Rozwój public relations w krajach Wspólnoty Niepodległych Państw ; The development of public relations in the Commonwealth of Independent States
The paper outlines the emergence, development and the current status of the public relations sector in the Commonwealth of Independent States (CIS) using the example of its evolution in three member states of the CIS: Russia, Ukraine and Kazakhstan. It discusses the specificity of the PR market that emerged after the collapse of the USSR in the three former republics that are most significant for this sector. The process of establishment of the first PR agencies, both domestic and the branches of the largest foreign agencies, is described. The paper discusses the problems the PR market faced and continues to struggle with in these three states. Dziennikarz versus specjalista ds. public relations – toksyczny związek czy małżeństwo z rozsądku?
It is impossible to sum up the character of mutual relations between journalists and PR specialists, who frequently act as spokesmen, in a single statement. These relations are multidimensional and have both positive and negative aspects. Both parties voice their opinions on each other, some justified, other grossly exaggerated. Both parties commit sins, but they also have a very important role to play. Journalists should serve society, and on behalf of this society they should exercise control over public authorities. Journalists are mainly supposed to provide their recipients with reliable and true information. PR specialists are also supposed to provide information, yet that concern th business. Public opinion and its role in the liberal-democratic political system are of crucial significance this relation. Both parties want to mold public opinion, to win its interest, they both function thanks to it and depend on it. National and ethnic minorities and the image of the state in international public relations: a comparative study of Lithuania and Estonia

The article analyses the current situation in Estonia and Lithuania in the context of the position of both states and their public relations strategy and image since 1991, as well as the role of national minorities in this process. The authors emphasize that even though Estonia and Lithuania tend to be treated as very similar state organisms, they chose different ways of building their legal and democratic structures. Despite many similarities between the two states, such as location, size, small population, common historical background and, above all, ethnic divisions, one should pay attention to successful attempts to strengthen the statehood of Estonia and Lithuania.
Polityka publiczna wobec kapitału zagranicznego: Kapitalizm zależny?

The author analyses the selected aspects of capitalism in the countries of Central Europe. The author presents the various theoretical concepts that refer to the issue in question involving the concept coined by L. King and I. Szelenyi, which holds that the systemic changes in the countries of this region are specifically characterised by the perspective of 'from without' capitalism. They believe that the specificity of the capitalist system lies in the fact that in the key times of the post-communist changes of the political system, the issue of the absence of an important class of private owners was not addressed. In the West private proprietors were the ones that constituted the main driving force of an open-market economy. The article presents the advantages and drawbacks of an economic model formed by the dominant share of foreign capital, with an emphasis placed on the consequences of the issue in question on the limitations of the subjectivity of economic policy of a state as well as the development chances of local businesses. It manifests the fears that the model created in Poland (and in other countries of the region) after the year 1989 sets the role model for local enterprises of corporate subcontractors of mainly traditional or niche products and services.

The author concentrates on the creative and codifying role of the state concerning certain genres of speech. Types of text generated by the state are called here 'state controlled genres'. It is a general term describing the genres which exist and function within the activity of the state – literary genres, journalism, public relations, admin-istration, law, political discourse, parliamentary debates. These genres fall outside descriptions of existing typologies. The following elements of state that influence the various genres of the text are taken into consideration: administration (parliament, state departments, offices; ex-amples: constitution, laws, expose, applications), diplomacy (international contacts: letters of credence, aide-memoires) and media (president, prime minister, ministers, members of parliament, spokesmen; examples: orations, proclamations, briefings, rectifications). State controlled genres are one of the elements of language (on the genetic level) which are essential for the identity of the contemporary homo politicus society.

New public diplomacy – from the perspective of International Relations theory and Political Communication ; Nowa dyplomacja publiczna – perspektywa teorii stosunków międzynarodowych i komunikowania politycznego
The paper has the objective to present public diplomacy as a discipline requiring interdisciplinary approach. At the current stage of development of the discipline, the approach rooted in the theory of international relations is dominating. The author suggests inclusion of the tools used for the analysis of political communication into the body of research on new public diplomacy. Therefore, there is nothing more as an aggregate of paradigms and tools of two disciplines implemented at the moment.Public diplomacy was defined in the paper as a symmetrical form of international, political communication targeted at foreign public opinion in order to facilitate the achievement of the goals of state abroad. Currently, the adjective "new" as added to public diplomacy, means that new public diplomacy is different from informational public diplomacy of United States before the liquidation of USIA. The new public diplomacy acknowledges non state organizations as actors of international relations and adjusts to the logic of globalization. Celem tekstu jest wskazanie na nową dyplomacją publiczną jako na obszar badawczy, który wymaga podejścia interdyscyplinarnego. Na obecnym etapie rozwoju tej dyscypliny dominują podejścia badawcze i narzędzia zaczerpnięte z nauki o stosunkach międzynarodowych. Autorka postuluje włączenie podstawowych paradygmatów badań nad komunikacją polityczną do analizy nowej dyplomacji publicznej. Na razie jednak nie można wskazać takiego podejścia badawczego, które wychodziłoby poza prostą sumę metod stosowanych w nauce o stosunkach międzynarodowych i badaniach nad komunikacja polityczną. Na potrzeby artykułu dyplomacja publiczna została zdefiniowana jako symetryczna forma międzynarodowej komunikacji politycznej, której celem jest wspieranie osiągnięcia celów państwa za granicą poprzez wpływanie na opinię publiczną. Współcześnie dyplomację publiczna określa się jako "nową", aby odróżnić ją od dyplomacji publicznej Stanów Zjednoczonych, uprawianą przed 1999 r. oraz wskazać na dostosowanie tej formy komunikacji politycznej do procesów globalizacji, w tym do rosnącego znaczenia aktorów niepaństwowych w stosunkach międzynarodowych. Wokół potrzeby modernizacji struktury instrumentów polityki publicznej

The paper analyses instruments used for implementation of public policy. Broad background, including descriptions of debates in scientific literature on certain instruments, typologies of instruments, as well as factors that influence the choice of instruments, has been provided. The second part of the paper focuses on the relation between policy design in Poland and the structure of public policy instruments. Policy design in Poland favours "hard" instruments of public policy at the expense of catalytic instruments which could have been used to great extend to solve complex policy problems.

The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.
