The basic directions of contemporary research in the field of public policy are the subject of analysis. The experience of World and Russian public policy research is analyzed. Law and public policy is a dynamic, interdisciplinary area of study that has broad appeal to scholars, policymakers, and stakeholders. Scholarship in the subfield is critical to our general understanding of existing public policies and calls for future and reformed policies. While some of the subfield's utility and commonalities are obscured by diverging methodological approaches and topical foci, this review highlights some common fibers that run through the scholarship streams from public policy, public law, and doctrinal disciplines. We focus on several substantive policy areas to illustrate some of the best studies in the subfield and how scholars might better embrace the strength of the subfield's diversity by coordinating with scholars with similar topical interests. We are pleased to present the sixth edition of the Public Policy Yearbook. Each year, dating back to its launch in 2009, we have used the content of the Yearbook to develop indicators for tracking developments in public policy scholarship. While we recognize that trends we can identify are only representative of the sample of Yearbook scholars, the patterns of scholarly focus have remained quite stable despite a more than doubling of our membership over the 2009-2014 period. In this introductory article, following a brief description of the Yearbook, we take a comparative look at how research trends in the Yearbook have evolved over the last six years. Drawing on the thought of political philosopher Michael Oakeshott, we present a framework for thinking about public policy rooted in a balancing of what Oakeshott called the poles of "faith" & "skepticism." This approach takes seriously the maintenance of institutional forms in policy making, seeks to preserve order while maintaining social diversity, is sensitive to the likelihood of unintended consequences, & eschews the attempt to produce ideal end states, emphasizing instead remedying specific defects in existing arrangements. While it has some affinities with libertarianism & modern conservatism, this approach places less emphasis on limiting the scope of governmental interventions & more on shaping their character. Specific case studies of education, public health, & Social Security flesh out this argument, demonstrating that it differs from contemporary conservatism, libertarianism, & liberalism. 31 References. Sub-chapter deals with the reservation of public policy which serves to protect fundamental social values as morality, freedom, justice or decency. Initially analyses the concept of public policy contained in international conventions. There are listed some examples of the international conventions on the applicable law or the recognition and enforcement of judgments. The following part discusses the reservation of public policy in the EU law. It states the examples of regulations which contain the provisions relating to public policy and further analyses the provisions of the Rome I Regulation and Rome II Regulation. The last part deals with the reservation of public policy regulated by the Private International Law Act.
