The rising power of regions seems obvious in academic literature in France and abroad. What is the contribution of emerging issues such as environment to this shift? Is there such an increasing power of regions in the climate, air, and energy field? If so, how does it happen? To answer these questions, this doctoral thesis focuses on the changing role of the Île-de-France regional council in climate, air and energy policies since the 90's. The study highlights an increase in power of the Île-de-France Region (also known as « Paris Region ») to address climate, air, and energy issues. This Region has taken a major position among all stakeholders. This observation has been made possible through a combination of a law and political sciences approaches. It allowed to study the actors, their relationships, their area of competence, their constraints, their means, and the way they use it. We studied in this doctoral thesis the jurisdiction of the Île-de-France regional council, its human and financial resources, its positioning regarding other actors in the region, and the way the regional council uses legal rules. We've found out that operational prerogatives had split from supranational scales to locales ones. Thus, local authorities get a real legitimacy on both historical, political and regulation ways, because they fill their part of territorial developer and public services provider. Relying on networks geography, we wondered about the reasons of regional involvement. The topology of broadband Internet networks revealed disparities among networks connectivity, inequities of service coverage (unbundling), and regional main cities' role as technological hubs, at local, national or European level. From political documents and financial contracts, we've studied the regional strategic canvas in order to define governance models, measure financial and human resources and identify main projects. As a matter of fact, even if strategies' contents differ from one another, they still have the same frame of references according to contractual documents (CPER, DOCUP). As regards as regional position, authorities who are not leader can become partner, regarding three governance models (consolidated control, collaborative leadership, advocacy). A partir des documents politiques et contractuels, on a analysé les canevas stratégiques des Conseils régionaux pour définir les modèles de gouvernance, mesurer les moyens financiers et humains, et identifier les projets dominants des régions. Ainsi, même si les stratégies divergent dans le fond, elles sont relativement proches sur la forme car elles s'inspirent fortement des documents de contractualisation (CPER, DOCUP). Concernant le positionnement régional, les régions sont leaders et plus souvent partenaires en fonction de trois modèles de gouvernance (intégrée, collaborative, délégante). A partir de données quantitatives et qualitatives, la recherche finit par proposer quatre « e-indicateurs » (l'efficacité, l'efficience, l'effectivité, l'effort) pour évaluer les différents niveaux de la mobilisation régionale dans le développement numérique. This relationship appears alternatively characterized by complicities and frustrations, consensus and disappointments, confidence and distrust. It testifies, in fact, that the Scientific Council "created" by the Regional authorities emancipated himself in a partly unexpected way. This article, thus, aims highlighting and objectifying the conditions of this emancipation. The first part presents the institutional framework and the conditions of creation of the Scientific Council. The second part analyzes the singular process of production of knowledge operated by this Scientific Council. Since the famous two articles of Max Weber, this question did not cease being commented and theorized while seeking to typify the nature of this relationship (Habermas, 1973).Being based on this theoretical background, this article proposes a reflexive return on the participation process experienced by a group of scientists in a Scientific Council created by a French regional Authority (Conseil Régional) in order to revise and improve a document of strategic spatial planning (Schéma Regional d'Aménagement et de Développement Durable du Territoire) previously established in this French region. Analyzing retrospectively this collectively experienced process, the authors of this article report the evolutionary relationship between the regional Authority and the Scientific Council created by it. This relationship appears alternatively characterized by complicities and frustrations, consensus and disappointments, confidence and distrust. It testifies, in fact, that the Scientific Council "created" by the Regional authorities emancipated himself in a partly unexpected way. This article, thus, aims highlighting and objectifying the conditions of this emancipation. The first part presents the institutional framework and the conditions of creation of the Scientific Council. The second part analyzes the singular process of production of knowledge operated by this Scientific Council. The third part analyzes the conditions of setting up an unexpected relationship between the regional authority and the scientific council in which the requisite functions of both were combined without overflowing their respective limits. ; C'est une vieille question que celle du rapport entre le savant et le politique. Budgeting is not only a technical process but also a highly political one because technique and discretionary judgement are intertwined, and different actors have different interests. Budgetary procedures can and should help to reduce various types of information imbalance and help local authorities to deliver services more effectively. This study highlights certain sensitive areas in the budgeting process, analyses the solutions tried by the different Council of Europe member states and identifies practices that seem particulary worthwhile. It suggest finally conclusions and guidelines for central governments and for local and regional authorities.
Written following the death of Chávez, the article examines the achievements of the Chavist revolution and the challenges it now faces. Among its achievements can be numbered wealth redistribution, a strategy of regional anti-imperialist integration, and the setting-up of various institutions promoting popular participation. Question marks hang over the solidarity between the civil and military authorities or the sustainability of its economic model. The major challenge does however concern the possibility of sustaining popular participation in a process of democratisation and socialist transformation without the support of charismatic authority.
