This note identifies problems with a methodology that has been used to test whether policy is more or less responsive to public opinion in states with voter initiatives. The methodology was designed to regress a policy variable on a measure of constituent preferences, & compare the coefficients for states with & without voter initiatives. John G. Matsusaka claims that the authors used bad methodology in concluding that ballot initiatives do not increase the responsiveness of government policy. The authors refute this by breaking down the simple interaction model into others forms & then eventually creating the "T" statistic for specific policy preferences. Matsusaka is correct in saying that there are other analytical approaches possible but the authors refute these as impractical. 14 References. R. Larsen

"In der theoretischen Debatte um Gleichheit und Differenz weist gerade die soziale 'gender'-Dimension nicht nur auf das Gemeinsame, sondern auch auf das Trennende zwischen Frauen hin. Die Betonung sozialer Elemente, die Frauen in bestimmten Situationen verbindet, trennt sie immer auch von Frauen in anderen Lebenslagen. Dieser Beitrag zeigt anhand einer Analyse gleichstellungspolitisch relevanter Volksabstimmungen in der Schweiz, daß die parteipolitische und konfessionelle Orientierung das Abstimmungsverhalten der Stimmbürger und Stimmbürgerinnen zwar grundsätzlich stärker bestimmt als das Geschlecht, daß aber eine Polarisierung innerhalb dieser traditionellen Konfliktlinien eine parteiübergreifende Mobilisierung der Frauen nicht verunmöglicht. Die Herausbildung eine politikstiftenden Gemeinsamen unter den Frauen wird allerdings immer dann erschwert, wenn es um die politische Lösung von Benachteiligungen geht, die aufgrund unterschiedlicher Lebenskontexte Frauen unterschiedlich betreffen und deshalb zu divergierenden politischen Ansprüchen führen."
