The main purpose of the article is to present the evolution of legal regulations regarding national minorities in Ukraine, the structure of these minorities and the dynamics of demographic change. The authors analyzed the geographical distribution as well as the political, cultural and educational activity of the most numerous national minorities. They presented the main reasons for the increase or decrease in the size of the largest national groups. The political and legal foundations of minority activities, the specificity of the organization of their educational institutions, national-cultural associations and ethnic parties were analyzed. Particular attention was paid to the problematic provisions of the new Education Act (2017), which reduced the status of languages of national minorities in education and led to the deterioration of relations with individual countries with which minorities are associated. The authors discussed the most severe problems in bilateral relations arising from Ukraine's policy towards minorities and some ideas on how to solve them. The main methods of improving nationality policy in contemporary Ukraine were also presented.
An important element shaping the political system of Switzerland was adopting the Federal Constitution in 1848. The current Federal Constitution of the Swiss Confederation was adopted in 1999. The current political system of this country can be referred to as directorial; however, because this specific system manifests itself mainly through the significant role of the cantons, it is also referred to as a "parliamentary-cantonal" system. The paper was divided into six parts: historical and institutional determinants, socio-political divisions, assumptions and functioning of Swiss federalism, party system and "magic formula", main political institutions, and instruments and procedures. In the article, both institutional and legal methods were applied. An important element of the system is the large degree of independence and self-reliance of the cantons and the communes. What determines the shape of the political parties and the socio-political division of Switzerland is the multiculturalism of the country. The fundamental democratic instruments in the country comprise referenda, popular initiatives, and popular assemblies. ; Uchwalenie Konstytucji Federalnej w 1848 roku było istotne dla kształtowania systemu politycznego Szwajcarii. Współczesne brzmienie Konstytucji Federalnej Konfederacji Szwajcarskiej uchwalono w 1999 roku. Obecnie system tego kraju można określić mianem parlamentarno komitetowego (system konwentu). Ze względu jednak na jego specyfikę, objawiającą się w głównie w dużej roli kantonów, jest określany także jako parlamentarno-kantonalny. Artykuł podzielono na sześć części: uwarunkowania historyczne i instytucjonalne, podziały socjopolityczne, założenia i funkcjonowanie szwajcarskiego federalizmu, system partyjny i "formuła magiczna", główne instytucje ustrojowe oraz instrumenty i procedury. W badaniach zastosowano podejście instytucjonalno-prawne, analizę systemową oraz analizę historyczną. W toku badań wykazano, że istotnym elementem systemu jest duża niezależność i samodzielność kantonów, a także gmin. Czynnikiem determinującym kształt partii politycznych i podział socjopolityczny Szwajcarii jest przede wszystkim jej wielokulturowość. Zasadniczymi instrumentami demokratycznymi w tym państwie są: referendum, inicjatywa ludowa, zgromadzenie ludowe.
System polityczny Konfederacji Szwajcarskiej jest systemem, który stanowi przykład dla współczesnych rozwiązań demokratycznych. Specyfika oddolnej organizacji państwa szwajcarskiego sugeruje, by specyfiki jego funkcjonowania poszukiwać od poziomu gminy poprzez kanton ku całej federacji. Należy wskazać, że filarem szwajcarskiego federalizmu jest silna samodzielność kantonów wobec władzy federalnej. Warto podkreślić, że specyficzny charakter systemu rządów oparty jest o zasadę dominacji parlamentu, układ zależności pomiędzy poszczególnymi instytucjami władzy państwowej przyczyniają się do instytucjonalnego zdominowania procesów politycznych, przy tym ograniczony do minimum stopień politycznej rywalizacji sprzyja z jednej strony realizacji merytorycznych działań politycznych, z drugiej stabilności. Należy również wskazać na rozbudowaną instytucję demokracji bezpośredniej, która pozostawia ostateczny głos obywatelowi. ; The political system of the Swiss Confederation is a system that is an example for modern democratic solutions. The specificity of grass-roots organization of the Swiss State suggests that the specificity of its operation should be sought for from the level of the community through canton to the whole federation. It should be noted that the pillar of the Swiss federalism is strong independence of the cantons towards the federal government. It is worth noting that the specific nature of the system of government is based on the principle of domination of parliament; arrangement relationships between the various institutions of state power contribute to the institutional domination of the political processes, while limited to the minimum degree of political competition favors on the one hand the implementation of substantive policy action, and on the other - stability. It should also be pointed out to the extensive institution of direct democracy which leaves the final say to the citizen.
This article is concerned with the relationship between more than 30 years of universal direct election to the post of President of the Republic of Poland and the essence of the roles associated with that position. The hypothesis put forward for testing has been that elections of the above kind give rise to distortions in the systemic model associated with the Polish Presidency. The legitimisation of the President at the ballot box reinforces the efforts of many holders of the office to introduce ruling-related elements of the Presidency in practice, in the context of the political system. Elections also strengthen relations between the President and his political camp, in this way undermining the presidential arbitration function. In essence, an election campaign is subject to mechanisms of "Prime Minister-isation", whereby a candidate for President usually presents (feels obliged to present) a programme appropriate for an organ truly engaged in the pursuit of state policy.

Są one efektem rywalizacji różnych grup politycznych, ale także bywają wymuszane przez ruchy obywatelskie takie, jak pomarańczowa rewolucja czy Euromajdan. Autor artykułu podejmuje próbę analizy przyczyn, przebiegu i obecnych oraz przyszłych konsekwencji zmian systemu sprawowania władzy na Ukrainie. W oparciu o analizę systemową dokonuje szczegółowej analizy kolejnych zmian w systemie politycznym Ukrainy, wskazując na ich niekonstytucyjność i naruszenie zasad demokratycznego państwa prawa. ; Political changes in Ukraine are taking place in a peculiar way. They are the outcome of the competition between different political groups on the one hand, but they are also enforced by such social movements as the Orange Revolution a Euromaidan on the other. The author of this paper analyzes the reasons, the course and the present as well as future consequences of the changes in the system po\{er in Ukraine. On the basis of systemic analysis, he examines the subsequeril changes in the political system of ukraine in detail, indicating that they are unconstitutional and in breach of the principles of a democratic state of law. author also presents his forecast concerning the long-term outcomes produced by taking instrumental advantage of the temporary dominance enjoyed by vari groups of politicians and the threats related to the implementation of changes the political System of the state by means which go beyond the realm of law.
Global Warming and the Kyoto Protocol are issues that raise many controversies. This matter is especially visible in the countries which formed the JUSCANNZ, later renamed the Umbrella Group, which is an alliance in the climate negotiations process that consists of non-European Union developed states that – above all – oppose new greenhouse gases emissions reductions commitments under the Kyoto Protocol. The Kyoto Protocol itself and the aforementioned commitments were and still are the sources of conflicts on the international and country levels. On the country level these conflicts are highly noticeable in four Umbrella Group countries: United States, Australia, New Zealand and Canada and they occurred on various levels in regard to the Kyoto Protocol: negotiation (case of the United States), ratification (cases of the United States and Australia), implementation (cases of the Australia and New Zealand) and a level that can be called a "withdrawal" level (case of Canada). All these conflicts were caused by differences in main political parties' positions towards the Kyoto Protocol and/or by differences in the look on that matter presented by the legislative branch and the executive branch. What it meant by European Integration? We mean the historical process whereby European nation-states have been willing to transfer, or more usually pool, their sovereign powers in a collective enterprise. The European Union, which today contains twenty-eight member states, which has a complex institutional structure that includes a supranational central administration (the European Commission), an elected Parliament, a Court of Justice and a Central Bank, is the outcome of this processes. Many American and European scientists of the European Union have chided "intergovemmentalist" accounts for emphasizing the duration of member state authority over the process of European integration. This article attempts to prove these criticisms in a "historical institutionalist" account that mentions the importance of research on European integration as a political process which spreads over time. Such an aspect distinguishes the limitations of member-state control over permanent institutional improvements, due to a fixation with short-term interests, the existence of unexpected consequences, and actions that "lock in" past decisions and make affirmation of member-state control difficult. Short exploration of the development of social policy in the EC advocates the limitations of conducting the EC as an international regime promoting collective activity among sovereign states. It is important to view integration as a "path-dependent" process that has composed a dispersed, but still obvious "multitiered" European polity.
The city as a business center is an organization that includes lower-level organizations along with the Internet as well as the necessary techniques and technologies, as well as an attitude towards changes in relations with clients and placed in the natural and social environment.The purpose of the work is to justify that there is still current theorem from Rykla (2006), that The collapse of the world communist system (Second World) at the turn of the seventies and nineties of the twentieth century caused the breakdown of the political and ideological division of the world, which enabled return to the classical model of the core and periphery in the global economy system. The division is perceived in relation to the countries of Western, Central and Eastern Europe. The global economic and political system of the world has also led to the shifting of the center of gravity of development and the pace of the emergence of new cities as business centers to Asian countries (Lipińska 2018). The utilitarian purpose of the work is to initiate work on the cities' compliance with the semi-periphery and periphery of the civilization challenge of countries (and even global cities themselves) that are currently more developed. This view was expressed by Z. Rykiel (2006) claiming that the basis for meeting the civilizational challenge should be to understand that the functions constituting the core of the world system are knowledge, innovation production and management of Z. Rykla (2006). Observing the changes in the global economic and political system, it seems that one should seek an answer to the question: Is the return of the world economic and political system to small cities a form of deep ecology, i.e. a holistic view of the trend and progress in the growth of sustainable urban development seeing man as an individual in a global state? Światowy system ekonomiczno-polityczny świata doprowadził również do przesunięcia się obecnie punktu ciężkości rozwoju oraz tempa powstawania nowych miast jako centrów biznesu do krajów azjatyckich (Lipińska 2018). Celem utylitarnym pracy jest spowodowanie podjęcia prac nad sprostaniem przez miasta semiperyferii i peryferii wyzwaniu cywilizacyjnemu krajów (a nawet już samych miast globalnych) obecnie wyżej rozwiniętych. Podgląd ten wyraził Z. Rykiel (2006), twierdząc, że podstawą sprostania wyzwaniu cywilizacyjnemu powinno być zrozumienie, że funkcjami konstytuującymi rdzeń systemu światowego są wiedza, wytwarzanie innowacji i zarządzanie Z. The study presents the issues of a semi-presidential political system which can be distinguished in a few European countries. First, the autor presents the 5th Republic in France which is undoubtedly a model of his political system. There is the description of the structure of the main state authorities and the relations between them. The autor indicates the constitutional status and the decisive role of the president of the republic as the most important feature of the French semi-presidential political system. The attention is also paid to the parliament with the emphasis on these legal and political solutions which lead to the restriction of the legislative status. The paper also includes the issues concerning political position and importance of the government as well as the scope of its responsibility before the parliament and before the president of the republic. After the presentation of the political system of the 5th Republic, the autor attempts to show if and to what extent the present French political institutions are reflected in the political system of the Russian Federation. Therefore, he presents the regulations in the legally binding Russian constitution of 1993 and characterises the political status of the highest state authorities in the Russian Federation: the president, the government and the parliament. The Second World War brought significant political changes to European monarchies. Immediately after the war, six kingdoms ceased to exist and became republics. This concerned Eastern European countries in the Soviet sphere of influence, as well as Italy, where Victor Emmanuel III had to pay for years of cooperation with the fascist regime. Before the outbreak of the war, at least three European monarchies had considerable power, holding the most important prerogatives in their hands: this was the case in Romania, Bulgaria and Albania. Such a political model failed to survive the war, as after 1945 the kings and princes of the Old Continent only "reigned, but did not rule" (only Louis II, Prince of Monaco kept a stronger position until the end of the 1950s). It used to happen during the war that in countries with an established parliamentary system the monarch played a greater role than during the years of peace (the most prominent example being Wilhelmina, the Queen of the Netherlands). The article also presents other issues important to the royal authority – the functioning of monarchs in exile, the threat to their lives, the exercise of sovereignty (usually only in a ceremonial capacity) over the armed forces, and abdications forced by the circumstances. ; Druga wojna światowa przyniosła europejskim monarchiom poważne zmiany ustrojowe. Bezpośrednio po wojnie sześć królestw przestało istnieć, stały się republikami. Dotyczyło to państw Europy Wschodniej, które znalazły się w radzieckiej strefie wpływów, a także Włoch, gdzie Wiktorowi Emanuelowi III przyszło zapłacić za lata współpracy z faszystami. Przed wybuchem wojny przynajmniej w trzech europejskich monarchiach władca posiadał istotną władzę, skupiając w swych rękach najważniejsze uprawnienia – tak było w Rumunii, Bułgarii i Albanii. Taki model ustrojowy nie przetrwał wojny, po 1945 r. królowie i książęta Starego Kontynentu jedynie "panowali, ale nie rządzili" (silniejszą pozycję do końca lat 50. zachował tylko panujący w Monako Ludwik II). W okresie wojny zdarzało się, że w państwach o ugruntowanym już systemie parlamentarnym władca odgrywał rolę większą niż w latach pokoju (najlepszym przykładem może być holenderska Wilhelmina). W artykule przedstawiono też inne zagadnienia ważne dla władzy królewskiej: funkcjonowanie monarchów na uchodźstwie, zagrożenie ich życia, wykonywanie – zazwyczaj jedynie reprezentacyjne – zwierzchnictwa nad siłami zbrojnymi, a także wymuszone okolicznościami abdykacje.
RESEARCH OBJECTIVE: The aim of the article is to analyze the de-oligarchization phenomenon in Ukraine, taking into account the presidencies of Petro Poroshenko and Volodymyr Zelensky. THE RESEARCH PROBLEM AND METHODS: The main research problem is to indicate whether a systemic transformation aimed at minimizing the influence of the oligarchs on political and economic life in Ukraine is possible after the Revolution of Dignity? For this purpose, the author uses a comparative method that includes the study of specific events and phenomena. THE PROCESS OF ARGUMENTATION: The process of argumentation consists in analyzing the conditions in which the Ukrainian model of oligarchic democracy was shaped after 1991. The second stage of the analysis is to compare the methods of fighting against the oligarchic system in Ukraine undertaken by Petro Poroshenko and Volodymyr Zelensky after the revolution of dignity. RESEARCH RESULTS: The article concludes that after the Revolution of Dignity, Ukrainian society demanded that the oligarchic influence on political and economic life in the state be minimized. According to the author, Petro Poroshenko, who is an "old" player on the Ukrainian political scene, maintained the existing system of mutual benefits between the government and the oligarchs. In turn, the coming to power of Volodymyr Zelensky, who is considered a "new", anti-system candidate, initiated a change in this model and the repair of the democratic system in the state. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The author concludes that the implementation of the de-oligarchization plan in Ukraine during the presidency of Petro Poroshenko was primarily a manifestation of this politician's hidden war with specific oligarchs. In turn, Volodymyr Zelensky, despite numerous accusations of cooperation with the oligarchs, has started a comprehensive fight against the destructive oligarchic system, which is a precedent in this respect in Ukraine. As a result of the implementation of the de-oligarchization policy in the Ukrainian state, a new model of relations between the government and the oligarchs is beginning to take shape. This is anovelty that can be used as a reference point for further research on the issue of systemic transformation in Ukraine. ; CEL NAUKOWY: Celem artykułu jest analiza zjawiska deoligarchizacji na Ukrainie uwzględniająca okres prezydentury Petra Poroszenki oraz Wołodymyra Zełenskiego. PROBLEM IMETODY BADAWCZE: Zasadniczym problemem badawczym jest wskazanie, czy po rewolucji godności jest możliwa transformacja systemowa zmierzająca do zminimalizowania wpływów oligarchów na życie polityczne igospodarcze na Ukrainie? Wtym celu autor wykorzystuje metodę porównawczą, uwzględniającą badanie konkretnych zdarzeń izjawisk. Ponadto wykorzystano również metodę otwartych wywiadów zukraińskimi ekspertami, aby zwiększyć wten sposób obiektywizm prezentowanych wyników analizy. WYNIKI ANALIZY NAUKOWEJ: Konkluzją artykułu jest twierdzenie, iż społeczeństwo ukraińskie po rewolucji godności domagało się zminimalizowania oligarchicznych wpływów na życie polityczne igospodarcze wpaństwie. Zdaniem autora Petro Poroszenko, będący "starym" graczem na ukraińskiej scenie politycznej, utrzymał istniejący układ wzajemnych korzyści na linii władza–oligarchowie. Zkolei przyjście do władzy Wołodymyra Zełenskiego, uważanego za "nowego", antysystemowego kandydata, zapoczątkowało zmianę tego modelu inaprawę systemu demokratycznego wpaństwie. WNIOSKI, INNOWACJE, REKOMENDACJE: Autor dochodzi do wniosku, że realizacja planu deoligarchizacji na Ukrainie wokresie prezydentury Petra Poroszenki była przede wszystkim przejawem ukrytej wojny tego polityka zkonkretnymi oligarchami. Celem tego było zbudowanie silnej własnej pozycji wpaństwie. Zkolei Wołodymyr Zełenski, mimo wielu zarzutów kooperacji woligarchami, rozpoczął realizację kompleksowej walki zdestrukcyjnym oligarchicznym systemem, co stanowi precedens wtym zakresie na Ukrainie. Wskutek realizacji polityki deoligarchizacyjnej wpaństwie ukraińskim zaczyna kształtować się nowy model relacji na linii władza–oligarchowie. Stanowi to novum, które może być wykorzystane jako punkt odniesienia dla kolejnych badań nad kwestią systemowej transformacji Ukrainy, realizowanych zarówno wPolsce, jak iinnych krajach.
Category of enemy presented in the program documents of the communist parties, was an inherent feature of the communist way of thinking, then reflected in the political system of the People's Poland. Political regimes modeled on the Soviet Union needed enemies. Mobilization, which in the first phase of development of the state served reconstruction of the country, and then defend the status quo, required activation against all kinds of enemies. It was evident the need for the existence of the enemy, which was permanent. Changed only the image of the enemy. Enemies were sought inside and outside the communist movement. Communist world was composed mainly of enemies. The enemy was necessary, even mythical. Fight against real or mythical enemies allowed to pursue various goals: differentiate society, to explain various failures, eliminate inconvenient persons, to justify the existence of the security services and the need to strengthen it, to build a party of a new type. The communist movement had created two categories of enemies. The first included the kind of traditional, "class" enemies of the communist movement, "acquired" along with the state in 1944, and treated as a real enemies, which were various types of: 1) social groups as a "capitalist elements" – traders, farmers; 2) political and military organizations and institutions; 3) ideologies and doctrines competitive with Marxism. The U.S. and English imperialism was the constant enemy which was located outside of the state. The second category consisted of enemies which were created in Polish People's Republic – "objective" and "potential" enemies. ; Kategoria wroga, obecna w dokumentach programowych partii komunistycznych, była immanentną cechą komunistycznego stylu myślenia, odzwierciedloną następnie w systemie politycznym Polski Ludowej. Reżimy polityczne wzorowane na reżimie radzieckim, w swej istocie mobilizacyjne, potrzebowały wrogów. Mobilizacja, która w pierwszej fazie rozwoju państwa służyła przebudowie kraju, a następnie obronie status quo, wymagała aktywizacji przeciwko różnego rodzaju wrogom. Widoczne było zapotrzebowanie na istnienie wroga, który był stały, a zmieniał się jedynie jego obraz. Wroga poszukiwano wewnątrz i na zewnątrz ruchu. Świat komunistyczny złożony był przede wszystkim z wrogów. Wróg był niezbędny, nawet mityczny. Walka z rzeczywistymi bądź mitycznymi wrogami pozwalała realizować różne cele: różnicować społeczeństwo, tłumaczyć niepowodzenia, eliminować osoby niewygodne dla aktualnie rządzących, uzasadniać istnienie służby bezpieczeństwa i potrzebę jej wzmocnienia, budować partię nowego typu. Ruch komunistyczny wykreował dwie kategorie wrogów. Do pierwszej zaliczyć należy niejako tradycyjnych, "klasowych" wrogów ruchu komunistycznego, "przejętych" wraz z państwem w 1944 roku, a traktowanych jako wrogów realnych, czyli różnego rodzaju: 1) grupy społeczne w postaci tzw. elementów kapitalistycznych – przedsiębiorców, chłopów, 2) organizacje i instytucje polityczne oraz wojskowe; 3) konkurencyjne wobec marksizmu ideologie i doktryny. Stałym wrogiem ulokowanym poza państwem był amerykański i angielski imperializm. Drugą kategorią byli wrogowie wykreowani w PRL, tzw. wrogowie obiektywni i potencjalni.

The author ponders whether the commissions appointed so far have contributed to improving the quality of political life and provided reliable explanations of scandals in circles of power, or perhaps they have rather become an instrument of political struggle, allowing political rivals to be easily discredited. The analysis conducted indicates that, on account of the composition of commissions (including politicians), so far their main focus has been political rivalry, instead of the actual investigation of scandals. The author also has reservations about the ineffectiveness of commissions of inquiry, which stems from imperfect legal provisions. The article analyses the political attitudes and behaviours of the citizens, and describes the content and dynamics of the changes occurring due to the evolution of the Polish political system. The analysis of political participation by Polish citizens is presented in relation to the theoretical construct of social attitudes as a foundation of democracy, as proposed by Dahl. In the context of society's approach to democracy and trust in institutions, a comparative analysis has been presented of voter participation in subsequent parliamentary and local elections. The process of creating a civil society, including the various forms of participation in non-governmental organisations, has been presented in relation to attitudes such as cooperation, social trust and care for the common good.In order to illustrate the egocentric and particularistic attitudes, the activities of citizens involved in the politics of protest have been analysed. Recent years have seen a number of demonstrations; symbolic in nature and testimony to certain principles, which have been used here as material for the analysis of the ideological approach to political problems.To sum up the problem of political participation of Polish citizens, it can be said that the dynamics of the forms and content of political participation indicates a growing involvement of citizens in the governance process, which definitely makes a positive contribution to the development of democracy. It must be noted, however, that the political activity of a large part of society has not been motivated by pro-democratic attitudes. The high diversification, disparity and instability of attitudes translate into the forms and content of political participation. ; Artykuł zawiera analizę postaw i zachowań politycznych obywateli, opis ich treści i dynamiki zmian zachodzących pod wpływem ewolucji polskiego systemu politycznego. W kontekście stosunku społeczeństwa do demokracji i zaufania do instytucji przedstawiono analizę porównawczą partycypacji wyborczej w kolejnych wyborach parlamentarnych i samorządowych. Proces kreowania społeczeństwa obywatelskiego – różne formy uczestnictwa w organizacjach pozarządowych przedstawiono w odniesieniu do postaw współdziałania, zaufania społecznego i dbałości o wspólne dobro.Dla ilustracji postaw egocentrycznych i partykularnych grupowych dokonano analizy działań obywateli uczestniczących w polityce protestu. Liczne demonstracje, jakie miały miejsce w ostatnich latach o znaczeniu symbolicznym, stanowiące wyraz dawania świadectwa wartościom posłużyły jako materiał do analizy ideologicznego stosunku do problemów politycznych.Podsumowując problem partycypacji politycznej Polaków można stwierdzić, iż dynamika form i treści partycypacji politycznej świadczą o pogłębiającym się uczestnictwie obywateli w procesie rządzenia państwem, co niewątpliwie stanowi pozytywny aspekt rozwoju demokracji.
