Der Europäische Rat als Gesetzgeber interagiert - insbesondere in Fällen des Mitentscheidungsverfahrens - sowohl mit der Kommission als auch mit dem Europäischen Parlament. Dagegen erfordern die Exekutivfunktionen des Rats eine enge Zusammenarbeit mit der Kommission, aber kaum ein dichtes Interaktionsgeflecht mit dem Europäischen Parlament. Die Machtdimension kommt dabei einerseits als Principal-Agent-Problem zwischen Rat und Kommission, andererseits als Problem der Gesetzgebung in einem bikameralen System mit dem zusätzlichen Element des Initiativmonopols der Europäischen Kommission ins Spiel. Der vorliegende Beitrag untersucht die institutionellen Leitideen des Rats der Europäischen Union sowie ihre jeweiligen Implikationen für die Frage der Macht näher. Es geht also zunächst um "Macht im Rat" und anschließend um die "Macht des Rats". Die Ausführungen zeigen insgesamt, dass der Rat nicht mehr das ist, was seine Gründer mit ihm vorhatten: Die Gleichung Rat gleich Mitgliedstaaten gilt nicht mehr - und das ist das für den Autor eigentlich Erstaunliche. AbstractThe effectiveness of printed media as the public relations program evaluation function in North Sulawesi Police. Introduction: Evaluation is a very important point to performed well in a company or government institutions as useful as a measure of the organization what has been and would be undertaken in order to achieve or success of that organization public relations program evaluating task of a PR every organization that is often done using of media such as printed media, media evaluation, so that wasted no energy, time and cost. Among the media, print of media which are often used to evaluate public relations programs because printed media is media that is one-way communication only. How the public relation program can evaluate if the media used is not able to create the effect of community, whereas the effect or reciprocal from society is becoming an important thing in evaluating the public relations. Methods: This study used a descriptive method and usability and the effect theory. Result: Print media is used to perform the evaluation function of public relations programs in North Sulawesi Police not effective due to the print media to be one-way communication only so it does not raises the reciprocal effect from community. Suggestion: in order to run an effective public relations evaluation function should use media that can cause effects or reciprocal of the community as a measure of whether the public relations program can be accepted and implemented by the community.Keywords : evaluation, public relations, printed media, effect.AbstrakEvektifitas media cetak sebagai fungsi evaluasi program humas di Polda Sulut. Pendahuluan: evaluasi meruapakan suatu hal yang sangat penting untuk dilakukan baik pada sebuah perusahaan maupun instansi pemerintahan. Evaluasi berguna sebagai tolak ukur organisasi terkait apa yang telah dan akan mereka laksanakan demi tercapainya program humas organisasi tersebut. Evaluasi ini merupakan tugas dari seorang humas di setiap organisasi. Evaluasi sering dilakukan dengan menggunakan media seperti media cetak, media elektronik ataupun media internet. Namun jika menggunakan semua media sebagai bahan evaluasi, maka terlalu membuang tenaga, waktu dan biaya. Diantara media-media tersebut, media cetaklah yang sering digunakan untuk mengevaluasi program humas. Hal inilah yang sering menjadi permasalahan karena media cetak adalah media yang komunikasinya hanya bersifat satu arah. Bagaimana pihak humas bisa mengevaluasi program humasnya jika media yang digunakan tidak mampu menimbulkan efek dari masyarakat, sedangkan efek dari masyarakat merupakan suatu hal penting dalam evaluasi humas. Metode: penelitian ini menggunakan metode deskriptif dan menggunakan teori kegunaan dan efek. Hasil: Media cetak yang digunakan sebagai fungsi evaluasi program humas di Polda Sulut belum efektif karena media cetak yang komunikasinya hanya bersifat satu arah sehingga tidak menimbulkan timbal balik atau efek dari masyarakat. Saran: agar fungsi evaluasi humas berjalan efektif sebaiknya menggunakan media yang dapat menimbulkan efek atau timbal balik dari masyarakat sebagai tolak ukur apakah program humas dapat diterima dan dijalankan oleh masyarakat.Kata kunci : Evaluasi, humas, media cetak, efek.
