Eğitim ve sağlık konularına bölgede verilen özen ve Güneydoğu Anadolu Projesi, bölge içerisindeki kalkınmanın esas ayağını oluşturan kısımlar olarak yerini almıştır.ABSTRACTOne of the biggest problems of our contemporary times "poverty" keeps its importance for social scientists in Turkey as well as in the world. The essential perspective of this work therefore contains the analysis about the problem of poverty and the solutions for the problems. It is also concluded that in the Southeat Turkey the poverty has been decreased dramatically. The research showed that the notion of social state is essential in preventing poverty. The importance given into education and health areas and the project of Southeast Turkey are the essential bases of the development in the region.
Gıda arzının ithalat desteği ile sağlanması, 11 milyon civarında yoksul nüfusun varlığı, %6 civarında beş yaş altı kronik beslenme yetersizliğine maruz nüfusun varlığı, her yıl artan nüfus karşısında son otuz yılda ortalama yıllık 160 bin hektar işlenen alanın tarım dışına çıkması, tarım alanının 'sinde erozyon sorununun bulunması, gıda güvencesinin sağlanmasında birer tehdit unsurları olarak karşımıza çıkmıştır. ; In this study, it is aimed to predict the state of food security in Turkey, whether it is self-sufficient in basic food products and by determining the self-sufficiency levels in selected basic herbal and animal products. Solutions have been introduced for the production policies of agricultural products at risk of self-sufficiency in Turkey. However, the competitive situation in the foreign market has been analyzed for food products in which Turkey provides self- self-adequacy. The scope of the research is within the framework of food security conditions; the natural resources, the technology and physical infrastructure offered, the use of land and agricultural production, the income, purchasing power and consumption patterns required when using these facilities with the determination of the use of agricultural foreign trade opportunities from the past to the present. The current and future status of food security in Turkey as a whole is discussed along with the agricultural support policies implemented within this scope, the sub-components of food security such as nutrition status, poverty, food safety and the degree of self-sufficiency in food consumption. The data of TURKSTAT and FAO were used mainly in the research and the last 30 years have been examined since 1990. ARIMA forecast models, Comparative Export Performance Index (CEPI) and Basic Components Analysis (TBA) were used in the analysis. Wheat, sunflower, sugar beet, lentils, dried beans, red meat, chicken meat and milk are estimated to be produced, exported and imported by 2030 from basic herbal and animal products. Estimated values and proficiency grades have been calculated. Wheat, sunflower, lentils, dried beans and red meat, which are currently self-deficient, will be insufficient in the next 10 years. These deficiencies are supported by imports and it is estimated that imports will increase gradually. However, This situation is not possible in the long term in the face of increasing populations and shrinking agricultural areas with possible threats such as food crises, natural disasters and economic crises. Therefore, necessary measures and policies have been proposed to ensure proficiency in the products discussed. Wheat and sunflower, which are adequate and exported in significant quantities of olives, chicken meat, eggs and processed products each year from products with surplus production, have also been found to have a very advantageous position in terms of international competitiveness in exports. Providing food supply with import support, the presence of around 11 million poor populations, the presence of chronic malnutrition under the age of 6% of the population under the age of five, the average annual 160,000 hectares of land processed out of agriculture in the last three decades in the face of the increasing population, the fact that there is an erosion problem in 37% of the agricultural area, has become a threat in ensuring food security. Turkey provides potentially food security, if not absolute. However, it has been revealed that this security could be lost at any time if necessary and sustainable measures are not taken that food security is risky.
This study intends to investigate the concept of social capital on the basis of evidence provided by theoretical perspectives and empirical studies. Various definitions of social capital touch upon beliefs, values, networks, and trust by complicating the meaning and creating conceptual chaos. In addition to shaky conceptual foundations, methodological inadequacies are also framing numerous problems and challenges. Moreover, lack of power, class, race, gender etc. analysis in the literature makes it difficult to contribute to poverty alleviation. In this respect, first, the origins of the social capital, definition, and the development of the concept will be explored. The investigation of the role of the World Bank in the promotion of the concept and the empirical evidences will constitute second part of this work. It is argued here in order to foster mechanisms of development, social capital projects require broader, more collaborative, and innovative approaches.
Solid waste collectors play a key role in collecting domestic waste and recycling it. The negativities in the working environment and conditions of those who try to make a living by collecting solid waste affect their position in the social context. For this reason, in this study, the waste collection experiences of the actors in the solid waste collection sector were discussed. The economic and social disadvantages associated with their work were tried to be understood. In this qualitative study, semi-structured interviews were conducted with 20 participants (one of whom owns a waste sorting facility and two of whom are facility employees) who make a living by collecting solid waste in Ordu, Turkey. The sampling of the interviews was determined by sequential sampling. But there were also those who were determined by a little snowball sampling. The data collected through interviews were analyzed using descriptive and content analysis techniques. The findings of the study revealed the experiences of solid waste collectors and the challenges they face in the sector with their economic and social dimensions. In this way, ideas were obtained about the working conditions of solid waste collectors and their place in working life, migration experiences, poverty levels and stigma situations. It also allows policymakers to gain insight into improvements to waste collectors' working conditions and social status.
Bu çalışmada üst politika belgelerinden olan hükümet programları ve kalkınma planları üzerinden bu tarihsel süreçteki Türk çevre politikası analiz edilecektir ; Environment had been placed at state and government agendas since 1970's regarding to exposed environment problems and economical crisis. In this frame, many attempts in both national and international level had been done and it became a policy object. Environment policy covers many environment problems of which certain borders cannot be drawn and resolutions likes air, soil, water, noise and visual pollution, climate change, thinning of ozone layer, decreasing of biological variety, depletion of natural resources, solid and liquid waste, erosion, energy resources, population increase, poverty, etc. Despite of multi dimension and unlimited feature of environment problems, this wide dimensioned policy field became behind of agenda depending on its being at the behind of economical development and progressing.Since 1923, both maker and applicator of the all policies in Turkey has been government. The head actor is government at composing and applying public policies at the policy analysis studies in this frame. The governments are responsible to determine basic Public Policies; public organizations are responsible to apply those determined policies by the governments. The objectives in government program turn into public policy after governments coming into power. Therefore government programs can be accepted one of higher policy documents. Turkish Republic had very different periods in its history and sixty five governments have been established in Turkey. Socio-cultural, ideological and economic differences leaved mark on those periods; environment policies have been changed in this period as it is same in all policies. Depending on political system and economical program of the period, environment policy became active or passive; priorities have been changed. Turkish Environment Policies will be analyzed over Government programs and development plans that are included in higher policy documents within this historical period
