Factors Affecting Political Participation In Public Kabupaten Bungo Regency Year 2015
Elections (elections) is one way in the democratic system to elect representatives of the people who will sit in the people's representatives and is a form of fulfillment of citizens' rights in politics. It turns out that the political process originally expected to get high participation support, it is still low public participation. The low participation of the community to vote in polling stations (TPS), was not the first phenomenon that occurred in Bungo District. It should support high and quality political participation of the community, but in fact the voter participation rate is only 69.18% who participate in voting in the election of regional head (Pilkada). In accordance with the problems studied, then this type of research is categorized as descriptive research.Given the large number of population and limited ability of the researcher then the research conducted on the sample representing the population. So the sample in this study amounted to 100 people.Data collection techniques in this study were conducted by: Interview, Questionnaire, and Documentation. The results of this research,Many factors caused a person to participate in the elections of Bungo District in 2015. From various forms of political participation, voting or voting is one form of political participation of the community. Factors influencing the political participation of the community in the Pilkada of Bungo Regency in 2015 amongst the Political Awareness of the Community as well as the Attitudes and Beliefs of the people. From the results of the questionnaire analysis there are several factors that influence a person to participate namely First, knowledge of the community environment. The percentage of people who chose to have knowledge of the vision and mission of the chosen candidate, 63 people (63%) stated "yes", while 37 people (37%) stated "no". Having knowledge of selected candidate pairs, 83 people (83%) stated "yes", while 17 people (17%) stated "no". Second, knowledge of politics. Percentage of voters attended political campaign activity, as many as 20 people (20%) stated "yes", while 80 people (80%) stated "no". Third, interest to participate in political activities. The percentage of voters whose interest to be a successful team, as many as 9 people (9%) stated "yes", while 91 people (91%) stated "no". Attitude and belief of a community of Rimbo Tengah Sub-district in Bungo District Election 2015, it is based on the results of research conducted that is concern for the progress of Bungo District with the percentage of community participation that chose because concern for the progress of Bungo Regency as many as 89 people (89%) stated "yes", while 11 people (11%) stated "no". In line with the findings discussed above, from the analysis of respondent's characteristic that factors influencing political participation in Pasir Putih Urban Village are knowledge about society environment, politics, and interest to participate in political activity and attitude and belief of someone to progress of region. For political party activists and political leaders, to provide more information that can be directly to the community through campaigns and deliver the vision and mission to be done if elected, so that people are confident with their choice.The KPU may conduct a good socialization activity so that the voters understand and know the candidate pairs to be elected.Keywords: Factors, political participation, Pilkada.

Transforming the digital leadership to improve public service performance in the COVID-19 outbreak
The low HDI in Pandalungan is a government-focused development priority, especially in the healthcare sector. The attempts to break the COVID-19 chain must be made to improve the quality of government services in the region. In optimizing the activities, the sub-district leaders play a significant role. There is an appeal to the sub-district leaders to enforce social distance since there is no face-to-face meeting with the appliance assigned. The Camat (a sub-district head) needs to adjust to this situation, so the Camat uses new media to perform his tasks. The COVID-19 pandemic affects several aspects of life, including the style of leadership. Digital leadership has become a model of leadership that is successful during the time of the COVID-19 pandemic. The current study, based on those evaluations, is aimed at assessing the impact of digital leadership on the performance of public services by the sub-district chief Pandalungan. To meet the goal of the study, a qualitative approach is applied. It can be concluded that transformational leadership is oriented towards the organization's vision and goals, which are outlined in action.

Competencies in Public Service (Case study : Budget Management in Blimbing Village, District of Gudo, Jombang Regency, Indonesia)
In an effort to the distribution of development and improving public services, the central government issued Law No. 6 of 2014 concerning Village. Villages will give a larger authority to manage their own, one of them is Village Budget management. the central government will give budget transfer about 100.000 USD per year for one village. But there were problems in its implementation. The village apparatuses have not had enough competencies in Village Budget Management. It occured in Blimbing Village. They submitted accountability report of Village Budget realization on March 29th, 2016. Officially they had to submit the accountability reports on the last January 2016. So, they delayed 2 months on submitting an acountability report. Blimbing village was the village with the longest overdue in submitting of accountability report of Village Budget in the district of Gudo year 2015. The purpose of this study is to describe competencies of village apparatuses in Villages Budget management at Blimbing Village, District of Gudo, Jombang Regency. The research method used was descriptive qualitative with case study research strategy. Then the technique of data collection used were observation, interviews and documentation. Furthermore, the technique of validity checking of the data used was triangulation method. Data analysis technique used were 6 stages of qualitative research based on data analysis approach consisted of managing and preparing data, reading the whole data, analyzing more details and recoding the data, applying the coding process, presenting the data, and interpreting data. Based on observation and analysis of data that have been interpreted by theories, the research can be inferred that the apparatus of Blimbing Village have not had enough competencies, especially in knowledge competencies and attitude competencies.

Intellectual Capital Disclosure Level and Industry-Adjusted Earnings-Price Ratio of Indonesian Public Companies
This study aimed to test whether the intellectual capital disclosure (ICD) level affect the value of equity capital. The ICD level calculation was done using the method of disclosure index. The value of equity capital was calculated using the industry-adjusted price earnings ratio (IndEP ratio). Testing the effect of ICD level on the value of equity capital is done by multiple linear regression analysis using a sample of 97 companies listed in the Indonesia Stock Exchange in 2013 and 2014, with a total sample of 194 observations. The control variable of this work is size, leverage, market to book value and industry. The results of this study indicate that the intellectual capital disclosure level, human capital disclosure level, structural capital disclosure level and relational capital disclosure level had significant negative effect on the cost of equity capital. This study also used four control variables, namely size, leverage, market to book value and industry. Of the four variables, size is not significant positive effect on the cost of equity capital. Leverage and industry had significant negative effect on the cost of equity capital. While, the market to book value had significant negative effect on the cost of equity capital.

Public Debt As a Cource Of Financing For Government Expenditures in The Perspective of Islamic Scholars
Purpose of the study: This study aims to examine foreign debt as a source of financing for economic development. This research is expected to provide (1) an overview of debt as a source of funding for state projects, (2) investigate its impacts and (3) offer additional knowledge of its Islamic perspective. Methodology: This research is a qualitative study using the study literature approach. This research is conducted by analysing books, literature, journals, and magazines with themes related to the focus of the discussion on this study. It is expected that the method used can provide insight, general knowledge, and develop the view of Islam in relation to foreign debt. Main Findings: The government has to ensure that the state has the ability to pay off its obligations in the future; guarantee that loans have to be free from interest; prioritize taking loans from internal sources rather than external sources. In Addition, debts are not intended for deferred needs and not taking loans that exceed their needs. Applications of this study: basically the results of this study can be applied to any country that considers the use of public debt, like other Islamic systems. Novelty/Originality of this study:This research is conceptual research in an Islamic perspective. This study successfully examined comprehensively related to the public debt with the Islamic approach.

This study aims to determine the reaction of foreign ownership on the Indonesia Stock Exchange to the adoption of International Financial Reporting Standards (IFRS). This study will examine the reaction of foreign ownership on the Indonesia Stock Exchange during the periods 2007-2010 and 2012-2015. The variables used in this study are IFRS and foreign ownership. It finds that the obligation of IFRS does not affect the development of foreign investment in Indonesia, because accounting standards in Indonesia have been adjusted to IFRS since 2008 and investment decisions are not only influenced by standard accounting policies, but also by other factors, such as the economic and political conditions of a country. This study is motivated by the results of previous studies regarding the reaction of foreign ownership of IFRS adoption, which is still controversial. Some studies suggest that IFRS adoption increases information appeal and can attract foreign investment, while other research states that IFRS adoption will not necessarily increase the number of shares held by foreign investors.

West Jakarta Government's Paradiplomacy towards Global Public in Kalideres Refugee Issues ; Paradiplomasi Pemerintah Jakarta Barat terhadap Publik Global dalam Isu Pengungsi di Kalideres
This research analyzes international refugees' presence in Indonesia, which gives local challenges for the Indonesian subnational Government as a transit location. This research uses a paradiplomacy perspective to analyze the West Jakarta Government's response to the foreign refugees in its territory. West Jakarta is one of the Administrative Cities in the Special Capital Region of Jakarta. This research uses a qualitative research method. The research data sources were collected and analyzed from literature studies, current news, and socio-political theories. This research found that West Jakarta Government's paradiplomacy occurs due to differences in regulations applies. Moreover, this process can be parallel alongside the Central Government (Indonesian Government) in handling refugees in their territory following a local-regional wisdom approach. The West Jakarta Government's paradiplomacy carried out by coordinating the distribution of aid to refugees, working with stakeholders in handling international and national refugee issues, and managing refugee handling policies in transit locations where refugees live, especially in Kalideres, West Jakarta, Indonesia. These handling efforts aim to prevent horizontal conflicts between refugees and local people and achieve subnational interests in the form of support materially, financially, and politically. ; Penelitian ini menganalisis keberadaan pengungsi internasional di Indonesia yang memberikan tantangan lokal bagi Pemerintah subnasional Indonesia sebagai lokasi transit. Penelitian ini menggunakan perspektif paradiplomasi untuk menganalisis respon Pemerintah Jakarta Barat terhadap pengungsi asing di wilayahnya. Jakarta Barat merupakan salah satu Kota Administratif di Daerah Khusus Ibukota (DKI) Jakarta. Penelitian ini menggunakan metode penelitian kualitatif. Sumber data penelitian dikumpulkan dan dianalisis dari studi literatur, berita terkini, dan teori-teori sosial politik. Hasil penelitian menemukan bahwa paradiplomasi Pemerintah Jakarta Barat terjadi karena adanya perbedaan regulasi yang berlaku. Apalagi, proses ini bisa paralel dengan Pemerintah Pusat (Pemerintah Indonesia) dalam menangani pengungsi di wilayahnya dengan pendekatan kearifan lokal-regional. Paradiplomasi Pemerintah Jakarta Barat dilakukan dengan mengkoordinasikan penyaluran bantuan kepada pengungsi, bekerja sama dengan pemangku kepentingan (stakeholders) dalam penanganan permasalahan pengungsi internasional dan nasional, serta mengelola kebijakan penanganan pengungsi di lokasi transit tempat tinggal pengungsi, khususnya di Kalideres, Jakarta Barat. Upaya penanganan ini bertujuan untuk mencegah konflik horizontal antara pengungsi dan masyarakat lokal serta mencapai kepentingan subnasional dalam bentuk dukungan material, finansial, dan politik.

Community Participation in Public Peace and Order in Imandi Village, East Dumoga Subdistrict, Bolaang Mongondow Regency ; Partisipasi Masyarakat dalam Ketentraman dan Ketertiban Umum di Desa Imandi, Kecamatan Dumoga Timur, Kabupaten Bolaang Mongondow
This study aims to analyze and describe the public participation level and the factors supporting and inhibiting public participation in maintaining peace and order in Imandi Village. This research uses a descriptive qualitative research method. This research was located in Imandi Village, East Dumoga Subdistrict, Bolaang Mongondow Regency, North Sulawesi Province, Indonesia. The results showed that: 1) The Imandi Village community's participation is still not well implemented. Therefore, it will be better to maintain public peace and order in the village if it starts from individuals as small community units. It allows the realization of solidarity, which will significantly affect group members or community members in public peace and order implementation. 2) Efforts to motivate people to participate through Mapalus (mutual assistance activities) need leaders who can be role models. Village community leaders can be the key motivator in mutual assistance activities, but the government's participation is required. (3) The village government and its apparatus must continue to managing and fostering community members, especially in multicultural communities, to prevent the disruption of public peace and order. ; Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan tingkat partisipasi masyarakat serta faktor-faktor pendukung dan penghambat partisipasi masyarakat dalam menjaga ketentraman dan ketertiban di Desa Imandi. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Penelitian ini berlokasi di Desa Imandi, Kecamatan Dumoga Timur, Kabupaten Bolaang Mongondow, Provinsi Sulawesi Utara, Indonesia. Hasil penelitian menunjukkan bahwa: 1) Peran serta masyarakat Desa Imandi masih belum terlaksana dengan baik. Oleh karena itu, akan lebih baik untuk menjaga ketentraman dan ketertiban umum di desa jika dimulai dari individu-individu sebagai kesatuan masyarakat kecil. Hal ini memungkinkan terwujudnya solidaritas, yang secara signifikan akan mempengaruhi anggota kelompok atau anggota masyarakat dalam pelaksanaan ketentraman dan ketertiban umum. 2) Upaya memotivasi masyarakat untuk berpartisipasi melalui Mapalus (kegiatan gotong royong) membutuhkan pemimpin yang dapat menjadi panutan. Tokoh masyarakat desa dapat menjadi motivator dalam kegiatan gotong royong, namun diperlukan peran serta pemerintah. (3) Pemerintah desa dan perangkatnya harus terus membina dan memberdayakan masyarakat, khususnya dalam masyarakat multikultural, untuk mencegah terganggunya ketentraman dan ketertiban umum.

The research objective that the researchers conducted was to analyze and analyze the implementation of the Direct Cash Assistance Program (BLT) in Pasanggrahan Baru Village, Sumedang Selatan District, Sumedang Regency. See and analyze the constraints in the Implementation of Direct Cash Assistance Program (BLT) Policy in Pasanggrahan Baru Village, Sumedang Selatan District, Sumedang Regency. As well as to find out and analyze what preventive measures were taken to overcome obstacles in the implementation of the Direct Cash Assistance Program (BLT) Policy in Pasanggrahan Baru Village, Sumedang Selatan District, Sumedang Regency. The research method used in research using qualitative methods. Qualitative research to understand social phenomena from the perspective of participants. From this study found obstacles related to the Implementation of the Direct Cash Assistance Program (BLT) Policy in Communities Affected by Covid-19 in Pasanggrahan Baru District, South Sumedang Regency, Sumedang Regency, both related to communication, resources, disposition and bureaucratic structures. Enduring the obstacles that have been done is also an effort to overcome the obstacles that have occurred. Military reform, militarily-connected firms and auditor choice
Purpose One of the strongest connections in politics in developing countries is through military links. This study aims to examine the auditor choice preference of the militarily-connected firms in Indonesia, an emerging country where there is a strong influence from the military on political decision-making. Design/methodology/approach The analysis used 3,473 firms-year observations listed on the Indonesian Stock Exchange spanning from 2003 to 2017 using regression and other statistical tests. Findings The results reveal that firms with a militarily-connected director are less likely to appoint one of the Big 4 auditors. Using the military reform as a natural experiment, the finding shows that militarily-connected firms did not change their auditor choice preference even after the military reform. Interestingly, I find that connected firms are associated with high earnings management. In addition, the different retirement position level and military affiliations of the connected directors generate different outcomes related to the auditor choice decision. Overall, the results indicate that militarily-connected firms were less likely to appoint one of the Big 4 auditors both before and after the military reforms. These results are robust, even after the author controlled for political connections, year fixed effects and industry fixed effects. Research limitations/implications Because of the limitations of the prior literature on military connections, this study is developed based on the assumption that the militarily-connected directors have identical behavior whether they serve in either public or private companies. However, this assumption could be invalid which potentially affects the interpretation of some of the results in this study. Originality/value This paper provides direct evidence of the auditor choice preference of firms with a military connection. The evidence builds on the existing literature on the difference in auditor choice preference between politically and militarily-connected firms.

ORGANIZATIONAL DIMENSIONS OF THE COVID 19 TASK FORCE ; DIMENSI ORGANISASI GUGUS TUGAS PERCEPATAN PENANGANAN COVID-19
Covid 19 that has hit the Indonesian nation has had a multidimensional impact on people's lives. The formation of the Task Force for the Acceleration of Handling Covid 19 is a concrete step for the government in response to this problem. The Task Force has certainly faced various obstacles, challenges and problems in carrying out its duties and functions. One of them will be related to the arrangement of the various dimensions of the Task Force organization in several laws and regulations that govern it. The research method used is descriptive and juridical normative with the aim of obtaining a complete and comprehensive description and evaluation of the organizational dimensions of the Task Force that have been stipulated in several laws and regulations as a product of public policy. The results showed that the Task Force as the operating core of government policies / programs dealing with Covid 19 was an ad hoc institution that was a political organization. Regulations for several structural and contextual dimensions are contained in Presidential Decree No. 7/2020, Presidential Decree No. 9/2020, Presidential Regulation No. 82/2020, and Decree of the Chair of the Task Force No. 16/2020, namely formalization, specialization, hierarchy of authority, organizational goals and organizational size. ; Covid-19 having hit the Indonesian nation has multidimensionally impacted on people's lives. Some structural and contextual organizational dimensions of the Task Force, namely formalization, specialization, hierarchy of authority, organizational goal, and organizational size, are contained in (a) Presidential Decree No. 7/2020, (b) Presidential Decree No. 9/2020, (c) Presidential Regulation No. 82/2020, and (d) Decree of the Chair of the Task Force No. 16/2020, namely formalization, specialization, hierarchy of authority, organizational goals and organizational size.

The essence of decentralization and regional autonomy is basically how to bring the government closer to its people, in which the implementation of regional autonomy provides space for local governments to accelerate the realization of the welfare of the community through improving services, empowerment and community participation, and enhancing regional competitiveness. Providing a service that meets the established standards is a part to be observed. the existing service in the city government of Denpasar to achieve good governance of the city government must have to do the service by using the strategy so that people are satisfied with the services provided, this is done so that the realization of good governance is by nine principles: (1) Community Participation, (2 ) Enhanced Legal Supremacy, (3) Transparency, (4) Caring for Stakeholders, (5) Consensus-Oriented, (6) Equity, (7) Effectiveness and Efficiency, (8) Accountability, (9) Strategic Vision.
