什么样的整体特点。中国在地震领域的危机动员实践能够证明,中国的政治动员体制比传统动员政治研究假定的要更具动态性。兴起于革命时代的政治动员在进入改革时代以后依然能够延续,并没有随着乌托邦意识形态、计划经济乃至全能主义体制的整体瓦解而走向直线衰落。至少作为中国政府独特的公共危机处置手段,政治动员在改革时代呈现出的变化轨迹是复杂的,成形于全能主义时期的动员政治元素在改革时代不仅没有直接衰败,在某些阶段还重新获得了发展动力,能够与改革时代出现和或者强化的动员模式并存。本研究通过观察中国政府跨越不同政治经济发展阶段的地震危机动员实践发现,中国政府涉灾财政能力和行政能力的发展均衡程度,以及中国政治精英对国家在灾害治理领域角色定位的认知变化,能够对中国政府的地震危机动员模式产生重要影响;既包括s新模式兴起和旧模式衰落,也包括新旧模式的共存。而且,尽管国家能力和国家意愿之间没有必然关联,可是一旦两个因素出现比较同步的增强,还能够为这种"革命制度遗产在改革提供新的制度化动力,促成动员模式更进一步的变化。本研究的结论是,只要作为关键动员主体的中共政权在规范和结构上保持相对稳定,政治动员仍将会是中国政府重要的危机管理工具。而且随着中国政府有更强的意愿和能力来承担公共服务供给职责,政治动员形式和内涵都会有所改变。曾经具有很强非正式和应急色彩的政治动员不仅会变得越来越常态化,而且还会成为正规、任务内容更加广泛的中国涉灾公共治理体系的重要组成部分。 ; This research investigates the dynamics and resilience of China's politlical moblization by making hsitrocial comparison of Chinese government's management of earthquake disasters across four decades. The author selects four major earthquake catastrophesTangshan, Lancang-Gengma, Lijiang, and Wenchuanfrom different historical periods to examine how Chinese government mobilized different types of subjects to contain and control crises under different political, social, and economic conditions. Based upon participatory and non-participatory observation, interviews, and extensive document analyses, this research reveals that China's political mobilization, at least in the issue area of catastrophe management, has demonstrated a more complicated trajectory of change than predicted by most mainstream politilcal theories, espeically in the post-revolutionary era featured by increasing socio-economic pluralization and political liberalization. Insitutional elements promoting mass particpation and self-sufficience thriving in the revolutionary stage not only continue to function in the reform era, but also coexist with newly emerged mobilizational elements featured by increased state dominance, formal legal procedures, and professional expertise. ...

研究以湖南省松糖事件为例,分析中国农民的抗征地对中央政府信任的影响。研究认为,征地形式、上访过程获取的信息及其上访结果都会影响对中央的信任水平。具体来说,研究有三个主要观点:第一,相比公共项目征地、参与式征地和不威胁生存安全的征地,商业项目征地、命令式征地以及威胁生存安全的征地形式会更容易导致上访。在这些征地中,抗争者提出的诉求由于超越了相关的政策法律因此很难得到地方政府的满足。第二,上访过程中农民对中央信任的变化分为三个阶段:首先,抗争者将中央与其以下政府区别开来,并对中央保持着高水平的信任;接着,多次的进京上访使抗争者获取了有关中央的信息,包括中央已经了解了他们的问题并且这些问题值得重视;最后,失败的抗争结果导致对中央能力和意图的信任同时下降。第三,对中央信任的下降并不一定会导致公民选举要求的提出,这是因为传统的政治文化和无效的村庄选举使农民的政治效能感维持在低水平。 ; Drawing on the data from the Song-tang incident in Hunan province, the research examines the influences of resistance to land expropriation in rural China on political trust in the central government. The study argues that forms of land expropriation, information gained through petitioning and outcomes of petitioning have influences on trust in the center. Specifically, there are three main arguments. Firstly, compared with land expropriation for public use, in participatory manners, and without negative influences on living security, land expropriation for commercial use, in imperative manners, and with negative influences on living security is more likely to cause petitioning. In the three forms of land expropriation, claims are hardly satisfied by local governments since they have surpassed the state rules. Secondly, during petitioning trust in the center changes in three phases: at the beginning, resisters distinguish the center from lower-level governments and retain high-level trust in the center. Secondly, activists gain increasing information about the center during times of petitioning to Beijing. They realize that the center has known their grievances, which are also worth its attention. Finally, failure of resistances results in decline of trust in the center's capacity as well as trust in its commitment. Thirdly, the declined trust in the center does not necessarily imply the demand for popular elections. 政府与社会组织的关系是当下中国最为根本、最为尖锐、最为紧迫的问题之一。作者康晓光十几年来一直致力于中国政府与社会关系的研究。《君子社会》是作者对国家与社会关系研究的最新成果。本书对中国当下的政府与社会组织的关系的现状及存在的问题、成因、解决之道进行了研究分析,并提出了如何实现政社关系理想蓝图的策略和步骤。相比作者之前关于国家与社会关系研究的著作,《君子社会》研究的视野向"更加宏观"的方向延伸。它不仅把国家与社会关系置于民族国家之内,把中国置于世界之内,把现实置于历史之中三个方面来研究。还用宪政框架分析国家与社会关系,在宪政框架下开展实证研究、规范研究和对策研究。并以全球视野观察国家与社会关系,将其看作东西方"冷战"在中国国内的反映,看作是全能主义模式与公民社会模式冲突与融合的产物。本书的目的在很大程度上可以理解为"卫道"--遵循中华文化精神,重塑中国的国家与社会关系。

本文主要考察社会主义中国的文化政策经历了怎样的发展变化,并试图回答自1949年以来中国共产党是如何介入与领导当代中国的文化,其文化治理的理论与实践又是如何发展与转变,对文化领域又产生了怎样的影响。 ; 与只对政策文件进行解读的传统政策研究不同,本研究采用文化的政治经济学和文化社会学取经,结合宏观与微观、观念与实践两个层面,对上述问题进行考察与分析,从而梳理出中国文化政策发展变化的历史脉络。除了对中共制订的政策文件及主要思想理论进行梳理与分析外,本文选取了代表中国社会主义国家特色的上海市工人文化宮及其话剧生产为个案研究对象,通过文献研究、实地考察、深度访谈、历史比较分析等方法,具体深入地考察文化主体与文化政策之间的关系,尤其是在后毛泽东时代的发展变化,以此勾勒出社会主义中国文化政策从思维到实践的运动轨迹。 ; 本文希望通过这一研究可以在以下三个方面有所贡献:(1)梳理出一种社会主义中国的文化政策的历史脉络;(2)试图通过个体深访和个体口述史,来考察社会主义中国文化政策与个体的关系,从而在微观上提供关于社会主义中国文化政策的重要实证数据。并且,(3)在中观和宏观的层面上建议一种关于社会主义中国文化政策研究的理论框架,作为今后这一研究课题发展的一个基础;(4)通过比较中国与西方发达资本主义国家之间文化政策发展与运动趋势的异同,反思中国文化政策的转型,从而为推进中国文化政策的发展与进步建言。最后,希望本论文可以对社会主义国家或发展中国家的文化政策研究提供中国经验的参考与启发。需要强调的是,本文并非急于给社会主义中国文化政策的历史变迁下定论,限于历史资料收集的有限性和文化政策历时研究的复杂性,本文主要是通过现有的史料和相关数据,来做一项关于社会主义中国文化政策领域的开拓性的基础研究,也是为日后中国文化政策研究的发展做一种铺垫。 ; The thesis project attempts to answer the questions about how the Chinese Communist Party governs the cultural domain in Contemporary China, and how the cultural governance develops and influences cultural production in China since 1949. ; This research tries systematically explores the development of the cultural policy of Socialist China by focusing on Shanghai Municipal Workers Palace of Culture and its cultural production, which is an understudied topic in Chinese Studies. Through investigating the CCP's theories, thoughts and policies in cultural sphere, the ways and rules of producing literature and art, it will systematically analyze the relationship of the Chinese party-state and culture in different historical periods, and illustrate the development of the CCP's cultural policy from theory to practice. ; The study mainly adopts Cultural Political Economy and Sociology of Culture approaches.
