In the 1990s, American public diplomacy was built down & neglected following its merits during the Cold War. After September 11, (2001), this field has, however, had a renaissance. But at present, the Cold War situation is inverted. In the struggle against communism, the US typically faced hostile regimes with populations yearning for Western ideology & values. Today a heavy reliance on mechanisms of marketing seems to have deteriorated US public diplomacy, whereas the Arab world is far from fertile soil for US public diplomacy. America's current enemies tend to be sub-national actors with hostile perceptions of the US, & larger populations show strong anti-American sentiments. Most activities that are labeled public diplomacy also belong in the realm of propaganda, but so-called white propaganda -- ie, the sender is known. This article gives an analysis of the war of opinion about the Vietnam War, with focus partly on the United States, mainly Norway &, to a lesser degree, Sweden. The main theme is change & stability & what constituted opinions & positions. In the early phase, Norwegian media & the great majority of politicians were mere mouthpieces of the official American version of the war. This stands out in contrast to neutral Sweden where criticism towards the US was sharp. The long duration of the conflict & its brutality became factors in moulding opinion. There was time for alternative information gathering for reflection. The thesis that the US lost this first media war on the home front -- in the media -- is discarded. The Norwegian Conservative Party remained firmly supportive of the US war effort throughout the war. The most important struggle of opinion took place within the Labour Party. For both parties, loyalty to Norway's military protector was at stake. For a majority of Norwegians the war in Vietnam may have been a turning point in the perception of the United States. Established in 1937, the Norwegian journal Internasjonal politikk (IP) came about as an important part of efforts to establish International Relations as a field of study in Norway. Elsewhere, interest in the field was already evident in the aftermath of the First World War. In response to an approach by the Institute of Intellectual Cooperation in Paris towards members of the Norwegian academic community, a committee for the pursuit of the study of International Relations in Norway was formed in 1936, headed by Nobel Peace Prize Laureate Christian Lous Lange of Norway. From 1937 on, the publication of a Norwegian-language journal of International Relations became a major focus of the work of the committee. Its profile was established in the first issue: the journal was to be "impartial, objective and written in a popular form". Arne Ording, a historian and leading architect of Norway's Second World War and post-war foreign policy, was to be the first editor of Internasjonal Politikk. In 1960, the journal was transferred to the newly established Norwegian Institute of International Affairs (NUPI). Here it became part of the institute's strategy for research on International Relations in general and Norwegian foreign policy in particular, and as an important part of this, research-based public information. Society's use and management of water relies on professional expertise spanning diverse fields: from biology and technology to economics and law. This book examines current issues related to regulating water through chapters summarizing various sets of regulation as well as chapters that take a scientific deep dive into selected themes. The diversity of professional expertise is also reflected in the law aspect. We explore such subjects as surface runoff, natural disasters, drinking water, groundwater, salmon, hydropower, and human rights, as well as general impact assessment requirements and duty of knowledge in environmental law administration. A key objective of the book has been to provide an interdisciplinary understanding of the legal circumstances associated with water, and in addition, deliberate the pros and cons of some of the current regulations.
This book will be particularly useful for those who in various ways support and facilitate procedures within the public sector at both the national and municipal levels. It will also be useful for private sector actors seeking familiarity with legal questions that can arise in relation to public administration and other private actors. From a broader perspective, we hope the book can help to throw light on conflicts between different interests and groups within society that occur, for example, when introducing fees, special injunctions against private actors, and requirements for knowledge basis.
This book project is the result of legal research conducted at the Norwegian University of Life Sciences (NMBU) and is supplemented by national expertise in several areas. It has been edited by Steinar Taubøll, a professor at NMBU's Department of Property and Law. Taubøll has a background in both law and the natural sciences, and extensive experience with interdisciplinary work. - Håndtering og bruk av vann i samfunnet krever et faglig mangfold fra biologi og teknikk til økonomi og juss. Denne boken drøfter aktuelle temaer knyttet til rettslig regulering av vann, både i form av oversiktskapitler om ulike regelsett og gjennom vitenskapelige dypdykk i utvalgte temaer. Den faglige spennvidden gjenspeiler seg også innen det juridiske. I boken finner man stoff om overvannshåndtering, naturfare, drikkevann, grunnvann, villaks, kraftutbygging, menneskerettigheter, samt om generelle utredningskrav og kunnskapsplikter i miljørettsforvaltning. Et sentralt siktemål er å bygge opp tverrfaglig forståelse av gjeldende juridiske forhold knyttet til vann, og dessuten sette noen av dagens reguleringer under debatt.
Boken retter seg særlig til de ressurspersonene som på ulike måter støtter saksbehandlingen i stat og kommune. Boken antas også å være nyttig for private aktører som vil gjøre seg mer kjent med rettsspørsmål som kan oppstå i forhold til forvaltningen og til andre private aktører. I et bredere perspektiv er det dessuten ønskelig at boken kan bidra til å belyse konflikter mellom ulike hensyn og grupper i samfunnet, for eksempel ved innføring av gebyrer, pålegg rettet mot private, innføring av tyngende vilkår og krav til kunnskap og faktagrunnlag.
Bokprosjektet springer ut av den juridiske forskningen ved Norges miljø- og biovitenskapelige universitet, og har i tillegg knyttet til seg nasjonal spisskompetanse på mange temaer.
Bokas redaktør er dosent Steinar Taubøll ved Institutt for eiendom og juss ved NMBU, som har naturfaglig og juridisk utdannelse, samt lang erfaring med tverrfaglig arbeid.
"In recent years, organizations and authorities in Norway have put a critical spotlight on parenting practices among non-Western immigrants, based on a concern for young people's autonomy and self-determination. The purpose of this book – which deals with parenting and social control in immigrant families from Pakistan, Somalia and Sri Lanka – is to shed light on on this collision between different family norms and practices from different perspectives, and thus help to understand why family relations and social control have become a topic of contention in today's multicultural Norway. The books starting point is a sociological perspective on cultural differences, social control and change in a migration context.
A key point of focus in the empirical analyzes are parental restrictions in young people's social life. How common are such restrictions within different groups? What significance do factors such as religiosity and socio-economic resources play in the exercise of social control? And what are the consequences for children's social participation, mental health and well-being? One aim is to contribute systematic quantitative knowledge on such issues.
At the same time, the book contributes to a more qualitative understanding of people's experiences and actions. How do parents from countries like Pakistan, Somalia and Sri Lanka experience raising children and young people in Norway? What concerns have they had regarding their children's encounters with various parts of Norwegian society? And how do young people navigate between different expectations and demands from the families and communities on the one hand and among their peers and the larger society on the other? We focus on the question of social change. Is the organization of family relationships and the exercise of social control within immigrant populations characterized by continuity or change? And what kind of mechanisms drive such changes forward?
The book, which is published as part of the Children of Immigrants Longitudinal Study in Norway, will illuminate these questions using quantitative data from a comprehensive survey of 16-17 year olds in Oslo and Akershus, as well as qualitative interviews – individually and in groups – with parents, adolescents and young adults with immigrant backgrounds as well as people in public help services and NGOs.

Et annet siktemål er å bidra til en mer kvalitativ forståelse for hvorfor folk handler som de gjør. Hvordan opplever foreldre det å skulle oppdra barn og ungdom i det som for mange oppleves som et fremmed land? Hvilke bekymringer har de knyttet til ungdommenes møter med det norske samfunnet? Og hvordan navigerer ungdom mellom ulike forventninger og krav fra familie og storsamfunn?
Sosial endring står sentralt. Er familierelasjoner og utøvelse av sosial kontroll innad i innvandrerbefolkningen preget av kontinuitet eller endring? Hva slags mekanismer kan eventuelt bidra til å drive endringer framover? Og i forlengelsen av dette – hvordan kan forskning og offentlig debatt bidra på en konstruktivt måte?
Disse spørsmålene vil belyses ved hjelp av kvantitative data fra en omfattende spørreundersøkelse blant 16–17-åringer i Oslo og Akershus, samt kvalitative intervjuer – individuelle og i grupper – med foreldre, ungdom og unge voksne i de tre gruppene, samt med personer i organisasjoner, hjelpeapparat og førstelinjetjeneste."
