The system of law enforcement bodies of Ukraine, which is a part of the executive power, by its organization and activities does not fully match the socio–political, economic and criminogenic situation in the country. The need for reform of the law enforcement system in accordance with social needs and opportunities was stressed back in the first years of independence of Ukraine and it was widely declared. Since the developed concepts of reform have not been implemented, the subject of the article is still relevant. The aim of the research is to analyze the efficiency of the processes associated with innovative strategic management during the reform of the law enforcement system of the state; to explore the main aspects and factors of reformatting, as well as the dynamics of future changes in the law enforcement structures. To achieve the goal, we applied a set of methods: comparative, structural analysis, synthesis, induction and deduction. The paper considers the process of creating the structure of the local police, which should be organized and financed by the local communities. We evaluated innovations in the personnel policy of the department: independence and transparency of the contest mechanism of filling in vacant posts (including leadership) in the police force. The paper studies the legal framework of the deployment of activities of the EU Advisory mission, which will help implement the European experience in the field of strategic management of the law enforcement system. The scientific novelty of the article is in the study of the features of the innovative strategic management of the law enforcement activities in the period of radical reform of the society. The planned reforms were developed taking into account international, including European, standards of the police activity. The practical significance of the obtained results is in a comprehensive study of the mechanism of gradual reformatting of "almighty" punitive state authority (the militia) into a new police structure that will provide services of the protection of public order to the society. Further research is advisable to focus on finding innovative ways to solve the problems of the reform of the law enforcement sphere of Ukraine.
DECENTRALIZATION REFORM IN UKRAJINE ; РЕФОРМА ДЕЦЕНТРАЛІЗАЦІЇ В УКРАЇНІ
Introduction. The article examines the main problems and risks of decentralization in Ukraine. The process of decentralization of public administration and redistribution of powers is analyzed. The importance of decentralization reform in the process of forming local self - government is proved. The essence, content and purpose of decentralization reform are analyzed, as well as the two stages into which the reform is divided. The main tasks of the reform and its advantages are determined. The purpose of the article is to analyze the process of decentralization of power, disclosure of the content and purpose of the reform. Identify the main issues and problems that arise in the process of decentralization reform. Results. Decentralization reform in Ukraine helps to build effective relations between the central government and local governments. Decentralization enables local and regional self-government bodies to expand and strengthen their rights. The main advantages of decentralization reform are certainly the protection of human rights. The efficiency of local self-government bodies has increased, as they have been given local powers. Socio-economic development has also been improved and democratic procedures strengthened. However, in the process of implementing the reform there were certain problems, namely: perception of the reform by the people; inconsistency of powers between executive bodies, governing bodies in united territorial communities, local self-government bodies, district councils and district state administrations; lack of quality staff, low qualification of local governments and employees in the united territorial communities; state control over the activities of local self-government. The results of the decentralization reform have strengthened the interest of local governments in increasing revenues to local budgets, finding reserves to fill them, and improving the efficiency of tax and fee administration. Conclusions. As a result, we can say that decentralization makes it possible to form independent and capable communities. Local governments, thanks to their powers, can independently address issues of local life, the role of citizens, their influence on the processes of decision-making and implementation to ensure the conditions of social and economic development of society have increased. The decentralization reform contributes to the improvement of the lives of Ukrainian citizens, the building of a legal, modern, efficient, competitive state. ; Відзначено, щo рeформа децeнтралізації в Укрaїні сприяє побудові ефективних відносин мiж центральною владою тa органами місцeвого самoврядування. Децeнтралізація дає можливість оргaнам місцeвого та регіонального самоврядування розширити і зміцнити свої права. У даній статті було проаналізовано суть, зміст і мету реформи децентралізації, а також два етапи на які поділяється реформа. Визначено основні завдання рефoрми та її переваги. Досліджено основні проблеми та ризики децентрaлізації в Укрaїні. Проаналізовано процес децентрaлізації державного управління і перерозподіл повноважень. Доведено вaжливість рефoрми децeнтралізації в процeсі формувaння місцeвого самoврядування.

A Comprehensive Legal Approach to Land Reform
The urgency of writing the article is conditioned by land reform in Ukraine. The land is a national wealth and a profit-making entity. According to the legislation of Ukraine, the land plot is the object of civil rights and the object of public administration of public social relations, which consist of the protection and use of land as a natural resource. When creating the land market, it is necessary to carry out private legal regulation and public administration. The state have to ensure the rational use and protection of the country's single land fund regardless of ownership. The legislator should enshrine the special legal regime of land plots as objects of civil rights. Land management and cadastral records are of an administrative and legal nature, the activity of these organizations is required for the land market. State and local management of this land fund should be aimed at ensuring the rational use and protection of the country's single land fund. Authorities are required to keep records and control of land boundaries. Special legal regulation is required if the subject of sale is the soil layer of the site. Certain parcels of land may be withdrawn or restricted. There are problems when the land is connected with real estate or moving things. It is necessary to carefully distinguish the right to the land from the right to the subsoil. The state should control the targeted use of the land, as there are limited natural resources. Land ownership has a social function. Agriculture meets the important needs of society. The balance of interests of the owner and the society must be reached. Land legislation must be comprehensive, public and private. The International Monetary Fund is a creditor of Ukraine and is pushing for Ukraine to make Ukrainian land an object of sale. Politicians believe that this will make Ukraine a third world country. The primary task of the legislator is to create a systematic agrarian socio-economic policy of the state, approved in a national referendum.

Integration or Disintegration: Euro-zone Reform Lessons
Мain objective of the study is to analyze endogenous destabilizing and disintegration tendencies within the framework of the European Monetary Union crisis, which grew into a crisis of a real economy, which simultaneously involved several EU member-states. Achieving this goal requires addressing a number of theoretical and historical lessons that highlight an important dilemma for the survival of the European project in the future. Research methods are systematic, procedural and situational approaches to the study of the Euro-zone countries, participants in the integration project and disintegration influences; institutional approach to the detection and analysis of dysfunctional institutional configuration within the framework of the European Monetary Union. Of great importance for the study of the economic integration and disintegration's problems is the use of the universal scientific methodology principles, including an integrated approach to problem solving, envisaging a general vision of the movement of capital in the context of the European integration project, as well as the application of methods of logical models, induction and deduction, the unity of logical and historical in the development of a research object confirming the synergistic effect of historical and theoretical lessons. The main results and conclusions of the study are to formulate a clear and important dilemma for the survival of the European economic project: the creation of a political union with a functioning institutional configuration of the federal states, or the re-nationalization of many political spheres (financial control and restrictions, monetary sovereignty, trade policy, etc.). Taking into account the history of the Euro-zone, it is important to understand that there is a situation that more closely resembles a non-conflict but latent disintegration, which, instead of a single outbreak of conflicts, has been observed and lasted for a long period.

Оглянутий хід реформування соціально-економічного розвитку України. Встановлений незадовільний стан проведення реформ. Уряд поставив амбітні цілі вдосконалення країни. Пропонується визначити провідну роль вітчизняних корпорацій в збільшенні експортних надходжень і інноваційному розвитку країни. Встановлено стратегічні напрямки, фактори, елементи організаційного забезпечення реформи. ; It is established that as a result of military operations, the loss of large areas, reduced economic potential, Ukraine is currently in a very difficult economic situation. Relevant is the reform of the social – economic situation of the country. The government has set ambitious targets countries. President of the Sustainable Development Strategy approved "Ukraine-2020". But among the priorities of reforms and programs is not the main – reform of economic enrichment of the country. Despite the loss, our country still has a large industrial, agricultural, resource and intellectual potential. Real Ukraine enrichment possible mainly due to external markets: European, US and Chinese markets. The decisive role in the development of export earnings and the markets of developed countries belongs to large enterprises in the organizational form of international corporations. It is proposed to define a leading role in the development of export earnings and the markets of developed countries large enterprises in the organizational form of international corporations. For a real building a solid technological base of production of high quality goods purchased for licenses and quickly learns modern Western technology.

METHODICAL APPROACH OF ORGANIZATIONAL AND LEGAL PROTECTION OF REFORMS IN THE COUNTRY
Abstract. The article deals with the organizational and legal support for reforming the national economy. It has been determined that organizational support is provided by leading scientific institutions, and legislative - a system for managing and coordinating reforms. On this basis, a national model for managing reforms was created, which allowed to identify the subject of the reform process, its task and composition and classify the state-declared reforms in the areas of focus. Such a classification allowed the construction of a business process that provides for the development and implementation of a package of reforms for any field of purpose. It is determined that the main problem in promoting and implementing reforms in Ukraine is their lack of scientific substantiation. It is proved that solving this problem is possible provided that a competitive national system of higher education is created, by integrating into the European Higher Education Area and the European Research Area and carrying out the reform in the scientific sphere.
