La reforme economique algerienne: une reforme mal aimee?

Der Beitrag analysiert das Reformwerk, das in Algerien zwischen 1987 und 1990 unternommen und im Juni 1991 durch den Sturz der Regierung Hamrouche unterbrochen wurde. Seit seinem Amtsantritt versuchte Präsident Chadli die Strukturen der staatlichen Wirtschaft zu dezentralisieren, aber es war vor allem der 1985 einsetzende schnelle Rückgang der Erdöleinnahmen, der dazu führte, daß ein Team von Reformern ein Programm zur schrittweisen Umgestaltung der Wirtschaft entwarf. Deren Arbeit fand ihren Niederschlag in den "Cahiers de la Reforme". Die Tätigkeit der Reformer wurde vor allem durch eine umfangreiche Gesetzesarbeit konkretisiert. Hindernisse bei der Realisierung der Wirtschaftsreformen waren u.a. der Immobilismus der hohen Verwaltungsbürokratie und der Führungskräfte der großen öffentlichen Unternehmen und Banken und der externe Druck. Enrique Pena Nieto was the overwhelming favorite in polls from the beginning of the presidential election campaign in Mexico. In fact, the candidate of the PRI (Institutional Revolutionary Party) enjoyed a nearly ideal situation. The track record of the National Action Party (PAN), in power for a dozen years, was mixed at best, with the country experiencing very serious social, economic and security problems. The PRI, after leading the country continuously from 1929 to 2000, has undergone significant changes: it is no longer the authoritarian party of yesteryear, but a modern and now fully democratic organization. However, the best argument for Mr. Pena Nieto is in fact ... himself! Just 46, he can already boast of his successes as the head of the State of Mexico, the most populous state in the country, where he was governor from 2005 to 2011. Kritische Analyse der Verwaltungsreform in Zaire seit 1977. Grundsätzliche politische und administrative Aspekte der Reformen; gegenwärtige und zukunftsorientierte Aspekte der Personalpolitik; Überlegungen zur Gebietsreform im allgemeinen und in bezug auf die Stadt Kinshasa im besonderen. Schlußfolgerung: die jeweiligen Reformansätze waren nicht gut koordiniert, auch fehlt eine langfristige Zielsetzung. Die Rolle der Verwaltung wurde nicht nach qualitativen Zielen, entsprechend dem Entwicklungsniveau der jeweiligen Region, bestimmt. At a time when constitutional reform is on the agenda, is the Constitutional Council the only institution that could not be reformed? This institution should find a new equilibrium in the appointment of its members, a greater openness in its functioning and procedure which could come from a clarification of its relationships with administrative and judiciary magistrates.
