Grigore N. Filipescu (1886-1938): Repere biografice
In: Analele Universității București: Annals of the University of Bucharest = Les Annales de l'Université de Bucarest. Științe politice = Political science series = Série Sciences politiques, Band 14, Heft 2, S. 17-46
Grigore N. Filipescu, engineer and lawyer, was a controversial and inconstant politician in Interwar Romania. He had passed through many political parties until 1929, when he founded his
own political organization. He was also involved in other areas, being the president of the Romanian Telephone Company, conducting the construction of the Câmpina-Constanţa oil
pipeline and organizing the first international fencing contests in Romania.
Apologia lui Protagoras
In: Studia politica: Romanian political science review ; revista română de ştiinţă politică, Band 5, Heft 4, S. 819-833
The paper explores the merits of Protagoras' view of politics as a possible intellectual source of the post-communist theory of democracy. Unbeknownst to themselves, Romanian politicians and political scientist tend to understand the function of politics in the footsteps of Plato and Lenin, as an art, or science of leadership. Interested mainly in the effectiveness of government, they give no significant heed to the issue of rights and liberties. The great discourse of Protagoras of Abdera could supply, in a normative way, the conceptual tools for a different approach to politics, as a pedagogical rhetoric of legal and political equality.

Votez, deci exist? Un studiu longitudinal al participării la vot în alegerile parlamentare din România
In: Sociologie românească: Romanian sociology, Band 9, Heft 3, S. 90-120
ISSN: 2668-1455
The paper analyzes the dynamics of electoral participation and its predictors in Romania, using both official data on turnout and post-electoral survey data. The turnout in the Romanian parliamentary elections has declined by over
50% in the last 20 years of democratic reconstruction. However, turnout decline is
unevenly distributed, being more dramatic in the last decade especially in the urban
areas as well as among younger cohorts of voters. The decline of turnout in parliamentary elections is also accompanied by a shift in the importance of the predictors of voting. The analyses of electoral participation and its predictors
suggest that voting in the Romanian parliamentary elections has become the attribute of a minority of citizens who still feel closer to a political party, are interested in politics, trust the political institutions and leaders, ideologically place themselves at the extremes of the left-right axis, and of those who are more exposed to mobilization attempts both because they live in smaller communities in the rural areas which are more easily controlled by local political leaders and because they are part of social networks that are influenced by political parties or politicians.
This is the "hard core" of a generally apathetic electorate which is unconfident in the efficacy of elections as a tool for producing social transformations, a public which is becoming less and less demanding with the politicians after the subsequent disappointments with the democratic governance after 1989.
Franţa în imaginarul politic al conservatorilor români: Studiu de caz - Constantin N. Brăiloiu şi Alexandru N. Lahovary (1866-1877)
In: Annals of the University of Bucharest / Political science series, Band 11, S. 65-76
In the conservative imaginary, at least in the cases of Constantin N. Brăiloiu and Alexandru N. Lahovary, France was not deemed a functioning political model (i.e., a political or constitutional regime) that Romania should have followed. Compared with the English political model (or rather with the Anglo-Saxon one, since the reference sometimes included the United States of America) and with the Belgian regime, France was certainly a less favoured option. However, without exception and despite all discursive artifice, in the perspective of these two politicians, who were evidently Francophile, both by education and by cultural affinities, France undeniably remained a landmark of civilization or administrative and economic efficiency, and sometimes a beacon of legal inspiration. It must be said that the latter perception was in no way related to Constantin N. Brăiloiu and Alexandru N. Lahovary's conservative convictions. It was commonplace in the local cultural imaginary, which, regardless of one's political, social or cultural affiliation, repeated the encomiastic mantra dedicated to imperial France, to whom the Romanians were convinced that they owed the existence of their nation. In fact, one should not overlook another typical belief of this political imaginary, which is illustrated in our case by Alexandru N. Lahovary: the Romanian politicians were persuaded that the ideals included in the Declaration of the Rights of Man and of the Citizen were exclusively due to the France of 1789.
Curtea de Justiţie a Uniunii Europene vs Ombudsmanul European
In: Studii Europene, Heft 1, S. 19-35
Ombudsman, unlike the court, cannot make binding decisions, but usually public authorities follow its recommendations, otherwise he may bring the case to the attention of politicians and the public by informing Parliament. The link between the two fundamental European institutions, the Court of Justice of the European Union and the Ombudsman, may be defined as a strong direct link between the problems of EU citizens. Requests to each institution represent an interest of each petitioner, which is intended to be solved by matching laws with moral rules and general principles of law.
"Procesul Ceauşescu": moartea ultimului "revoluţionar de profesie" din Europa
In: Studia politica: Romanian political science review ; revista română de ştiinţă politică, Band 5, Heft 2, S. 385-407
Nicolae Ceauşescu was born in 1918 and he died in 1989. Due to the extraordinary changes that the Romanian society witnessed during his time, the biography of this son of the peasantry may be re-signified in several vastly contradictory ways. For all intents and purposes however, he may be placed in the category of "professional revolutionaries", an extremely positive valuation within the contemporary Leninist ideology. Once in contact with the illegal communist movement, Ceauşescu became an outlaw, practically from the age of 15. The aftermath of WWII thrust him at the core of decision-making and at the focal point of Romanian power, a position he retained uninterruptedly until three days before his death. He held absolute power for nearly a quarter of a century. His atypical biography also dwindled his already scarce grasp of reality. The propaganda that had sustained the cult for "professional revolutionaries", and -during the final decades- the cult of his own personality determined grave distortions in his social perception, leading, in the "Ceauşescu case", to the "ultimate solution".
Development policies of the Republic of Moldova - content and implications for european integration
The process of European integration is a topic of major importance thanks to multiple approaches from experts, politicians, civil society representatives, on the grounds that its implementation in practice has an impact on all spheres of society, from educational to social, economic and political, but and on all the actors directly involved in this process, such as the European Union. At the present stage, for the successful European accession and integration of the Republic of Moldova, it becomes essential to study this process in terms of the given dimensions, because the expected result depends on their effective implementation. It should be noted that the accession process has registered both successes and failures on the path of Europeanization of the Republic of Moldova, there are impediments at the institutional level, although in terms of legislative connection to European standards Moldova has only succes

Factori determinanţi ai opţiunilor electorale din România în 2004: o analiză la nivel agregat
In: Studia politica: Romanian political science review ; revista română de ştiinţă politică, Band 7, Heft 4, S. 903-932
The purpose of this research paper is to assess the causes of the territorial distribution of the votes in Romanian local elections held in 2004. Using an aggregate level statistical analysis, I explore three competing theories. The territorial distribution of votes might be first function of geographical localization, people from Transylvania voting against the ruling party and largely favoring the opposition. Counties supporting the opposition are generally the most developed, least rural and wealthiest counties, but in the same time a number of these counties are located in Transylvania. All the same, people may support effective and accountable politicians in office and sanction the others. Testing the three hypotheses, I find that the economic voting has no empirical evidence. The only significant factor unraveled is the counties' location in Transylvania. This factor continues to be significant even when the relationships are controlled with different local development measures, unraveling a regional voting pattern in Romania.
Medicină și politică în periodicul Călăuza sanitară și igienică, București, 1899-1907
In: Studia politica: Romanian political science review ; revista română de ştiinţă politică, Band 14, Heft 4, S. 539-557
Drawing upon the first Romanian journal devoted to the broad promotion of hygiene and health education -The Sanitary and Hygiene Handbook- the article investigates the interaction between politics and medicine, politicians and doctors in modern Romania. Published uninterruptedly between 1899-1907 and considered "essential for the rural sanitary service", the journal shows the evolution and predicaments of the position of the medical profession: as public servants, the physicians were agents of the various territorial sanitary administrations; however, by virtue of their medical expertise and field experience, they were also harsh critics of local and central authorities, claiming a special status in both the design of health policies and their implementation on the ground. This dual and conflictive nature of the medical profession added to the increasing polarisation of the medical profession and of the sanitary staff as a result of the salient "proletarization" of its members in the rural areas, as opposed to the elitist character of the corporation in the capital, well represented among MPs. At the beginning of the 20th century, the debates hosted by the journal testify for the transformation of hygiene and medicine from a doctor-to-patient relation to a generally acknowledged policy sector.
