My article undermines one of the secularization theory theses and a post-secular paradigm
based on it by means of the literacy theory. The studies on literacy and orality allow
us to question the thesis that secularization and rationalization of religion consists in the
transition from gesture and ritual based communication to verbal communication. Contrary
to this theory of Jürgen Habermas, I claim that lingualisation and codification of the sacred
by the medium of writing is a standard way of the historical development of religion, which
seeks to preserve its integrity under the pressure of a historical change, including the secularization
pressure The threat of emergence of contradictory interpretations, competing with
each other, is a direct cause of the canonization of religion, and thus its "rationalization"
– this phenomenon is described in the second paragraph. We can illustrate them well on the
example of Catholic Counter-Reformation, which I do in the third paragraph. As a result of
these considerations, the picture of the literate religion emerges which presents it as a legal
system regulating forms of life rather than as a collection of symbols expressing pre-rational
beliefs. Such an approach requires verification of the assumptions of the post-secular project,
which I do in the last paragraph.

Artykuł ma na celu charakterystykę oceny polskich czasopism naukowych z zakresu humanistyki i nauk społecznych w szerszym kontekście krajowych reform nauki i szkolnictwa wyższego. W tym celu wprowadzono pojęcie resentymentalnego racjonalizmu, nawiązujące do pracy Maxa Schelera, by uwypuklić dezorganizację kolejnych prób przebudowy systemu nauki zakorzenionych w złych i atawistycznych namiętnościach. W konsekwencji przyjętej optyki badawczej wyłania się obraz chaotycznych, upolitycznionych i utowarowionych reform, które nie tylko nie korygują pozycji nauki polskiej, ale dodatkowo antagonizują środowisko badaczy, uniemożliwiając zajmowanie się jej ważnymi problemami strukturalnymi.

Political theory and research approaches are in most cases not explicit in all respects, but are usually shaped by implicit background theories and scientific worldviews, e.g. presuppositions and paradigms. Examples are idealism, materialism or institutionalism. A fairly new perspective in this regard is relationalism. This way of thinking, in its ontological orientation, conceives the world only in terms of relations. Research programmes with a relationalist orientation put this idea into practice with methods of social network analysis which are more and more used also in political science. Several variants of this new -ism and type of network thinking are presented in this paper in a critical perspective. Relationalism is ultimately seen as fruitful perspective, but is seen as limited in its explanatory power, though. It should therefore always be combined with other approaches and perspectives. ; Teoria polityczna i badania w tej dziedzinie nie są zwykle pod każdym względem jednoznaczne, ale podlegają wpływom ukrytych teorii wyjściowych i światopoglądów naukowych, obejmujących na przykład założenia i paradygmaty. Przykładami są idealizm, materializm czy instytucjonalizm. Stosunkowo nowe podejście stanowi w tym względzie relacjonalizm. W ramach tej orientacji ontologicznej świat pojmowany jest wyłącznie w kategoriach relacji. Programy badawcze utrzymane w duchu relacjonizmu realizują tę ideę w praktyce za pomocą metod analizy sieci społecznych, które w coraz większym stopniu wchodzą w użycie także w naukach politycznych. Niniejszy artykuł prezentuje krytyczny ogląd kilku odmian tego nowego "izmu" i rodzajów myślenia sieciowego. Relacjonalizm jest ostatecznie postrzegany jako perspektywa pożyteczna, ale o ograniczonej mocy eksplanacyjnej. Dlatego powinien być zawsze stosowany w połączeniu z innymi podejściami i perspektywami.

<p class="Standard">Terminy "racjonalność" i "racjonalizm" często bywają uważane za synonimy, co jest błędem. "Racjonalność" oznacza pewną własność myślenia, zaś "racjonalizm" – kierunek filozoficzny. To samo dotyczy terminów "irracjonalność" (swoiste zjawisko psycho-biologiczne i społeczne) oraz "irracjonalizm" (określone stanowisko teoretyczne i mentalne). Wielu badaczy uważa racjonalność i rozumowanie za cechy definicyjne myślenia, co również jest błędem. Myślenie to zespół czynności, których funkcją jest rozwiązywanie problemów (napięć motywacyjnych) wytwarzanych przez tzw. układ motywacyjny. Rozumowanie stanowi tylko jeden z podtypów myślenia. Określamy myślenie mianem racjonalnego, gdy udaje mu się rozwiązać dany problem w sposób optymalny. Myślenie racjonalne polega m.in. na znajdowaniu prawidłowości w otaczającym nas świecie. Ta tendencja wielokrotnie prowadzi jednak do doszukiwania się prawidłowości tam, gdzie ich nie ma i formułowania na tej podstawie fałszywych przekonań. Ogromna ilość fałszywych przekonań oraz błędów myślenia, którym ulegamy każdego dnia, zdaje się sugerować, że bycie racjonalnym nie stanowi naszego "ustawienia domyślnego".</p>

Referendum lokalne jest przykładem demokracji bezpośredniej. Jego istota zawiera się w powszechnym i bezpośrednim udziale uprawnionych obywateli w głosowaniu, z których każdy dysponuje jednym głosem, a decydujące znaczenie ma wola większości. Jego przeprowadzenie wymaga ustalenia rodzaju referendum (wiążące lub opiniodawcze) oraz prawidłowego sformułowania pytania referendalnego. Idea referendum lokalnego niesie ze sobą pewne ograniczenia: przedmiotowe i organizacyjne (zakłada pewną aktywność obywateli; często trudno o pełny racjonalizm w dokonywanym wyborze; sama formuła głosowania ogranicza pole dla ewentualnego kompromisu; przeprowadzenie wymaga czasu oraz wiąże się z koniecznością poniesienia znaczących kosztów).

Autor analizuje czynniki społeczno-kulturowe określające wewnętrzną strukturę działania zbiorowego. Uwarunkowana jest ona: zdolnością do zawierania umów, przewidywalnością zachowań oraz predyspozycją do okazywania zaufania. Opisuje także przyczyny ograniczające czy utrudniające realizację powyższych wymiarów. Wynika to ze specyfiki stosunków w polskim społeczeństwie, które jest zdominowane przez mikrogrupy, co oznacza, że tylko w ich obrębie - a nie w szerszej wspólnocie - rozwijają się relacje umożliwiające honorowanie umów czy okazywanie zaufania. Ponadto, w opracowaniu wskazano, że zdolność do zbiorowego działania w społeczeństwie polskim istotnie ogranicza niepełne przyswojenie kultury kartezjańskiej. Pociąga to za sobą wiele konsekwencji - niższą zdolność do analizy celów działania, ich racjonalizowania itp. W społeczeństwach "kartezjańskich" (realizujących kartezjański ideał kulturowy) ich członkom łatwiej jest podejmować działania zbiorowe. Są lepiej przystosowane do demokracji i tym samym do współdziałania zbiorowego. Widoczny jest w nich wysoki poziom samoorganizacji, bardzo duży zakres wolności zachowań, głoszenia dowolnych poglądów, zakładania dowolnych organizacji. Nie potrzebują odgórnych dyrektyw i odgórnej koordynacji, gdy trzeba coś wspólnie przeprowadzić. ; The author analyses the socio-cultural determinants which influence the internal structure of collective action. It is determined by: the ability to fulfill contracts, the predictability of behaviour and showing trust to others. Jego przeprowadzenie wymaga ustalenia rodzaju referendum (wiążące lub opiniodawcze) oraz prawidłowego sformułowania pytania referendalnego. Idea referendum lokalnego niesie ze sobą pewne ograniczenia: przedmiotowe i organizacyjne (zakłada pewną aktywność obywateli; często trudno o pełny racjonalizm w dokonywanym wyborze; sama formuła głosowania ogranicza pole dla ewentualnego kompromisu; przeprowadzenie wymaga czasu oraz wiąże się z koniecznością poniesienia znaczących kosztów). ; A local referendum is an example of direct democracy. Its essence is contained in the universal and direct participation of eligible citizens in voting in which everyone has one vote, and the willpower of the majority is decisive. Prior to a referendum it must be decided whether it will be binding or opinion-making while the questions to be asked in a referendum must be correctly formulated.The idea of a local referendum carries certain objective and organisational limitations (it assumes a certain initiative of citizens; the full rationalism of the choice made is not always obvious; and the voting formula limits the field to a possible compromise; it is also time consuming and it entails significant cost).

The modern city of Ulaan-Baatar, a fatherly skeleton of triomphant rationalism built in the 20th century on the slopes of the old city of canvas, Urga, is gradually (re) being formed. She takes flesh because she is again walking, travelled by the multitude of anonymous walkers, because on her margins, in its periphery, there are huge neighbourhoods of yourts. These neighbourhoods or germs refer to another urban tradition, a tradition of grinding, an agglomeration of enclosures incised by a dedal of roads and passageways. There is only one gerville in the city centre, the hill of the Gandan district. In the context of the World, far from the usual examples of the production of localised architectures and urban forms, this article looks at the way in which unique spatial cultures produced by the inhabitants themselves are developed. How globalisation and the stability of local cultures are articulated over time and over and above other globalisations, such as the Moderne Movement, their patterns and vocabulary. ; International audience While pacing through Ulaanbaatar (Mongolia), it is easy to find in its morphology itself the print left by seventy years of Soviet urban planning inspired by the precepts of analytic functionality, and this, in spite of its recent changes, characteristic of another globalisation. But the transfer without any transition did not occur here from the urban block to the planed urbanism. In fact, in Ulaanbaatar, before the planed urbanism there were no urban blocks but a moving urban area made of enclosures and yurts (ger in mongol) put up around a religious and/or political centre. The steppe territory and the seasonal nomadism favoured the formation of such felt towns. Nowadays, only these gertowns make the ground for another urban tradition, a kind of special adaptation which allows the migrant populations to work there and settle in free spaces. This study presents the scientific transformation of Russian civil law between 1861 and 1917 around three benchmarks (rationalism, romanism, comparatism) and, in particular, through the comparative method. International audience Little is known about the history of administration during the "revolutionary" period and it is often perfunctory and controversial. The emphasis on rejection of the past and administrative rationalism, which was repeatedly asserted to be capable of meeting the challenges of the modern State, led to sweeping changes. The Ponts et Chaussées and Eaux et Forêts administrations are no exception; they too were called into question and reformed but their history during that period shows more continuity in the policies undertaken as well as the personnel in charge of implementing them than one might initially expect. This is because of their fundamental attributions. In the first case, its mission as formulated by Lebrun is "to link up all parts of the kingdom and establish continuity of communication", while for the second, it to manage and "protect the property of the Nation". Continuity is more apparent at the Ponts et Chaussées. Proper operation of this recent administration was necessary to reassert the unity of the State. The older and different Eaux et Forêts department was extensively reformed. An essential difference between these two administrations concerns recruitment and training. Personnel from the Domaines and Enregistrement administrations replaced office holders, but the question of technical forestry training was not contemplated.
