The purpose of the study is to know the application of good governance principle in managing the IT Center at Bina Marga Department Kotabaru regency. The researcher used descriptive qualitative research as the method of the study. From the result of the research, the researcher found that the application of Good Governance principle in managing IT Center at Bina Marga Department Kotabaru Regency was measured as well by using 9 principles, such as participation indicator, law indicator, transparency indicator, responsive indicator, consensus indicator, equilavment indicator, effectivity and efficiency indicator, accountability indicator, and visibility indicator. Lack of internet network and the minimum socialization occurred to be the obstacle factors in delivering the information. For the supporting factors, the researcher found human resource and information data became the supporting factors in managing IT center well.
Conflict is something that can not be separated in the process of management of the company. Conflict that managed well will be able to make a positive contribution to the business activities and the achievement of corporate goals. This study used a qualitative research methodology with a case study approach. The selection of a qualitative methodology based on the problem formulation used in this study. The results of this study indicate that the conflicts that happened in management Central Market Puspa Agro caused by internal and external factor. Internal factor is derived from obscurity powers, functions and roles, monitoring and evaluation weakness, slowness of responds to the problems, the competence of individual differences, the target and task interdependence. External factors consist of the presence of government policies and industry demands. The effect of conflicts are functional and dysfunctional. Conflict management is applied by stimulation , reduction of conflict and conflict resolution methods.
The Government through the Directorate General of Taxation issued a policy in 2013 in the form of Government Regulation (PP) Number 46 of 2013 regarding the application of a flat rate of 1% on any business that has a maximum income of Rp. 4.8 billion. Application of PP 46 in 2013 will inevitably have to be done by all trained partners or SMEs in Indonesia, which has a turnover of under Rp. 4.8 billion. In the period of the commencement of the year 2013 until today of course there are various phenomena in the field. Therefore, this study aimed to describe the behavior of the partners in addressing the implementation of PP 46 in 2013. This study used a qualitative approach with intrepetif perspective. The qualitative approach is research done in certain settings that exist in real life (naturally) with the intent to investigate and understand the phenomenon: what happened, why it happened and how it happened ?. The main objective of qualitative research is to make a fact easily understood (understandable) and that allows (by model) can generate new hypotheses. Based on pre-defined criteria, this study used the key person in approaching research informants. While the mention of the name of the informant, the author uses a pseudonym, which means that the author will not use the real names of informants, but pseudonyms or initials.Keywords: Government Regulation (PP) Number 46 of 2013, intrepetif perspective.
This study explores the value chain of the health insurance industry, government institutions, and healthcare providers in Indonesia. It is designed as qualitative research using exploratory case study approach. Primary data are obtained through in-depth interviews with informants consisting of health insurance managers, government officers, and hospital managers. Secondary data are collected through public reports. Some parties contribute to the high cost of healthcare in Indonesia along the value chain of the health insurance industry, government institutions, and healthcare providers. The structural cost drivers include bureaucracy, lack of synergy, fraud, hospital claims, medicine price, participants' behavior, and insurance companies' behaviors.
MSMEs have a significant role in economic development in Indonesia, namely by providing job opportunities and expanding job opportunities to the community. Since the outbreak of the COVID-19 disease in Indonesia has affected MSMEs in Indonesia, one of them is the problem of decreasing MSME results. Sharia compliance is a sharia compliance guideline used in an MSME activity by sharia rules and does not deviate from Islamic teachings. Profit results from product sales, which is an integral part of MSMEs. The research entitled the effect of sharia compliance on the profits of MSMEs in Bangkalan aims to find out how the implementation of sharia compliance in MSME activities is, how does sharia compliance affect the earnings of MSMEs in Bangkalan.In the preparation of this study using qualitative research methods with normative, descriptive research types, namely by describing the conditions in the research area and then connecting them with references from books and journals. Enduring the obstacles that have been done is also an effort to overcome the obstacles that have occurred. This is qualitative research that aims to describe the suitability of teaching Arabic books (class I and IV) in MI using KTSP curriculum with Content and Competency Standards set government policy, and a description of the book to teach Arabic MI is needed to cope with the new curriculum in 2013. The method used is a qualitative method, using content analysis of BSNP (National Education Standards Agency) and needs analysis. Suitability of the Arabic book by SK KD government set on average for class I applied sufficiently and still need to be further improved. As for class IV, SK KD can be applied with good and balanced, but to listening competencies, especially in the identification of letters hijaiyah not get enough servings. There are two possible models that can be created for teach book in the coming school year, the first is a thematic integrative book of PAI MI according to the new curriculum in 2013, or second is a Arabic books MI generally for the new school year.
This study aims to describe the implementation of compliance strategies in revenue agencies using the compliance model approach to improve advertising tax compliance. The research data were collected by interview, observation and document collection. This research is a descriptive qualitative research with a case study approach. Data analysis was performed using qualitative techniques, consisted of 3 stages, namely data reduction, data display, and conclusion drawing. The results of the study provide empirical evidence that compliance strategy with a compliance model approach that is implemented comprehensively and adequately can increase taxpayer compliance. The strategy implemented includes providing ease of compliance, providing assistance to comply, taking deter by detection and use full force of the law. Its combines effective prevention strategies and credible enforcement, making easier for taxpayers who are committed to comply and take firm action against taxpayers who do not comply. Implementation of compliance strategy requires support of facilities and infrastructure, competent human resources, tax authorities commitment, laws and regulations as a basis for implementation and support from other agencies in law enforcement efforts. The results of this study can become a reference for policy makers in developing future compliance strategies to achieve voluntary compliance in a sustainable manner.
This study describes the psychological dynamics of Pesantren Salafiyah Syafiiyah Pekalongan early childhood students, which focused on their parenting, cognitive development, emotional and social behavior. Qualitative research data was obtained by interview, observation and documentation. The results of this study reveal: (1) caregivers parenting style were both on authoritarian and democratic. (2) types of parenting and child motivation on boarding school contribute to cognitive and psychosocial development of the child. Students who split up his guardian, and cared for on semi-authoritarian way will be less reasoning person, slow psychomotor skills, and less socialize. In contrast to students whom their parents support them and want their children to be good at lessons will master general science, able to memorize the Koran, and be better person.
This study aims to determine the formulation of strategies that can be used in facing the challenges of implementation of innovation policies in realising sustainable development in the community environment with the case study of the Indonesia Village Government. The innovation policy aims to improve the quality in the use of village funds and also to encourage productivity and development in rural areas as well as build sustainable village capacity to improve the socio-economic welfare of the community and the independence of the village. This qualitative research uses a case study approach through field research in the village local government. We identified several challenges in the implementation of the innovation policy. In overcoming these challenges, as well as successfully implementing the policy, the role of innovative behaviour on the part of policy makers at the village level is importance. With an exploration strategy approach, entrepreneurial strategies and open and collaborative approaches used by various parties are also required in the successful implementation of innovation policy. The development of future research related to innovation policy relevant to the characteristics of rural communities is still very much needed.
This study analyzes the success of the Indonesian Farmers Union (SPI) in the peasant rights struggle during 2001 - 2016. This study uses the social movement integration aprproach which is an attempt to synthesize three dimensions / approaches: the structure of political opportunity; structure of social mobilization; and cultural framing. This study uses qualitative research methods with study case approach. The research data is sourced from interviews and documents and literature related to this study. The analysis indicates that the success of SPI in peasant rights struggles in 2001 - 2018 can be seen from the ratification of 'Declaration Peasant Rights and Other People Working in Rural Area' or UNDROP at the International level. This success can't be separated from the role of each dimension / approach, namely a combination of factors of political openness in Indonesia, the success of the SPI in networking alliances at various levels (local-international), and the construction of ideas on the rights of farmers that can be accepted universal.
This research aims to analyze the implementation of the regent regulation number 87 of 2020 in Regional Revenue Management Agency of Sumedang when it is affected by the COVID-19 pandemic. The method that we used in this research is the qualitative research method and set the variable we observed is the policy implementation. The sampling technique that we used is the purposive sampling that considers some argument based on the data. The sources of the data we observed are the chief of organization, assistant of general position, chief of controlling and monitoring. On analyzing the data we have observed, we used Miles and Huberman's Model having these several steps: data reduction, data visualization, conclusion drawing/verification, and triangulation. Based on the interview and data analysis, we concluded that the implementation of the regent regulation number 87 of 2020 is statistically well performed as we consider the constructing process, implementation, and participation. Some obstacles on implementing this regent regulation are lack of knowledge of citizen about this regent regulation also lack place of taxes payment. Some strategies on dealing with these obstacles are increasing the campaign of the regent regulation through social media and direct helping of busy citizen on paying the taxes. Government South Sulawesi Province has obtained WTP opinion for the four consequentive years. This research aimed to interpret the meaning of the auditor's proper without-exception (WTP) opinion from the point of view of the understanding of the writer of the financial statements (BPKD) and the Inspectorate of the Government of South Sulawesi Province. The research samples (informants) were the staff members and achelon officials in the Government of South Sulawesi Province, the echelon officials in the inspectorates of South Sulawesi Province. The research type was qualitative, and the researcher tried to dig the meaning of the WTP opinion which was achieved Maynard's thought, in which Maynard analyzed the conversation. The qualitative data were analyzed in the three steps, namely (1) the data reduction, (2) the data display, and (3) the conclusion drawing/verification. The research result revealed that the WTP opinion achieved by the Government of South Sulawesi was started from the leader's ambision to achieve the WTP opinion while he was in his position. Socially, all the civil achieve the WTP opinion. Psychologically, such a situation had made some of the staff members had showed different behaviors: some as well as the echelon did the work voluntary, but some did it because of the pressure of their superior.
This research is motivated by the people of the Selayar Islands Regency who experience limited information about birth certificate documents at this time, which is due to limited human and material resources both in quantity and quality, as well as the geographical location in the form of islands. The main problem of this research is that the issuance of birth certificates is still not optimal. The purpose of this study was to describe the issuance strategy by the Department of Population and Civil Registration of the Selayar Islands Regency in accelerating the ownership of birth certificates. This study uses qualitative research methods with the object of research being the issuance of birth certificates. Data collection techniques: observation, interviews, and documentation. Data analysis consists of three activities carried out together, namely data selection, presenting data, and drawing conclusions. The results of this study reveal that the Strategy of the Department of Population and Civil Registration has been running but still has obstacles in its implementation. This is due to various factors that occur in the field so that the implementation of the strategy has not been maximized. The researcher recommends that to reach services in the archipelago, it is better to use online. This will certainly make it easier for the community and officers to provide services in an effort to accelerate birth certificate ownership in the archipelago.
This study aims to gather information and analyze in-depth about the public perception on the green buying in Indonesia. The analysis focus on each of the community groups, ie group of professionals, group of housewives, and group of young people. These three groups are expected to represent the green buying behavior of today's society. Research is conducted by using qualitative research approach, using the technique of in-depth interviews in data collection. This study finds that people have different 'green' buying behavior. Professional groups are the groups most concerned in it, while the groups who are less concerned with green buying are groups of housewives, normally they reasoned that the purchase of green products are very expensive. The great expectation for environmentally conscious and green buying behavior is on groups of young people (students). Generally, young people have a great desire to behave in green if later they are already working and earning enough to buy green products which are generally more expensive than the regular products. Future expectations are that these research findings can be used as a reference by the government in environmental policy making, as well as benefits to the company/organization in offering products that are environmentally friendly.
