Rozwój regionalny wobec starzenia się społeczeństwa

"Złożoność skutków starzenia się społeczeństw stanowi istotne wyzwanie na poziomie regionalnym i lokalnym. Działania adaptacyjne wymagają współpracy samorządów terytorialnych, podmiotów gospodarczych i organizacji pozarządowych. Opracowanie przybliża: wymiary interwencji, typologię "regionów kurczących się" oraz dwie inicjatywy: regionów dla ludzi w każdym wieku (Regions for All Ages) i sieci srebrnej gospodarki regionów europejskich (SEN@ER - Silver Economy Network of European Regions). Wskazano także na dylematy tworzenia specjalnych strategii regionalnych i czynniki sprzyjające ich realizacji oraz bariery budowy srebrnych gospodarek. Dodatkowo, przedstawiono wnioski z analizy wybranych strategii rozwoju regionalnego w Polsce. Podsumowanie określa możliwe kierunki dalszych badań." (Autorenreferat)
Stan i perspektywy procesu starzenia się ludności na świecie ; The State and Perspectives of the World Population Aging Process
The aging of the population is the process of increasing the proportion of older people in the population, which is the result of two long‑term demographic trends: a decrease in fertility and an increase in life expectancy. For the correct measurement of the advancement of this process, it is extremely important what age we consider the beginning of the old age. In the traditional approach older people are most often considered to be people over 60 or 65 years of age. In the alternative approach the beginning of the old age can be considered the age which the expected life expectancy is exactly 15 years. In many parts of the world, the phenomenon of depopulation may appear in the coming years, and the number of children will be lower than the number of older people. In the future, older people will be in nearly one third of their entire population in many regions. However, the percentage of people who have 15 or fewer years to live will stabilize in the future at about 15% of the total population in the most developed countries. Therefore, the beginning of the old age will grow in the future up to 70 years and more in the most developed countries. ; Starzenie się ludności oznacza proces wzrostu odsetka osób starszych w populacji, który jest efektem dwóch długoterminowych trendów demograficznych – zmniejszania się płodności i zwiększania się przeciętnej długości życia. Dla prawidłowego pomiaru zaawansowania tego procesu niezmiernie istotne jest to, jaki wiek uznamy za początek starości. W ujęciu tradycyjnym za osoby starsze uznaje się najczęściej osoby w wieku 60 lub 65 lat i więcej. Natomiast w alternatywnym ujęciu za początek okresu starości można uznać na przykład wiek, dla którego oczekiwane dalsze trwanie życia wynosi dokładnie 15 lat. W wielu miejscach na świecie nieuchronnie wystąpi w przyszłości zjawisko depopulacji, a liczba dzieci stanie się niższa od liczby osób starszych. Osoby w wieku 60 lat i więcej będą w przyszłości stanowić w wielu regionach blisko jedną trzecią ludności. Natomiast odsetek osób, którym zostało mniej niż 15 lat życia, w krajach najbardziej rozwiniętych ustabilizuje się w przyszłości na poziomie około 15% ich populacji. Dlatego granica określająca początek okresu starości w ujęciu tradycyjnym będzie się w przyszłości zwiększać nawet do 70 lat i więcej w państwach najbardziej rozwiniętych.

Proces starzenia się społeczeństw stanowi istotne wyzwanie dla krajów Unii Europejskiej. W napływie emigrantów z młodszych regionów świata - głównie Azji i Afryki - dostrzega się sposobu na uzupełnienie malejących zasobów pracy, co prowadzi do wzrostu obaw w zakresie możliwości ich integracji w wymiarze międzypokoleniowym ze społecznościami przyjmującymi. Jednocześnie upatruje się korzyści z migracji seniorów oraz możliwości kształtowania gospodarek regionalnych i lokalnych tak by sprzyjały zaspokajaniu ich potrzeb. Celem opracowania jest przybliżenie koncepcji ageizmu (dyskryminacji ze względu na wiek) w formie zwielokrotnionej, zarządzania różnorodnością, polityki kreatywności oraz związków wielokulturowości z konstruowaniem srebrnych gospodarek. Podsumowanie zawiera potencjalne kierunki dalszych badań nad wielokulturowymi aspektami srebrnej gospodarki.
Starzenie się populacji: Aktywizacja, koprodukcja i integracja społeczna osób starszych
Opracowanie ma charakter poglądowo-teoretyczny, powstało bowiem na podstawie przeglądu dostępnej literatury przedmiotu (polskiej i zagranicznej). Publikacja skierowana jest zarówno do naukowców jak i studentów zajmujących się tematyką starzenia się ludności, starości i osób starszych oraz do coraz szerszego grona zainteresowanych tymi zagadnieniami praktyków, w tym polityków i decydentów oraz reprezentantów usług publicznych, przedstawicieli mediów i organizacji pozarządowych.
Ludność polska w wieloetnicznych regionach Litwy, Łotwy i Białorusi ; The Polish population in multi-ethnic regions of Lithuania, Latvia and Belarus
The aim of the paper was to compare the situation of the Polish minority in the three bordering countries: Lithuania, Latvia and Belarus. Despite similar historical circumstances contemporary groups of Polish minority in the lands of former Grand Duchy of Lithuania and Polish Livonia living in the different socio-economic and political conditioning. This situation affecting their relations with other ethnic groups and state authorities. All of the researched areas – Vilnius region in Lithuania, Latgale region in Latvia, Hrodna region in Belarus – are multicultural. In all, owing to special circumstances of Eastern Slavic-Baltic ethnic borderland, a compact Polish ethnic area was formed. Despite the deportation and postwar emigration of Poles and despite that areas inhabited by them belong to three different states, the Polish population still represents a significant proportion of the population, affecting the local socio-cultural and political life. The analysis of census data and maps indicates the progressive decrease of the Polish population and retreat of Polish ethnic area. However, recent censuses show the vary – depending on the region – processes. In Lithuania the stabilization of the ethnical structure of the population is observed. Despite the hostile attitude of Lithuanian nationalists and state authorities that often remain under their influence, Polish population takes advantage of the civil rule of law to consolidate its assets. In Belarus further melting of Polish ethnic area is observed, associated with a decrease in the number of Poles, both in absolute and relative terms. This can be combined with both the difficult situation of the Polish population in the Soviet period (no schools and other Polish institutions), and the current socio-political situation in Belarus. Under Lukashenka's dictatorial rule the Polish minority action is merely tolerated. Government support the policy of the tsarist and Soviet authorities, under which local Poles were considered as regional (Catholic) branch of the Belarusian people. Paradoxically, the relatively best situation concern the Polish population in Latvia, where Polish community is the least numerous, both in absolute and relative terms. The clear revival of Polish socio-cultural, and even increasing participation of Poles in some areas, can be observed. The Latvian authorities are positively oriented to the Polish socio-cultural initiatives, seeing the Polish movement as a counterweight to the demographic dominance of East Slavic population (Russians, Belarusians, and Ukrainians) in the south-eastern part of the country. ; Pomimo podobnych uwarunkowań historycznych mniejszość polska, zamieszkująca tereny dawnego Wielkiego Księstwa Litewskiego i Inflant Polskich, w zależności od miejsca zamieszkania (Litwa, Łotwa, Białoruś) znajduje się w odmiennej sytuacji społeczno-gospodarczej i polityczno- -ustrojowej. Odciska się to na relacjach mniejszości polskiej z innymi grupami etnicznymi oraz władzami państwowymi. Analiza sytuacji sugeruje, iż pod wieloma względami najlepsze warunki dla pielęgnowania swojej odrębności (pomimo niewielkiej liczebności) ma mniejszość polska na Łotwie. Na przeciwległym krańcu, choć najliczniejsza, znajduje się mniejszość polska na Białorusi.

Wysiedlenia ludności wywołane organizacją wielkich imprez sportowych: analiza społeczno-prawna
Presented article is focused on the analysis of forced evictions caused by the organization of sport megaevents. The development of sport arenas and associated urban infrastructure usually resulted in forced displacement of many thousand of local inhabitants from its direct neighbourhoods. The first cases of such evictions were observed already during the first half of the twentieth century. During the last three decades mass displacment associated with the sport events becomes a particularly negative sosial issue. We have observed several cases of mass displacement caused by preparation of summer olympic games in Seoul, Atlanta, Athens, Beijing, and Rio de Janeiro. Currently we are observing the growing scale of such evictions in many parts of the globe. The significant scale of such problem is observed in developing states (India, Brazil), as well as in countries ruled in non-democratic manner, charaterized by the low developemt of the institutions of human rights protection. Discussed facts and statistical analysis becomes a point of reference for the in-depth analysis of the economic, political, social, and legal context of this problem. Forced evictions associated with the sport events (so-called mega events) can be considered as a specific category of development-induced displacement and resettlement (DIDR). The article is focused on the most spectacular examples of such evictions observed between 1988 and 2016. My particular attention is devoted to the negative social consequences of this issue and its legal implications.

The ageing of Polish population poses a challenge to the society resulting in the necessity to meet the needs of the increasing number of the elderly. Despite the progress of civilization (i.a. in medical technology), not every elderly person will be in good health and maintain their ability to care for themselves until their last days. In the event of some kinds of risks, i.a. social or health, some seniors will be able to count on their families' support, whereas the number of seniors who are dependable on social welfare institutions will continue to increase, according to the latest demographic and economic forecasts. The aim of this article is to present the challenges the social welfare system has to face as a result of the ageing population. In particular, the coverage, forms and kinds of benefits the elderly receive from the social welfare, and what main limits and barriers they have to overcome to receive them. The presented data suggests that the government will experience difficulties with meeting the demands for care services, especially long-term ones, due to the lack of resources, including human and financial ones. In addition, the policy agenda does not show any form of pressure on this area of public policy.

Prognozy demograficzne dla Polski do roku 2050 - analiza wybranych aspektów procesu starzenia się populacji
The article concerns the prospects of demographic growth of Poland to 2050, based on the results of the latest forecast GUS (2014), Eurostat and the United Nations (2012). A characteristic feature of population change in the world, is the intensification of the process of aging of the population, but his special character applies to highly developed countries. Quantitative analysis of the available data indicates that Poland will become one of the oldest countries in Europe. Depending on the forecast, the decrease in population by 2050 will be between 3,6 - 4,5 million. However, fundamental changes will concern the structure of the population by age. All the indicators of population aging clearly show, that in the analyzed term Poland will have experience the demographic crisis — hyper aging. Its consequences will concern to many areas of social, economic and political life.
