100 years of water supply and sanitation in Finland This book is written by Petri S. Juuti, Tapio S.Katko & Riikka P. Rajala. Finland is known as a land of thousands of lakes. Yet, there are regions in Finland where lakes are very few and the lack of fresh water is an ordinary problem. Finland is quite unique in Fennoscandia as to its water resources. The country has some 56 000 lakes with a minimum area of one hectare and all together 200000 lakes. Ground water occurs in alluvial eskers formed during ice ages, the last of which ended some 10 000 years ago. Nowadays some 60 per cent of the people use natural or artificially recharged ground water. However, areas lower than 50–60 metres above sea level have problems with water quality due to geological reasons. In such areas bigger cities use surface water for their water supply or acquire their raw water from sources further away. The book shows us how water supply and sanitation have developed in Finland during years of political independence starting from the year 1917. - Tässä dosentti Petri Juutin, dosentti Tapio Katkon ja TkT Riikka Rajalan kirjoittamassa vertaisarvioidussa monografiassa on kuvattu koko Suomen vesihuollon eli vedenhankinnan ja jätevesihuollon historia sadan vuoden ajalta. Kirjan ensimmäisessä osassa taustoitetaan vesihuollon yhteiskunnallista merkitystä ja kuvataan lyhyesti keskeiset kehitysvaiheet. Toisessa osassa kuvataan tutkimuksen kohteena olevien vesilaitosten keskeisiä vaiheita ja valintoja. Teoksen loppuosassa on tutkimuksen vertaileva analyysi ja lopputulokset sekä tulevaisuuden haasteet ja mahdollisuudet. Sata vuotta vesihuoltoa Suomessa 1917-2017 teos on osa Valtioneu-voston kanslian koordinoiman Suomen itsenäisyyden satavuotisjuhlavuoden 2017 ohjelmaa.
Väitöstutkimus analysoi julkisia poliittisia performansseja poliittisena viestintänä. Poliittiset performanssit voidaan ymmärtää julkisissa tiloissa toimeen pantuina 'näytöksinä', joiden tavoitteena on luoda arkisiin rutiineihin yllättäviä katkoksia ja synnyttää uutta toimintatilaa jonkin yhteiskunnallisen ongelman esiin nostamiseksi. Performanssit synnyttävät katkoksia monin tavoin, mutta erityisen leimallista niille on näkyvän, vallalla olevan visuaalisen järjestyksen murtaminen tuomalla siihen erilaisia 'häiritseviä' (disruptive) elementtejä: resistoivia kehoja, valtaa parodioivia kuvia, karnevalistista protestointia, katuteatteria jne. Poliittisten performanssien viestintä perustuu puheen sijaan tai ohella toimijoiden oman kehon ja sen kantamien erilaisten visuaalisten merkkien julkiseen esittämiseen, joskus hyvin äärimmäisellä tavalla, kuten esimerkiksi nälkälakoissa ja polttoitsemurhissa. Väitöskirjassa tällaista viestintätyyliä kutsutaan visuaaliseksi ja esteettiseksi politikoinniksi. Tutkimuksessa analysoidaan useita esimerkkejä performatiivisesta poliittisesta viestinnästä ja kehitetään teoreettisia ideoita sen ominaispiirteiden tulkitsemiseksi. ; In this doctoral thesis I study a phenomenon which I have titled as public political performance. By public political performance I refer to a public event (a 'show', display, demonstration) the purpose of which is to expose in public and challenge those social-political norms, practices, and relations of power which usually remain invisible in the sway of routine political life. I am interested especially in how performance works as a form of non-linguistic, or wider than linguistic, political communication. I theorize and analyze, through several illustrative examples, performances from three perspectives: as corporeal (bodily), visual, and aesthetic communication. In construction of theory I use and partly rework ideas from thinkers such as Jürgen Habermas, Michel Foucault, Hannah Arendt, Maurice Merleau-Ponty, and Jacques Ranciere. The study shows that public political performance is a sensitive, even volatile phenomenon because it often manifestly exposes the fundamentally violent power structure of society – as when, for example, street demonstrations induce strong counter reactions from the police and political authorities – and puts this order under critical public scrutiny. Political authorities do not take such challenges lightly, which is why public performances sometimes instigate serious political controversies. The key theoretical ideas of the study relate to performance as something done and en/acted. On the one hand, performance discloses the nature of politics as a 'doing.' This means in simple terms that, in order to subsist, the political world needs to be done, performed, and 'iterated,' every time anew. The term performative describes this social-constructivist side of politics. That the constitution of the social and political power is based not on any 'natural' ground but on continuous re/iteration of certain ways and routines is often revealed only when it is visibly and noticeably disrupted. This is what political performance typically does. On the other hand, performance signifies a particular kind of public show which resembles but does not equal theatrical shows. Performance is theatrical in being an 'art-like' communicative act, yet it is more surprising and unpredictable compared to regular theatre and, because of this, usually more difficult to approach and interpret. Political performance as a contingent and sometimes oddly appearing public event with a surprise effect brings forth the importance of disruption for politics. It alerts us to situations where the normalized political performatives are being visibly questioned by bringing into public space – 'in your face' – diverse disrupting elements like resisting bodies, parodying images, and carnevalism. The relationship between these two, performatives and performances, creates an edgy and 'chiasmatic' political space from which much of political life gains its driving force. This basic idea and relationship constitute the key starting point for this study's theoretical reflections. Political performance is an important subject for political studies for several reasons. The purely knowledge-based reason is that that in directing attention to the corporeal and visual aspects of politics and political communication, performance brings into view phenomena and conceptual possibilities which are too often ignored by political researchers and theorists. The relevance of performance for the field can also be justified from another perspective, through reference to its political and democratic significance. The discussions and analyses carried out in the study show that there are political circumstances where citizens see public performance as the only available means of participation in political communication, with other channels of communication forbidden or marginalized. There are also situations where citizens create, through setting up a performance, space for public communication and action where it has not existed before. Political performance as a way of contesting existing political realities can therefore have special value for political freedom. Political and democratic theory needs to understand, I shall argue, also that category of political action which performs political freedom rather than asks for it.
This edited book is the third in a series of yearbooks that introduces the principles and applicability of the method of empathy-based stories. The book presents ten empirical studies which all use this method as a tool for data collection. In addition, the work examines the reliability of the method of empathy-based stories as a method and as part of qualitative research.
The research articles in the book provide a current overview of the change in different work and operating environments. These environments include various educational institutions from elementary school to universities, social media, and human resource management. Studies examine the social inclusion, participation and agency of pupils, students, young people, and professionals, as well as the professional and ethical challenges of those working in new environments. The method of empathy-based stories is used to observe, for example, university students' interpretations of involvement in the curriculum process, pupils' views on co-teaching, different forms of agency of young people who experience sexual harassment online, and the subjectivity of recruiters and the reasons for recruitment choices.
Methodologically, the book focuses on the reliability of the method of empathy-based stories and considers the characteristics of the method among qualitative research methods. Reflecting on the research articles, the work discusses what kind of requirements and challenges the method poses for both the researcher and the respondents. The book provides guidelines for evaluating the reliability of the method of empathy-based stories, while participating also in a general discussion of the reliability, potential, and limitations of qualitative research.
The book indicates how the method of empathy-based stories can be applied to a wide variety of research in different contexts. The strength of the method is its ability to utilize the respondents' imagination, thus providing the researchers with opportunities to find new perspectives and invent propositions. The book also provides practical examples of how the method can be used in research. - Kasvatusinstituutiot peruskoulusta yliopistoon ovat jatkuvan muutoksen keskiössä. Globaalit ja paikalliset yhteiskunnalliset muutokset, kuten esimerkiksi sosiaalisen median levittäytyminen osaksi arkea tai synnytyssairaaloiden keskittäminen, asettavat ammattilaisille uusia osaamisvaatimuksia sekä eettisiä haasteita. Kokoomateoksen kymmenessä tutkimusartikkelissa tarkastellaan eläytymismenetelmän avulla näiden muuttuvien ympäristöjen vaikutusta niissä toimivien ihmisten arkeen.
Tutkimusartikkeleissa käsitellään esimerkiksi oppilaiden näkemyksiä yhteisopettajuudesta, kätilöiden osaamista, rekrytoijien ammattitaitoa sekä seksuaalista häirintää verkossa kohtaavien nuoren toimijuutta. Menetelmällisen painotuksensa ansiosta teosta voi hyödyntää myös eläytymismenetelmän soveltamistapoja kuvaavana oppikirjana.
Teos on kolmas osa vuosikirjasarjassa, joka esittelee eläytymismenetelmän käyttöä tutkimusmenetelmänä. Teos osallistuu ajankohtaiseen keskusteluun laadullisen tutkimuksen luotettavuudesta hahmottamalla menetelmän käytettävyyden mahdollisuuksia ja rajoja sen metodologisten erityispiirteiden kautta.
Tutkimuksessa selvitetään, missä määrin työpaikkojen työsuojeluvalvontaa toteutetaan alueellisesti eri tavalla eli toteutuuko valvonta työpaikoilla yhtenäisesti eri puolilla Suomea. Tutkimuksen ennakko-oletuksena on, että merkittävä syy työsuojeluvalvonnan alueelliseen erilaisuuteen on valvonnan organisointi viiden itsenäisen aluehallintoviraston työsuojelun vastuualueen tehtäväksi. Työsuojeluhallintoa ja työsuojeluvalvonnan toteutumisen yhtenäisyyttä työpaikoilla ei ole tutkittu tieteellisesti 2000-luvulla. Tämä tutkimus arvioi työsuojeluhallinnon rakennetta ja valvonnan toteutumista sekä hallinnon että työpaikkojen näkökulmasta. Tutkimus antaa sekä tieteellisesti perusteltuja teoreettisia että hallinnon asiakkaiden näkökulmia työsuojeluhallinnossa käynnissä olevaan valvonnan yhtenäistämiskehitykseen. Tutkimuksen teoreettisena viitekehyksenä on hallinnon evaluaatiotutkimus, joka tarkoittaa hallinnon toimivuuden arviointia käyttäjä- ja asiakasnäkökulmasta. Työsuojeluhallinto toteuttaa työpaikoille kohdistuvaa työsuojeluvalvontaa työsuojelutarkastuksina, jolloin hallinnon asiakkaita ovat työpaikat ja niiden työnantajat ja työntekijät. Pääasiallisena tutkimusaineistona ovat valvontatietojärjestelmä Veran raportit ja niistä tehdyt 27 valvonnan alueellista vertailua sekä henkilöhaastattelut, jotka kohdistuvat 52:een työsuojeluhallinnon, työmarkkinajärjestöjen ja työpaikkojen työsuojeluhenkilöön. Tutkimuksessa on kolme päälukua: työsuojeluhallituksen aika 1973-1993, itsenäisten alueellisten työsuojeluviranomaisten aika vuodesta 1993 lähtien sisältäen työmarkkinajärjestöjen roolin työsuojeluvalvonnassa ja valvonnan alueellinen vertailu. Tutkimusmatkani kohti yhtenäistä työpaikkojen työsuojeluvalvontaa alkoi työsuojeluhallituksesta, joka perustettiin vuonna 1973 osana hyvinvointivaltion rakentamista ja valtiojohtoista suunnitteluoptimismia. Valtiollinen työsuojelu koottiin yhden ministeriön alaisuuteen. Työsuojeluhallituksen aikana oli keskusjohtoinen, ainakin osittain yhtenäinen työsuojeluvalvonta, mutta keskusviraston toiminta ei onnistunut, koska työnantajat vastustivat sitä koko ajan pitäen sen toimintaa konspiratiivisena, vehkeilevänä. Työsuojeluhallitus lakkautettiin vuonna 1993 osana keskusvirastojärjestelmän purkamista 1990-luvun alun taloudellisen laman seurauksena. Valtion harjoittamaa sääntelyä purettiin hallinnon kaikilla sektoreilla, ja hallintoa madallettiin lähemmäksi asiakasta. Valtion merkitystä vähennettiin koko yhteiskunnassa ja hyvinvointivaltiosta tehtiin kilpailuvaltio, jolloin markkinaliberalismi ja New Public Management voimistuivat. Työsuojeluhallituksen lakkautuksessa tehtiin ehkä muutakin politiikkaa; pirstaloimalla valvovaa hallintoa heikennettiin samalla työpaikoille kohdistuvaa keskitettyä valvonnan voimaa. Itsenäisten alueellisten työsuojeluviranomaisten aikana vuodesta 1993 lähtien entisten työsuojelupiirien ja nykyisten aluehallintoviraston työsuojelun vastuualueiden toiminnallinen itsenäisyys korostui. Hallinnon toiminnassa näkyy, ettei työsuojeluvalvonnalla ole yhteistä keskusjohtoa. Sosiaali- ja terveysministeriön työ- ja tasa-arvo-osasto, jonka alaisuuteen työsuojelu keskushallinnossa kuuluu, toteuttaa Kansainvälisen työjärjestön ILO:n (International Labour Organization) sopimusten tulkintaa, että työsuojeluhallinto on riippumaton valvontatehtävää suorittaessaan eikä ministeriö siten puutu valvonnan alueellisiin menettelytapoihin. Tutkimus käsittelee myös työsuojeluhallinnon laajaa yhteistyötä työmarkkinajärjestöjen kanssa. Järjestöt osallistuvat kaikkeen päätöksentekoon, jossa käsitellään hallinnon tavoitteita, painopisteitä, valvontaohjeita ja resursseja. Tutkimuksessa arvioidaan edustuksellisen demokratian näkökulmasta korporatiivisen etujärjestövaikutuksen ja hallinnon suhdetta riippumattoman työsuojeluvalvonnan päätöksenteossa ja toimeenpanossa. Tarkastuskertomuksiin perustuva alueellisen valvonnan vertailu osoittaa, että työsuojeluvalvonta on eriytynyt vastuualueittain. Työpaikkojen kunnossaolo määritellään usein eri tavalla, joten tarkastajien valvoma työturvallisuuden minimitaso ei toteudu yhdenmukaisesti koko maassa. Siten velvoitteita korjata tai poistaa työturvallisuusepäkohtia annetaan eri tavalla ja lopputuloksena on se, ettei työnantajia kohdella tasapuolisesti. Tutkimuksen johtopäätöksenä on, että työsuojeluvalvonta on osa kansallista hallintotoimintaa ja laillisuusvalvontaa, ei alueellista tai paikallista hallintoa. Työsuojelu ei eroa toimialoittain maantieteellisesti, koska eri ammattialojen työ on pääpiirteissään samanlaista koko maassa ja niiden työturvallisuus ei juurikaan eroa maantieteellisesti. Tämän vuoksi myös työsuojeluvalvonnan pitäisi olla yhdenmukaista koko maassa. Suomeen pitäisi perustaa Pohjoismaiden mallin mukainen työsuojelun keskusorganisaatio, joka koordinoisi yhtenäistä laillisuusvalvontaa samalla tavalla kuin Poliisihallitus, Syyttäjälaitos ja uusi Tuomioistuinvirasto koordinoivat toimialojensa laillisuusvalvontaa ja toiminnan menettelytapoja. ; This study examines the extent to which workplace occupational safety and health (OSH) enforcing is carried out differently across the Finnish regions, in other words whether workplace enforcing is uniform across Finland. The presupposition of the study is that an important reason for the regional disparity in labour inspection is the decentralized organization of the inspection to by the five independent divisions of occupational health and safety of the regional state administrative agency. The OSH administration and the uniformity of the implementation of OSH in the workplace have not been scientifically studied in the 21st century. This study assesses the structure and implementation of the OSH administration from the perspective of both the administration and the workplace. The study provides a scientifically justified analysis covering both theoretical and customers' perspectives on OSH management and the ongoing integration of health and safety enforcement. The chosen theoretical approach of the study is the administrative evaluation framework, which means assessing the functionality of administration from the user and customer perspective. The Labour Inspectorate carries out workplace safety inspections in the form of occupational safety inspections, whereby the customers of the administration are the workplaces and their employers and employees. The main research material are OSH inspection database Vera reports and personal interviews carried out with 52 persons in the job protection administration, labour organizations and employment OSH personnel. The study consists of three main empirical chapters: the Labour Protection Board, the Central Office 1973-1993, the independent Regional Labour Inspectorate since 1993, including the role of labour organizations in labour inspection and the regional comparison of labour inspection. Shift towards an integrated job labour inspection started with the Labour Protection Board which was established in 1973 as part of the construction of the welfare state during the era of optimism in state-directed planning State labour protection was brought together under one ministry. The Labour Protection Board the system was center-led, at least regarding uniform occupational health and safety enforcing, but the Board's operations were not successful, mainly because the employers were opposed to it throughout its existence. The Labour Protection Board was abolished in 1993 as part of the dismantling of the central office system that followed the economic recession in the early 1990s. State regulation in all sectors of government was decentralized and administration was brought closer to the customers. The role of the state was diminished in society as a whole and the welfare state became a competitive state, with neoliberalism and New Public Management becoming stronger. Other objectives were also part of the decision to abolish the Labour Protection Board; at the same time, the fragmentation of supervisory authorities weakened the efficiency of workplace control. The era of the independent regional labour inspectorates since 1993 underlines the functional independence of the former OSH Inspectorate and the current division of occupational health and safety of the regional state administrative agency. The operation shows that there is no common central management for labour enforcement. The Department for Work and Gender Equality of the Social and Health Ministry, which is responsible for occupational safety in central administration, interprets International Labour Organization (ILO) conventions as meaning that the labour administration is independent in carrying out its supervisory function. Thus, the Ministry does not interfere with regional control procedures. The study also deals with the extensive co-operation between the labour protection administration and the labour market organizations. Trade unions are involved in all decision-making concerning management objectives, priorities, control guidelines and resources. The study examines the influence of corporatist interest groups and the governance of occupational health and safety enforcing decision-making and implementation from the perspective of representative democracy. A comparison of regional control based on inspection reports shows that OSH control of occupational health and safety has varied between the regional divisions. The condition of workplaces is often defined differently, so the minimum level of occupational safety supervised by inspectors is not uniformly applied throughout the country. Thus, obligations to remedy or eliminate occupational safety deficiencies in workplaces are given different treatment and the result is that employees are not treated equally. The conclusion of the study is that health and safety control should be in the competence of national administration and judicial review, not regional or local administration. Occupational safety and health does not differ geographically by industry, as the work of the various occupations is broadly similar throughout the country and there is little geographical variation in occupational safety. For this reason, labour inspection should also be uniform throughout the country. Finland should set up the Nordic model of a more centralized OSH system, which would coordinate an integrated review of legality in the same way as the National Police Board, the Prosecutor's Office and the Court of Justice co- ordinate the law enforcement and operational procedures of their respective sectors.
Sisäinen tarkastus kuvataan ammatti- ja tutkimuskirjallisuudessa organisaation johtamis- ja valvontajärjestelmän keskeisenä toimijana, jonka tavoite on tuottaa organisaatiolleen lisäarvoa. Tämän tutkimuksen tavoitteena on luoda kokonaisvaltainen ymmärrys sisäisen tarkastuksen toiminnon merkityksestä organisaation johtamis- ja valvontajärjestelmässä. Toiminnon merkitystä lähestytään ensiksi tutkimalla sisäisen tarkastuksen vapaaehtoista levinneisyyttä erilaisissa organisaatiomuodoissa. Toiseksi selvitetään, millaiset organisaatiot investoivat sisäiseen tarkastukseen tutkimalla sisäisen tarkastuksen vapaaehtoiseen käyttöön liittyviä tekijöitä. Kolmanneksi, tutkimuksessa syvennytään sisäisen tarkastuksen tuloksellisuuteen vaikuttaviin tekijöihin, jotta voidaan hahmottaa, millaisiin eri sidosryhmien odotuksiin sisäisen tarkastuksen olisi pyrittävä vastaamaan. Tuloksellisella toiminnalla sisäinen tarkastus voi legitimoida keskeisen asemansa osana organisaation hallinnointijärjestelmää. Järjestämällä sisäisen tarkastuksen toiminnon organisaation johto voi vahventaa ohjaus- ja valvontajärjestelmäänsä asiantuntijayksiköllä, jonka keskeisimpänä tehtävänä pidetään lisäarvon tuottamista organisaatiolle mm. parantamalla riskienhallinta-, valvonta-, johtamis- ja hallintoprosesseja. Tästä huolimatta vain osa organisaatioista päättää perustaa sisäisen tarkastuksen toiminnon. Tutkimustieto sisäisen tarkastuksen vapaaehtoisen käytön levinneisyydestä eri toimintaympäristöissä sekä vapaaehtoiseen käyttöön liittyvistä tekijöistä luo tiedeyhteisölle merkittävää uutta tietoa sisäisen tarkastuksen merkityksestä organisaation johtamis- ja valvontajärjestelmässä. Toisaalta sisäisen tarkastuksen rajoittunut hyödyntäminen herättää kysymyksiä siitä, kykeneekö sisäinen tarkastus tulokselliseen toimintaan ansaitakseen paikkansa hallinnointijärjestelmässä rajallisia resursseja allokoivien päättäjien silmissä. Keskustelua sisäisen tarkastuksen tuloksellisuudesta voidaan siten pitää perusteltuna. Tuloksellisella sisäisellä tarkastuksella tarkoitetaan toimintoa, joka pyrkii tuottamaan organisaatiolleen lisäarvoa mm. taloudellisuuden, tuottavuuden, tehokkuuden ja vaikuttavuuden näkökulmista (Sisäiset tarkastajat ry, 2018). Sisäisen tarkastuksen tuloksellisuutta voidaan kuitenkin lähestyä useiden keskeisten toiminnon sidosryhmien näkökulmasta – ja löytää näin tuloksellisuuden käsitteelle uusia ulottuvuuksia. Tutkimuksen sidosryhmäanalyyttisen pohdinnan tuloksena sisäisen tarkastuksen tuloksellisuus osoittautui monitulkintaiseksi, sillä tuloksellisuus saa monia merkityksiä riippuen tarkastelunäkökulmasta. Käsitteen eri tulkinnoilla voidaan löytää myös selityksiä sille, miksi organisaatiot käyttäytyvät eri tavoin pohtiessaan sisäisen tarkastuksen vapaaehtoista käyttöä. Kokonaisuutena tutkimus täydentää tutkimusaukkoa sisäisen tarkastuksen merkityksestä osana organisaation johtamis- ja valvontajärjestelmää ja selventää, miksi organisaatiot käyttäytyvät eri tavoin pohtiessaan sisäisen tarkastuksen vapaaehtoista käyttöä. ; According to the professional and academic literature, the internal audit (IA) is regarded as a central part of governance systems. The functional goal of IAs is to produce added value for organizations. The objective of this dissertation is to create a comprehensive understanding of the significance and meaning of IAs for the governance structure of organizations. Firstly, the significance of IAs is approached through examining their voluntary use in different types of organizations. Secondly, this study examines the determinants affecting the voluntary use of IAs. Thirdly, this dissertation examines the determinants of ambiguous IA effectiveness in order to understand which of the multiple expectations held by different stakeholders should be pursued by IAs. By operating effectively, the IA can legitimate its central position in an organization's governance structure. By using an IA, an organization's management can strengthen governance processes with a unit of professionals whose main target is to bring added value by improving risk management and control and governance processes. Despite this, not all organizations decide to invest in IAs. Evolving research on the voluntary use of IAs and the determinants affecting the voluntary use of IAs is creating important new information on the significance of IAs in the good governance of organizations. Furthermore, the limited voluntary use of IAs raises concerns over their ability to meet the expectations of decision-makers who are allocating scarce resources. The discussion on the effectiveness of IAs is therefore justified. An effective IA aims to enhance organizational value in terms of economics, efficiency, and effectiveness (Institute of Internal Auditors, 2018). Moreover, the effectiveness of IAs can be examined from the perspectives of various central stakeholders. A multi-perspective examination enables the discovery of new interpretations of the phenomenon. The stakeholders' analytical approach to the effectiveness of IAs revealed that the efficacy of IAs is ambiguous, and they can be interpreted from the varied perspectives of the relevant stakeholders. The various interpretations also help to reveal why organizations act differently when considering the voluntary use of IAs. In conclusion, this dissertation complements the existing literature by offering a comprehensive overview of the significance of IAs in governing organizations, as well as the reasons why organizations act differently when deciding on the voluntary use of IAs.
Tutkimuksen tavoitteena oli selvittää poliittisen eliitin toimintaa ja työmoraalia Suomen eduskunnassa. Tutkimus tehtiin kvantitatiivisen ja kvalitatiivisen aineiston pohjalta ja soveltamalla yhteiskuntatieteen ja oikeustieteen tutkimusmetodeja. Tilastotietoa kerättiin kahdeksientoista (18) valtiopäivien täysistunnoista vuosien 1970-1998 väliltä. Valiokunnista kohteena oli vaalikausi 1991-1994. Yhteensä aineistoon sisältyi 6 078 pöytäkirjaa ja näiden 520 869 läsnä- ja poissaolomerkintää. Lisäksi tarkasteltiin valtiopäivien historiaa, sekä lobbausta eli valiokuntien kestityksiä. Tärkeimmät säädökset olivat valtiopäiväjärjestys, Suomen perustuslaki ja eduskunnan työjärjestys. Tutkimustuloksena todettiin mm. seuraavaa. Kansanedustajan toimi ei ole enää perinteinen luottamustehtävä. Kansanedustaja on ammattipoliitikko, ja hänen toimensa nimikkeeksi sopisi käsite 'luottamusvirka'. 'Edustajanpalkkiokaan' ei ole 'palkkio' vaan kuukausitulo, ja siihen voisi soveltaa vanhaa virkamiespalkan elatusteoriaa. Kansanedustaja saa elatusta siitä, että hän antaa työvoimansa valtion, puolueen ja kansan käytettäväksi. Eduskuntatyö kaipaisi perusteellista remonttia. Tulisi pohtia ainakin välikysymyksen tarpeellisuutta, täysistuntojen päätösvaltaisuusrajaa, varamiesjärjestelmää ja valiokuntien asiantuntijakuulemisia. Asiantuntijat ovat liian usein samoja henkilöitä, he edustavat julkista valtaa, ay-liikettä ja erilaisia etujärjestöjä. Puhemiesneuvoston valtaa - ja henkilöön perustuvaa auktoritatiivista valtaa - voisi rajoittaa asettamalla puhemiehen (ja varapuhemiesten) toimikaudelle määräaika. Eduskunnan kollektiivinen moraali muodostuu majoriteetti- ja senioriteettiperiaatteen pohjalta ja ilmentää usein kokeneempien edustajien käsitystä oikeasta ja väärästä. Taustajoukoista ja puolueensa tuesta riippuvainen ammattipoliitikko menettää herkästi yhteyden äänestäjiensä arkipäivään. Tällöin "oikea" voi hämärtyä ja edustajan etu nousee tärkeimmäksi. Esimerkiksi valiokuntien kestitysten suhteen on tulevan korruptiolain aikana syytä olla takavuosia varovaisempi. Kollektiivinen työmoraali näkyy edustajien tekemistä päätöksistä ja siitä, miten eduskunta tulkitsee, toteuttaa ja uudistaa instituutiota itseään koskevaa lainsäädäntöä. Yhtenä trendinä ilmenee eduskuntatyöhön kohdistuvien kontrollinormien lieventäminen, toisena demokratian vaatima mutta käytännössä paikoin näennäiseksi jäävä avoimuus. Eduskunnan sisäisten sääntömuutosten yhtenä funktiona voi olla jopa tarkoitus antaa suojaa kansalaiskontrollia vastaan. Poissaoloja on ollut eduskunnan alkuvuosista lähtien. Kaikki edustajat eivät saavu ajoissa valtiopäiville eivätkä kaikki osallistu äänestyksiin, vaikka ilmoittautuvat läsnäoleviksi. Salista poistumisen yhtenä syynä voi olla halu välttyä poliittiselta kannanotolta. Suuria poissaoloja ovat aiheuttaneet yöistunnot, maanantaipäivät, istuntokausien loppumiskiireet ja välikysymysten ministerivastaukset. Runsaita henkilöpoissaoloja ovat aiheuttaneet sairaus, virka- ja ministerintehtävät, 1990-luvun alussa myös loikkaukset ja ristiriidat puoleen kanssa. Aineiston valiokuntakokouksista päätösvaltaisena oli alkanut noin 70 % ja loppunut noin 65 %. Suurin vajaavaltaisuuden aiheuttaja oli asiantuntijakuuleminen. Ratkaiseva hallituksen esityksen toinen käsittely oli tehty päätösvaltaisesti, mutta muuten asioita oli viety eteenpäin vajaavaltaisena. Jos päätösvalta-vaatimus olisi ollut ehdoton, asia olisi voinut jumiutua valiokuntaan ja hidastaa eduskuntatyötä. Poikkeuksena päätösvaltaongelmiin oli toimintatavoiltaan erilainen, edustajia ministeristöön nostava valtiovarainvaliokunta. Eduskunnassa on hiljaisia puurtajia eli lainsäädäntötyön tekijöitä, mutta myös poissaolijoita. Poissaolijat jakautuvat puolueensa hyväksi työtä tekeviin poliitikkoihin ja edustajiin, joiden poissaoloihin löytyy ehkä selitys mutta ei puolustusta. Hiljaisen puurtajan työpanos jää usein näkymättä, ja julkinen kuva muodostuu tunnetuista poliitikoista. Ajan mittaan hiljainen puurtaja voi kuitenkin tulla palkituksi arvostetulla eduskunta- tai ministeritehtävällä. Eduskunnassa on korkeaa kollektiivista ja korkeaa yksilöllistä työmoraalia, mutta myös päinvastaisia ilmentymiä. Työmoraalilla ei ole keskimäärää, sillä on kasvot. Poliittiseen eliittiin kuuluu henkilöitä, jotka käyttäytyvät epäeettisesti jos heitä ei valvota - mutta niin heitä kuuluu kaikkialle yhteiskuntaan, äänestäjiinkin. Valtiopäiviin 1994 vaikutti mm. liittyminen Euroopan unioniin, ja silloin nimenhuudosta oli poissa keskimäärin 36 henkilöä (18 %). Sama 36 henkilöä toistui vuonna 1997, jolloin yhtenä syynä olivat äitiyslomat. Vuonna 1998 eduskunta muutti tilastonsa julkisiksi ja syksyn poissaolot lähtivät jyrkkään laskuun. Vuoden keskimääräinen poissaolo nimenhuudosta oli 29 edustajaa (14 %). ; The purpose of the research was to examine the operation of the political elite in the Finnish Parliament.The study is based on both quantitative and qualitative data, and the research methods used are derived from jurisprudence and the social sciences. The statistical data of plenary sessions were collected from 18 parliaments in years 1970-1998, and the data of parliamentary committees from the legislative period of 1991-1994. In all, the data consisted of 6,078 recorded minutes and 520,869 registrations of attendance and non-attendance. The qualitative data consisted of historical surveys of parliament's early years and of surveys of lobbying parliamentary committees. The most important statutes in the normative examination were Parliament Act, the Finnish Constitution and the Parliamentary Order of the Day. The actual work of a parliament member is no longer based on the position of trust. The position has now a more professional character, and the representative has in a way become a professional politician. In fact, the term "office of trust" might most appropriately describe an elected representative's work at present. Even today representatives are paid a "reward" for their services. The use of the term "subsistence" could better refer to the total sum of a monthly income and various other benefits. Subsistence, it also could imply that the representatives contribute their work for the use of the state, of the party and the people. Parliamentary regulations still need a fundamental restructuring. More widely it should be discussed the usefulness of interpellation, the quorum of plenary sessions, the system of deputy members and the system of hearing outside experts at the committee work. The power of the Speakers could be reduced by limiting the office years of the Speaker (and Deputy Speakers). In a parliament, collective morale is moulded by the principle of majority and seniority. Members with fewer years of service have to accept the decisions taken by the more experienced colleagues. Therefore, the collective morale mainly reflects the senior representative's perceptions of right and wrong. A professional politician, depending on political background and party, lost readily genuine contact with the everyday life of voters. Therefore the meaning of the word "right" can be obscured. For example, in committee work they should be more careful with lobbyism in future, when parliament pass a law for representative's corruption. The collective work morale of parliament manifests in the decisions taken. It is also visible in how the members interpret, implement and reform legislation concerning parliament institution. One trend seems to be moderating the norms used in controlling parliamentary work. Another trend is the requirement of openness, demanded by democracy, which, however, often remains quite superficial. It actually seems some times that the internal reforms of parliamentary regulations have been made to protect parliament against its control by citizens. Absences have always been there and they have been discussed since early days of parliament. All the representatives do not turn up in time when parliament begins its work, and some representatives leave the main auditorium as soon as the roll call is over. One reason for an early departure may be try to avoid taking political stand. In the years examined major non-attendance have been caused by night sessions, Monday sessions, ending of term of parliamentary sessions and interpellations debates during Cabinet minister's respond. As to individual representatives non-attendance have been increased by illness, ministerial and official duties or official journeys. In the early 1990s some non-attendance were caused by representatives who went over to another party or had conflicts with their own party. In research material some 70% of committee meetings had started with the presence of a quorum, but when they were adjourned the quorum had dropped to 65%. Hearing outside experts was the major reason for non-quorum meetings. In the decisive second reading of a government proposal there was always the presence of a quorum. If the demand for a quorum had been applied faithfully in all cases, the matter under discussion would probably have delayed the work of parliament as a whole. In this respect, the state financial committee was an exception, because it operates different and helps parliament members in their political career by promoting them to ministerial positions. In parliament work some of the members can be clearly identified as the quiet hard workers. On the other hand, the degree of non-attendance can be high. The conscientious representatives who attend meetings actively are "legislators", while the absent could be divided into "professional politicians" working for their own party or representatives whose absence can be explained but not really defended. The input of a single, hard- working representative often remains invisible. The public image of parliament is primarily created by the well-known professional politicians. A quiet hard-working can, however, in the long run be rewarded with visible parliamentary or ministerial duties. High collective and individual work morale is still to be seen in parliament, but just the opposite may also manifest itself. Morale is something that cannot be expressed in terms of an average, since morale has a face. There will always be members of the political elite who, if uncontrolled, will act unethically. But the same holds true for the rest of society, including the voters. Therefore we should avoid making generalisations and, instead, we should regard each member of parliament as an individual person with his or her own human characteristics. As the early 1980s the average number of absentees in the roll call of plenary sessions was 20 members (10%). In 1989, after an order reform, it became possible to register as present even after the roll call of plenary sessions. In that year 31 members on average (15%) were absent during the roll call. In 1994, when Finland was negotiating its membership in the European Union, on average 36 members (18%) were absent during the roll call. In 1997 the same 36 was caused by a large number of maternity leaves. In 1998 when parliamentary statistics were made public, the average number of absentees was 29 members (14%).

Demokratia ja tehokkuus muodostavat kunnallishallinnon keskeisimmän arvopohjan. Näiden välillä vallitsee tietynlainen jännite. Kauko Heurun väitöskirjassa tutkitaan oikeushistoriallisessa valossa kunnanvaltuuston asemaa tämän jännitteen sisällä. Siinä selvitetään kunnanvaltuuston vallan syntyhistoria sekä sen kehittyminen yhteiskunnallisen muutoksen osana. Kunnallishallinnossa on perinteisesti korostettu demokraattisia arvoja. 1990 -luvulla tässä tapahtui ratkaiseva muutos. Tällöin tehokkuusvaatimukset voimistuivat, ja niihin myös vastattiin. Maamme kunnallishallinto siirtyi erilaisten kokeilujen ja hallinnonuudistusten kautta uudenlaiseen kunnallishallintoon, jonka johtavana aatteena on tulosjohtamisen idea. Mitä pitemmälle tulosjohtamista on kunnallishallinnossa toteutettu, sitä enemmän valtuusto on menettänyt asemaansa kunnan päätösvallan käyttäjänä. Valtuuston valtaa on siirretty täytäntöönpanijoille tietoisesti, mutta sitä on siirtynyt myös salaisesti. Jokainen pelkän tavoitteen asettava valtuuston päätös, jota ei sidota keinovalikoimaan, siirtää valtuuston valtaa. Samoin tekee määrärahapäätös, jota ei sidota yhteen määrätarkoitukseen. Yleistymässä oleva käsitys valtuuston aseman heikkenemisestä saa tutkimuksellista vahvistusta. Kauko Heuru selvittelee yli 400 -sivuisessa väitöskirjassaan laajasti tämän kehityksen syitä. Tällöin hän osoittaa kunnallishallinnon kiinteän yhteyden yhtäältä valtioon ja toisaalta ajan yleisiin virtauksiin. Hän näkee, että 1980 -luvulla alkanut kunnallishallinnon uudistaminen ei ollut ilmiönä itsenäinen, vaan se liittyi kiinteästi uusliberalismin nousuun ja valtionhallinnon uudistamiseen. Kunnallishallinnon vahvistamisen nimissä tehdyt lainsäädännölliset uudistukset kuten normien purku, vapaakuntakokeilu ja kuntien valtionosuusjärjestelmän uudistaminen olivat tarkoitukseltaan ensisijassaq valtionhallinnon uudistamista. Valtion edustajat eivät kuitenkaan ajaneet kuntia muuttamaan hallintoaan, vaan tämän tehtävän hoitivat kuntien keskusjärjestöt. Ne aloittivat jo 1970 -luvulla määrätietoisen koulutus- ja muun ohjaustoiminnan mangeristisen kunnallishallinnon aikaansaamiseksi. Kaiken perustana oli uusliberalismi sekä amerikkalainen liiketaloustieteellinen tutkimus ja sen osakseen saama huomio OECD-maiden julkisessa hallinnossa. Kauko Heuru pohtii myös valtuuston aseman vahvistamista. Hän tulee siihen tulokseen, että nykyajan tehokkuuden ihannointi antaa vain vähän mahdollisuuksia siihen. Näistä merkittävämpänä on vallan ja vastuun jaon normatiivinen täsmentäminen. Tämä merkitsee nykyistä selkeämmän poliittisen johtajuuden luomista suomalaiseenkin kunnallishallintoon. Tutkija, jolla itsellään on pitkä kaupunginjohtajan virkaura, puoltaa pormestarityyppistä johtamisjärjestelmää. Tämän hän tekee nimenomaan valtuuston vallan kannalta. ; The study was designed to investigate the origins of the competency to use municipal decision-making power and its development in the light of the central development of municipal law, including causal relationships and systematization of municipal law. The frame of reference consisted of the democratic values and efficiency values of local government. Up to the end of the 1980s local government in Finland can be regarded as a legal-administrative practice. In a closer analysis, we can distinguish three pha-ses: liberalism, rule-of-law and social state. In the beginning of the 1990s the Finnish state administration was refor-med in line with the managerial theory. The idea of management by results played a key role in this development. Local government was remodelled on the same con-cept. From the 1990s on we can speak of managerial local government. The entire legal-administrative period was characterized by the priority of democratic values in local government. While demands for efficiency grew, they we-re mainly responded to by detailed norm setting and direction by the state. The launch of management by results meant that efficiency values took precedence over democratic ones. If municipal decision-making power is understood as competency to form local intent, and if we assume as municipal laws have assumed that the exercise of this power resides in the local council, the introduction of managerial local go-vernment and management by results has not been possible without transferring aut-hority from the local council to the executive organization. The main reason was that local government activities had become increasingly target-oriented. This involved a demand to separate strategic and operational activities. According to the idea of ma-nagement by results, strategic activities cover the setting of general objectives, whe-reas concrete (case-specific) decisions should be made at the operational level. The level of strategic activities is formed by the work of the local council, and the level of operational activities by the work of the executive organization. The local council's (the local government's) decision-making power can be transferred legally to the executive organization within the limits of the law by a by-law. This is called delegation, whereas in the management-by-results system local decision-making power is factually transferred in other forms too. This happens either in a permissible manner or secretly, and the more the more generally the coun-cil has set the objectives and the more systematically strategic and operational acti-vities are separated. The most important tool for transferring the council's power is the municipal budget, even if the law does not recognize it as such. The introduction of the management-by-results system to local govern-ment broke the mechanisms that had protected the council's authority in the legal-administrative practice. Such mechanisms included general budget principles (no-tably the detail principle) and the inner logic of the dual principle of local govern-ment. The detail principle required that the municipal budget be detailed to the extent that none of the council's power could be transferred to the executive or-ganization through this way. For the purpose, the budget was to be divided in ap-propriations up to one designation. The inner logic of the dual principle corresponded to the perceptions of the rule of law and legal positivism about formal rational legal order; implementation was based on subsumptional logic rather than independent consideration. Expedien-cy, which thus was not conveyed from the decision to be implemented, did not reside with the executive organization. During the legal-administrataive local government, the number of muni-cipal officials increased steadily. However, we cannot speak of bureaucracy in the true sense of the word, because municipal offices existed mainly for executive func-tions only. During managerial local government, municipal officials became also executors of the self-government of local residents. Generally, it can be said that the further the idea of management by re-sults is taken in local government, the more the status of the council shifts from a decision maker to a legalizer of municipal activities. Along with the change the conceptual contents of municipal democracy have changed. The decision-making moment is no longer the sole basis of evaluati-on, rather, it is the moment when the consequences are seen. Newer research has anticipated a shift from representational democracy towards direct democracy, but it seems unlikely. Representational democracy still appears to have its chances. This requires increasing attention to the political functi-on of municipalities, including stricter normative definition of municipal authority and responsibility. In the end, the key issue is whether the Finnish local government will have a distinct political leader or not.
Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Osallistumisen merkitystä ja vaikutuksia ei aina tunnisteta. YVAsta ei ole muodostunut Suomessa laajojen joukkojen osallistumisvälinettä. Ennemminkin YVAan osallistuvat tyypillisesti harvat kansalaisaktiivit, jotka hyödyntävät YVAn lisäksi lukuisia muitakin osallistumisen ja vaikuttamisen keinoja. Osallistujien määrän sijaan huomio tulee kuitenkin kiinnittää sisältöön ja suunnittelun moniäänisyyteen. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.
