The aim of this paper is to assess the impact of trade liberalization on the Brazilian manufacturing industry over the 1989-96 period. To this end, a series of indicators is examined which shed light on the technical efficiency and allocational effects of the liberalization process. The results obtained suggest that the impacts were, in general, positive and consistent both with predictions of the studies of international trade and with patterns of Brazil's industrialization. Yet, they also point to a number of challenges to be faced by the state, particularly with regard to deficiencies that affect international interaction in manufacturing and that threaten the gains from trade. In spite of the uncertainties that surround future predictions in a rapidly changing world, the author attempts to draw a sketch of the events the next 25 years may reserve both for Brazil and the world in the era of globalization. Several trends that are liable to influence the course of foreign affairs worldwide are reviewed, such as homogenization, unipolarism and intensification of regional integration. The author then analyzes the insertion of Brazil into the international scene - which has been greatly enhanced in recent years thanks to the success of the "Plano Real" - and emphasizes the need for development not only in the economic but also in the social sphere. The theory holds that in emerging economies, such as the Brazilian one, companies seek to strengthen ties with governmental and institutional actors in order to improve their performance. From the theoretical perspective of the Institutional Theory, this study intends to contribute to previous research, integrating the fields of strategy and finance, investigating the influence of political connections, through campaign donations, the cost of capital and the performance of listed companies on B3. We worked with panel data for data analysis on the period ranging from 1998 to 2016. Our findings do not corroborate the theoretical and intuitive prediction that "crony capitalism" reduces the cost of capital and improves the performance of companies, since we did not obtain empirical evidence that allows affirming that the effect of donations on the cost of capital and the performance of connected companies is different from zero. ; A teoria preconiza que em economias emergentes, como a brasileira, as empresas buscam estreitar e fortalecer laços com atores governamentais e institucionais com objetivo de melhorar seu desempenho. Sob a perspectiva teórica da Teoria Institucional, o presente estudo pretende contribuir com pesquisas anteriores, integrando os campos da estratégia e de finanças, investigando a influência das conexões políticas, por meio das doações de campanha, no custo de capital e no desempenho das empresas listadas na B3. Trabalhamos com dados em painel para análise dos dados no período 1998 a 2016. Nossos achados não corroboram a predição teórica e intuitiva de que o "capitalismo de compadrio" reduz o custo de capital e melhora o desempenho das empresas, uma vez que não obtivemos evidências empíricas as quais permitam afirmar que o efeito das doações no custo de capital e no desempenho das empresas conectadas é diferente de zero.

Inaugurating a new legislative discipline in public contracts, Law No. 14,133 of April 1, 2021 was enacted in good time, bringing important innovations compared to its predecessor. Among the novelties of the Law, stands out the prediction of the "competitive dialogue", a bidding modality through which the Public Administration and the bidders, after negotiations, jointly develop technical solutions capable of meeting the needs of the contractor that led to the opening of the bidding procedure. The present work is dedicated to this institute. Seeking to examine the origins of the new bidding modality and understand the path taken until itsinclusion in Brazilian legislation, the article begins by tracing an overview of administrative consensuality in contemporaneity and examining the theme in comparative law. Afterwards, the work moves on to its main objective, consisting in the specific study of the discipline conferred by the new Brazilian Bidding and Contract Law on the institute. At this moment, we investigate each respective phase of the new bidding modality and the peculiarities inherent to them. Finally, the article also examines the "competitive dialogue" compared to other existing participatory bidding modalities, highlighting the main differences that make it a truly innovative institute. ; Inaugurando uma nova disciplina legislativa em relação às contratações públicas, foi editada, já em boa hora, a Lei nº 14.133, de 1º de abril de 2021, que trouxe importantes inovações em relação à sua predecessora. This article debates the importance and the current state of environmental policy integration among the areas of climate change and biodiversity in Brazil. It presents and critically evaluates the theoretical assumption that dif­ferences in bureaucratic cultures will necessarily result in policy integration difficulties. Based on the theoretical framework of grid-group cultural theory, it argues that the dominant egalitarian style developed within the context of biodiversity policies diverges, and sometimes hampers, integration with climate change policies, which were found to present a predominantly hierarchical approach. Finally, the role of political leaderships in overcoming the institutional barriers represented by bureaucratic cultures is also presented as an important factor relativizing and qualifying the predictions of cultural theory. ; Este artículo discute la importancia y el estado actual de la integración de las políticas ambientales de las áreas de cambio climático y biodiversidad en Brasil. En este sentido, se presenta y se evalúa críticamente el supuesto teórico según el cual diferencias en culturas burocráticas darán lugar a dificultades de integración política. Con base en el marco teórico de la teoría cultural (grid-group), se plantea que la tendencia igualitaria verificada en la implementación de políticas de biodiversidad diverge de la tendencia cultural predominantemente jerárquica de las políticas del sector de cambio climático, debilitando el potencial de integración de las políticas de estas dos áreas. Com base no arcabouço teórico da teoria cultural (grid-group), argumenta-se que a tendência igualitária desenvolvida na implementação de políticas de biodiversidade diverge e potencialmente prejudica a integração dessa área com a de mudanças cli­máticas, cuja tendência cultural predominante observada foi hierárquica. Por fim, o papel das lideranças políticas em superar barreiras institucionais representadas por culturas burocráticas é também apresentado como um fator importante, relativizando e qualificando as previsões da teoria cultural.

Horizontal-to-Vertical Spectral Ratios (HVSR) and Rayleigh group velocity dispersion curves (DC) can be used to estimate the shallow S-wave velocity (VS) structure. Knowing the VS structure is important for geophysical data interpretation either in order to better constrain data inversions for P-wave velocity (VP) structures such as travel time tomography or full waveform inversions or to directly study the VS structure for geo-engineering purposes (e.g., ground motion prediction). The joint inversion of HVSR and dispersion data for 1D VS structure allows characterising the uppermost crust and near surface, where the HVSR data (0.03 to 10s) are most sensitive while the dispersion data (1 to 30s) constrain the deeper model which would, otherwise, add complexity to the HVSR data inversion and adversely affect its convergence. During a large-scale experiment, 197 three-component short-period stations, 41 broad band instruments and 190 geophones were continuously operated for 6 months (April to October 2017) covering an area of approximately 1500km2 with a site spacing of approximately 1 to 3km. Joint inversion of HVSR and DC allowed estimating VS and, to some extent density, down to depths of around 1000m. Broadband and short period instruments performed statistically better than geophone nodes due to the latter's gap in sensitivity between HVSR and DC. It may be possible to use HVSR data in a joint inversion with DC, increasing resolution for the shallower layers and/or alleviating the absence of short period DC data, which may be harder to obtain. By including HVSR to DC inversions, confidence improvements of two to three times for layers above 300m were achieved. Furthermore, HVSR/DC joint inversion may be useful to generate initial models for 3D tomographic inversions in large scale deployments. Lastly, the joint inversion of HVSR and DC data can be sensitive to density but this sensitivity is situational and depends strongly on the other inversion parameters, namely VS and VP. Density estimates from a HVSR/DC joint inversion should be treated with care, while some subsurface structures may be sensitive, others are clearly not. Introduction: The use of stem cells for toxicological evaluations seems to be a promising strategy since it allows a greater prediction of human effects. However, in Brazil, there is no specific legislation regulating the use of stem cells for non-therapeutic purposes, technological development, diagnosis or as an alternative method to animal testing. Objective: To review the literature and to provide an overview of the current situation of the non-therapeutic use of stem cells in Brazil and in the world. Method: A non-systematic bibliographic survey was carried out bringing together scientific articles and legislation. Results: This review brings the current approach of Brazilian legislation regarding the non-therapeutic use of human material and briefly discusses international regulatory approaches that allow the non-therapeutic use of stem cells. On the other hand, the Brazilian legislation for use of blood and blood products is quite broad and mature and could serve as a model for the non-therapeutic use of stem cells or other materials of human origin. Conclusions: The encouragement of the debate by the interested bodies and entities is the first step to initiate the development of specific legislation that could allow the scientific and technological development of Brazil in order to follow the world's biotechnological advances. ; Introdução: Utilizar células-tronco para avaliações toxicológicas parece ser uma estratégia promissora para permitir uma maior predição de efeitos em humanos. Entretanto, no Brasil, não existe legislação específica que regulamente o uso de células-tronco para fins não terapêuticos de desenvolvimento tecnológico, diagnóstico ou como método alternativo ao uso de animais. Objetivo: Revisar a literatura e fundamentar um panorama da situação atual do uso não terapêutico de células-tronco no Brasil e no mundo. Método: Realizado levantamento bibliográfico não sistemático reunindo artigos científicos e legislação. Resultados: Essa revisão traz a abordagem atual da literatura científica e da legislação brasileira e discorre brevemente sobre abordagens regulatórias internacionais no que concerne ao uso não terapêutico de células-tronco. Em contrapartida, a legislação brasileira é bastante abrangente e madura na regulamentação de sangue e hemoderivados e pode servir de modelo para o uso não terapêutico de células-tronco ou outros materiais de origem humana. Conclusões: O incentivo do debate pelos órgãos e entidades interessadas é o primeiro passo para iniciar o desenvolvimento de uma legislação específica que permita o desenvolvimento científico-tecnológico do Brasil de maneira a acompanhar os avanços biotecnológicos mundiais.

Most empirical work in treasury auctions use aggregate auction results to examine bidding behavior. We investigate the strategies of bidders in Brazilian treasury auctions using both aggregate and bidder level data and find that more detailed information allows great improvements in the understanding of bidding behavior in treasury auctions. Classifying bidders according to characteristics regarding their institutional category and their nationality, we find evidence of distinct bidding behavior across types of bidders. Moreover, in line with previous evidence in auctions of Japanese government securities, we find that foreign bidders seem to obtain higher profits than those of national institutions. These results suggest that caution should be exercised in the interpretation of testes of bidding behavior that do not take differences in bidder's characteristics into account and (or) that assume that treasury securities are pure common-value goods. We find that Brazilian auctions are relatively illiquid as higher competition yields lower bidders' discounts. Contrary to theoretical predictions of both common- and private-value auctions, we also find that bidders obtain lower profits in auctions with higher dispersion in bidders' valuations. ; A grande maioria dos estudos sobre leilões de títulos governamentais utiliza dados agregados com respeito ao resultado dos leilões quando da análise do comportamento de licitantes. Neste estudo, além da abordagem tradicional, utilizam-se dados referentes às propostas de cada licitante (dados individuais) para investigar suas estratégias em leilões de títulos do tesouro brasileiro. O maior grau de detalhamento dos dados permite melhora substancial no entendimento do comportamento destes agentes. Evidências de comportamento distinto entre diferentes tipos de licitantes são encontradas ao classificá-los de acordo com características relacionadas a sua categoria institucional e nacionalidade. Além disso, em linha com resultados encontrados em leilões de títulos do governo japonês, a análise apresentada neste trabalho indica que licitantes estrangeiros alcançam maiores lucros em comparação aos obtidos por instituições nacionais. Estes resultados sugerem cautela na interpretação de testes sobre o comportamento de licitantes que não levem em conta diferenças nas características dos mesmos e (ou) que assumam que títulos do tesouro são bens de puro valor comum. O trabalho aponta, ainda, redução do lucro dos licitantes na presença de maior competição, sugerindo que leilões de títulos brasileiros possuem relativamente baixa liquidez. Em contraste aos preceitos teóricos de leilões, tanto de bens de valor comum como de privado, os resultados indicam que os licitantes obtém menores lucros em leilões com maior dispersão na precificação dos títulos.

Objetivo: identificar os determinantes sociais de saúde dos pacientes com transtorno afetivo bipolar (TAB), sua distribuição espacial e a adesão ao tratamento. Métodos: estudo descritivo e transversal, com amostragem não probabilística, realizado no Centro de Atenção Psicossocial de Divinópolis/Minas Gerais, no período de fevereiro/2017 a fevereiro/2018 com 35 pacientes diagnosticados com TAB, submetidos a um questionário, escala clínica e telefonemas. Análise estatística realizada através de técnicas univariadas e multivariadas. Estudo aprovado por Comitê de Ética em Pesquisa. Resultados: a maioria da população estudada apresentou predição positiva à adesão ao tratamento, que se associou ao sexo, idade, estilo de vida saudável, apoio de redes sociais e comunitárias, saneamento básico, acesso a serviços sociais de saúde e benefício do governo. Conclusão: a adesão ao tratamento é um produto da interação entre as dimensões relacionadas ao paciente, ao serviço de saúde, aos fatores socioeconômicos e à terapêutica proposta.ABSTRACTObjective: to identify the health social determinants of patients with bipolar affective disorder (BAD), their spatial distribution and treatment adherence. Methods: a descriptive and cross-sectional study with non-probabilistic sampling, carried out at the Psychosocial Care Center of Divinópolis/Minas Gerais, from February/2017 to February/2018 with 35 patients diagnosed with BAD, submitted to a questionnaire, clinical scale and phone calls. Analysis performed through univariate and multivariate techniques. Study approved by the Research Ethics Committee. Results: most of the population studied had a positive prediction for treatment adherence, which was associated with gender, age, healthy lifestyle, support from social and community networks, basic sanitation, access to social health services and government benefit. Conclusion: adherence to treatment is a product of the interaction between the dimensions related to the patient, the health service, the socioeconomic factors and the proposed therapy.RESUMENObjetivo: identificar los determinantes sociales de la salud de pacientes con trastorno afectivo bipolar (TAB), su distribución espacial y la adherencia al tratamiento. Métodos: estudio descriptivo y transversal con muestreo no probabilístico, realizado en el Centro de Atención Psicosocial de Divinópolis/Minas Gerais, de febrero/2017 a febrero/2018 con 35 pacientes diagnosticados de TAB, sometidos a un cuestionario, escala clínica y llamadas telefónicas. Análisis realizado a través de técnicas univariadas y multivariadas. Estudio aprobado por Comité de Ética en Investigación. Resultados: La mayoría de la población estudiada tenía una predicción positiva para la adherencia al tratamiento, que se asoció con el género, la edad, el estilo de vida saludable, el apoyo de las redes sociales y comunitarias, el saneamiento básico, el acceso a los servicios de salud social y los beneficios del gobierno. Conclusión: la adherencia al tratamiento es producto de la interacción entre las dimensiones relacionadas con el paciente, el servicio de salud, los factores socioeconómicos y la terapia propuesta.

Despite the relevance of judicial services for the operation of government and society as a whole, the provision of this service in Brazil has almost no received interest from public administration scholars. In this essay we discuss the judicial services based on the co-production concept, the management models and the mechanisms of user's participation. The purpose of this article is to encourage the co-production of judicial services in Brazil. The work shows how some judicial services are co-produced and how this process could be improved based on the role of judges and managers. Therefore, we offer a set of theoretical propositions to be tested empirically in future studies. We provide conceptual tools to assist researchers in the description, evaluation and prediction of different modes of coproduction of judicial services. In addition, we reinforce with managers and members of the Judiciary the importance of strategically considering the experience and participation of users in the production and delivery of services. ; A pesar de la relevancia de los servicios judiciales para el funcionamiento del gobierno y la sociedad como un todo, una prestación de este tipo de servicio no Brasil prácticamente no recibió interés por parte de los estudiosos de la administración pública. Discutimos no presente ensaio los servicios judiciales con base no concepto de coproducción, nos modelos de gestión y nos mecanismos de participación de usuarios y prestadores de servicios. El objetivo del artículo es incentivar la coproducción de servicios judiciales en Brasil. O trabalho muestra como algunos servicios judiciales son coproduzidos, y como esta coproducción está relacionada con el papel de juicios y gestores. Para tanto, se ha propuesto un conjunto de propuestas teóricas y se ha probado empíricamente en estudios futuros. El trabajo ofrece herramientas para los investigadores auxiliares en la descripción, la evaluación y la preimpresión de los diferentes modos de coproducción de los servicios judiciales. Además, los gestores y los miembros del sistema judicial están alertados de la importancia de considerar estratégicamente la experiencia y participación de los usuarios en la producción y entrega de los servicios. ; Apesar da relevância dos serviços judiciários para o funcionamento do governo e da sociedade como um todo, a prestação desse tipo de serviço no Brasil praticamente não tem recebido interesse por parte de estudiosos da administração pública. Neste ensaio, discutimos os serviços judiciários com base no conceito de coprodução, nos modelos de gestão e nos mecanismos de participação de usuários e prestadores dos serviços. O objetivo do artigo é incentivar a coprodução dos serviços judiciários no Brasil. A pesquisa mostra como alguns serviços judiciários são coproduzidos e como esse processo poderia ser aprimorado com base no papel de juízes e gestores. Para tanto, oferecemos um conjunto de proposições teóricas a ser testado empiricamente em estudos futuros. Fornecemos ferramentas conceituais para auxiliar pesquisadores na descrição, avaliação e predição dos diferentes modos de coprodução de serviços judiciários. Além disso, reforçamos junto a gestores e membros do Judiciário a importância de considerar estrategicamente a experiência e a participação dos usuários na produção e na entrega dos serviços.

Introduction: In 2014, Brazil has joined the growing list of countries to ban cosmetic products from being tested on animal models. The new legislation comes into force in 2019. As a result, the interest for validated alternative testing methods for safety assessment has been increasing in academia, industry and associations. However, the lack of specific legislation on the use of biological material of human origin for toxicological tests makes the access to alternative in vitro models difficult. Furthermore, importation to Brazil is not possible on timely manner. Method: In this article, we report the implementation process of a Reconstructed Human Epidermis (SkinEthic™ RHE), an alternative model internationally accepted by OECD, through a technology transfer from EPISKIN® Lyon to Brazil. Regulatory evolution has been motivating the implementation and wide use of alternative methods to animal testing in several industry segments including cosmetic and pharmaceutical. Results: Protocol has been shown to be robust and highly reproducible. Quality control parameters (histological analysis, barrier function test and tissue viability) were performed on 24 batches assembled in Brazil. SkinEthic™ RHE model use allows the full replacement of animal test methods for skin hazards identification. It has regulatory acceptance for several toxicological endpoints, such as the Draize test for skin irritation and corrosion. It allows the reduction and refining of pre-clinical protocols through tiered strategies. Implementation of SkinEthic™ RHE protocol is just a first and important step towards a new approach of toxicological safety testing in Brazil. Conclusion: The implementation was successfully done and reported here. However, in order to follow completely the new legislation up to 2019, the availability of validated models is essential. Quality control tests done on RHE batches produced in Brazil demonstrate that the model met OECD acceptance criteria and therefore can be used for reliable prediction of irritation and corrosion classification. ; TÍTULO PT: Implementação, disponibilidade e contexto regulatório de um modelo de Epiderme Humana Reconstruída no Brasil aceito pela OECDIntrodução: Em 2014, o Brasil aderiu à crescente lista de países a banir testes de produtos cosméticos em modelos animais. A nova legislação entra em vigor em 2019. Como resultado, o interesse em métodos de testes alternativos validados para avaliação de segurança tem aumentado na academia, indústria e associações. No entanto, a falta de legislação específica sobre o uso de material biológico de origem humana para testes toxicológicos dificulta o acesso aos modelos alternativos in vitro. Além disso, a importação no Brasil não é possível em tempo hábil. Método: Neste artigo, relatamos o processo de implementação de um modelo de Epiderme Humana Reconstruída (SkinEthic™ RHE) internacionalmente aceito pela OECD, através de uma transferência tecnológica da Episkin Lion para o Brasil, bem como discutimos a evolução regulatória que tem motivado a implementação e a ampla utilização de métodos alternativos à experimentação animal em diversos segmentos além do cosmético e farmacêutico. Resultados: O protocolo de fabricação dos tecidos mostrou-se robusto e altamente reprodutível, considerando os parâmetros de controle de qualidade (análise histológica, função barreira e viabilidade tecidual) analisados em 24 lotes fabricados no Brasil. Conclusões: A implementação do modelo SkinEthic™ RHE é apenas um primeiro e importante passo em direção a uma nova abordagem para testes de segurança toxicológica no Brasil, realizada com êxito e aqui relatada. No entanto, para seguir plenamente a nova legislação até 2019, a disponibilidade de modelos validados é essencial. Os testes de controle de qualidade realizados nos lotes RHE produzidos no Brasil demonstram que o modelo atende aos critérios de aceitação da OCDE e, portanto, pode ser usado para uma previsão confiável de irritação e classificação de compostos corrosivos.
