This investigation intents to give an answer to some of the radical questions of our days, only that this time, from, the look of the Political Theory, understanding this as the set of knowledge and practices that the human beings have deployed in order to constitute political communities. Thus, his study is organized into two large groups that obey to the profound division between classical antiquity and modernity: Governing together and Governing others. To achieve the above, we go back to The Athenian Polis, The Roman Res Publica, the Florentine Republic and the end of the question for political freedom, to reach the period from the sixteenth to the twenty-first century. Such a great task requires as a request for principle to be carried out in several stages, since what has been developed here has been and is discussed in the permanent cathedra of Political Theory of Universidad Libre -Bogotá-, which is interdisciplinary, and is composed in its base by students of philosophy and law of the same University, but has also had the assistance of students and professionals from other universities. This leads to highlighting at every moment the arrival point that the founders of Universidad Libre set out as one in which our knowledge and know are at the service of human dignity, seeking to contribute to the formation of free men and good habits. ; La presente investigación intenta dar una respuesta a algunas de las preguntas radicales de nuestros días, solo que esta vez, desde, la mirada de la Teoría Política, entendiendo por esta el conjunto de saberes y prácticas que los seres humanos han desplegado a fin de constituir comunidades políticas. Así las cosas, se organiza su estudio en dos grandes grupos que obedecen a la división profunda entre la antigüedad clásica y la modernidad: Gobernar juntos y Gobernar a los otros. Para lograr lo anterior nos remontamos hasta La polis ateniense, La res publica romana, la República Florentina y el fin de la pregunta por la libertad política, hasta llegar al periodo que va desde el siglo XVI al XXI. Una tarea tan magna requiere como petición de principio que realice en varias etapas, puesto que lo aquí desarrollado ha sido y es discutido en la cátedra permanente de Teoría Política de la Universidad Libre –Bogotá–, la cual es interdisciplinar, y está compuesta en su base por estudiantes de filosofía y de derecho de la misma Universidad, pero ha contado también con la asistencia de estudiantes y profesionales de otras universidades; esto lleva a resaltar en cada instante el punto de llegada que plantearon los fundadores de la Universidad Libre como aquel en el que nuestro conocimiento y nuestro saber estén al servicio de la dignidad humana, buscando contribuir a formar hombres libres y de buenas costumbres.

It is not easy for the Byzantine case the distinction between spiritualpower and earthly power. La brecha que los separa es tan estrecha que el análisisdel fenómeno político se dificulta: la Iglesia y el Estado sostienen a la vez el cuerpoy el alma de una misma sociedad. La comprensión del particular fenómeno políticobizantino, a fin de evitar interpretaciones y juicios anacrónicos, exige la revisióncuidadosa de las fuentes, dentro de las cuales las obras de Eusebio de Cesarea ylos "Espejos de Príncipe" constituyen referencias de extraordinario valor científico.

In the globalized world, the European Union (EU) represents a political a transition from the ontology of the nation-state to a so-called post-Wesfalian order which is based on forms of shared sovereignties. As a result, attempts at conceptualizing the EU reflect intellectual and institutional efforts to adapt the old political vocabulary of the Modern Era to contemporary political experiments and ontologies, such as the EU, where the concepts and institutions of modern democratic theory are being reappraised and redesigned. The aim of my paper is to discuss whether basic concepts and institutions of liberal democracy, such as representation and parliamentarism, are being revitalized in the EU, or the latter is leading to a post-democratic era –of technocratic governance, bureaucratization and judicialization of politics–. Given the rise of populist and nationalist politics throughout Europe, it seems worth exploring how to offset and tackle the anti-liberal democratic turn taking place in the continent, precisely by redefining and reinventing the language of democracy and rights, that is, of liberal democracy, the rule of law and citizenship, in the EU. ; Universidad de Málaga. El objetivo del presente texto es realizar un estado de la cuestión de la teoría política contemporánea. Por ello me propongo efectuar un aporte sistemático a la teoría política, suspendiendo el recorrido histórico que no obstante considero imprescindible. Para desarrollar este objetivo ordeno el texto en función de lo que considero son los tres consensos existentes para trazar el estado de la cuestión de la teoría política contemporánea. En un primer apartado, muestro los modos en que la política es un objeto inestable que hace de la misma teoría política un campo cuyos márgenes son difíciles de precisar. En un segundo apartado, analizo la diversidad de perspectivas, teorías, métodos de la teoría política en los términos de un desacuerdo radical. Por último, indico hasta qué punto la teoría política surge de su proceso de institucionalización ; The aim of this text is to undertake a state-of-the-art review of contemporary political theory. To this end, I will contribute systematically to political theory excluding the historical trajectory, which I, nevertheless, consider essential. Thus, to achieve this goal, I will organize the text in terms of what I regard a three-fold consensus to develop a state-of-the-art review of contemporary political theory. In the first section, I will show how politics is an unstable object that renders political theory a field with fuzzy borders. In the second section, I will analyze the different political theory perspectives, theories and methods in terms of a radical disagreement. Along this work, the author reflects on the foreign aid, its necessity and opportunity ?or not?, and whether it has value by itself. With this purpose, he defines six modalities of foreign aid, as well as their respective consequences and political contents, among them the humanitarian, the foreign aid oriented to economic development ?equivalent currently to development cooperation?, the military or the prestige aid. One of his main conclusions is that the foreign aid, as part of the political weaponry of a nation, must fall into the domain of political action, criticizing the primacy of economists and their protagonist role regarding the management of this aid, to the extent that the ultimate goals of this policy must be the political reinforcement of the donor. In the view of Hans Morgenthau, who doubts about the efficacy in terms of progress and modernization of the economic aid, even being a successful one, the results of this aid are unforeseeable and could be potentially counterproductive, to the extent that they would change necessarily the statu quo ?even provoking a revolution?, being preferable then the prestige aid for its immediate political effects and benefits for the donor. ; En este fragmento el autor hace una reflexión sobre la ayuda exterior, su necesidad y oportunidad o no, su justificación, y si tiene sentido en sí misma o no. Define para ello seis tipos de ayuda exterior, así como sus consecuencias y contenidos políticos, entre ellas entre ellas la humanitaria, la de desarrollo económico ?que hoy conoceríamos como de cooperación al desarrollo?, la ayuda militar o la ayuda de prestigio. Su conclusión es que la política exterior, como parte del arsenal político de una nación, debe caer en el dominio de la acción política, criticando la preponderancia de los economistas y su papel principal en la gestión de la misma, en la medida en que los objetivos últimos de dicha política deben ser el refuerzo político del país donante. Para Hans Morgenthau, que duda de la eficacia en términos de progreso y modernización de la ayuda económica, incluso en caso de éxito, los resultados de esta ayuda son inciertos y podrían ser potencialmente contraproducentes, en la medida en que cambiarían necesariamente el statu quo ?incluso provocando una revolución?, siendo preferible la ayuda al prestigio por sus efectos políticos inmediatos y beneficios para el donante.

The growing human mobility is having a direct impact on a political category that has been usually taken for granted in democratic liberal theories: the category of border. Political Theory has not paid enough attention to the concept of 'border'. This "silence" becomes highly relevant, since it is by discussing the issue of borders that one can detect most of the incoherencies of the Liberal Political Theory. It is also surprising to see that the notion is a taken-for-granted concept in the current debates on immigration. Based on these premises, the goal of this article is to discuss the grounds for a Political Theory on Borders (PTB). As a first step, I identify those analytical distinctions that allow us to provide a solid base for this line of research. Thus, as an introductory section (section 1), I shall highlight the reasons to initiate this debate and will analyze the existing links around the category of border and its conceptual uses, taking into account its historical dimension. Section 2 will tackle the functional aspects of this approach as a framework that will legitimize discourses and policies, conceptions and political positions. Section 3 will concentrate on the issue of border as a political category, while section 4 will focus on the most relevant theoretical approaches on borders. Section 5 will go through the arguments that justify the need to control human mobility. Finally (section 6), I shall conclude by pointing out the most relevant aspects needed to build the foundations for a Political Theory on Borders. ; La creciente movilidad humana está interpelando de forma directa una categoría política que se ha dado por supuesta en las teorías liberales y democráticas: la categoría de frontera. La teoría política no ha reflexionado suficientemente sobre el concepto de "frontera". Este "silencio" resulta sumamente relevante, puesto que es a través de una reflexión sobre las fronteras como afloran la mayoría de las incoherencias de la teoría política liberal. Sorprende también constatar que la noción es un concepto-supuesto en los debates actuales sobre la inmigración. Partiendo de estas premisas, el propósito del artículo es discutir las bases de una Teoría Política de las Fronteras (TPF). Como primer paso identifico aquellas distinciones analíticas que permitan fundamentar este programa de investigación. En primer lugar (sección 1), y a modo de introducción, me ocupo de señalar las razones para iniciar este debate, y analizo los vínculos que existen alrededor de la categoría de frontera y sus usos conceptuales, teniendo especialmente en cuenta su dimensión histórica. En segundo lugar (sección 2), abordo su función de enfoque, como un marco generador de argumentos que sirven para legitimar discursos y políticas, concepciones y posiciones políticas. En la sección 3 profundizo la frontera como categoría política, y luego en la sección 4 me adentro en los enfoques teóricos más relevantes. En la sección 5 repaso los principales argumentos que justifican la necesidad de controlar la movilidad humana. Finalmente (sección 6), concluyo señalando los aspectos más relevantes para conformar las bases de una TPF.

Thus, we re-constructed the philosophical underpinnings which underlie both perspectives in order to investigate how each of these perspectives may overcome the limitations of the other's. From this review, the article re-constructs a variety of theoretical tools to address a political theory capable of incorporating contingency and the inherent ambiguity of our political history, both past and recent. Concerning the Middle Ages it is difficult to distinguish between political theory and the more comprehensive although somewhat vague, ideas of political orientation. The area of political acting was by no means clearly defined. The formation of a political theory in the Middle Ages started relatively late. Political theory took the same road as all the other theoretical attempts in medieval society. The first universities began to spread in a homogenous progress all over Europe. From that time scholasticism provided the unchallenged methodical ideal and the pattern for any systematic thinking. In spite of the differences of faculties, the methods of learning were altogether observed by everyone contributing to in the development of theories. Yet conditions were more difficult in the field of political theory because it was not a discipline of its own from the beginning. It had never been at the cathedral schools and the monasteries in pre-university times, and it took a long time before political theory established itself as an autonomous field of studies. In the Middle Ages nobody could have had the idea that political theory was only possible by way of a single method, faculty or by one tradition alone. Several established disciplines were competing with one another in delivering their own contributions without excluding the others. Thus, political theories were being occupied by different strings of humanities and sciences, and yet none of the disciplines alone could claim to be the only one responsible for political theory. Indeed, all the authors of the late Middle Ages dealing with political theory show in their treatises the process and speed of this occupation by the sciences. ; En la Edad Media es difícil distinguir entre la teoría política y las ideas, más abarcativas pero a la vez bastante vagas, de orientación política. El área de acción política no estaba en absoluto definida de forma clara. La formación de una teoría política en el Medioevo comentó relativamente tarde. La teoría política tomó el mismo camino que todos los otros intentos teóricos en la sociedad medieval. Las primeras universidades comenzaron a desplegarse en un progreso homogéneo alrededor de toda Europa. Desde ese tiempo, la escolástica se erigió como el ideal metódico indiscutible y el modelo para todo sistema de pensamiento. A pesar de las diferencias entre facultades, los métodos de aprendizaje eran observados en conjunto por todos aquellos que contribuían al desarrollo de teorías. Traditionally inscribed at the margins of moral and political theory, it is time, after centuries of ongoing debates originated and grounded in Modernity's values, to reflect on the status of Feminist Theory. Defined basically as critical theory —apostille of the mainstream theory—, feminist thought can be defined as theory tout court, in so far as the egalitarian discourses are central parts of moral and political thought and feminism is philosophical. This paper addresses the ambivalent relation between feminist theory and moral-political theory with a critical view that upholds an integral vision that incorporates the dimension of care into the male-stream, and takes into account gender differences as well as the division between the public and private spheres. ; Inscrita tradicionalmente en los márgenes de la teoría moral y política, y tras un largo recorrido por los cauces de la modernidad de donde parten sus raíces, resulta pertinente preguntarse por el estatus de la teoría feminista. Concebida fundamentalmente como teoría crítica —apostilla de la corriente central o dominante—, la teoría feminista puede definirse como teoría tout court; los discursos de la igualdad son parte central del pensamiento moral y político y el feminismo es filosofía. El presente artículo aborda la ambivalente relación entre la teoría feminista y la teoría moral y política con una visión crítica que apuesta por un planteamiento integrador que incorpora la dimensión del cuidado a la corriente malestream, y tiene en cuenta las diferencias de género, así como las consecuencias de la división sexual entre lo público y lo privado.

Therefore, from this approach article seeks to answera question that guides the transversal study about the historical development of political theory.But this work is an approach to the subject. ; Este documento de trabajo busca analizar y estudiar la teoría política para entender los pactos del Estado con la sociedad, y de igual forma entender holísticamente el conocimiento propuesto de los autores aquí reseñados, como también el entorno espacio temporal en el que se enmarcan estas ideas y sus efectos en la sociedad. Evidentemente el discurso desde las ciencias sociales hoy involucra a la temática posmoderna de la transdisciplinariedad. Por ello, desde este enfoque el artículo busca responder una pregunta transversal que guía al estudio en torno al devenir histórico de la teoría política. Empero este trabajo es una aproximación a la temática.
