"In 2000, governments made a commitment through the Millennium Development Goals to reduce poverty and hunger by half by 2015. However, despite the reorientation of much of aid policy towards the fight against poverty, there are concerns that many countries will be unable to make meaningful dents in their levels of poverty, let alone meet the lofty goals. At the centre of these concerns is whether countries are following the right development path, and whether lessons have been learned from the strategies of newly industrialized countries that drastically reduced poverty relatively quickly and without much dependence on international development assistance. Die Schrift enthält vier Beiträge, die am 23. März 2001 auf einem Workshop der äthiopischen Regierung zur Erstellung des Interim Poverty Reduction Strategy Paper (I-PRSP) präsentiert wurden. Fassil W. Mariam berichtet über ein Projekt des Forum on Street Children-Ethiopia (FSCE), das Kinderarmut bekämpft und den physischen und sexuellen Missbrauch von Kindern verhindern soll. Abowerk Haile (Propride of Ethiopia) stellt die Programme der Armutsbekämpfung seiner Organisation in Addis Ababa vor. Er kritisiert den Prozess der Erstellung des I-PRSP, der nicht genügend Betroffene und Beteiligte eingebunden habe. Berhanu Geleto (Rift Valley Children's and Women's Development) bedauert ebenfalls mangelnde Partizipation bei der I-PRSP-Erstellung und benennt strategische Punkte, die vermehrte Beachtung verdienen (darunter Capacity Building bei Farmern, die Landbesitzfrage und Gender-Aspekte). Jemal Ahmed (Action Aid Ethiopia) präsentiert die Armutsbekämpfungsstrategien seiner Organisation. Er unterscheidet spezifische Dimensionen von Armut (Gender, Nahrungsmittelsicherheit, soziale Dienste) und institutionelle (Regierung, lokale NGOs). (DÜI-Sbd)

In den sambischen PRSP-Prozess wurden, wie von IWF, Weltbank und internationalen Gebern verlangt, die Institutionen der Zivilgesellschaft einbezogen. In dem vorliegenden Dokument werden die Ansichten und Forderungen der am PRSP-Prozess beteiligten Organisationen zusammengeführt. Die Schrift, deren Themen von der Umwelt über Bergbau, Nahrungsmittel, Tourismus, Bildung bis zu makroökonomischen Fragen reichen, versteht sich ausdrücklich nicht als paralleles PRSP, sondern als Beitrag für die Erstellung des nationalen PRSP, der möglichst viele Überlegungen der zivilgesellschaftlichen Organisationen spiegeln soll.
