Anschluss oder Ausschluss? Frauenbewegungen und Internationale Beziehungen

In summarizing a conference on development, human rights, & peace policies, the role, involvement, & influence of women's movements on international relations is explored with regard to women's & gender research. Despite a decade of effort by the UN, & women's considerable success in bringing issues to the awareness of the international arena, participation in decision making & implementation is described as lacking. Empowerment issues are discussed -- women have a hand in planning development policy but not in approving funding -- as is institutional cooptation of feminist experts & exclusion of the informal economic sector -- where women are most active -- in trade considerations. The lack of real progress in human rights injuries & women's roles in peace & conflict are also assessed, including the feminization of poverty & their work in de-escalation efforts & postconflict peace building. Overall, a number of contradictions & dualities in the esteem, involvement, & treatment of women are described within the context of international relations, & the hits & misses of the women's movement tallied. It is suggested that it would be more productive to focus on the contributions of international relations to the women's movement, & the reasons why there are few are also cited. C. Houle
