This article examines the reasons for adopting a non‑institutional character of the Visegrad cooperation in the years 1991‑1992. Its focus concerns two causes of the initial reluctance to institutionalise the Visegrad Group: the high level of unpredictability in Central Europe after the collapse of Communism and the symbolic role the Group was expected to play outside the region. These issues are considered through the prism of two theories in International Relations: neorealism and neoliberal institutionalism. Both provide theoreti‑ cal grounds to support the research hypothesis which assumes that the infor‑ mal character of the Visegrad cooperation was a pragmatic choice of its found‑ ing members. However, neorealist and neoliberal explanations of how the political background and security issues could have influenced their decision vary. The article concludes that the neorealist approach holds more explana‑ tory power in this regard, suggesting that the choice of the Visegrad states was dictated by the preservation of their national interests and subjected to ex‑ ternal limitations, rather than motivated by a common intention to facilitate their regional cooperation. ; Arkadiusz Nyzio
Artykuł podejmuje kwestię przyczyn zmian przywódców w polskich partiach politycznych. Pod uwagę wzięto dwa główne czynniki, które – zgodnie z przyjętymi w środowisku naukowym poglądom – w sposób decydujący warunkują czas trwania na stanowisku. Po pierwsze, przeprowadzono analizę formalnych procedur związanych z odwoływaniem liderów partii politycznych zawartych w statutach partyjnych. Po drugie, przedstawiono wpływ wyniku wyborczego (uzyskane głosy i fakt zawiązania bądź nie koalicji gabinetowej) na zdolność liderów do utrzymania się na stanowisku. Analiza objęła partie polityczne, które uzyskały mandaty w wyborach do Sejmu przeprowadzonych w 2011 r., a więc Prawo i Sprawiedliwość, Platformę Obywatelską, Polskie Stronnictwo Ludowe , Ruch Palikota oraz Sojusz Lewicy Demokratycznej. Artykuł podejmuje zmianę przywódców od momentu powstania wymienionych partii. Analiza ujawniła silny wpływ uzyskanego wyniku wyborczego i rozwiązań statutowych na czas trwania liderów na stanowisku. Fakt zawiązania lub nie koalicji gabinetowej nie wpływa zasadniczo na utrzymanie przywództwa w partii. ; The paper deals with the issue of the reasons for the replacement of the leaders of political parties in Poland. It takes into consideration the two main factors that have been agreed by academic circles to be decisive for the duration of a leader's staying in his/her post. Firstly, an analysis of the formal procedures regulating the dismissal of the leaders of political parties provided by the party statutes is conducted. Secondly, the paper presents the influence election results (the number of votes won and the fact of establishing a government coalition or failing to do so) have on the leaders' ability to keep their post. The analysis encompasses the political parties that won a mandate in the 2011 parliamentary elections, that is Law and Justice (PiS), Civic Platform (PO), Polish People's Party (PSL), Palikot's Movement (RP) and the Democratic Left Alliance (LSD). The paper discusses the topic of the replacement of the leaders since the beginnings of these parties. The analysis reveals a strong influence of election results and statutory provisions on the duration of respective leaders' terms. The fact of entering into a government coalition, or failing to do so, does not have a significant influence on the leaders' maintaining their position.

Analyses show that the mutual relations between the EU and Russia are marked by profound pragmatism on the one hand (in Russia) and a certain complex of a powerful neighbor and the fear of political turmoil on the other (in the EU). Russia tries to take advantage of these fears in order to maximize her profits and skillfully oscillates between the policy of the USA and that of EU which both count on the benefits to be obtained from the opening of the Russian market. However, the recently popular Russian alliance with China does not pose an actual alternative for the commercial exchange with Europe. This is due to the abundance of Chinese natural resources and expanding Chinese economy that is looking for sales markets rather than offering its purchasing market. In the long run the Russian alliance with the EU will have to be based on new principles that will restrict financial support by the United Europe that will be required to finance its new members.

Condorcet refuted legitimising political power on the idea of general will and postulated to replace it with the notion of reason and probability of truth. W niniejszym artykule zajmuję się analizą argumentacji zawartej we wniosku grupy posłów do Trybunału Konstytucyjnego o stwierdzenie niezgodności z Konstytucją przepisów dopuszczających aborcję w przypadku ciężkiego i nieodwracalnego upośledzenia płodu. Przedmiotem rozważań nie są jednak dywagacje natury prawnej, ale kwestia legitymacji moralnej działania podjętego przez posłów. Szukam więc odpowiedzi na pytanie, czy ich inicjatywa broni się w świetle zasad moralności publicznej. Podstawę tej oceny stanowi najważniejsza współczesna koncepcja legitymacji działań politycznych, tj. teoria rozumu publicznego Johna Rawlsa. W pierwszej kolejności przybliżono więc, na czym polega teoria rozumu publicznego Rawlsa (skupiając się przede wszystkim na wskazaniu warunków, które na gruncie tej koncepcji decydują o legitymacji działań politycznych). Następnie omówiono pokrótce najważniejsze argumenty, jakie wysuwa grupa posłów na rzecz wysuwanego żądania. W głównej części tekstu dokonano oceny tego działania w świetle wyłożonych wcześniej warunków legitymacji. ; In the paper, I analyse the argumentation which supports the motion put forward by a group of Polish MPs challenging the constitutionality of the provision which allows abortion in the event of grave and irreversible fetal defects or an incurable illness that threatens the foetus life. My considerations do not concern the legality of this action. Instead, I am interested in the issue of moral legitimacy of the MPs' action. I search for the answer whether their initiative is defensible in terms of public morality. The evaluation is conducted according to the principles of the most important contemporary conception of political legitimacy, which is John Rawls's theory of public reason. Therefore, firstly, I give an account of the Rawlsian theory of public reason. I focus mainlyon the conditions that settle the criteria of the legitimacy of political actions. Then I summarise the arguments which support the demand of the MPs concerned. Finally, in the main part of the paper, I evaluate their action in the light of the theory of public reason.
Although the Solidarity Election Action (AWS) had been the first impressive attempt to unite right-wing groupings after 1989 which was effected in practice, it failed to develop a united, coherent image for the purpose of contacts with the media throughout the whole period it was in power. Reality showed that right-wing politi- cians failed to take advantage of the assets of the new grouping. Incompetence of its leaders and absence of a coherent policy quickly overshadowed the success of the Soli- darity Election Action. As a consequence, Solidarity Election Action has wasted an enormous chance and failed to become a united group of the Polish right wing. Leaders of individual organizations composing the AWS did not give up their leaders' ambitions, which became particularly significant towards the end of the AWS-UW (Solidarity Election Action – Liberty Union) coalition, when the right-wing block was eroding rapidly.
Celem artykułu jest ukazanie przyczyn zainicjowania i rozwoju transatlantyckich stosunków bezpieczeństwa w latach 1945–1948. Szczególny nacisk jest położony na ukazanie związku pomiędzy wstępnymi działaniami państw Europy Zachodniej na rzecz osiągnięcia jedności europejskiej a redefinicją polityki zagranicznej Stanów Zjednoczonych tuż po zakończeniu drugiej wojny światowej. Aktywność państw Europy Zachodniej oraz Stanów Zjednoczonych podyktowana była zagrożeniem ze strony Związku Radzieckiego, co skutkowało wybuchem zimnej wojny. Główni gracze w Europie Zachodniej, tj. Wielka Brytania i Francja, dążyły do zapewnienia bezpieczeństwa, początkowo biorąc pod uwagę ewentualny powrót Niemiec do agresywnej polityki, ale szybko zaczęto przede wszystkim brać pod uwagę możliwość ekspansji komunizmu. W artykule poddane są analizie dwie istotne inicjatywy europejskie, tj. Traktat z Dunkierki (1947 r.) oraz ustanowienie Unii Zachodniej na mocy Traktatu Brukselskiego (1948 r.). Powstanie Unii Zachodniej jako europejskiego sojuszu wojskowego wpłynęło na decyzję Stanów Zjednoczonych o powołaniu w 1949 r. Sojuszu Atlantyckiego. Powstanie NATO było zwieńczeniem redefinicji polityki USA wobec Europy po 1945 r. Amerykanie odeszli od tradycyjnej polityki izolacjonizmu na rzecz zaangażowania w sprawy europejskie w celu wspomożenia w odbudowie gospodarczej państw Europy Zachodniej, aby mogły się one stabilizować gospodarczo i politycznie (plan Marshalla) i nie wpadły w strefę wpływów Związku Radzieckiego (doktryna powstrzymywania). A particular emphasis is put on showing the relationship between the initial activities of Western European countries to achieve European unity and the redefinition of US foreign policy after the Second World War. Activities of Western European countries and the United States were dictated by the threat from the Soviet Union, which resulted in the outbreak of the Cold War. Key players in Western Europe, like Great Britain and France, sought to ensure their security, initially considering a possible return of Germany to an aggressive policy, but quickly began primarily to take into account the possibility of the expansion of communism. Two important European initiatives, i.e. the Treaty of Dunkirk (1947) and the establishment of the Western Union by the Treaty of Brussels (1948) are analyzed in the article. The establishment of the Western Union as a European military alliance influenced the US decision to create the Atlantic Alliance in 1949. The establishment of NATO was the culmination of a redefinition of US policy towards Europe after 1945. Americans departed thus from their traditional isolationist policy in favour of engagement in European affairs to assist in the economic reconstruction of Western European countries, so they could stabilize economically and politically (the Marshall Plan) and did not fall into the sphere of influence of the Soviet Union (the doctrine of containment). The article refers to the leading theories of international relations, i.e. realism and liberalism.

The aim of the article is to systemically analyse the associations of war and the morality of community. Recently military conflicts became more frequent all over the world. It is noticed that military conflicts have the tendency to repeat and to gain chain reaction, when the wave of war affects many countries. General level of human aggressiveness has influence for the beginning of war. But the presidents of the countries with psychopathic personalities are at the starting point of the war. They possess the power and transfer their personal negative features to a conflict with another country. This is the reason why electing a president is such a responsible act, when society must pay attention not only to the election programme, but also to candidate's morality and hierarchy of values. We have to remember that peace begins in our minds and all of us are responsible for peace in our country and all over the world.

Celem artykułu jest wykazanie, że niektóre ustawy w państwach demokratycznych o ugruntowanych rządach prawa są nieakceptowalne ze względu na ich imitacyjność. Ustawy imitacyjne to takie akty normatywne stanowione przez parlament, których celem jest pozorne rozwiązanie problemu społecznego. Przy tak rozumianej pozorności brak woli ustawodawcy wywołania skutków swej działalności, a jedynie występuje zamiar wytworzenia przekonania u adresatów norm, że taki skutek powstaje. W artykule wskazuje się na cztery rodzaje racji na rzecz odrzucenia ustaw imitacyjnych. Po pierwsze, ze względu na niezgodność regulacji prawnych ustawodawcy z standardami moralnymi wspólnoty politycznej (Ronald Dworkin); po drugie, ze względu na imitacyjny cel ustawodawcy, tj. brak związku między nakazanym/zakazanym zachowaniem a pozornym charakterem celu ustawodawcy (Lon L. Fuller); po trzecie, brak racjonalnego związku między nakazem prawnym a cechami objętej tym nakazem kategorii podmiotów/przedmiotów (Ofer Raban); po czwarte, brak związku konwencjonalno-normatywnego pomiędzy danym treścią przepisu nakazującego a celem ustawodawcy (Marek Smolak). W artykule postuluje się, by w argumentacji opartej na powyższych czterech racjach przyjąć, że mamy do czynienia z racją publiczną i w konsekwencji stosować test rozumnego sceptyka zaproponowany przez Ron den Ottera. ; This paper seeks to demonstrate that certain enactments in democratic countries where the rule of law is well established are inadmissible in view of their imitative nature. Imitative statutes are normative enactments of parliament which aim at an ostensible solution to a social problem. Ostensibility thus comprehended is accompanied by the absence of will on the part of the legislator to achieve any effect of their activity, as their sole intention is to engender a conviction among the addressed of the norms that such an effect actually takes place. The author discusses four types of reasoning in support of rejecting imitative statutes. These are as follows: first, given non-compliance of legislation with the moral standards of the political community (Ronald Dworkin); second, in view of the imitative goal of the legislator, or absence of a link between a prescribed/prohibited behaviour and the ostensible nature of legislator's goal (Lon L. Fuller); third, the lack of a rational relationship between a legal prescription and the features of the class of subject/objects to which the prescription applies (Ofer Raban); fourth, the lack of a conventional-moral relationship between the substance of a prescriptive provision and the goal of the legislator (Marek Smolak). The author argues further that argumentation based on the above four reasons should presume that public reason is involved and, consequently, administer the test of the reasonable sceptic as suggested by Ron den Otter.
The aim of the paper is to review the sources of vanishing professions. There is a hypothesis formed that the reason for vanishing professions are new technologies and usage of artificial intelligence. Confirming the hypothesis gives the reason to identify consequences and risks of vanishing professions on the Polish labor market. The method used to prepare this text was a critical analysis of the literature, the conclusion of which enabled to confirm the hypothesis.
Niniejszy artykuł w całości dotyczy teoretycznych wyznaczników zmian systemowych w Unii Europejskiej projektowanych na okres 2014–2019. Autor zdecydował się w nim na naukową identyfikację oraz analizę wybranych pojęć – głównie o charakterze neoidealistycznym – pomocnych w wyjaśnieniu zmian zachodzących w systemie Unii Europejskiej. Istotne dla autora stało się stworzenie koniunktywnego schematu pojęciowego służącego do przygotowania empirycznych antykryzysowych strategii, prognoz i scenariuszy zmian systemowych. Schemat ten jest szczególnie ważny w kontekście kantowskiej metodologicznej architektoniki czystego rozumu. Podstawą jest tu proces poznania rozumowego z uszeregowanych pojęć – układających się w jeden zwarty systemat analityczny. Warto zauważyć, że proces wyróżniania wyznaczników (pojęć) związanych ze zmianą systemową w Unii Europejskiej obywać się musi przy zachowaniu uważności metodologicznej – zarówno tej jakościowej, jak i ilościowej.Z uwagi na powyższe kolejne założenie analityczne dla tego tekstu opiera się na przekonaniu autora, że zmiana mająca charakter przekształcania (regulacji, jak i transformacji) powinna dokonywać się głównie pod wpływem teorii, idei i wizji czy też konkretnych wyznaczników, a nie wciąż zmiennych i reaktywnych działań politycznych aktorów/podmiotów uczestniczących w procesie integracji europejskiej. ; The entire paper is dedicated to the theoretical indicators of systemic change in the European Union, envisaged for the period from 2014–2019. The author decided to perform an academic identification and analysis of selected terms, mainly neo-idealistic terms, that are helpful when explaining the changes taking place in the EU's systems. It was important for the author to design a conjunctive conceptual framework for the purpose of developing empirical anti-crisis strategies, forecasts and scenarios of systemic changes. This framework is particularly important in the context of a Kantian methodological architecture of pure reason. This is based on a process of rational cognisance from ordered concepts, forming a single, coherent analytical system. It should be noted that the process of identifying the indicators (concepts) related to systemic change in the European Union has to take place, while maintaining methodological attentiveness both in qualitative and quantitative terms. Therefore, the author makes another analytical assumption for this paper, on the basis of his conviction that change which occurs as transformation (regulation and reshaping) should primarily take place under the influence of theories, ideas, visions or concrete indicators, rather than the constantly changing and reactive political activities of the actors/entities participating in the European integration process.
