The essay deals with the topic of the relationship between parties and electoral systems. The author chooses to follow a historical perspective, leaving out both the influence of parties on electoral systems and the impact of electoral systems on the role and the organization of political parties. In the first part, the essay focuses on the transformation of the electoral law for the Chamber of Deputies from a proportional system to a majority system, untill the current "Italicum" system, remitted to the Constitutional Court for a legitimacy judgement. The second part deals with the characteristics of the new electoral system and with the (also paradoxal) effects that it could produce on the Italian political system. W pierwszej części pracy przedstawione zostały poszczególne systemy wyborcze do włoskiej Izby Deputowanych, począwszy od ordynacji proporcjonalnej, poprzez przyjęcie większościowego systemu wyborczego i kończąc na obecnie obowiązującej ordynacji zwanej Italicum. W drugiej części pracy Autor omawia najważniejsze cechy nowej ordynacji wyborczej, której konstytucyjność jest obecnie badana przez Sąd Konstytucyjny, podkreślając przy tym jej, być może niekorzystny, wpływ na włoski system polityczny. W podsumowaniu Autor odnosi się do projektu ustawy o partiach politycznych, nad którą właśnie pracuje Parlament, stwierdzając, że projekt ten daje wyraz postępującemu zanikowi tradycyjnego modelu organizacji partii.

Questo articolo esplora le origini del sistema partitico taiwanese, la sua evoluzione e la sua struttura contemporanea. Dopo aver valutato le dinamiche sociali e politiche che hanno portato al primo sistema di partito democratico degli anni '90, vengono discussi i fattori specifici che sono alla base dell'attuale sistema. Ciò che si sostiene è che l'attuale configurazione bipartitica è il prodotto di due serie di fattori. In primo luogo, l'attuale sistema è il prodotto di dimensione dominante della competizione politica, vale a dire l'asse "indipendenza-unificazione", una frattura sociale e politica determinata dal rapporto cruciale di Taiwan con la Cina. In secondo luogo, l'attuale configurazione è dovuta anche all'esistenza di incentivi e vincoli istituzionali, derivanti dall'interazione di (1) un sistema elettorale maggioritario uninominale per l'elezione del Presidente della Repubblica taiwanese, e (2) l'esistenza di regole elettorali miste ma per lo più maggioritarie per l'elezione dell'assemblea legislativa. L'articolo si conclude con una discussione sulla resilienza del sistema partitico taiwanese e sulla sua possibile evoluzione. ; This article explores the origins of the Taiwanese party system, its evolution, and its current structure. After assessing the social and political dynamics leading to the early democratic party system of the1990s, the specific factors that underpin the current party system are discussed. What is argued is that the current two-party configuration is the product of two sets of factors. First, the dominance of a single dimension of political competition, namely the 'independence-unification' axis, a social and political cleavage determined by Taiwan's crucial relationship with China. Second, the existence of institutional incentives and constraints, deriving from the interplay of (1) a majoritarian, plurality electoral system regulating the competition for Taiwan's presidency, and (2) the existence of mixed but mostly majoritarian electoral rules for the election of the legislative assembly. The article ends with a discussion of the resilience of the Taiwanese party system and its possible evolution.

The debates that preceded the Lisbon Treaty (2009), still marked by the failure of the Constitutional Treaty (2004), were strongly influenced by the intention to take a further step forward in building a political Europe. And this intention is evident both in a number of provisions in the current Treaty - such as Article 8-A TEU, which states that the functioning of the Union is based on representative democracy - and in the multiplicity of practices and methods developed to increase the political legitimacy of the institutions - such as the Barroso Procedure. The Lisbon Treaty went further, attributing a series of powers to the European Parliament (and extending some of them it already possessed), most of which fall within the classic parliamentary powers of information, scrutiny and legislative construction - in the latter case, consisting of participation as co-legislator with the Council in the Ordinary Legislative Procedure. But, in addition to this, in 2014, an attempt was made to establish the practice of the Spitzenkandidaten, i.e. to appoint to the presidency of the European Commission the main candidate of the European political party that had obtained the highest number of seats in Parliament. Unfortunately, this practice, which would have brought the political system in Europe and the parliamentary political systems of the individual member states closer together, ended up not being repeated after the 2019 elections. The Treaty, always having as its premise the attempt to resolve the problem of input legitimacy, also took into consideration the issue of strengthening national parliaments, granting them some relevant competences, so as to bring them closer to European decision-making. The logic was very simple: since national parliaments were endowed with a considerable degree of legitimacy, making them participants in the decision-making process in Europe guaranteed the latter a greater degree of legitimacy. This would be a kind of bottom-up transmission of democratic legitimacy. In this sequence of events, the Early Warning System, which is nothing more than an elaborate system for monitoring compliance with the principle of subsidiarity in Europe (Art. 5(3) TEU), was created. Through this system, each Parliament of each Member State would have two votes (in the case of the bicameral systems, one vote for each Chamber), and the reasoned opinions expressed by them, drawing a certain threshold, would activate the yellow card (1/3 of the votes) or the orange card (majority of the votes), obliging the European Commission to re-examine the matter of law and to justify itself - in the latter case, before the European Parliament and the Council. It is not, therefore, a veto mechanism, but a sort of instrument of preventive alert, which in a certain way ends up integrating itself fully into the dialogic and polycentric spirit of the European multi-level system and the "Euro-national parliamentary system". Summing up, in the present Work, the evolution and expectations of the post-Lisbon Treaty have been analysed, more specifically in the context of the coveted strengthening of European and national Parliaments, democratic legitimacy and politics in the European Union, as opposed to the historical intergovernmental, bureaucratic and technical dominance that occurs there.

Within the panorama of considerable development shown by the countries of Northern Europe in the field of public libraries, the situation of Finland was until recently characterized by a state of a certain marginality and little importance. Today the situation in Finland is, on the contrary, one of considerable structural and functional development and widespread distribution of the institutes, both at university and research level and at the level of public libraries In Finland, political-administrative action regarding cultural institutions is under the control of the Ministry for Education, which is divided into two departments, one for culture and one for education. The first of these administrations is responsible for state programmes and interventions for public libraries, while the second looks after the university, research and school libraries. There was a radical change in the field of public libraries starting from the Sixties, with the establishment of a model of Welfare State, the peculiarity of which was a strong impulse given to all kinds of structures, especially cultural structures. This led to a firm commitment of joint financing between State and municipality for the development of the library system. The Seventies saw a real boom in State cultural investments. This meant a process of centralization that led to a drastic reduction in the number of independent local libraries and a considerable expansion in the services of mobile libraries. Above all, the district library systems which hinge on the local libraries were developed and the latter were attributed the role of "provincial" libraries. This type of semi-decentred and cooperative organization was ratified in the 1986 library law. This legislation made municipal library service obligatory and confirmed the joint financing of the State and local bodies on the basis of parameters fixed by the same law.Even more recently, the 1998 law made an important contribution to the subject of the development of the services as a necessary and obligatory factor. The basic results of these must be made public and the entire operation is entrusted to the Ministry, with assistance from the state provincial offices and the municipal libraries at local level. The effects of these legislative and administrative interventions have been considerable and allows Finland to take its place today among the countries that have one of the most advanced library systems. An important example is that of the urban library system of the city of Tampere.Generally speaking, even in the smaller towns the country has modern and efficient library structures that have been built with advanced architectural criteria and which have good library collections, audiovisual material and computer equipment. ; Nel panorama di notevole sviluppo che presentano, nel campo delle biblioteche pubbliche, i paesi del Nord Europa, la situazione della Finlandia appariva, fino a qualche tempo fa, segnata da una certa marginalità e da un'importanza minore. La situazione che oggi si presenta nel Paese è invece quella di un notevole sviluppo strutturale e funzionale e di una diffusione capillare degli istituti, sia a livello universitario e di ricerca, sia a livello di biblioteche pubbliche. L'azione politico-amministrativa relativa alle istituzioni culturali fa capo in Finlandia al Ministero dell'educazione, diviso in due dipartimenti, uno per la cultura e uno per l'educazione. Alla prima di queste amministrazioni appartiene la competenza in materia di programmi e interventi statali per le biblioteche pubbliche, alla seconda quella per le biblioteche universitarie, di ricerca e per le biblioteche scolastiche. Nel campo delle biblioteche pubbliche un salto di qualità si è determinato a partire dagli anni Sessanta, insieme all'affermarsi di un modello di Welfare State, la cui peculiarità è consistita in un forte impulso dato alle strutture di ogni genere, in particolare a quelle culturali, che ha portato alla decisa affermazione del finanziamento congiunto da parte dello Stato e delle municipalità per lo sviluppo del sistema bibliotecario. Negli anni Settanta si è prodotto un vero e proprio boom di investimenti culturali statali. Si è trattato di un processo di centralizzazione che ha visto una drastica riduzione del numero delle biblioteche locali autonome e una forte espansione dei servizi di biblioteche mobili e, soprattutto, il potenziamento dei sistemi bibliotecari comprensoriali che si imperniano sulle biblioteche locali, alle quali è stato attribuito il ruolo di "provinciali". Questo tipo di organizzazione, semi-decentrata e cooperativa, è stata ratificata nella legge bibliotecaria del 1986, che dichiarava obbligatorio il servizio bibliotecario comunale e confermava il finanziamento congiunto dello Stato e degli enti locali sulla base di parametri fissati dalla stessa legge.Ancora più recentemente la legge del 1998 ha introdotto significativamente il tema della valutazione dei servizi come prassi necessaria e obbligatoria, i cui risultati essenziali devono essere resi pubblici e che viene affidata al Ministero, con la collaborazione degli uffici provinciali statali e delle biblioteche municipali per quanto concerne il livello locale. Gli effetti di questi interventi legislativi e amministrativi sono stati considerevoli e permettono di collocare oggi la Finlandia tra i paesi dotati di un servizio biblioteche pubbliche tra i più avanzati. Un esempio significativo è costituito dal servizio bibliotecario urbano della città di Tampere.In linea generale, il paese dispone anche nei centri minori di strutture bibliotecarie moderne ed efficienti, costruite con criteri architettonici avanzati e dotate di buone raccolte librarie, di materiale audiovisivo e di attrezzature informatiche.

The decree 7 December 2017, no. 203, implementing the so called cinema law (L. 14 November 2016, no. 220) abolished film censorship and introduced a classification system for audiovisual works carried out by industry. Public authorities have a mere power of control. In its first years of life censorship depended on political, religious or ideological reasons in the broad sense. By the law no. 161/1962 it became only moral censure, since it protected common decency, a vague and changing public interest enshrined in Article 21 of the Constitution The new movie rating system aims only to protect minors and draws inspiration from the Anglo-Saxon countries. However, in USA and UK the adopted model is self-regulation, that is selfcensorship: the classification of films is carried out only by industry and there is no public intervention. In Italy there is a mixed public-private system: its implications are still to be verified. The paper aims to investigate the reasons that led to the abandonment of the previous model of preventive censorship and to understand if the actual regulatory intervention signals a real change of paradigm, in which the State confines itself to recommending and suggesting and no longer to prohibit.

Spain is undergoing a change of political scenario, with the transformation from an imperfect bipartisan party system into a multi-party polarized system on the left and right axis. The targets for which our electoral system was designed, i.e. to reduce partisan fragmentation and favour governance, are not being met. The analysis of the electoral system and its effects on the party system, based on the results of the elections held in Spain in 2019, 2016 and 2015, are the starting point to explain such change in the government system as regulated by the Spanish Constitution of 1978. ; España está experimentado un cambio de escenario político con el paso de un sistema de bipartidismo imperfecto a otro sistema pluripartidista y polarizado entre el eje izquierda y derecha. The note stems from the need to carry out a survey on recent international literature dedicated to populism, starting above all from the considerations contained in The Populist Temptation by Eichengreen, and in From Fascism to Populism in History by Finchelstein, as well as the results from the Oxford Handbook of Populism, edited by Rovira Kaltwasser, Taggart, Ochoa Espejo and Ostiguy. The contrasting reflections recorded around a phenomenon so debated allow to delineate the elements, that justify the introduction of a historiographical category in its own right and to project some definitions on the entire history of the Italian political system. The intention of this overview is to construct a catalog of the various interpretations of populism that have emerged in recent years. It is noteworthy that in the years following World War II until the present day, publications on populism have been produced in a discontinuous fashion, thus rendering the subject even more elusive and unclassifiable. ; La nota nasce dalla necessità di realizzare un sondaggio sulla recente letteratura internazionale dedicata al populismo, partendo soprattutto dalle considerazioni contenute in The Populist Temptation di Eichengreen, e in Dal fascismo al populismo nella storia di Finchelstein, nonché dai risultati dell'Oxford Handbook of Populism di Oxford, a cura di Rovira Kaltwasser, Taggart, Ochoa Espejo e Ostiguy. Le riflessioni contrastanti registrate attorno a un fenomeno così dibattuto consentono di delineare gli elementi che giustificano l'introduzione di una categoria storiografica a sé stante e di proiettare alcune definizioni sull'intera storia del sistema politico italiano. L'intenzione di questa visione d'insieme è quella di costruire un catalogo delle varie interpretazioni del populismo emerse negli ultimi anni. È interessante notare che negli anni successivi alla seconda guerra mondiale fino ai giorni nostri, le pubblicazioni sul populismo sono state prodotte in modo discontinuo, rendendo l'argomento ancora più sfuggente e non classificabile.

In the years of the 2008 world financial crisis and of the global protests of the Occupy-Movement, the German author Ingo Schulze writes a novel about the German reunification, in which he tells the story of the 'GDR-rogue' Peter Holtz fighting for a fairer society. In this novel Schulze challenges the question of the democratic quality of the political and economic world order arisen at the historical moment of the Fall of the Berlin Wall. Why does Schulze decide to write just a picaresque novel about the German reunification during the financial crisis after 2007? What is the additional value of this literary elaboration of the historical turning point of 1989? Why does money play such a significant role in this novel? The contribution expounds that Schulze retrospectively and critically retraces in his picaresque novel the way from the 'anti-fascist rampart' of the GDR to the moneycentred financial world of Wall Street. C'è oggi un'evidenza scientifica condivisa del fatto che il comportamento dell'uomo è il principale responsabile dei cambiamenti climatici in atto. Le emissioni di gas serra, che sono la causa del riscaldamento globale, sono in rapida crescita, tanto che, in assenza di misure correttive, si prevede che il riscaldamento della Terra possa superare i 5° entro la fine del secolo rispetto all'età pre-industriale, con conseguenze estremamente pericolose per l'ambiente e per l'uomo. La c.d. Stern Review, autorevole pubblicazione commissionata dal governo britannico e dedicata ai profili economici del cambiamento climatico, prevede per un aumento della temperatura attorno a 5°C, una perdita di produzione globale superiore al 10%. Ma tale cifra è destinata a salire se si considera che eventi climatici estremi come inondazioni, siccità e uragani diverranno molto più frequenti, con evidenti ripercussioni sull'ecosistema e sulla salute umana. Risulta dunque necessario ridurre drasticamente la produzione di gas-serra, la cui fonte principale deriva dall'utilizzo dei combustibili fossili. Il modo economicamente più efficiente consiste nel rendere effettivo il principio secondo cui "chi inquina paga", stabilendo un prezzo comune a livello internazionale. Tecnicamente, tale risultato può essere ottenuto istituendo una tassa sulla produzione dei gas-serra (c.d. carbon tax), o creando un mercato dei diritti d'emissione (cap-and-trade system). Ciascuno di questi due metodi ha punti di forza e di debolezza. Gli sforzi della comunità internazionale per fronteggiare il cambiamento climatico si sono finora orientati sul cap-and-trade system, ed hanno prodotto come risultato più importante il Protocollo di Kyoto ('97). Questo è il primo accordo internazionale che pone degli obiettivi vincolanti di riduzione delle emissioni per quei Paesi sviluppati che lo hanno ratificato. Tuttavia, l'entità della diminuzione da esso stabilita è decisamente insufficiente rispetto alle esigenze ambientali. Inoltre, il mancato coinvolgimento degli Stati Uniti e dei Paesi emergenti ne limita profondamente la portata. Nella prassi poi, la maggior parte dei paesi membri del Protocollo è lontana dal centrare i target di contenimento. La necessità di costruire un regime internazionale in grado di superare le debolezze di Kyoto e di prevenire le conseguenze più disastrose del cambiamento climatico si scontra con le grandi difficoltà di raggiungere un accordo tra i Paesi che tenga conto delle responsabilità storiche delle emissioni. Dal punto di vista politico, la situazione è aggravata dalle caratteristiche fisiche del fenomeno: dal momento che le sue conseguenze più pericolose si produrranno solo nel lungo periodo, i governi in carica non sono incentivati a intervenire in modo risoluto. A ciò va aggiunto che la tutela dell'ambiente ha le classiche caratteristiche del bene pubblico: ciascun Paese ha quindi un forte incentivo a comportarsi da free-rider, in modo da trarre beneficio dai sacrifici altrui senza cooperare. Ciononostante, ci sono segnali che inducono ad un moderato ottimismo sull'esito dei negoziati futuri: l'opinione pubblica si sta progressivamente sensibilizzando al problema, il che pone un potenziale stimolo ai governi. Inoltre diversi Paesi hanno annunciato obiettivi di stabilizzazione delle emissioni in modo unilaterale. In particolare, l'Unione Europea, che finora è lontana dall'obiettivo di Kyoto, ha fissato una serie di target molto ambiziosi da raggiungere entro il 2020. Inoltre essa ha istituzionalizzato un mercato dei diritti di emissione di gas serra Questo impegno, se mantenuto, rappresenterebbe un potente messaggio verso quei Paesi che finora sono stati i più riluttanti a intervenire, e potrebbe avvicinare la soluzione di uno dei più grandi problemi di azione collettiva delle relazioni internazionali contemporanee. Per quanto riguarda il settore privato, la probabilità che esso sarà influenzato dal cambiamento climatico sembra molto elevata. Tuttavia, il livello di tale influenza dipenderà in misura cruciale da una serie di fattori, il più evidente dei quali è il settore industriale. Tutte le imprese saranno interessate, con diversa intensità, da spinte di natura reputazionale e competitiva. Le utilities, le industrie energetiche, minerarie, metallurgiche e manifatturiere saranno quelle maggiormente toccate dagli aspetti regolativi, mentre i settori assicurativo, farmaceutico ed edilizio saranno i più interessati dalle conseguenze fisiche del fenomeno. If you type in the word 'revolution' in the Google search engine the top result that comes up is a chain of bars called Revolution. Other results on the first page of the search engine include a commercial radio station, clothing, a skate park and a software company. A Wikipedia page and the website of the Revolutionary Socialist Youth are the only non-commercial results Google provides us on its first page. This says as much about the business model of Google than it does about the changes at the level of meanings attributed to revolution. Revolution, it will be argued here, is a political signifier emptied of its radical connotations and currently used graciously as a brand or as a buzzword to mean change in whatever direction. As a result, revolution has been firmly incorporated into the neoliberal discourse and value system.
