The aim of the research is to choose an approach to evaluation of a state of the scientiic and technological potential of Russia. The research subject is the bundle of governing decisions oriented to the development of separate structural elements of scientiic and technological potential of Russia. As theoretical and methodological base the concept of the management of changes in complicated social-economic systems has been chosen which includes evolutionary and revolutionary methods of changes. Main results of the theoretical part of the research are original authors' vision of the term «scientiic and technological potential» and its main structural elements, including organizational conditions of the scientiic and technological sphere; original approach to the evaluation of qualitative changes in the state of scientiic and technological potential. The research includes following stages. First – analysis and systematization of governmental measures, oriented to creation of conditions for the development of the scientiic and technological potential of Russia. Second – creation of statistical base of the research (2009–2014 years). Third – graphical interpretation of main scientiic and technological potential indictors' change (given other elements are ixed). Fourth – the evaluation of the changes in scientiic technological potential of Russia. The authors searched questions of governmental inancing of fundamental and applied scientiic research. The results of the work are: analysis of the conditions for scientiic staff reproduction, analysis of the conditions for material and technical base reproduction; evaluation of main indicators, relecting common state of scientiic and technological potential of Russia (number of publications of Russian authors in scientiic journals, indexed in Web of Science database; number of the objects of intellectual property); the conclusions of the qualitative changes of scientiic and technological potential of Russia.

The article is devoted to the study of communication processes in the public administration system. The feasibility of the study is confirmed by the fact that the global transformation of an industrial society into an information and communicative society that occurs in the modern world is accompanied not only by the rapid quantitative and qualitative transformation of the information sphere and the emergence and development of a completely new type of communicative structures and processes in all spheres of society, but and a profound rethinking of the communicative nature of social reality, modern changes in the social-communicative sphere, the place and role of communication in the development of society. As the content and structure of society, social organizations and institutions become more complex, the number of information increases (scientific, artistic, political, household, etc.). This inevitably leads to an increase in the importance of social communication in management processes, which are accompanied by a fundamental transformation not only of the technology but also of the social, sociocultural basis of the post-industrial, information society. Communication has acquired signs of the most important function of any system, including in the sphere of government, which is directly a product of human interaction, based on the achievement of mutual understanding and agreement, primarily due to communicative interactions. Communication processes are considered in the article as a key integrated system of state management of social processes in the country, the main translator of information between citizens and state institutions. According to the results of the work, the author emphasized that competent communication is one of the necessary conditions for successful government management, the effectiveness of which is comparable to the possession of advanced means of production.

During the 1990's and 2000's audience research departments at broadcasting companies and advertising agencies played a serious role in the development of Russian sociology of media. One such subsidiary is VGTRK's Audience Research Agency, founded by media manager and journalist A.G. Bystritsky, and which for a long time was run by sociologist A.V. Sharikov. The tasks of the Agency have repeatedly changed for 12 incomplete years of its work. They included secondary analysis of the results of TV audience measurement, expert surveys, audience qualitative studies, research expeditions to the Russian regions, etc. A special place among the Agency projects is held by the first exit poll in the history of Russian sociology (1993). Examined are the main periods and lines of activity of this subsidiary, its projects and the publications based upon them. Information is provided about the leading experts who participated in the agency's activities throughout the years of its existence.

В данной работе анализируются вторичные данные, полученные автором в ходе реализации ряда исследовательских программ в Сибирском федеральном округе. В рамках серии исследований было изучено отношение жителей субъектов Сибирского федерального округа к федеральной, региональной и местной власти. Цель данной статьи заключается в том, чтобы рассмотреть отношение жителей Сибирского федерального округа к власти в концепте парасоциальных отношений. Основная проблема формулируется так: существует разрыв в восприятии федеральной власти и региональной/муниципальной власти. Данный разрыв заключается в различиях мнений и оценок властей различного уровня. Концепт парасоциальных отношений является сравнительно новым для отечественной социальной науки. Под парасоциальными отношениями в западной социологии понимаются отношения, лишенные фактического обмена. В работе анализируется фактологический материал фокус-групп, рассматриваются основные черты парасоциальных отношений и проводятся параллели между отношением к власти и отношением к героям различной медиапродукции. Обосновывается возможность изучения политического поведения жителей Сибирского федерального округа при помощи метода фокус-групп. В работе рассматриваются две категории мнений и оценок, которые обнаружены в ходе реализованных социологических исследований: А) мнения и оценки, основанные на опыте респондентов; и Б) мнения и оценки власти, основанные на медиапродукции. Отмечается необходимость использования для изучения парасоциальных отношений в обществе количественных методов социологических исследований, в т. ч. с применением шкалы PSR, которая предназначена для анализа именно подобного вида отношений. ; In this paper, the author analyses secondary data obtained during the implementation of a number of research programs in the Siberian Federal District. As part of a series of studies, the attitude of residents of the subjects of the Siberian Federal District to federal, regional, and local authorities was studied. The purpose of this article is to consider the attitude of the inhabitants of the Siberian Federal District to power in terms of parasocial relations. The main problem is formulated as follows: there is a gap in the perception of the federal government and regional/municipal authorities. This gap lies in the differences of opinions and assessments of authorities on different levels. The concept of parasocial relations is relatively new for the domestic social science. Parasocial relations in Western sociology are understood as relations that are devoid of actual exchange. This work analyses the factual material of focus groups, examines the main features of parasocial relationships, and draws parallels between the attitude to power and the attitude to the heroes of various media products. The possibility of studying the political behaviour of the inhabitants of the Siberian Federal District using the focus group method is grounded. This paper considers two categories of opinions and assessments found in the course of sociological research: a) opinions and assessments based on the experience of respondents; and b) opinions and assessments of power based on media production. It is noted that it is necessary to use quantitative methods of sociological research for studying parasocial relations in society, including using the PSR scale, which is intended for the analysis of exactly this kind of relationship.

In the given research authors not only have made an attempt qualitative
studying of a phenomenon of trust and valuable sphere of voters, but also have tried
to study them in interrelation among themselves with reference to political sphere. In
work are established and described: distinctions in valuable sphere of
representatives of different social groups, interrelations between valuable sphere of
voters and trust to the power. The maintenance of a phenomenon of trust to political
parties and leaders is in detail considered. The main conclusion consists that one of
trust components to the power is the generality of values between objects and
subjects of a policy.

The article discusses the process of developing a common understanding, common terminology and approaches required in international research on cyber abuse of children. Globally, this data is needed to help build consensus among international actors on standards, agreements, protocols and subsequent legislation that will help to make the Internet a safer and better place for children. A description of the research approaches proposed by the London School of Economics is given. ; Поднята проблема выработки единого понимания, общей терминологии и подходов, необходимых для проведения международных исследований кибербуллинга. На глобальном уровне формирование консенсуса между международными субъектами в отношении соответствующих стандартов, соглашений, протоколов и последующего законодательного регулирования поможет сделать Интернет более безопасным местом для детей. Описывается вклад Лондонской школы экономики в создание методической поддержки международных исследований интернет-рисков.

The article describes the methodological algorithm of investigation of the texts of information-psychological warfare. In the Russian information environment, these texts are nominated by information attacks. The ap-proach worked out by the author includes three constituents: 1) identification of the target of the information attack (taking into account statements of officials characterizing a certain layer of information); 2) collection of the data correlated with the target; 3) analysis of the information attack content. Each of the above mentioned stages needs a certain research method aimed at solution of the corresponding problem. The data are collected with the help of the case method, while the content is studied using content analysis (the method of qualitative analysis of texts and text corpuses with the purpose of further con-tent interpretation of the revealed numerical regularities). Though the case method and content analysis are regarded as the main research methods, it seems feasible to use them in combination with other methodological approaches, which makes it possible to get a complete picture of the phenomenon under study. The use of the suggested algorithm is illustrated by the example of the information attack upon the Russian sport in foreign mass media in 2014-2014. ; В статье рассматривается методологический алгоритм изучения текстов информационно-психологической войны на примере информационной атаки на российский спорт в британских и американских СМИ.

В данной концептуальной статье проводится критический и рефлексивный анализ современных исследований структур представительства студентов в образовательном управлении, позволяющих обучающимся оказывать институциональное влияние на принятие решений университетами или органами государственного управления. Автором освещаются традиции осмысления студенческого представительства в контексте студенческой политики (соотношение со студенческим активизмом, политическая социализация, выборы); варианты осмысления студенческого представительства как части системы высшего образования (типы и формы взаимодействия вузов и правительств со студенчеством, а также влияющие на это факторы); и, наконец, сгруппированные по географическому признаку традиции исследований практик работы органов студенческого представительства (англосаксонские страны, развивающиеся страны Южного полушария, континентальная Европа). Далее проводится критический анализ состояния посвященных студенческому представительству исследований - его достоинств (разработанный концептуальный аппарат) и недостатков (ограниченная географически традиция качественных работ), оценивается взаимодействие этих исследований с политической наукой в контексте изучения выборов и существующие лакуны (недостаточный эмпирический, позитивистский фокус; неравномерная географическая распространенность; отсутствие исследовательского фокуса на «фронтире» понятий студенческого представительства и студенческого активизма). На основе результатов анализа намечены потенциальные будущие направления развития этих исследований: диверсификация методологической базы (с развитием использования эмпирических количественных методов) и географического охвата (в том числе с покрытием постсоветского пространства и ключевых стран Восточной Азии), доработка теоретического аппарата и более подробное рассмотрение взаимной трансформации практик студенческого представительства и студенческого активизма. Оригинальность и научная значимость статьи состоят в том, что, несмотря на плавный рост популярности студенческого представительства как исследовательской темы в последние два десятилетия в мировой науке, в России эта тема пока еще практически не освоена, а предложенные в статье концептуальные и методологические новации должны подстегнуть новый виток ее содержательного развития. ; This article aims to present a critical and reflective analysis of modern practices of the student representation bodies that have institutional influence on decision-making of universities or the government. The article first describes different traditions of understanding student representation in the context of student politics and its links with student activism, political socialization, elections. Then we consider different approaches to understanding of student representation as a part of a higher education system (types and forms of interaction between students, on the one hand, and universities and governments, on the other hand). Finally, traditions of researching the practices of student representative bodies in different groups of countries (Anglo-Saxon countries, developing countries of Global South, and continental Europe) are discussed. The following section contains a critical analysis of the current research of student representation, its advantages (developed conceptual framework and limited geographic traditions of qualitative research as well as connection with political science in the electoral context) and disadvantages (insufficient empirical, positivistic focus; uneven geographical prevalence; lack of research focus on the «frontier» of the concepts of student representation and student activism). Then potential future areas of research are outlined, including the diversification of methodology (empirical quantitative methods) and geographical coverage (the post-Soviet space and key countries of East Asia) as well as refinements of the theoretical apparatus and a more detailed consideration of the connection between the practices of student representation and student activism. The originality and value of the article lies in the fact that despite the gradual increase in the popularity of student representation as a research topic in the last two decades, this topic remains largely underexplored in Russia, and the novel conceptual and methodological approaches proposed in this article should spur further studies.

The digitalization of enterprise's business processes is an integral part of the modern competitive policy of a commercial organization. The use of the results of qualitative and quantitative analyzes of existing scientific approaches in the field of identifying and developing ontologies that mediate the production of goods / services can positively affect the adoption of strategic decisions due to the reduction of time for review and research of the same ideas and methods. The article is devoted to the use of graph theory elements for the analysis of many conceptual schools and approaches to the ontology of business processes. The authors analyzed 216 scientific sources on this topic. As a result of the study, a citation graph was constructed that systematized the authors of the study area selected according to the methodology described above. This tool of the analysis methodology can be scaled and used by interested parties for a better analysis of the literature on the ontology of enterprise business processes.

Introduction. The article compares the methods of researching political discourse with special attention to linguistic methods, in particular, to discourse analysis and cognitive and rhetorical approaches. These methods are widely used to study political speeches, statements, texts. Increasingly, political discourse is seen as a social phenomenon, not only at the discursive but also on the cognitive and rhetorical levels. The object of this study is methods of analysis of political discourse allowing to study the position of a politician in the discursive sphere and to identify the character of his audience. The subject of the analysis are examples from Joe Biden's political speeches, seen as an instrument of influence, persuasion in the process of speaking to the electorate. The relevance of the work is determined by the need to develop arguments to choose a particular approach to political discourse, especially cognitive and rhetorical, as well as discourse analysis, which allow to reveal veiled meanings of political statements and consider the methods of persuasion of the electorate.Methodology and data sources. The subject of the analysis are examples of Joe Biden's political speeches, seen as an instrument of influence, persuasion in the process of speaking to the electorate. To compare approaches the study of political discourse, descriptive and comparative methods are used, the effectiveness of different approaches and methods is illustrated by specific examples of linguistic interpretation of discursive features of publications and speeches, revealing the ambitions of the politician most fully. A method of quantitative counting is also used.Results and discussion. The use of descriptive and comparative methods makes it possible to compare different approaches to the study of political texts and speeches, to discuss the relationship of heterogeneous methods, to identify the most effective methods of studying discourse. The result of the article was the conclusions about the effectiveness of different approaches to the study of the language of politicians at discursive, cognitive and rhetorical levels. Comparison of methods of research of political discourse distinguishes discourse-analysis among other methods of analysis. The use of discourse analysis to study political discourse reveals the functions of discourse, for example, manipulative, selective and combined functions related to political goals. The use of critical discourse analysis allows you to identify these functions most fully.Conclusion. The study of political discourse can be carried out at different levels, but the discursive level compared to cognitive and rhetorical levels is the most effective from a linguistic point of view. Discourse analysis allows to explore political discourse at more qualitative different level than rhetorical and other linguistic methods of research. Discourse analysis is presented as a method of researching hidden meanings in politics in this article. ; Введение. В статье проводится сопоставление методов исследования политического дискурса с особым вниманием к лингвистическим методам, в частности, к дискурс-анализу и когнитивному и риторическому подходам. Эти методы широко используются для исследования политических речей, выступлений, текстов. Все чаще политический дискурс рассматривают как социальное явление, и не только на дискурсивном, но и на когнитивном и риторическом уровнях. Объектом данного исследования являются методы анализа политического дискурса, позволяющие изучить позицию политика в дискурсивной сфере и выявить характер его аудитории. Актуальность работы определяется необходимостью выработки аргументов к выбору того или иного подхода к политическому дискурсу, особенно когнитивного и риторического, а также дискурс-анализа, которые позволяют выявить завуалированные смыслы политических высказываний и рассмотреть приемы убеждения электората.Методология и источники. Предметом анализа выступают примеры из политических выступлений Д. Байдена, рассматриваемые как инструмент влияния, убеждения в процессе высказывания перед электоратом. Для сравнения подходов к изучению политического дискурса используются описательный и сопоставительный методы, эффективность применения различных подходов и методик иллюстрируется на конкретных примерах лингвистической интерпретации дискурсивных особенностей публикаций и выступлений, раскрывающей амбиции политика наиболее полно. Применяется также метод количественного подсчета.Результаты и обсуждение. Использование описательного и сопоставительного методов дает возможность сравнить различные подходы к исследованию политических текстов и выступлений, обсудить взаимосвязь разнородных методик, выявить наиболее эффективные методы изучения дискурса. Результатом статьи стали выводы об эффективности различных подходов к исследованию языка политиков на дискурсивном, когнитивном и риторическом уровнях. Сравнение методик исследования политического дискурса выделяет дискурс-анализ среди остальных методов анализа. Применение дискурс-анализа для исследования политического дискурса позволяет выявить функции дискурса, а именно: манипулятивную, селективную и комбинирующую функции, связанные с достижением политических целей. Применение критического дискурс-анализа позволяет выявить эти функции наиболее полно.Заключение. Исследование политического дискурса может осуществляться на разных уровнях, однако дискурсивный уровень в сравнении с когнитивным и риторическим является самым эффективным с лингвистической точки зрения. Дискурс-анализ позволяет исследовать политический дискурс на качественно ином уровне, чем риторический и другие лингвистические методы исследования. Дискурс-анализ представлен в данной статье как метод исследования скрытых смыслов в политике.

The article is devoted to the peculiarities of the formal research methods in political science and the use of such methods in Russian comparative political and international studies, in particular at MGIMO-University. The author calls not to run to extremes when dealing with these methods, analyzing their advantages and limitations. ; Статья посвящена особенностям использования формализованных методов, а также их применения в российской политологической школе, в частности в МГИМО-Университете в сравнительных политических и международных исследованиях. Автор призывает к отказу от крайностей в отношении к данным методам, анализируя возможности и ограничения их использования.

Purpose: to find out the main reasons for divorce in old age, to assess social perception of certain situations that lead to divorce, to trace the development later in life after the divorce of former spouse. Methodology: qualitative research on how to "double reflection" in formal means of semi-structured interviews; discourse analysis of online documents on the Internet forums for the elderly. Results: allocated substantial characteristics of divorce in the third age. 1. The causes of divorce in older age, alcoholism, adultery, fake divorce, divorce due to the illness of a spouse, divorce is a consequence of the crisis of retirement. 2. Social approval/ condemnation of divorce in the third age - the examples cited in the study is an indicator of gender inequality. 3. The trajectories of the spouses later in life - "The effect of the return of" the wandering behavior, a new life, a divorce after the divorce. Practical implications - the creation of special courses on social gerontology for students of social and humanitarian disciplines, gerontologists, social workers, as well as the use of programs of socio-psychological training for the elderly.

The aim of this paper is to identify the role of the loyalty programs in the Russian market. The methodology of the study based on the analysis of relevant publications and qualitative research using semi-structured interviews with experts in customer relationship and loyalty programs which were fulfilled in 2014–2015 in Russia and Austria. The article offers the definition of customer loyalty programs as relationship marketing tool, and contains the differentiation criteria from the frequency and reward schemes, also the role of customer loyalty programs for retail chains are investigated. The systematization of the reward types that are widely use in loyalty programs are provided. The paper contributes to the development of relationship marketing theory and customer loyalty programs issue.

This paper presents specific characteristics of denominations and religious organizations and groups taking into account contemporary religious legislation, methodological principles, and regional specifics for a qualitative methodological study of the program of sociological field research.The purpose of the article is to consider the main types of religious organizations and groups, aspects of identifying religious communities, difficulties in interpreting and applying religious legislation by a researcher who does not have special religious knowledge.Methodology. The article used the method of religious comparative studies, the comparative historical method, the system approach, work with documents (the analysis of sociological monitoring data conducted in the Altai Republic).Results. Considering various typologies and criteria for distinguishing religious communities, it is more correct to stick to typologies that are close to the normative base (names and wordings presented in religious legislation) and also include specific features taking into account this or that regional component in the Russian Federation. In accordance with the religious legislation, all religious organizations and groups have an equal status (principle of secularism, freedom of conscience). In addition to the normative component, a sociologist has to consider the peculiarities of representing a religious group and organization in the public mind (legal names may not coincide with common names or, on the contrary, may be mixed in the minds of the respondents, for example, various Christian groups and denominations and their names are confused by the population). When studying the public opinion as well as analyzing the religious ideas of the younger generation, it is necessary to take into account the specifics of the representation of religious organizations and groups, both real and virtual, in the Internet. The state pays special attention to the analysis of virtual manifestations of religious extremism. A sociologist needs not only to understand the network content, but also to be able to correlate it with real religious communities. ; В статье представлены особенности конфессий, религиозных организаций и групп с учетом современного религиозного законодательства, методологических принципов, а также региональной специфики для качественной методологической проработки программы социологического полевого исследования.Целью статьи является рассмотрение основных типов религиозных организаций и групп, аспекты идентификации религиозных сообществ, трудности в интерпретации и применении религиозного законодательства исследователем, не обладающим специальными религиоведческими знаниями.Методология. В статье использовался метод религиоведческой компаративистики, сравнительно - исторический метод, системный метод, работа с документами (анализ данных социологического мониторинга, проводившегося на территории Республики Алтай).Результаты. Учитывая разнообразные типологии и критерии для выделения религиозных сообществ, правильнее держаться типологий, наиболее приближенных как к нормативной базе (наименованиям и формулировкам, представленным в религиозном законодательстве), а также включать специфические особенности с учетом той или иной региональной составляющей в РФ. Согласно религиозному законодательству все религиозные организации и группы имеют равный статус (принцип светскости, свободы совести). Помимо нормативной составляющей, социолог должен учитывать особенности презентации той или иной религиозной группы и организации в общественном сознании (юридические наименования могут не совпадать с общеупотребительными названиями или наоборот смешиваться в сознании респондентов, например различные христианские группы и конфессии и их наименования у населения). При изучении общественного мнения, анализа религиозных представлений молодого поколения необходимо учитывать специфику репрезентации религиозных организаций и групп как реальных, так и виртуальных в сети Интернет. Особое внимание государство уделяет анализу виртуальных проявлений религиозного экстремизма. Социологу необходимо не только понимать сетевой контент, но и уметь сопоставлять его с реально существующими религиозными сообществами.

The purpose of this study was to evaluate the effectiveness of technology transfer supported by two federal programs: Federal Targeted Program "Research and Development in Priority Areas of Development of Russian Scientific and Technological Complex for 2014–2020" (hereinafter FRDP) and Russian Government Resolution 218 of 9 April 2010 (hereinafter Resolution 218).Aim of this work was to evaluate the effectiveness of and identify more effective mechanism of interaction between the state, business and universities as supported by Resolution 218 and FRDP for full-cycle projects and technology transfer.Methodology: Methods of statistical economics, quantitative and qualitative methods were used, including comparative analysis, expert assessments, and analysis of macroeconomic forecasts.Results: Higher effectiveness of commercialization mechanism for technology transfer implemented within framework of Resolution 218 relative to FRDP is shown.Scope of application of results: Results obtained should be applied by universities when selecting most effective form of interaction with state and industry partners to commercialize technologies, as well as by public authorities in development of new tools for implementation of full-cycle projects.Conclusions: Constructing future mechanism of technology commercialization is of primary importance both due to the fact that in 2021 FRDP and Resolution 218 programs will finish, and since point subsidies for individual enterprises cannot address systemic goal of improving competitiveness of high-tech development sector as a whole. ; Статья посвящена исследованию эффективности организации трансфера технологий в рамках инструментов государственной поддержки: Федеральной целевой программы «Исследования и разработки по приоритетным направлениям научно-технологического комплекса России на 2014-2020 годы» (далее – «ФЦП ИР») и Постановления Правительства РФ от 9 апреля 2010 г. № 218 (далее – «Постановление № 218»).Цель исследования состоит в оценке результативности и выявлении более эффективного механизма взаимодействия государства, бизнеса и университетов в предметном поле действия инструментов государственной поддержки проектов полного цикла и трансфера технологий.Основными методами, использованными в ходе исследования, выступают экономико-статистические, количественные и качественные методы, в том числе сравнительного анализа, экспертных оценок, анализа макроэкономических прогнозов.По результатам исследования определено, что более высокая эффективность характерна для механизма коммерциализации технологий, реализуемого в рамках Постановления № 218 по сравнению с ФЦП ИР.Область применения результатов: результаты, полученные в статье, рекомендуются для применения университетами при выборе наиболее эффективной формы взаимодействия с государством и индустриальным партнером в контексте коммерциализации технологий; а также органами государственной власти при разработке новых инструментов реализации проектов полного цикла.Выводы: построение будущего механизма коммерциализации технологий имеет первостепенное значение как в связи с тем, что в 2021 году завершится срок действия указанных государственных программ, так и в связи с тем, что исключительно точечное субсидирование отдельных предприятий не может охватить системную цель повышения конкурентоспособности сектора прикладных разработок в целом.
