This PhD thesis is evaluating the safety level of the graphite-moderated boiling water cooled nuclear power reactors (RBMK reactors) by the use of best estimate three dimensional neutron kinetics coupled thermal-hydraulics codes. The availability of such sophisticated tools has allowed detailed and realistic analyses of these kind of reactors, also known as "Chernobyl-type" reactors. Chernobyl is the name of a RBMK reactor where, in 1986, a severe accident occurred, leading to the destruction of the plant and to a major release of radioactivity into the environment. Parts of the activities of this PhD thesis were developed in the framework of the European Union funded TACIS Project R2.03/97 "Software development for the RBMK and WWER reactors". This project was awarded to the "Gruppo di Ricerca Nucleare San Piero a Grado" of the University of Pisa and managed by it in collaboration with the RBMK designers (NIKIET, Kurchatov Insititute) and the licensee (RosEnergoAtom, now EnergoAtom Concern OJSC). The research activities dealt with the development and the validation of a sophisticated thermal-hydraulic nodalization of the Smolensk-3 Nuclear Power Plant. This thermal-hydraulic model was then coupled with a three dimensional neutron kinetics model of the core. The code used was RELAP5-3D system code. Suitable RBMK cross sections libraries were developed in collaboration with the Pennsylvania State University, using the deterministic lattice physics code HELIOS. After the validation of the developed models, the most relevant transients for the plant safety at full power were calculated, e.g. the group distribution header rupture, the break of the control and protection system cooling circuit. A special emphasis was put in the simulation of the single fuel channel transient, using also the Monte Carlo code MCNP5. The last part of the PhD activities concerned the analysis of a low power transient. In particular, the Chernobyl extreme scenario was reconstructed. Xenon fuel cell cross sections were calculated using the deterministic transport code DRAGON. Finally, all the analyses performed in the framework of this PhD confirmed the upgraded level of nuclear safety of the RBMK reactors, obtained also as a consequence of the relevant hardware modifications implemented in the aftermath of the Chernobyl accident.
Questa tesi ha come oggetto aspetti di sicurezza alimentare riguardanti micotossine in insetti edibili. La mancanza di fonti proteiche di origine animale per l'aumento della popolazione futura, fa si che vengano prese in considerazione anche fonti alternative: gli insetti. Questi animali vengono già consumati in molteplici parti del mondo da moltissimo tempo e sono considerati eccellenti alimenti. Anche dal punto di vista nutrizionale sono ottimi: buone fonti di proteine, acidi grassi, sali minerali e vitamine. Gli insetti edibili sono regolamentati dall'Unione Europea per quanto riguarda il loro consumo e la loro somministrazione ad altri animali; rientrano inoltre, nel Regolamento sui Novel Food. Nel mese di gennaio del 2021, l'EFSA ha approvato la consumazione di un tipo di larva (Tenebrio molitor) per il consumo umano. Anche le micotossine sono Regolamentate dall'Unione Europea e ne è descritto il limite massimo che deve essere presente negli alimenti e derivati. In questo elaborato sono state descritte anche le micotossine di principale interesse umano ed animale (Aflatossine, Ocratossina A, Nivalenolo e Deossinivalenolo, Zearalenone). Sono inoltre stati discussi gli articoli relativi all'accumulo di micotossine in insetti edibili (T. molitor, A. diaperinus, Z. atratus ed H. illucens) ed il loro effetto su di essi (crescita e tasso di sopravvivenza). In questi studi, le larve sono state alimentate con micotossine oppure mix di esse. Dopo un determinato periodo di tempo sono stati analizzati i residui di micotossine e loro metaboliti all'interno delle larve stesse, nei loro escreti, oppure nelle larve dopo essere state sottoposte a periodi di digiuno o alimentate con mangime non contaminato. I risultati dei vari studi sono stati poi discussi e confrontati tra loro. Per quanto riguarda le Aflatossine, il loro accumulo è stato rilevato solo in alcuni campioni, soprattutto nei casi in cui erano presenti alte concentrazioni nel mangime somministrato; i dati riguardanti il Deossinivalenolo e Nivalenolo indicano invece un accumulo di queste micotossine all'interno delle larve e nei loro escreti. Facendo riferimento invece allo Zearalenone, Ocratossina A e Tossina T-2, sono state rilevate nelle larve di ogni specie, ma sottoponendo le larve al digiuno, le loro concentrazioni diminuiscono drasticamente. Per quanto riguarda i metaboliti, sono stati rilevati solamente in alcune specie (mai dopo il digiuno) e non sono stati ritrovati metaboliti di fase II. Solamente in uno studio sono stati investigati gli enzimi antiossidanti (superossido dismutasi, catalasi e glutatione-S- trasferasi), ma solamente per una specie e per una sola micotossina. Sicuramente sono presenti pochi studi riguardo a questo argomento e non sono state prese in considerazione altre micotossine (beauvericina ed enniatine), la parte di micotossine (o metaboliti) non rilevate non sappiamo in che forma e se vengono ritenute nelle larve. Altri aspetti da prendere in considerazione sono il benessere dell'animale stesso, l'effetto su animali o uomo e la sicurezza su alimenti derivati. This thesis deals with food safety issues related to mycotoxins in edible insects. The lack of protein sources of animal origin for the increase population in the future means that alternative sources of food must be considered: insects. These animals have been consumed in many countries of the world for a very long time and are considered excellent food. Even from the nutritional point of view they are excellent: good sources of protein, fatty acids, minerals and vitamins. Edible insects are regulated by the European Union about their consumption and their administration to other animals; they are also covered by the Novel Food Regulation. In January 2021, EFSA approved the consumption of one type of larva (Tenebrio Molitor) for human consumption. Mycotoxins are also regulated by the European Union and it is also described the maximum concentration that must be present in foods and derivatives. In this thesis have been described also the most important mycotoxins for humans and animals (Aflatoxins, Ochratoxin A, Nivalenol and Deoxynilenol, Zearalenone). Articles related to the accumulation of mycotoxins in edible insects (T. Molitor, A. diaperinus, Z. atratus and H. illucens) and their effect on them (growth and survival rate) were also discussed. In these studies, the larvae were fed with mycotoxins or mixes of them. After a certain period of time, mycotoxins residues and their metabolites were analysed in the larvae themselves, in their excreta, or in the larvae after submitting fasting or fed on uncontaminated feed. The results of the various studies were then discussed and compared with each other. Regarding aflatoxins, their accumulation was only detected in certain samples, especially in cases where high concentrations were present in the feed administered; Deoxynivalenol and Nivalenol data indicate an accumulation of these mycotoxins in larvae and their excreta. Referring instead to the Zearalenone, Ochratoxin A and T-2 toxin, they have been found in the larvae of each species, but submitting larvae to fasting, their concentrations decreased drastically. Speaking about metabolites, only in certain species were detected and no phase II metabolites were found. Only one study investigated antioxidant enzymes (superoxide dismutase, catalase and glutathione-S-transfase), but only for one species and only for one mycotoxin. There are few studies regarding this topic and no other mycotoxins (beauvericin and enniatine) have been taken into account. Moreover, the missing amount of mycotoxins (or metabolites) is unclear where could it be and it is not known in what form and if it is retained in the larvae. Other aspects to be taken into account are the welfare of the animal itself, the effect on animals or humans and the safety of foods.
La funzione di controllo di assenza di pericolo (Safety Check), attivata da Facebook in occasione degli attentati terroristici di Parigi, ci ha fatto accedere ad un ulteriore livello d'intimità che ci stringe ancora una volta di più al social network di cui facciamo parte, e che fa parte di noi. Il ruolo assunto dalla piattaforma di Zuckerberg in questa notte di terrore, pone delle riflessioni filosofiche sulla relazione tra dimensione individuale e dimensione collettiva e una serie di problemi politici a proposito dell'istituzionalizzazione di un'azienda privata, forte di una infrastruttura trasversale ai limiti dell'appartenenza nazionale ciascuno e che, oggi, al di fuori da web non ha avversari in una capacità sempre più cruciale : quella di configurare ognuno di noi in quanto parte di una rete.
Nowadays urban safety represents a very complicated theme which doesn't need simple or simplistic solutions, but diversified answers.This work tries to analyze and present the political safety strategies adopted by Tuscany that enter the Modern Governance theory since the n.38, 16th August 2008 Regional Law, which was titled "Regional strategies in favour of Tuscan Community safety politics". That means a new government style which, instead of the old hierarchic model, is characterized by more cooperation between the State and the non state actors inside the sphere of public and private decisions. As a consequence, the work examines the role that the different social actors will have to take up in order to achieve an aim or social safety. This last one constantly advances. At the same time the work introduces the concept of supportability, declaring the necessity to pursue a new safety idea: the supportable safety.This new safety conception can represent the liveability level which can really be realized in a certain geographic place according to both criminality level and the sense of insecurity spreading and the fear of criminality in people, in consideration of the social and economic development reached in a certain area. All this is sensibly minimizing the traditional concept of unsafety meaning as public order and security preservation. Now a new idea of liveability is growing. In it the unsafety sense is not directly linked to criminality, but it is instead linked to other factors: noise, nightnoise, pollution, urban decay, traffic (besides family and social disease). As a consequence of the new problems linked to urban safety,we cannot think to achieve our aim with criminal politic administration based on repression and prevention of crime, but on a wise politic management of quality life. The complexity of the urban safety theme justifies the distribution of this job on more social and institutional actors. Safety doesn't only represent the most important monopoly of the Central State, but it becomes a task of the Local Government which want to govern, as well as it becomes a task of the people who want to take part of city government. ; Parlare di Sicurezza Urbana significa, oggi, parlare di un tema complesso, e che ha pertanto bisogno di risposte variegate e non semplici, o peggio semplicistiche. Questo lavoro intende presentare ed esaminare le politiche di Sicurezza adottate dalla Regione Toscana che, a partire dalla Legge Regionale del 16 Agosto 2001 n. 38, titolata appunto "Interventi regionali a favore delle politiche per la sicurezza della comunità toscana", si inseriscono nella teorica della Modern Governance, intesa come nuovo stile di governo, distinto dal modello del controllo gerarchico e, invece, caratterizzato da un maggior grado di cooperazione tra lo Stato e gli attori non statuali, all'interno di reti decisionali pubblico/private. Nell'ambito di tale ottica, vengono esaminati i ruoli che i vari attori sociali dovranno ricoprire per la realizzazione di un obiettivo, la sicurezza sociale, che per sua stessa natura si caratterizza come un tema costantemente in progress. Contestualmente, viene introdotto il concetto di sostenibilità, affermando così la necessità di perseguire una nuova accezione di sicurezza, la cosiddetta Sicurezza Sostenibile.Tale nuova concezione di sicurezza può rappresentare il grado di vivibilità realisticamente realizzabile in un certo sito geografico, in considerazione sia del livello di criminalità sia della diffusione della sensazione di insicurezza e della paura di criminalità nella popolazione, e in considerazione del livello di sviluppo economico e sociale raggiunto in un determinato territorio. Si attenua così sensibilmente il tradizionale riferimento alla sicurezza intesa come mantenimento dell'ordine e della sicurezza pubblica, e si abbraccia un concetto ampio di vivibilità, in cui le cause dell'insicurezza non sono direttamente collegate alla criminalità ma ad una serie di fattori pro-duttivi del disagio del vivere urbano: rumori, schiamazzi notturni, inquinamento ambientale, degrado urbano, traffico in eccesso (oltre che problemi di disagio sociale e familiare). Questo profondo ampliamento delle problematiche insite al tema della sicurezza urbana offre lo spunto per considerare tale fenomeno, estremamente complesso, come non più governabile esclusivamente mediante la gestione delle politiche criminali fondate sulla prevenzione o repressione dei reati, bensì attraverso la sapiente gestione di una pluralità di politiche declinate sulla qualità della vita. Il carattere di complessità caratteristico della sicurezza urbana giustifica, così, la distribuzione del compito di intervento su un ventaglio di attori sociali ed istituzionali. La sicurezza non costituisce più l'esclusivo monopolio dello Stato Centrale, ma diviene impegno delle Amministrazioni locali e sovralocali che intendono governare il territorio, e compito dei cittadini che intendono partecipare del governo della città.
Dottorato di ricerca in Meccanica agraria ; Nonostante la rivisitazione della normativa in materia di salute e sicurezza sul lavoro, mediante l'adozione di un "Testo Unico" (DLgs 81/2008) che ne consenta la razionalizzazione e una maggiore efficacia delle tutele, il tema della sicurezza sul lavoro è ancora oggi poco affrontato. All'interno di questo contesto l'agricoltura è un settore poco studiato in Italia in cui le criticità ed i punti di incertezza sono ancora numerosi: solo nel 2008 gli infortuni mortali nel settore sono stati 121 - dato che pone l'agricoltura al secondo posto dopo l'edilizia. Un ulteriore elemento di criticità è dovuto dal fatto che, negli ultimi anni, l'azienda Agricola si sta evolvendo, passando da un luogo "chiuso" e dedito esclusivamente alla produzione ad un area "open", fruibile, come le fattorie didattiche, gli agriturismi, gli spacci aziendali, in cui la natura e la gestione del rischio diventano elementi dinamici difficilmente affrontabili con la valutazione del rischio tradizionale, legata al solo concetto di agricoltura produttiva. Nasce quindi l'esigenza di dover sviluppare dei nuovi sistemi analitici e conoscitivi che valutino nell'insieme il complesso dell'azienda agricola. Lo studio, iniziato dal 2004 con un campione di 250 aziende, ha avuto come obiettivo specifico l'analisi puntuale di comparti differenti dell'agricoltura, da quello zootecnico al vitivinicolo, dall'agro-meccanico alle aziende multifunzionali e sperimentali, dal comparto orto-florovivaistico a quello della manutenzione del verde, per definire, progettare ed implementare sistemi di gestione che possano razionalizzare il processo sicurezza all'interno dell'azienda agricola. Dal punto di vista metodologico lo studio, sviluppato in base alla normativa tecnica e sulla sicurezza sul lavoro, è stato suddiviso in quattro parti: caratterizzazione del comparto, analisi conoscitiva, analisi comparativa, creazione di modelli di gestione del rischio. Sono stati inoltre confrontati i diversi settori definendo degli specifici profili di rischio e delle schede infortunistiche. Il protocollo sperimentale ha definito infine la realizzazione di modelli e software gestionali per la riduzione del rischio all'interno dei comparti analizzati. I risultati di sette anni di studi delineano un scenario agricolo ancora molto arretrato rispetto agli altri ambiti produttivi, solo il 25% delle aziende risultavano essere conformi al testo unico. L'aspetto infortunistico del campione denota una corrispondenza puntuale con i dati nazionali sia per forma di accadimento che per fattore causale. Lo studio, inoltre, partendo dall'analisi infortunistica e dalla valutazione del rischio, definisce alcune tipologie di punti critici quali il rischio interferenza, chimico e di gestione delle strutture ed attrezzature aziendali. Tra i settori analizzati, il contesto lavorativo zootecnico si caratterizza per l'alto rischio dato dalla non gestione degli aspetti formali e da un parco macchine datato e fuori norma. In conclusione, per il miglioramento della sicurezza e la soluzione delle criticità sopra delineate, si propone un approccio progettuale e gestionale, attraverso una sezione di linee guida per la progettazione in sicurezza dei luoghi di lavoro e delle attività lavorative nel settore Vitivinicolo, e software gestionali per l'autocontrollo e la riduzione di alcuni fattori di rischio. Solamente: seminando cultura, coltivando conoscenza si può raccogliere sicurezza. ; Despite the changes in the normative in law about health and safety at the workplace, with the introduction of the Legislative Decree 81/08 that allows a major rationalization and a great effectiveness of the guardianships, the theme of the safety at the workplace is still a little faced. Within this context, agriculture still remain a little studied sector, with still numerous critical points: in 2008, fatal accidents were 121 and this data that puts agriculture in second place after the building sector. A further critical element is represented by the evolution in the last years of traditional agricultural firms, which often assume the characteristics of "open firms", passing from a place "closed" and devoted exclusively to the production to an "open" area in which the nature and the management of the risk become dynamic elements hardly manageable with a traditional risk evaluation. The necessity to develop new analytical and cognitive systems so clearly emerges. The study, started in 2004 with a sample of 250 firms, had the specific aim of analyzing the different sectors of agriculture (the livestock sector, he wine production, the agro-mechanical, involving the multifunctional and experimental farms, the horticultural sector and the cleaning services and gardens maintenance), in order to define and improve management systems that can streamline the security process in a farm. Methodologically, the study, developed on the basis of the Law in force concerning the safety at the workplace, has been divided into four parts: characterization of the area of study, cognitive analysis, benchmarking, modeling of risk management. the different sectors were also compared in order to define specific risk profiles and fiches casualty. The experimental protocol has defined models and software for the risk reduction within the analyzed sectors. The results of seven years of studies underline that agriculture is still much backlog compared to other productive areas and only 25% of firms were in accordance with the law in force. Analyzing the accidents data, there is a timely correspondence with national data both for shape of occurrence and causal factor. The study, in addition, starting from the property-casualty analysis and from risk assessment, defines certain types of critical points such as the risk of interference, the chemical risk and the management of structures and equipment. Among the analyzed areas, the livestock working context is characterized by a high risk given by a lack in the formal aspects management and by a dated and non-standard machinery park. In conclusion, to improve safety and to overcome critical points, the study proposes a managerial approach, through a section of guidelines for planning the safety at the workplace in the wine producing sector, and managerial software for the self-control and the risk reduction. Only sowing culture, cultivating knowledge, we can collect safety.
Background: Il potenziamento umano consiste in una modifica volta a migliorare caratteristiche e capacità umane attraverso interventi scientifici o tecnologici sul corpo umano, partendo da una "condizione di integrità" e non da uno stato di malattia. Occorre pertanto valutare se il potenziamento sia lesivo della dignità umana oppure strumento utile a migliorare le condizioni di vita dell'uomo. Metodi: In un primo momento si è proceduto alla ricerca bibliografica dedicata all'inquadramento dello HE mediante l'analisi dei concetti di salute e potenziamento, affrontando gli aspetti di pertinenza biogiuridica come ad esempio i possibili impatti negativi su dignità, identità, libertà ed uguaglianza, e mettendo a confronto teorie scientifiche ed umanistiche. In un secondo momento si è proceduto all'analisi dettagliata del quadro normativo nazionale e sovranazionale degli ultimi dieci anni, dallo Human Enhancement Study dello Science and Technology Options Assessment ai pareri del Comitato Nazionale per la Bioetica. A partire da tale inquadramento sono state individuate e trattate alcune tipologie di potenziamento, utilizzando un approccio metodologico medico sociale ed approfondendo ciascuna tematica sotto il profilo sia dottrinario sia giurisprudenziale. Risultati: Doping, chirurgia estetica e divieto di selezione eugenetica sono tecniche già disciplinate. Smart drugs e deep brain stimulation sono tecniche già disciplinate per utilizzo a scopo terapeutico, ma talvolta il loro utilizzo esula dalla cura di patologie. Potenziamento militare e Potenziamento biologico sono tecniche in fase sperimentale. Di ciascuna di esse sono state rappresentate le peculiari difficoltà nell'identificazione dei limiti di liceità. Conclusioni: Sembrerebbe ipotizzabile un approccio "case by case" del diritto, poiché duttile ed in grado di adattarsi alle caratteristiche peculiari di ogni singola forma di potenziamento valutandone al contempo l'impatto politico, legale, etico, sociale e di sicurezza, in un quadro di disomogeneità delle Tecnologie di Potenziamento Umano che non permette una cornice normativa unitaria in grado di soddisfare pienamente i bisogni individuali e collettivi. ; Human Enhancement is a modification aimed to improve human's characteristics and capabilities through scientific or technological interventions in the human body, starting from an 'integrity condition' and not from a state of disease. Therefore, we need to value if the enhancement is harmful of the human dignity or if it's an useful tool to improve the human life's condition. Methods: At first we focused on the bibliographic research dedicated to the HE's classification through the analysis of health's and enhancement's definitions, confronting with the bio-juridical perspective as for example the possible negative effects over a person's dignity, identity, freedom, equality; and comparing scientific and humanistic theories. We later examined in detail the national and the supranational legal framework of the last ten years, from the Science and Technology Options Assessment's Human Enhancement Study to the Comitato Nazionale per la Bioetica's opinions. Starting from this classification we located and analyzed some typologies of enhancement, using a medical social methodological approach and deepening each subject matter from both doctrinaire and jurisprudential profile. Results: Doping, cosmetic surgery and prenatal genetic enhancement's prohibition are techniques already disciplined. Smart drugs and deep brain stimulation are techniques already disciplined for therapeutic purpose, but sometimes their application lies outside the disease's therapy. Military and biological enhancementare techniques in an experimental phase. We have represented the particular difficulties inidentifying the limits of lawfulness of each of these typologies of enhancement. Conclusions: We could hypothesize a 'case by case' law's approach, because it's ductile and able to adapt on the peculiar characteristics of every single form of enhancement, evaluating at the same time political, legal, ethical, social and safety impact, in a context of inhomogeneity of the Human Enhancement Technologies that it doesn't allow an uniform normative framework able to fully satisfy individual and collective needs.
L'articolo, partendo da una descrizione delle attività e delle principali funzioni del Centro Regionale di Monitoraggio della Sicurezza Stradale CReMSS della regione Puglia, vuole fornire un quadro sullo stato della sicurezza della rete stradale pugliese. In particolare lo studio vuole evidenziare le criticità e i punti di forza del caso della Puglia, mettendo in evidenza il sistema di interventi messi in atto e programmati. Il CReMSS, istituito con la legge regionale 18/2004, rappresenta uno strumento di raccolta e di analisi dei dati sull'incidentalità al fine di indirizzare le politiche e gli interventi in materia di sicurezza stradale, così come previsto nel Piano Nazionale della Sicurezza Stradale (PNSS) legge 144/99. Le azioni del centro sono prevalentemente orientate al coordinamento e al raccordo con altri centri di monitoraggio (comunali, provinciali e nazionali) in modo da assicurare un'integrazione delle basi conoscitive e valutative del fenomeno incidentalità viaria e con tutti gli enti, le scuole di ogni ordine grado, e le realtà del privato sociale per diffondere i saperi e condividere le buone pratiche in materia di sicurezza stradale. ; The increasing amount of traffic on the Italian road system and the number of road accidents has put the attention of the road safety problem at European, National and Regional levels. The Italian Govern with the National Plan of Road Safety (PNSS 1999) defined the strategies for road safety and to reduce road accidents. The Puglia Region with the Regional Law 18/2004 instituted the Centre for Monitoring Road Safety (CReMSS), whose issue is to collect data about road incidents and accidents, to define potential risks and to improve road infrastructure. The CReMSS has defined an integrated monitoring centre for road safety and accident prevention, and constitute a central resource and information management centre. The main Puglia Region strategy on road safety is roads safer for everyone and the key targets is to reduce the number of people killed or seriously injured in road accidents. The Cremss publishes reports on road safety issues and detailed statistics on Puglia Region road traffic. CReMSS is also involved in road safety publicity campaign and surveys that monitor attitudes to key road safety issues. The present situation in Puglia region demonstrates an allarming situation as from 2006 the number of accidents has not reduced, and from the 2000 the number of accidents almost duplicates (from 5.883 in 2000 to 11.776 in 2007); the number of people killed went from 374 to 366 and the number of people injured from 9.866 to 19.652. For this reason the role of CReMSS is central and really important. The general objective that Puglia Region took has been the implementation of a monitoring centre to analyse and prevent road accidents with a specific target of the RegionalTerritory. The overall strategy underlying the actions undertaken by the Puglia Region is, as a main goal, the building of a new road safety culture to solicit attendance from the local authority, the region, other bodies dealing with the road network, schools and citizen association towards a safer and sustainable mobility. In addition, the enhancement of technical structures in charge of traffic and safety has been achieved. The expected results concern: – improvement of cooperation between all actors involved; – improvement of a local integrated culture about road safety; – availability of a powerful analysis tool and a Monitoring Centre; – development of some operational plans to improve safety and reduce crashes risks in the most critical points. – report progress in implementing the road safety strategy directed at reducing the number of accidents and casualties; – report the effectiveness of casualty reduction measures. – report on progress with road safety partnerships.
L'articolo, partendo da una descrizione delle attività e delle principali funzioni del Centro Regionale di Monitoraggio della Sicurezza Stradale CReMSS della regione Puglia, vuole fornire un quadro sullo stato della sicurezza della rete stradale pugliese. In particolare lo studio vuole evidenziare le criticità e i punti di forza del caso della Puglia, mettendo in evidenza il sistema di interventi messi in atto e programmati. Il CReMSS, istituito con la legge regionale 18/2004, rappresenta uno strumento di raccolta e di analisi dei dati sull'incidentalità al fine di indirizzare le politiche e gli interventi in materia di sicurezza stradale, così come previsto nel Piano Nazionale della Sicurezza Stradale (PNSS) legge 144/99. Le azioni del centro sono prevalentemente orientate al coordinamento e al raccordo con altri centri di monitoraggio (comunali, provinciali e nazionali) in modo da assicurare un'integrazione delle basi conoscitive e valutative del fenomeno incidentalità viaria e con tutti gli enti, le scuole di ogni ordine grado, e le realtà del privato sociale per diffondere i saperi e condividere le buone pratiche in materia di sicurezza stradale. ; The increasing amount of traffic on the Italian road system and the number of road accidents has put the attention of the road safety problem at European, National and Regional levels. The Italian Govern with the National Plan of Road Safety (PNSS 1999) defined the strategies for road safety and to reduce road accidents. The Puglia Region with the Regional Law 18/2004 instituted the Centre for Monitoring Road Safety (CReMSS), whose issue is to collect data about road incidents and accidents, to define potential risks and to improve road infrastructure. The CReMSS has defined an integrated monitoring centre for road safety and accident prevention, and constitute a central resource and information management centre. The main Puglia Region strategy on road safety is roads safer for everyone and the key targets is to reduce the number of people killed or seriously injured in road accidents. The Cremss publishes reports on road safety issues and detailed statistics on Puglia Region road traffic. CReMSS is also involved in road safety publicity campaign and surveys that monitor attitudes to key road safety issues. The present situation in Puglia region demonstrates an allarming situation as from 2006 the number of accidents has not reduced, and from the 2000 the number of accidents almost duplicates (from 5.883 in 2000 to 11.776 in 2007); the number of people killed went from 374 to 366 and the number of people injured from 9.866 to 19.652. For this reason the role of CReMSS is central and really important. The general objective that Puglia Region took has been the implementation of a monitoring centre to analyse and prevent road accidents with a specific target of the RegionalTerritory. The overall strategy underlying the actions undertaken by the Puglia Region is, as a main goal, the building of a new road safety culture to solicit attendance from the local authority, the region, other bodies dealing with the road network, schools and citizen association towards a safer and sustainable mobility. In addition, the enhancement of technical structures in charge of traffic and safety has been achieved. The expected results concern: – improvement of cooperation between all actors involved; – improvement of a local integrated culture about road safety; – availability of a powerful analysis tool and a Monitoring Centre; – development of some operational plans to improve safety and reduce crashes risks in the most critical points. – report progress in implementing the road safety strategy directed at reducing the number of accidents and casualties; – report the effectiveness of casualty reduction measures. – report on progress with road safety partnerships.
ANTECEDENTES: La mejora humana es una modificación destinada a mejorar las características y capacidades humanas a través de intervenciones científicas o tecnológicas en el cuerpo humano, comenzando desde una "condición de integridad" y no desde un estado de enfermedad. Por lo tanto, debemos valorar si la mejora es perjudicial para la dignidad humana o si es una herramienta útil para mejorar la condición de la vida humana. MÉTODOS: En un principio nos centramos en la investigación bibliográfica dedicada a la clasificación de la HE a través del análisis de las definiciones de salud y mejora, confrontando la perspectiva biojurídica como, por ejemplo, los posibles efectos negativos sobre la dignidad, identidad, libertad, igualdad de una persona; y comparar teorías científicas y humanísticas. Posteriormente examinamos en detalle el marco legal nacional y supranacional de los últimos diez años, desde el Estudio de Mejoramiento Humano de la Evaluación de Opciones Científicas y Tecnológicas hasta las opiniones del Comité Nacional de Bioética. A partir de esta clasificación localizamos y analizamos algunas tipologías de mejoramiento, utilizando un enfoque metodológico social médico y profundizando cada tema desde el perfil tanto doctrinario como jurisprudencial. RESULTADOS: El dopaje, la cirugía estética y la prohibición del mejoramiento genético prenatal son técnicas ya disciplinadas. Los fármacos inteligentes y la estimulación cerebral profunda son técnicas ya disciplinadas con fines terapéuticos, pero a veces su aplicación se encuentra fuera de la terapia de la enfermedad. La mejora militar y biológica son técnicas en fase experimental. Hemos representado las dificultades particulares para identificar los límites de legalidad de cada una de estas tipologías de mejora. CONCLUSIONES: Podríamos plantear la hipótesis de un enfoque de derecho 'caso por caso', porque es dúctil y capaz de adaptarse a las características peculiares de cada forma de mejora, evaluando al mismo tiempo el impacto político, legal, ético, social y de seguridad, en un contexto de homogeneidad de las Tecnologías de Mejoramiento Humano que no permite un marco normativo uniforme capaz de satisfacer plenamente las necesidades individuales y colectivas. ; BACKGROUND: Human Enhancement is a modification aimed to improve human's characteristics and capabilities through scientific or technological interventions in the human body, starting from an 'integrity condition' and not from a state of disease. Therefore, we need to value if the enhancement is harmful of the human dignity or if it's anuseful tool to improve the human life's condition. METHODS: At first we focused on the bibliographic research dedicated to the HE's classification through the analysis of health's and enhancement's definitions, confronting with the bio-juridical perspective as for example the possible negative effects over a person's dignity, identity, freedom, equality; and comparing scientific and humanistic theories. We later examined in detail the national and the supranational legal framework of the last ten years, from the Science and Technology Options Assessment's Human Enhancement Study to the Comitato Nazionale per la Bioetica's opinions. Starting from this classification we located andanalyzed some typologies of enhancement, using a medical social methodological approach anddeepening each subject matter from both doctrinaire and jurisprudential profile. RESULTS: Doping, cosmetic surgery and prenatal genetic enhancement's prohibition are techniques already disciplined. Smart drugs and deep brain stimulation are techniques already disciplined for therapeutic purpose, but sometimes their application lies outside the disease's therapy. Military and biological enhancement are techniques in an experimental phase. We have represented the particular difficulties inidentifying the limits of lawfulness of each of these typologies of enhancement. CONCLUSIONS: We could hypothesize a 'case by case' law's approach, because it's ductile and able to adapt on the peculiar characteristics of every single form of enhancement, evaluating at the same time political, legal, ethical, social and safety impact, in a context of in homogeneity of the Human Enhancement Technologies that it doesn't allow an uniform normative framework able to fully satisfy individual and collective needs. ; BACKGROUND: Il potenziamento umano consiste in una modifica volta a migliorare caratteristiche e capacità umane attraverso interventi scientifici o tecnologici sul corpo umano, partendo da una "condizione di integrità" e non da uno stato di malattia. Occorre pertanto valutare se il potenziamento sia lesivo della dignità umana oppure strumento utile a migliorare le condizioni di vita dell'uomo. METODI: In un primo momento si è proceduto alla ricerca bibliografica dedicata all'inquadramento dello HE mediante l'analisi dei concetti di salute e potenziamento, affrontando gli aspetti di pertinenza biogiuridica come ad esempio i possibili impatti negativi su dignità, identità, libertà ed uguaglianza, e mettendo a confronto teorie scientifiche ed umanistiche. In un secondo momento si è proceduto all'analisi dettagliata del quadro normativo nazionale e sovranazionale degli ultimi dieci anni, dallo Human Enhancement Study dello Science and Technology Options Assessment ai pareri del Comitato Nazionale per la Bioetica. A partire da tale inquadramento sono state individuate e trattate alcune tipologie di potenziamento, utilizzando un approccio metodologico medico sociale ed approfondendo ciascuna tematica sotto il profilo sia dottrinario sia giurisprudenziale. RISULTATI: Doping, chirurgia estetica e divieto di selezione eugenetica sono tecniche già disciplinate. Smart drugs e deep brain stimulation sono tecniche già disciplinate per utilizzo a scopo terapeutico, ma talvolta il loro utilizzo esula dalla cura di patologie. Potenziamento militare e Potenziamento biologico sono tecniche in fase sperimentale. Di ciascuna di esse sono state rappresentate le peculiari difficoltà nell'identificazione dei limiti di liceità. CONCLUSIONI: Sembrerebbe ipotizzabile un approccio "case by case" del diritto, poiché duttile ed in grado di adattarsi alle caratteristiche peculiari di ogni singola forma di potenziamento valutandone al contempo l'impatto politico, legale, etico, sociale e di sicurezza, in un quadro di disomogeneità delle Tecnologie di Potenziamento Umano che non permette una cornice normativa unitaria in grado di soddisfare pienamente i bisogni individuali e collettivi. ; peerReviewed
Libraries, through services, activities, professionals and citizens, can be made active places of the dialectic between politics and history, memory and history, local reality and global reality, institutional and personal experience, and past and present, thus educating the society to history and citizenship. A fruitful way is to study and enhance the cultural heritage that the libraries own and the one they have access to, deconstructing it, redefining it and redistributing it in new forms; in this regard, it may be useful to rely on practices and opportunities concerning a public engagement and derived from the disciplinary and civil context of public history. ; Le biblioteche, attraverso i servizi, le attività, i professionisti e i cittadini, si possono fare luoghi attivi della dialettica tra politica e storia, memoria e storia, realtà locale e globale, esperienza istituzionale e personale, passato e presente, educando così il pubblico alla storia e alla cittadinanza. Una strada fruttuosa è quella di studiare e valorizzare il patrimonio che possiedono e a cui hanno accesso, decostruendolo, ridefinendolo e ridistribuendolo in nuove forme; a questo proposito può essere utile appoggiarsi alle pratiche e alle opportunità di public engagement che derivano dal contesto disciplinare e civile della public history.
We critically depend on the Internet for our professional, personal and political lives. Researchers have been developing monitoring and measurement techniques to gather an accurate and exhaustive knowledge about how this complex, critical and largely opaque ecosystem of independent networks actually operates. Among the aspects of interest, tracing Internet paths (i.e. routers and links traversed by the network traffic sent towards a given destination) has attracted large interest from the research community with several applications including the reverse engineering of the network infrastructure, the monitoring and prediction of Internet paths and their performance, the management and troubleshooting of the network, the organization of efficient overlay networks and the investigation of the network routing and its pathologies. However, the techniques developed for tracing Internet paths are affected by several severe limitations causing the information obtained about the paths under investigation to be potentially incomplete or inaccurate with a significant impact on the applications relying on them. For instance, state of the art path tracing techniques may provide inaccurate topological information causing a distortion of the inferred network topology. Furthermore, by reviewing the literature, we notice how researchers, network administrators and systems relying on path tracing techniques are often interested in exploring specific Internet paths about which they know only some characteristics such as the traversed Autonomous Systems (AS). However, the ability to explore particular Internet routes strongly depends on (i) the availability of multiple vantage points well-distributed in the Internet (i.e. the machines issuing path tracing measurement) and (ii) the ability of identifying which specific vantage point to use and destination to target in order to explore the path of interest. Regarding the first challenge, researchers might use the vantage points made available by several public experimental testbeds. However, the great heterogeneity of interfaces and internal mechanisms of these testbeds represented a strong disincentive: as a consequence, researchers tend to use always the same testbed and its relatively small amount of vantage points. Regarding the second point, to the best of our knowledge, there are no available methodologies to identify which particular path tracing measurements to perform in order to explore a particular path of interest. In this thesis, we developed methodologies, techniques and a system for advancing the state of the art in the field of Internet path tracing. After having detailed the Internet path tracing techniques currently available, we critically analize their limitations as well as the partial solutions documented in literature: while some limitations attracted great interest from the community (e.g. load balancing), several other limitations have been largely ignored or not exhaustively investigated or resolved. As a first contribution, we present a set of innovative active probing techniques augmenting state of the art path tracing techniques with the specific goal to address unresolved limitations in Internet path tracing. More precisely, we present measurement techniques to (i) detect and locate hidden routers (i.e. network device invisible to path tracing techniques); (ii) detect third-party addresses (i.e. an anomaly causing the inference of AS not actually traversed on the path towards the destination); (iii) dissect in chunks the overall delay experienced along the path; (iv) trace the path towards the destination with a totally alternative path tracing approach complementary to the one universally adopted. As a second contribution, we identify two additional limitations in Internet path tracing: state of the art path tracing techniques may induce one to overestimate the number of equal-cost paths towards the destination and to infer non-existing changes in the network routing. For this analysis, we rely on alias resolution techniques (including a technique we present in this thesis) whose goal is to identify the addresses belonging to the same network device. As a third contribution, we designed, implemented and evaluated PANDA, a first implementation of a general architecture providing a path tracing on-demand service that aggregates under a unique simple interface the vantage points made available by different experimental testbeds very rarely jointly used due to the great heterogeneity of the exposed interfaces. PANDA is designed to satisfy complex user queries requesting path tracing measurements for Internet path with a priori known characteristics. This goal is reached by relying on a BGP-based prediction engine.
This paper outlines the EU regulatory framework and analyses current practice in four European countries in respect of public procurement and tendering of ferry services. Tender management for major ferry services resides with national government agencies, while tenders for smaller volume regional and/or inter-isles services are generally managed by local authorities and/or regional transport authorities. Operator selection criteria increasingly emphasises service quality aspects, and environmental impacts, as well as price (i.e. amount of subsidy required). There is a continued trend towards privately-owned operators providing and investing in essential ferry services, with an increasing role played by larger international integrated transport organisations. For transport authorities, ferry service procurement involves a continuous evolutionary process of specifying, offering, selecting, monitoring and reviewing services supplied. Based on the information collected and analysed, the authors have developed a 'tender route map' which explains the different stages and key issues concerning public procurement of ferry services.
