The financial report of a district government is are report showing itsfinancial performance within one budgeting period. The Public SectorAuditor (BPK) is in charge to audit the report before going to beaccountable toward the legislative. As shown by the result of an audit,whether its financial performance is good or not, depended upon theopinion given by the Public Sector Auditor (BPK). According to the auditconducted on the financial report of government province of Bali for year2005, indeed the BPK issued Qualified Opinion; which means it is stillthat the report of the government of province of Bali applyinginconsistently with the rule and relevant statutory is all material aspects.
Reorientasi penguatan kekuasaan kehakiman melalui independensi komisi yudisial mengurai dan menjelaskan persoalan penguatan fungsi pengawasan kepada aktor utama penegakan wibawa hukum dan keadilan. Komisi Yudisial yang lahir melalui amandemen UUD 1945 adalah lembaga negara yang independen, memiliki fungsi dan wewenang pengawasan terhadap hakim. Komisi Yudisial secara kelembagaan memang independen, tetapi fungsi wewenang dan tugas pokoknya lebih pada persoalan wilayah penjagaan citra kehormatan dan perilaku hakim, yang justru persoalan inti dari pengawasan yang secara filsofis paradigmatis perlu selalu diupayakan oleh seluruh lembaga pelaku dalam penegakan hukum bahkan oleh setiap pejabat, lembaga negara juga masyarakat. Komisi yudisial dibentuk sebagai diskursus dari pemikiran fungsi pengawasan yang sebenarnya bagian dari kewenangan di Mahkamah Agung untuk melakukannya. Persoalan pengawasan intern terhadap hakim yang dulu dilakukan oleh eksekutif/pemerintah (melalui departemen kehakiman) adalah merupakan pemotongan wewenang kekuasaan yudisial oleh pemerintah orde baru. O objetivo deste trabalho é verificar a aplicabilidade de estratégias de captação de recursos em unidades de IES norte-americanas na realidade de suas contrapartes brasileiras, na visão de seus gestores. A pesquisa com abordagem qualitativa foi realizada em três instituições norte-americanas e em três congêneres brasileiras, usando-se o método de estudo de multicasos, em nível exploratório. Foram entrevistados 12 sujeitos sociais, complementados com informações de documentos oficiais. Os principais resultados indicam que a captação nas IES estrangeiras pesquisadas é centralizada, usufrui de contexto cultural e legal favorável, concentrase nos indivíduos, independe de localização geográfica e alinha-se a atributos institucionais de credibilidade, flexibilidade, conveniência e interesse dos doadores, com essencial uso de voluntários. A captação nas IES brasileiras pesquisadas é ainda incipiente, concentra-se em pessoas jurídicas, não constitui item orçamentário, e os voluntários não são utilizados para este fim natureza do processo de doação, a opinião dos gestores acadêmicos brasileiros é de que não há restrições à aplicação das estratégias de IES norte-americanas à realidade das instituições brasileiras pesquisadas. Propõe-se como contribuição, um modelo com arranjo de elementos e suas implicações para o processo de captação.
Bertambahnya investasi dan jumlah perusahaan industri yang berdiri di Kabupaten Bekasi berimplikasi pada permintaan tenaga kerja. Artikel ini bertujuan untuk mengidentifikasi alasan-alasan utama perusahaan industri dalam merekrut tenaga kerjanya serta kelemahan-kelemahan tenaga kerja lokal dalam konteks tersebut yang dapat diperbaiki dengan kebijakan yang lebih baik. Survei primer dilakukan dengan wawancara semi terstruktur kepada perusahaan industri skala besar di Kawasan Industri Cikarang, Kabupaten Bekasi. Teknik pengambilan sampel perusahaan dilakukan dengan teknik purposive sampling. Sedangkan survei sekunder dilakukan dengan mengumpulkan data-data dari berbagai instansi di Kabupaten Bekasi. Hasil artikel ini didapatkan bahwa pada perusahaan industri di Kabupaten Bekasi proporsi tenaga kerja lokal lebih sedikit dibanding tenaga kerja non lokal. Alasan utama sebuah perusahaan industri dalam merekrut tenaga kerjanya ialah jenis dan kompetensi tenaga kerja yang sesuai dengan kebutuhan perusahaan industri skala besar.Kata Kunci: Bekasi, Tenaga kerja lokal dan non lokal, Industri, Pertumbuhan Wilayah As expected by the government increasing investment and number of industrial enterprises in Bekasi Regency has had some implications on the creation of jobs for workers in the region. This article aims at identifying the main reasons for companies in recruiting its workforce in the industry as well as the weaknesses of the local workforce that can be improved by a better policy. The Primary survey conducted by semi-structured interviews to large scale industrial enterprises in the Industrial Area of Cikarang, Bekasi. Sampling technique of the firms is conducted by purposive sampling technique. The secondary survey was conducted by collecting data from various agencies in the Bekasi Regency. Cakupan imunisasi terbukti dapat menurunkan secara signifikan kejadian kesakitan dan kematian yang diakibatkan penyakit tersebut, tetapi di Indonesia cakupan tersebut tergolong rendah.Tujuan penelitian adalah mengetahui hubungan karakteristik ibu dengan status imunisasi anak di Indonesia. Disain yang digunakan dalam penelitian adalah potong lintang dengan sampel anak yang berumur antara 1-2 tahun yang tinggal di wilayah Indonesia. Sumber data sekunder yang digunakan adalah Riskesdas Depkes tahun 2007/08. Proporsi anak usia 12-24 bulan yang mendapat imunisasi lengkap adalah 56,2 % (95% CI :55,1-57,3). Pendidikan ibu dan pendidikan suami ditemukan berhubungan secara bermakna dengan status imunisasi dasar pada anak. Hasil analisis multi-level menemukan bahwa kontribusi variabel level kabupaten (92,5 %) jauh lebih besar daripada level individu (7,5 %). Disarankan pemerintah bersama masyarakat berupaya untuk meningkatkan pendidikan. Departemen Kesehatan dan sektor terkait disarankan menyusun pedoman upaya memobilisasi imunisa-si dengan sasaran penyuluhan dan kampanye imunisasi secara tepat.Kata kunci: Perilaku, status imunisasi anak, analisis multilevel.AbstractThe escalation on the immunization coverage has been proved to significantly reduce the morbidity and mortality of the immunized diseases. However, in Indonesia the coverage of immunization is still low. The research purpose is to understand the role of mother's characteristics to child immunization status in Indonesia. This is an advance analysis of Riskesdas data 2007/2008. Sample of the research is children age 12-24 months. The results showed that only56.2% children had had complete immunization. Multivariate analysis shows that characteristic factors, such as mother's and husband's education are sig-nificant to child immunization status. The result of Multilevel Analysis shows that the role of characteristic factors to child immunization status is 7.5% and the role of district level is 92.5%. Based on this result research, it is important for government to continuously improving education, immunization knowledge and encourage the utilization of health care especially immunization services. Ministry of Health and related sectors are supposed to arrange orientation program for immunization mobilization.Keywords: Behavior, child immunization status, multilevel analysis.
Fenomena negatif daiam bidang iegislasi di era reformasi dan otonomi daerah, khususnya di kabupaten/koSa di Propinsi Sumatera Seiatan, dapat diminimalisasikan dengan upaya demokratisasi pembentukan peraturan daerah di bidang ekonomi, dengan cara pelibatan partisipasi masyarakat. Terkait ha! itu, penelitian hukum ini mengkaji konseptuaiisasi dan konkritisasi hukum asas negara hukum demokratis serta kendala dan model ideal partisipasi masyarakat daiam proses pembentukan peraturan daerah demokratis di bidang ekonomi di kabupatan/kota di Propinsi Sumatera Selatan. Peneiitian hukum ini beriandasarkan paradigma hermeneutik dengan pendekatan interdisipliner, yang menggunakan bahan penelitian berupa bahan-bahan hukum bersifat normatif-preskriptif, yang diinteraksikan fakta kemasyarakatan bersifat empiris-deskriptif, untuk menghasilkan, menstrukturkan dan mensistematisasi temuan-temuan hukum dan nonhukum baru sebagai dasar pengambiian kesimpulan. Temuan dan analisis menyimpulkan bahwa: pertama, konseptuaiisasi asas negara hukum demokratis yang mengharuskan partisipasi masyarakat daiam pembentukan peraturan daerah telah mengakomodasi jaminan dan perlindungan HAM berdasarkan UUD NRi Tahun 1945, yang dikonkritisasi daiam wujud prinsip-prinsip dan cakupan materi muatan peraturan daerah yang mekanismenya mengacu kepada UU No. 32/2004 jis. UU No, 10/2004, dan PP No. 25/2004 yang telah diubah dengan PP No. 53/2005; kedua, kendala pembentukan peraturan daerah demokratis di bidang ekonomi di kabupaten/kota di Propinsi Sumatera Seiatan, mencakup kelemahan normatif aturan hukum positifnya yang tidak mengatur cara/metode berpartisipasinya dan secara nil pejabat publik (Kepala Daerah dan DPRD kabupaten/kota) tidak menerapkan asas negara hukum demokratis; dan ketiga, model ideal partisipasi masyarakat daiam pembentukan peraturan daerah di bidang ekonomi di kabupaten/kota di Propinsi Sumatera Seiatan yang perlu dikembangkan adalah: a. mengikutsertakan ahli yang independen; b. melakukan diskusi publik atau mengundang pemangku kepentingan; c. melakukan ujisahih; d. mengadakan kegiatan musyawarah; dan e. mempublikasikan rancangan peraturan daerah
Neste artigo, fundamentado nos principais escritos de Guilherme de Ockham, O. Min. (c. 1285–1347), analisamos sua concepção a respeito das origens dos poderes imperial e secular. Ancorado no versículo paulino omnis potestas a Deo, mas ampliado, sed per homines e, igualmente, nas ideias dos confrades que o antecederam, os quais relacionaram entre si os conceitos proprietas e dominium, com vista a explicar as origens humanas dos mesmos, de um lado, ele rebate tanto a teoria hierocrata quanto a de Marsílio de Pádua, relativas ao tema em exame e, de outro, oferece sua contribuição ao mesmo, mediante a qual, nem o Império nem os Estados estão completamente subordinados à Igreja, nem esta está submissa ao poder terreno, porque, quanto às origens de ambos, a Igreja tem uma procedência divina e os Estados e o Império têm imediatamente uma origem humana e, ainda, porque nas esferas respectivas de atuação, os poderes espiritual e secular independem um do outro. ; In this article, based on the most important William of Ockham's O.
