The Caribbean is at a crucial phase in its development. Global and local pressures have seen the region losing its competitiveness, while it remains at risk of losing out on development gains made in the last few decades. These pressures are demanding improvements in the way government operates, particularly in its policy-making and administrative capacity. This book offers the single most comprehensive reference on public administration in the Caribbean to date, providing information on legacies, tools, and strategies that are beneficial to understanding and improving public policy. Public Administration and Policy in the Caribbean presents contributed chapters from a host of well-placed practitioners and academics across the region and its diaspora. The collection maps the history and development of Caribbean public policy and management, discussing some of the most relevant contemporary themes and practices in a region that has received insufficient attention in research. This article explores deliberative civic engagement in the context of public administration and policy. The field of public administration and policy is seeing a resurgence of interest in deliberative civic engagement among scholars, practitioners, politicians, civic reformers, and others. Deliberative processes have been used to address a range of issues: school redistricting and closings, land use, and the construction of highways, shopping malls, and other projects. Additional topics include race and diversity issues, crime and policing, and involvement of parents in their children's education. Finally, participatory budgeting, which has been used with success in Porto Alegre, Brazil since 1989 and has been employed in over 1,500 cities around the world, has been one of the most promising forms of deliberative civic engagement. Finally, the article suggests what we must do to build a civic infrastructure to support deliberative civic engagement, including government, but also practitioners and scholars.

The various and different Middle Eastern countries are addressing new key reform and governance reform processes but also administration and policy issues of enduring importance; decentralization and local government, non-profit organizations, political culture, and reform of the policy process. This book provides assessment of national strategies for reform in public administration and policy, how these strategies have fared in implementation; and what challenges must be overcome to achieve real and sustainable progress. Seven country case studies will explore the overall policy-making process from a critical perspective and consider how it could be strengthened. Four cases will deal with the controversial issues of decentralization of power and decision-making. Two cases will address the role of civil society in the policymaking and reform process. Introductory and concluding chapters will place these discussions in context and draw the primary lessons for policy-makers. The main objectives of the book are to present different examples of specific public policy and administration, as well as governance issues in the Middle East so that policymakers (both in the region and the world who are interested in the Middle East), as well as practitioners, scholars and graduate students can utilize the book as a study guide to better understand various dynamics in governance in the Middle East. This approach will enable the volume to bridge global perspectives on governance development with regional perspectives and experience, bringing shared expertise, intellectual inquisitiveness, and experience in the professional practice of public policy and administration to bear on these common challenges

Although improvisation stands outside of conventional models for rational policy making and Weberian administration, it is nonetheless prevalent in public life. This article argues that improvisation is both a natural consequence of bounded rationality as well as a product of cultural and personal predilections and environmental circumstances. Drawing on a number of instances of improvisation in public administration and policy making in Israel, it attempts to shed light on its uses, motives, and implications, as well as on the issues involved in considering its utility.

Defined in the simplest and the most comprehensive framework, decision-making is the process of choosing between alternatives, and it is affected by various factors. Ethics, which is regarded as one of the significant elements among these factors, influences the decision-making process at organisational and individual levels. The subjects of ethics and ethical decision-making are becoming highly crucial in public policy making and implementation processes. Moreover, topics such as the circumstances that have an impact on the decisions of public administrators, and the ethical codes or institutions that help public administrators are major research areas in recent public administration literature. It is within this framework that this paper analyses the efforts to create an ethical policy, which will contribute to the ethical decision-making process of the public administrators in Turkey in terms of legislation, institutional dimension and ethical codes.
