ABSTRACT Context: in recent years, studies have sought to analyze how intelligence and knowledge management processes are understood and applied in the context of public management, environments in which processes appear as a point to be explored to enhance decision-making quality. Objective: to analyze how public managers apply intelligence and knowledge management aiming at a higher decision quality. Method: based on a defined and validated research protocol, interviews were conducted with seventeen public managers in southern Brazil. For the analysis, the qualitative comparative analysis technique using fuzzy sets was applied. Results: the results suggest the importance of effective data, information, and knowledge management for the decision-making quality of public managers, demonstrating that the absence of decision-making quality is directly related to the absence or little use of knowledge management and intelligence elements in the public management. Conclusion: in addition to analyzing conditions and proposing ways to lead to greater quality in decision making by public managers, it was possible to contribute to the theme of knowledge management and intelligence in public management, as well as to benefit the government with paths to be consolidated and better explored.

ABSTRACT Objective: To identify and to discuss the progress of actions for the protection, promotion and support of breastfeeding in Brazil from the perspective of the indicators proposed by the Global Breastfeeding Collective. Data source: A narrative review was conducted according to the methodological orientation of the implementation research and through a qualitative approach. Publications from the World Health Organization and the United Nations Children's Fund were selected, as well as publications from the Brazilian Ministry of Health were collected from the Virtual Health Library and from the libraries of the Department of Primary Care's portal and the Brazilian's Institute of Geography and Research. Data synthesis: Brazil has shown promising results regarding the implementation of breastfeeding protection legislation, the participation of municipalities in community breastfeeding support programs, and the continued evaluation of these programs. However, reports of breastfeeding rates have not been produced every five years and the progress of these indicators is very far from the agreed targets for 2030. There is also a need to improve the number of births in child-friendly hospitals and financial donations for breastfeeding programs. Conclusions: It is necessary to strengthen systematic monitoring of breastfeeding and following up current strategies to more effectively impact the breastfeeding rates in the country. Furthermore, it is suggested that the practice of donations is a pathway to be explored to support breastfeeding programs.

The purpose of this work is to establish of the bound oxygen effect on the phase composition of the Semi-Insulating Polycrystalline Oxygen-doped Silicon (SIPOS) films by means of three independent methods: X-ray diffraction (XRD), Ultrasoft X-ray Emission Spectroscopy (USXES) and Raman spectroscopy, also on their electrophysical properties, depending on the relative oxygen content in the gas mixture flow (γ=N2O/SiH4) of the plasma reactor during the chemical vapor deposition of submicron SIPOS layers on monocrystalline silicon wafers. The increase in the oxygen content in SIPOS layers from γ=0 to maximum at γ=0.15 leads to the reduction of Si nanocrystals size from ~75 nm to 2–5 nm, submerged in amorphous matrix. Oxygen is contained in the bound form of silicon-oxygen clusters SiOSi3 type in the amorphous silicon matrix without SiO2 formation. La evolución de la radio en los últimos años ha derivado en una creciente presencia y utilización de las redes sociales como canal de comunicación con sus audiencias y la aparición de nuevas narrativas. Esta investigación explora el tratamiento que las cuatro principales cadenas radiofónicas españolas -SER, COPE, Onda Cero y Radio Nacional de España- realizaron en Instagram durante la investidura de Pedro Sánchez como presidente del Gobierno de España. Del análisis de contenido cuantitativo y cualitativo realizado se deriva que la implantación de la radio en Instagram es, todavía, incipiente en algunos casos, pero que, sin embargo, cadenas como SER y COPE ya aplican nuevas narrativas en la red social. La radio emplea Instagram para informar y también como espacio para los géneros opinativos, y lo hace con un impacto notable en las comunidades de seguidores. ; Radio's evolution in recent years is characterised by the growing presence and use of social networks as communication channels with their audiences and the emergence of new narratives. This research explores the coverage carried out by the four main Spanish radio stations - Cadena SER, COPE, Onda Cero and Radio Nacional de España - through their Instagram accounts during the inauguration of Pedro Sánchez as President of the Government of Spain. The results obtained from an analysis of quantitative and qualitative content reveal that, in some cases, the introduction of radio on Instagram is still in its infancy. However, stations such as SER and COPE have already implemented new narratives in this social network. The transition to a circular economy (CE) remains an anticipated future with alternative pathways for its fulfillment. Most research on CE is normative about technological approaches and interpretations for production and sustainable development. However, critical reviews of CE help understand that CE's emergence is constrained to current dominant goals. As a set of imagined futures, the visions of CE are produced and shared in discursive practices. We hypothesize that the existence of alternative discourses about CE originates from alignment with or divergence from current dominant goals. Green growth holds the dominant position as a goal in the European discourse about CE. In this study, we present an empirical case of an emerging CE in the region of Trøndelag in Norway. This case uses qualitative data collected through interviews with informants in the public and private sectors (profit and non-profit organizations). The analysis of these interviews involved the use of a discourse coalition framework as a method. We identified three discourse coalitions: 1) Waste as resources: a vision of better product design and waste sorting technologies making recycling more efficient. 2) Sharing economy: a vision of industrial symbiosis, and new business models for local commercial offerings in sharing, reuse, repair of products. 3) Reduction of individual consumption: a vision of individual changes in lifestyle, coupled with local services and skill acquisition/transfer for reuse and repair. The first two operate in alignment with the political goal of green growth. The third one diverges by questioning it and setting focus on individual consumption reduction. We found discursive competition in CE when the focus is on the goal underlying its enactment. From this finding, we raise the question of which kinds of technological implementation and political challenges would come from shifting CE's policy goal to reducing individual consumption. To illustrate an alternative CE that emerges from consumption reduction, we discuss its implications based on the insights from our empirical case. The main contribution of the article is to provide evidence and an example of an emerging aspect that can be integrated more prominently in CE and that requires a stance that is not based on economic growth. ; publishedVersion ; © 2020 The Author(s).
