Abstract: The existence of good governance or good governance are often called for in fact hail hail is still a dream and was limited to mere jargon. Indonesia should immediately awakened from a long hibernation. Revolution in every field should be done because every product produced only accommodate the interests of political parties, factions and groups of people. When it should be good governance should be a serious concern. Transparency can indeed be one solution, but whether it's enough just to achieve good governance. In order for "good governance" can become a reality and create state fair, it takes the commitment and involvement of all stakeholders, namely the government and society. The paper analyzes the analysis of the National Digital Literacy Movement (GNLD) from the perspective of good governance with qualitative methods. This analysis is motivated by the pros and cons of GNLD. Those who view this movement as good at fighting hoaxes, fake news, fake news or other negative content that are judged by the wider community. Meanwhile, those who assess the assessment, this movement is an attempt by the government to lead public opinion to legitimize and silence voices criticizing government policies. AbstrakPenelitian ini bertujuan untuk mengetahui pengaruh penerapan prinsip good governance terhadap peningkatan kualitas pelayanan publik di BPN (Badan Pertanahan Nasional) Kabupaten Pandeglang. Penelitian ini merupakan penelitian korelasi dengan pendekatan kuantitatif, dimana variabel independen adalah penerapan prinsip good governance dan variabel dependen adalah peningkatan kualitas pelayanan publik. Populasi dalam penelitian ini adalah masyarakat penerima pelayanan di BPN (Badan Pertanahan Nasional) Kabupaten Pandeglang yang diambil 100 orang untuk dijadikan sampel penelitian. Teknik pengumpulan data pada penelitian ini menggunakan angket tertutup. Teknik analisis data yang digunakan untuk menguji hipotesis adalah teknik analisis korelasi product moment dan analisis regresi linier sederhana untuk mengetahui pengaruh penerapan prinsip good governance (X) sebagai variabel bebas terhadap peningkatan kualitas pelayanan publik (Y) sebagai variabel terikat. Hasil penenlitian ini menunjukan terdapat pengaruh yang signifikan antara penerapan prinsip good governance (X) terhadap peningkatan kualitas pelayanan publik (Y) di BPN (Badan Pertanahan Nasional) Kabupaten Pandeglang. Hal tersebut berdasarkan pengujian analisis korelasi pearson product moment, nilai pearson correlation sebesar 1,000 dengan taraf signifikansi sebesar 0,000. Dimana, apabila nilai korelasi product moment yakni thitung lebih besar daripada ttabel atau taraf signifikansi kurang dari 0,05 dan koefisien determinasi bernilai menandakan bahwa terdapat pengaruh yang signifikan antara Penerapan Prinsip Good Governance Terhadap Peningkatan Kualitas Pelayanan Publik. Hasil penelitian ini juga diperkuat dengan uji t pada Analisis Linier Regresi Sederhana yang menunjukan bahwa thitung yaitu 4,910 lebih besar > ttabel yaitu 1,984.Kata Kunci : Good Governance, Kualitas Pelayanan Publik AbstractThis research is a correlation research with a quantitative approach, where the independent variable is the application of the principles of good governance and the dependent variable is the improvement of the quality of public services. The population in this study was the service recipient community at the BPN (National Land Agency) Pandeglang Regency, which were taken 100 people to be used as research samples. The data collection technique in this study used a closed questionnaire. The data analysis technique used to test the hypothesis is a product moment correlation analysis technique and simple linear regression analysis to determine the effect of applying the principles of good governance (X) as an independent variable to improving the quality of public services (Y) as the dependent variable. The results of this study indicate that there is a significant effect between the application of the principles of good governance (X) on improving the quality of public services (Y) at the BPN (National Land Agency) Pandeglang Regency. This is based on the Pearson product moment correlation analysis test, the Pearson correlation value is 1,000 with a significance level of 0.000. Where, if the product moment correlation value is tcount greater than ttable or the significance level is less than 0.05 and the coefficient of determination is worth indicating that there is a significant influence between the application of the principles of good governance on improving the quality of public services. The results of this study are also strengthened by the t-test on Simple Linear Regression Analysis which shows that tcount is 4.910 greater than ttable is 1.984.Keywords : Good Governance, Public Service Quality
The aims of this study are to examine and analyze the effect of implementation of good governance, performance based budgeting, and quality of human resources to regional work unit's (SKPD) budget qualities. Goal setting theory and agency theory are used to explain the phenomenon of budget qualities. The population of the present study are SKPD's in Sumbawa Regency. The number of respondents in this study were 94 respondents that selected using purposive sampling method. Data was collected using the questionnaire technique. This research uses analytical techniques Partial Least Square (smartPLS) 3.0. The results of quantitative analysis in this study showed thatimplementation of good governance, performance based budgeting, and quality of human resources had influence on SKPD's budget qualities. This paper investigates the association of religiosity and trust to community participation or volunteering in development. Social trust is measured in several indicators, is an important aspect of development process, since social trust related to many development outcomes, such as growth, democratic stability as well as subjective well- being. In economic terms, when people trust each other, transaction cost can be reduced, organization can perform better, government policy could stimulate output faster, and many more. Utilizing Indonesia Family Life Survey (IFLS) wave 2014 this study finds the following results. Firstly, social trust closely associated with individual characteristics. Maturity, better educational and income level improve individual trust and individual participation in community activities. Secondly, individual subjective report about religiosity strongly associated with willingness to participate in various community activities. Policy relevant with this finding it is important to promote tolerance and religiosity, as these aspects can improve social trust. Social trust closely associates with more participation in community activities for accumulating public services and public goods. As more public services and public goods are available, nationally better welfare can be promoted.
Elections (elections) is one way in the democratic system to elect representatives of the people who will sit in the people's representatives and is a form of fulfillment of citizens' rights in politics. It turns out that the political process originally expected to get high participation support, it is still low public participation. The low participation of the community to vote in polling stations (TPS), was not the first phenomenon that occurred in Bungo District. It should support high and quality political participation of the community, but in fact the voter participation rate is only 69.18% who participate in voting in the election of regional head (Pilkada). In accordance with the problems studied, then this type of research is categorized as descriptive research.Given the large number of population and limited ability of the researcher then the research conducted on the sample representing the population. So the sample in this study amounted to 100 people.Data collection techniques in this study were conducted by: Interview, Questionnaire, and Documentation. The results of this research,Many factors caused a person to participate in the elections of Bungo District in 2015. From various forms of political participation, voting or voting is one form of political participation of the community. Factors influencing the political participation of the community in the Pilkada of Bungo Regency in 2015 amongst the Political Awareness of the Community as well as the Attitudes and Beliefs of the people. From the results of the questionnaire analysis there are several factors that influence a person to participate namely First, knowledge of the community environment. The percentage of people who chose to have knowledge of the vision and mission of the chosen candidate, 63 people (63%) stated "yes", while 37 people (37%) stated "no". Having knowledge of selected candidate pairs, 83 people (83%) stated "yes", while 17 people (17%) stated "no". Second, knowledge of politics. Percentage of voters attended political campaign activity, as many as 20 people (20%) stated "yes", while 80 people (80%) stated "no". Third, interest to participate in political activities. The percentage of voters whose interest to be a successful team, as many as 9 people (9%) stated "yes", while 91 people (91%) stated "no". Attitude and belief of a community of Rimbo Tengah Sub-district in Bungo District Election 2015, it is based on the results of research conducted that is concern for the progress of Bungo District with the percentage of community participation that chose because concern for the progress of Bungo Regency as many as 89 people (89%) stated "yes", while 11 people (11%) stated "no". In line with the findings discussed above, from the analysis of respondent's characteristic that factors influencing political participation in Pasir Putih Urban Village are knowledge about society environment, politics, and interest to participate in political activity and attitude and belief of someone to progress of region. For political party activists and political leaders, to provide more information that can be directly to the community through campaigns and deliver the vision and mission to be done if elected, so that people are confident with their choice.The KPU may conduct a good socialization activity so that the voters understand and know the candidate pairs to be elected.Keywords: Factors, political participation, Pilkada.
Accountability of a financial report is one of the foundations for the creation of good governance, prioritizing the use or management of finance that requires public funds. By fulfilling the basics of financial reporting which is a principle of good governance, the government as the manager of regional finance will automatically increase accountability and trust from the community.With the application of good internal control, it is expected to be able to create financial reports that are accountable, resolved with good governance. This study used descriptive analytical research method. Based on statistical analysis of the obtained coefficient of determination 64,1%. with a significance level of 5%. The results showed that the internal control variables gave rise to positive accountability towards the local government financial statements,with good governance as an intervention.
This study aims to examines the influence of council budget knowledge towards the role of DPRD on region financial control with good governance principles (transparancy in public policy, public accountability, public participation) and political background as the moderating variables. The phenomenon on this study is the case of corruption on APBD Pesisir Selatan Regency in budgeting period 2011, with former of secretary Pesisir selatan as lawbreaker. The data on this study is primary data with kuesioners instrument. The respondents is DPRD Pesisir Selatan regency period 2014-2019, with respons rate about 37 kuesioners. The result showed that council budget knowledge have positive significant effect towards the role of DPRD on region financial control. Furthemore, the relationship of council budget knowledge have positive significant effect towards the role of DPRD on region financial control with transparancy in public policy as moderating variable, while public accountability and public participation no have significant effect. The research was intended to examine: 1) the influence of implementation of the public sector audit, the competence of local government Apparatus and the Professionalism Of Internal Functional Controlling Agency toward implementation Good Government Governance/GGG. 2) the influence of implementation of the public sector audit, the competence of local government Apparatus and the Professionalism Of Internal Functional Controlling Agency toward performance of Local government accountability. 3) the influence of application of Good Government Governance/GGG toward Local Governmentperformance accountability. The research methods used in this research was the explanatory research. Sampling techniquesused was Proportionate Stratified Cluster Random Sampling. The samples obtained in this research was 57 Local Government Unit Agencies (SKPD). The primary data were collected by questionaires, the Reports of the Evaluation (LHE) on Performance Accountability in The Unit Of Local Infrastructure Of Riau Province were used for secondary data. Validity and reliability of the questionnaire was tested first before testing hypotheses was performed. The analysis technique used in this research was a Structural Equation Modelling (SEM) or variance-based component that was made famous by Partial Least Squares (PLS). Based on the results of data analysis and discussion, it was obtained the following research findings: 1) The significance level of 5% can be inferred implementation of the public sector audit, the competence of local government Apparatus and the Professionalism Of Internal Functional Controlling Agency significantly effect to the implementation of Good Government Governance/GGG. 2)The significance level of 5% can be inferred implementation of the public sector audit, the competence of local government Apparatus and the Professionalism Of Internal Functional Controlling Agency significantly effect to the Local Government accountability performance significantly. 3) The significance level of 5% can be inferred application of Good Government Governance/GGG significantly effect to the Local Government accountability performance.
AbstractThis article argues that MIKTA (Mexico, Indonesia, South Korea, Turkey, and Australia) are middle, regional, and constructive powers that can serve as providers of global governance in the international system. It argues that in order for MIKTA countries to serve as middle, regional, and constructive powers, they need to consolidate the support of all relevant State and non-State actors in their countries, allowing MIKTA to become a relevant mechanism to promote and generate public goods in the international system, specially global governance. Mexico is the second largest economy in Latin America. Mexico is today an actor with global responsibility and obligatory reference. A country with that weight must play in new boards and MIKTA, constituting and innovative alliance with key non-traditional partners, is a strategic space to expand the scope of Mexican foreign policy. One of the goals of the state is to provide welfare for the people through the administration of a state that is free from corruption, collusion and nepotism. To run a government that is clean from KKN at the village government level, it is necessary to pay attention to Law no. 28 of 1999 concerning the Implementation of a Clean and Free State from Corruption, Collusion and Nepotism and also Law no. 6 of 2014 concerning Village Government. The village government as the part that is most closely related to the community, the village government has an important role in aspects of national development in order to create a prosperous, just and prosperous society in accordance with the constitution of the Republic of Indonesia. Regarding the concept of clean government in Garanta Village, Kec. Ujungloe Kab.
