The paper draws attention to the diverse nature of the positions involved in the ongoing debate about gender. For most interpreters of the philosopher from Rotterdam, his doctrine of tolerance is solely a consequence of his religious and moral doctrines. In this article, I intend to show that his doctrine rest on the political doctrine of indivisible sovereignty and on the strictest separation between political obedience and religious membership. Baylean tolerance is a political doctrine that allows the articulation between freedom of conscience (individual), minority confessions (private associations), and public religion (acknowledged as official). ; La doctrina de la tolerancia bayleana suele ser analizada atendiendo a sus componentes morales, no tanto a su articulación política. En este artículo defenderemos que la soberanía indivisible que propone Bayle es indisociable de su doctrina de la tolerancia que implica una estricta separación entre la obligación política y la adhesión religiosa voluntaria, lo que permite, al mismo tiempo, proteger la libertad individual de conciencia y el pluralismo confesional. Por esa razón, entendemos que la tolerancia bayleana está articulada en términos puramente políticos, no religiosos o morales.
One central obstacle in the way of modernizing societies in the Third World is the difficulty of combining tolerance and development the author studies the social, cultural and political conditions which favor social and economic development., avoiding economic reductionism of the kind which sees the market and economic growth as the only path to development as well as that which sees the disappearance of capitalism as the cure for all evils. Bula says that all societies are conflictive by nature, but some manage to solve their conflicts by consensus. In the Third World there are a number of economic and political interests opposed tothe opening up of society", and progress towards equi ty and solidarity will only be achieved with contradiction and conflict". The challenge is therefore to form a "new paradigm" for democracy which gives values and qualitative growth priority over quantitative growth; one that prizes the quality of life and the environment. This is the task of society as a whole, from which the new social movements will produce the leading agents in the new paradigm. ; Un obstáculo central para construir sociedades modernas en el Tercer Mundo es la dificultad para combinar la tolerancia con el desarrollo. El autor estudia las condiciones sociales, culturales y políticas que favorecen el desarrollo social y económico, evitando el reduccionismo económico, tanto el que ve en el mercado y en el crecimiento la única vía para el desarrollo como el que ve en la desaparición del capitalismo la solución a todos los males. Afirma que todas las sociedades son conflictivas por naturaleza, aunque algunas han logrado resolver sus conflictos mediante consenso. En el tercer mundo existen numerosos intereses económicos y políticos que se oponen a la apertura de espacios sociales y sólo "a través de un proceso contradictorio y conflictivo se avanzará hacia una sociedad equitativa y solidaria". Así el reto es configurar un "nuevo paradigma" democrático que dé prioridad a los valores, al crecimiento cualitativo antes que el cuantitativo, a la calidad de vida y del medio ambiente. Y esta tarea es responsabilidad de la sociedad civil, dentro de la cual los nuevos movimientos sociales serán los actores del nuevo paradigma.
El destino de la democracia depende, en parte, "del compromiso intrínseco de las personas ordinarias con respecto a diversos principios democráticos" (Welzel e Inglehart, 2009, p. 297). Este artículo busca identificar si tener más semestres de estudios en la educación universitaria sería un factor de influencia en el desarrollo de mayores niveles de tolerancia política o si, más bien, la inclusión en el currículo universitario de una propuesta curricular que explícitamente aborde contenidos sobre ciudadanía y democracia tendría un mayor efecto. Los resultados indican que un curso orientado a interpelarlos sobre el ejercicio de su ciudadanía tendría un efecto positivo y significativo en sus niveles de tolerancia política, a diferencia del número de semestres académicos acumulados ; The fate of a democracy depends, in part, on the "intrinsic commitment of ordinary people with respect to various democratic principles" (Welzel & Inglehart, 2009, p. 297). This article seeks to identify if having studied more semesters in university would be a factor of influence concerning higher levels of political tolerance or, if rather, the inclusion of a curricular proposal that explicitly addresses contents on citizenship and democracy would have a greater effect. A partir de la famosa afirmación de Hobbes "auctoritas non veritas facit legem", en este artículo discuto el problema que existe en torno a la relación entre el concepto de verdad y el de democracia. Explico en qué consiste ese problema y bajo qué tipo de tensión conceptual se manifiesta. Luego de definir una noción de verdad, contrasto la misma con los desafíos del pluralismo y el desacuerdo en temas sustanciales. Recuerdo la idea de razonabilidad en el Liberalismo Político de Rawls, para, posteriormente, reformular la cuestión de la verdad en términos de una discusión objetiva, entendiendo la misma a partir de la exigencia de una discusión racional o basada en buenas razones o argumentos. Asimismo, defiendo que la tolerancia es un concepto que presupone un valor de tipo objetivo con el que se intenta reconciliar el hecho del desacuerdo y el pluralismo valorativo con una convivencia democrática. ; From Hobbes's famous statement "auctoritas non veritas facit legem", in this article I discuss the problem that exists around the relationship between the concept of truth and democracy. I try to explain the nature of problem and try to establish, in addition, the following question: under what kind of conceptual tension this problem is manifested. After defining a notion of truth, I contrast it with the challenges of pluralism and disagreement on substantive issues. I remember the idea of reasonableness in Rawl's Political Liberalism. Then I intent to reformulate the question of truth in terms of an objective discussion, understanding it from the requirement of a rational or based on good reasons or argumentative discussion. Constantine's political and religious legacy must be looked at beyond the tolerance decreed at Milan in 313. The numerous ecclesiological and doctrinal conflicts which Christianity suffered throughout the reign of this emperor led him to reconsider his religious policy and to advocate the search for a consensus which would allow a more effective government for the whole of Christianity. However, far from obtaining the expected result, consensus failed due to the existence of two legitimate references to re-establish religious concord: the Council of Nicaea and the practice of having civil power intervene in the synods summoned during the last years of Constantine's rule, especially the Synod of Tyre of 335. Constans and Constantius ii, sons and heirs of the former, would use Constantinian praxis at Nicaea and Tyre, respectively, as a reference, promoting the rupture of the homogeneity and consensus which their father had attempted to establish with so much effort and so little success. ; El legado político-religioso de Constantino debe contemplarse más allá de la tolerancia decretada en Milán en 313. Los numerosos conflictos doctrinales y eclesiológicos que sufre el cristianismo durante el reinado de este emperador obligan a replantear su política religiosa y abogar por la búsqueda de un consenso que posibilite un gobierno más efectivo sobre el conjunto de la Cristiandad. Sin embargo, lejos de obtener el resultado apetecido, el consenso fracasara debido a la existencia de dos referencias legítimas para establecer la concordia religiosa: el concilio de Nicea y la práctica de intervención del poder civil en los sínodos reunidos los últimos años de mandato de Constantino (especialmente el de Tiro de 335). In this dialogue with René González de la Vega, I uphold that rawlsian political conception is not completely vulnerable to the Objection against Deontological Liberalism, but it is vulnerable to the objections that question the fact that basic structures are the primary object of justice. Thus, first, I point that an objection from the point of view of the subject of tolerance is not entirely effective because Rawls only takes into account personal virtues for stability reasons. Second, I claim that Rawls conceives of tolerance as an element of stability, as his ultimate goal is the overlapping consensus. This consensus ––not tolerance–– is the "normative promise" to solve conflicts among values on a democratic society characterized by reasonable pluralism. Third, I try to show that the Principles of Justice do not act as a Justifying Normative System because, due to their strictly political character, they are not conceived of as a device solving moral dilemmas outside the political sphere, although they are relevant for settling constitutional issues. ; En este diálogo con René González de la Vega sostengo que la concepción política rawlsiana no es del todo vulnerable a la Objeción contra el Liberalismo Deontológico, pero sí a las objeciones que ponen en cuestión el hecho de que la estructura básica sea el objeto primario de la justicia. In this work we analyze the category of recognition proposed by Raul Fornet-Betancourt. We introduce a history of this category that the author makes and from which he indicates how "recognition" supposes situations of inequality, both political, legal and economical. For this reason the author proposes an abandon of this category and go over to "tolerance", as love to the neighbor or the other. We propose a reconsideration of "recognition", cause we support it could be thought from diversity and not only from inequality. Even in the same Fornet-Betancourt´s Intercultural Philosophy, there are elements that attend specifically to diversity and cause of that we try to rehabilitate "recognition". We work also Arturo Roig's contributions since it takes "recognition" from other theoretical perspectives and allows us to think a legitimate recognition from the autorecognition. ; En este trabajo analizamos la categoría de reconocimiento propuesta por Raúl Fornet-Betancourt. Presentamos una historia de esta categoría que realiza el autor y a partir de la cual señala cómo el reconocimiento supone o da por sentado situaciones de desigualdad, tanto político-jurídica como económica. Por tal motivo el autor propone un abandono de esta categoría y un paso a la tolerancia, en términos de amor al prójimo. Nosotros proponemos una reconsideración del reconocimiento, pues sostenemos que puede pensarse desde la diversidad y no únicamente desde la desigualdad. Incluso en la misma Filosofía Intercultural que postula Fornet-Betancourt hay elementos que atienden específicamente a la diversidad y a partir de estos intentamos rehabilitar el reconocimiento. Trabajamos también los aportes de Arturo Roig, quien retoma esta categoría desde otras perspectivas teóricas y nos permite pensar un reconocimiento legítimo a partir del autoreconocimiento.
En este diálogo con el texto de René González de la Vega me propongo rescatar a John Rawls del asedio lanzado contra el liberalismo deontológico, pero sólo para coincidir, en última instancia, en que las virtudes -y entre ellas la tolerancia- no pueden ser sólo institucionales sino también personales. Sostengo, entonces, que la concepción política rawlsiana no es del todo vulnerable a la Objeción contra el Liberalismo Deontológico (OLD), pero sí a las objeciones que ponen en cuestión el hecho de que la estructura básica sea el objeto primario de la justicia. Así, en primer lugar, señalo (a) que una objeción situada desde el sujeto de la tolerancia no resulta del todo eficaz, ya que a Rawls no le importan las virtudes personales, salvo por razones de estabilidad. ABSTRACT: This paper depicts, in broad terms, the ideology on religious tolerance that the political movement called Republicanism had in the early 20th century in Colombia. In particular, it focuses on the writings of former President Carlos Eugenio Restrepo. The text summarizes the difficulties of this leader born in Antioquia to segregate religious diatribes from the political exercise, its struggle for non-Catholic people to be accepted within the Republican Union, the support that gave the Protestant missionaries who arrived in Medellin and, in general, his openness to other religious ideas different to the ones from Roman Catholicism. The text states that the relationship between conservatism and the Catholic Church (conservatives politically allied with the clerics) does not have a single color, and that it is needed to expand the analysis scale to the point of personal relationships in order to perceive certain nuances. ; RESUMEN: Este escrito presenta, a grandes rasgos, la ideología que en materia de tolerancia religiosa tenía el movimiento político denominado republicanismo a principios del siglo XX en Colombia. De manera especial, se concentra en los escritos del expresidente Carlos Eugenio Restrepo. En el texto se resumen las dificultades de este líder antioqueño por separar del ejercicio político las diatribas religiosas, su lucha por que fueran aceptadas personas no católicas dentro de la Unión Republicana, el apoyo que le dio a los misioneros protestantes que llegaron a Medellín, y en general, su apertura a otras ideas religiosas diferentes al catolicismo romano. El texto plantea que la relación conservatismo-Iglesia católica no tiene un solo color (los conservadores aliados políticamente con los clérigos), y que es necesario ampliar la escala de análisis hasta el punto de las relaciones personales para percibir ciertos matices.
Spinoza no ha elaborado una doctrina sistemática sobre la tolerancia, sin embargo resulta manifiesta su preocupación por los efectos que tienen para el estado moderno tanto su carencia como una excesiva permisividad en este asunto. En el Tratado Teológico-político el filósofo censura la conducta pertinaz de los fariseos por su falta de tolerancia, al mismo tiempo que contempla con recelo la complacencia de algunos políticos holandeses que, en el presente, hacen gala de una tolerancia hipertrofiada. En el presente artículo consideraremos la posición de Spinoza ante estas dos tradiciones, y su propuesta a favor de delimitar con claridad las fronteras de la tolerancia en el estado con el fin de proteger el imperium de la república y la libertad del ciudadano ; Spinoza didn't work out any systematic theory about toleration, although it is clear that he has studied the effects for a modern state of both, the lack of tolerance and the overtolerance and permissiveness. In his the philosopher has criticized the tolerance malpractices that obstinate Pharisees realized in the past as well as the excessive indulgence of such politicians towards certain religious groups in the present. In this article we consider the Spinoza's opposition against both traditions, and we realize his conception about an alternative way: to delimit the frontiers of tolerance to protect both the imperium of the free republic and the citizen's freedom.
Resumen: En la actualidad es ampliamente aceptado que, en una sociedad compleja como la nuestra, en la que conviven personas con distintas sensibilidades ideológicas, la tolerancia es la mejor fórmula para garantizar que el debate político-social se desarrolle de manera correcta. Sin embargo, en el plano fáctico se producen situaciones que ponen de manifiesto que la manera de llevarla a la práctica no es una cuestión pacífica. El objeto de este artículo es llevar a cabo una reflexión sobre este tema. Ello, a su vez, llevará a plantear la cuestión relativa a qué modelo de sociedad plural es más deseable: un modelo intercultural, en sentido propio, o un modelo de sociedad plural en la esfera privada e indiferente en la esfera de lo público-político. El artículo finaliza con unas valoraciones. ; Abstract: Nowadays it is a widely accepted idea that in our intercultural society, where people live with different ideological sensibilities, tolerance is the best way to ensure that the political and social debate develops properly. However, in factual terms, there are situations that show that the way to implement tolerance is not peaceful. The problem becomes more complex when religious beliefs come into play. This paper deals with the idea of which model of plural society is more desirable: a plural model in a broadly sense, or a plural model in the private sphere but indifferent in the public sphere.
The political question in Descartes is an enormously complex issue. The historical circumstances surrounding his life, philosophical principles and the strict epistemological considerations that he defended intertwine in a sort of biological- theoretical-practical crossroads. Our work unravels the keys of Cartesian politics commonly perceived as shadowy. ; La cuestión política en Descartes es un asunto complejo. Las circunstancias históricas que rodearon su vida se entrelazan con los principios filosóficos y las estrictas consideraciones epistémicas que defendió, constituyendo una suerte de encrucijada vital-teórico-práctica. Nuestro trabajo desentraña las claves de la enseñanza cartesiana en materia política, habitualmente percibida como en sombra.
