16.7 trilyon dolarlık petrol ve gaz rezervleri ile ABD ve Rusya'dan sonra dünyada üçüncü büyük doğalgaz üreticisi Katar, 212 milyar dolarlık GSYİH, yüzde 6.2'lik ekonomik büyümesi, 98,814 dolarlık fert başına milli geliri ile bu finansal gücünü önemli bir siyasi araç olarak kullanarak bölgesel ve uluslararası etkinliğini arttırmaya çalışmaktadır. Katar'ın Dünya'daki yatırımları ve varlıkları toplamı tahmini 115 milyar dolar olup 2000-2014 yıllarında Katar'dan Türkiye'ye gelen doğrudan yatırımların toplamı ise 2,323 milyar dolar olmuştur. Katar ile Türkiye arasındaki politik ve ekonomik ilişkiler her geçen gün gelişmesine rağmen, Türkiye'nin Katar sermayesini yeterince çekememesinin sebepleri analiz edilerek çözüme yönelik stratejiler ve politikalar belirlenmiştir. Bu makale, ulaşılan güncel bulgular, Etki Analizi, Analitik Araştırma ve yöntemleri ve elde edilen anket sonuçları, Benchmarking ve SWOT Analizi ile değerlendirilerek hazırlanmıştır. ; Qatar has the world's third largest natural gas reserves after United States of America and Russia with its 16.7 trillion dollars oil and gas reserves. It has 212 billion dollars gross domestic product(GDP), 6.2 percent economic growth and 98.814 $ per capita income. By using its financial power, Qatar aims to improve its regional and international efficiency as an important political tool. Qatar's total investment and wealth assets in the world is estimated at 115 billion dollars and the direct investment amount from Qatar to Turkey in the 2000-2014 year was 2.323 billion dollars. This article analyzes reasons of why Turkey has not attracted sufficient Qatari capital despite of significant growth in economic and political relations between Qatar and Turkey and specifies solution based strategies and policy regarding this issue by evaluating survey results with analytical research, Impact Analysis, Benchmarking and SWOT Analysis methods.
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
Uluslararası ve bölgesel sistemdeki kırılmalar ve otorite boşluğu, devlet dışı silahlı aktörlerin devletleri taklit etmelerine ve güçlenmelerine neden olmuştur. Bu noktada, özellikle DEAŞ ve PYD/YPG gibi şiddet içeren devlet dışı silahlı aktörlerinin yükselişi ve eylemleri uluslararası sistemde "karma güvenlik ikilemine" neden olmuştur. Türkiye, son yıllarda sınırında artan terör tehdidi ve bölgedeki büyük güçlerin şüpheci eylemleri nedeniyle hayatta kalma ve güvenlik politikası izlemeye başlamıştır. Bu çalışmada, ofansif realizmin temel varsayımlarından yararlanılarak, bölgede büyüyen tehditler bağlamında Türkiye'nin Arap Baharından sonraki dış politikası incelenmiştir. Bu çalışma, Türkiye'nin güvenlik politikasında sert güç unsurlarını nasıl daha etkin kullanmaya başladığını tartışacaktır.Bu çalışmanın üç yönlü bir analiz merceğine sahiptir. İlk olarak, klasik, savunma ve ofansif realizmin kökenler ve varsayımları incelenmiştir. İkincisi, geleneksel Türk dış politikası; ilkeleri, uluslararası sistemin politika oluşturma üzerindeki etkisi ve güvenlik yaklaşımındaki değişiklikler tartışılmaktadır. Son olarak, devlet dışı silahlı bir aktör olarak PYD/YPG'nin özellikle Suriye krizi de göz önünde alınarak Türkiye'nin bölgesel güvenliğinde nasıl ana tehditlerden biri haline geldiği analiz edilmiştir. --- The refractions and authority vacuum in the international and regional system have led to non-state armed actors to imitate states and causing them to strengthen. At this point, especially with the rising of violent non-state actors such as DEASH and PYD/YPG and their actions have caused a "mixed security dilemma" in the international system. In recent years, Turkey has began to pursue survival and security policies because of increasing terrorist threats on it's border and skeptical actions of great powers in the region. In this study, utilizing the primary assumptions of offensive realism, Turkey's foreign policy after the Arab Spring in context of growing threats in the region is analysed. This study will discuss how Turkey began to use hard power elements more effectively in it's security policy.The analytical lens of this study is threefold.First, the origins and assumptions of classical, defensive and offensive realism are examined. Second, traditional Turkish foreign policy; its principles, the impact of the international system on policy making and changes in the security approach are discussed. Finally, the PYD/YPG as a non-state armed actor is examined, specifically how it became one of the main threats to Turkey's regional security, also taking into account the Syria crisis.

Küresel bir salgın krizi karşısında küresel değil ulusal dayanışmanın sergilendiği bir dünyada devletin rolü yeniden önem kazanmıştır. Bununla birlikte, ulus devletlerin geri dönüşü söyleminin yanıltıcı olduğu ve kamusal alanın yeniden önem kazanmasıyla devletlerin geri dönüşünün, küreselleşme öncesi bir ulus devlete geri dönüş olmadığı vurgulanmaktadır. However, the discourse of returning nation-states deemed to be misleading in the sense that with an increasing function of the public sphere in times of crisis the return of the states does not necessarily mean the return to a nation-state of the pre-globalization period. Although the pandemic crisis has shown the need for state authority and intervention in dealing with the emergency, this kind of state engagement can be ensured when and if states are functional and effective in a complex network of multi-layered governance. In other words, while returning, states have to transform. This means that the return of the state should be in accordance with the imperative of an effective and resilient state at local and national as well as regional and global levels.

Coğrafi, ekonomik, kültürel, etnik ve tarihsel açıdan önemli bir bölge olan Balkanlar yüzyıllardan beri Asya ve Avrupa arasındaki en stratejik bölgelerden biri olma özelliğini korumaktadır. Bu nedenle Balkanlar, tarih boyunca çeşitli devletlerin hâkimiyet mücadelesi verdiği bir bölge olmuştur. Balkanlar hem temel dış politika açısından, hem stratejik, hem de insani ve kültürel boyutuyla Türkiye için önem taşıyan bir bölge olmuştur. Balkanların en büyük ve güçlü ülkesi olan Türkiye, hem bölgeyi en çok etkileyen bir imparatorluğun mirasçısı olması, hem de bölgesel güç merkezi rolünü oynayacak önemli bir jeopolitik mihver ülke olması nedeniyle bölgenin barış, istikrar ve işbirliği ortamına kavuşturulmasında anahtar ülkedir. In this context, Turkey is affected from events in this region inevitably because of its cultural and historical ties with Balkan countries. Besides, both occurrence of underestimated amount of Turkish minorities in the region and presence of population with Balkan origin in Turkey are effective upon Turkey's Balkan political and also economic relations. Nowadays, states realize international relations by taking into consideration the importance of soft power elements. In parallel with the trend in the world is endeavoring to increase its influence in the region using the soft power of Turkey. Soft power, which has been emphasized frequently in the discipline of International Relations, has been the starting point of this study. The study, Turkey's soft power and potential of the existing elements of the historical and cultural heritage owned foreign policy and is investigating the circumstances under which you could use for the region. 1980'li yılların sonuna doğru yaşanan gelişmeler, Sovyet Sosyalist Cumhuriyetler Birliği'nin dağılmasına ve birçok yeni devletin bağımsızlıklarını kazanmasını yol açmıştır. Bu devletlerden Azerbaycan, Kazakistan, Özbekistan, Türkmenistan ve Kırgızistan, Türkiye ile tarih, köken, dil ve din bakımından ortak noktalara sahiptir. Bağımsızlık sonrasında bölgede bir entegrasyona dair fikirler telaffuz edilmeye başlanmıştır. Birçok teorisyen, bölgede oluşan boşluk sonrasında dünya siyasetinde Avrasya'nın gelecekte üstleneceği role dair çıkarımlarda bulunmuşlardır. Tüm bu gelişmeler, Avrasya ve Orta Asya'da birçok uluslararası oluşumu da beraberinde getirmiştir. Bütün bu olgular çerçevesinde bölgenin gelecekte nasıl şekilleneceği ile ilgili analizler önem arz etmektedir. ; The developments in international politics towards the end of 1980's, finally lead to the dissolution of the Union of Soviet Socialist Republics (USSR) in 1991 and as a consequence, new independent states have emerged in Eurasia. Among these states, Azerbaijan, Kazakhstan, Uzbekistan, Turkmenistan and Kyrgyzstan had common historical, ethnic, religious and linguistic ties with Turkey. After gaining independence, ideas on regional integration has been started to be discussed. Many doctrinaires developed arguments on the more effective role of Eurasia countries on regional and world politics and concluded that the authority gap would be filled by these states. These new political movements and existence of new states also lead to the foundation of new International Organizations in Eurasia and Central Asia. On the other hand, for Turkey who is on the way through the integration process to European Union, these developments have been considered as new opportunities. Based on the historical and geographical ties of Turkey with the region, the country was expected to develop economical, political and cultural relations with new independent Turkic republics. Could Turkey benefit from this new status, set up rational relations and take political actions for the realization of integration scenarios with these new states? On the other hand, it is crucial for Russian Federation to take advantage of the entire natural resources of Eurasian and Central Asian countries, and not to lose this favourable position against the other global powers. USA, who is considered as the only super power according to some perspectives, also adopts a policy for controlling all natural gas reserves, petroleum and energy sources in the region, and this policy is implicitly weakening the possible Eurasia Union scenarios. In the course of time, the region has become like a "chess board", on which the global powers play strategy games. Considering the security problems and the ethnic conflicts between the Eurasia states and especially the Central Asian states, it can be said that any possible integration in the region is becoming more difficult day by day. Therefore, the analyses regarding how the region will be reshaped have a great importance.
Küreselleşme olgusu ve uluslararası düzende gerçekleşen değişimler sayesinde, günümüzde artık ülkelerarası ilişkilerin sadece merkezi hükümetler nezdinde yürütülmekte olan ilişkilerle sınırlı kalmaktan çıkıp, ülkeler içerisindeki federe devletler veya bölgesel yönetimleri de içeren bir hal aldığı gözlenmektedir. Bu genel çerçeve içerisinde, merkezi otoritenin zayıfladığı, hatta bazen meşruiyet sorunu yaşamaya başladığı, Irak, Afganistan, Suriye ve Libya gibi "çökmüş" devletlerde bulunan etnik, dini ve siyasi grupların etkinliklerini artırarak dış ilişkilerde "alt aktörler" haline geldikleri görülmektedir. Bu gelişmeden hareketle, çalışmada Türkiye'nin Irak'taki etnik, dini ve siyasi gruplarla olan ilişkileri ve bu ilişkilerin iki ülke arasındaki hükümetler düzeyindeki ilişkilere yansımaları ele alınmıştır. Araştırma dönemi ise, 1991 yılındaki Birinci körfez Savaşı'ndan günümüze kadar geçen süreyi kapsamakta olup, bu dönemdeki bahse konu ilişkiler 2002 öncesi ve sonrası şeklinde incelenmiştir. Araştırma konusuna Irak'ta etkili konumda bulunan Kürtler, Şii ve Sünni Araplar, Türkmenler ile Hıristiyanlar ve Yezidiler dâhil edilmiştir. Çalışma Türkiye'nin sadece Irak merkezi hükümeti üzerinde değil, birçok etnik, dini ve siyasi grup üzerinde etkili olduğunu, bu sayede Irak iç politikasında dengelerin kurulmasına ve böylece Irak'ın istikrara kavuşmasına katkı sunan bir konuma geldiğini ortaya koymuştur. ; It is observed that international relations has no longer been limited with just those among the central political authorities, but has started to include also those among federal or regional authorities owing to globalisation and the changes in the current international order. In this context, the ethnic, religious and political groups in the so-called "failed states", where the central authority has weakened, even sometimes faced with the question of leagcy, such as Iraq, Afghanistan, Syria, and Libya, have inceased their influence and become "sub-actors" of foreign affairs. In the light of the fact mentioned above, this study invesigates Turkey's relations with the ethnic, religious, and political groups in Iraq together with the effects of them on the relationship between Turkey and Iraq on the governmental level. The research period is chosen as the decades after the First Gulf War and diveded into two sub-periods as before and after the year 2002. Kurds, Shia and Sunni Arabs, Turkmens as well as Christians, and Yezidis are included in the research subjects since they have been in an influential status in Iraq during the given period. The study demonstrates that Turkey has gained an effective position not only on the Iraq government but also the ethnic, religious, and political groups in this country, contrubuting the balance and stability of this political system.
2003'te ABD işgali sonrası Saddam Hüseyin rejiminin devrilmesiyle beraber Irak'ta iktidar gücü Sünni Araplardan nüfusun çoğunluğunu oluşturan Şii Arapların eline geçmiştir. İşgal sonrası dönemde iç politikada yeniden bir güç dengesinin tesis edilme çabaları başarısızlıkla sonuçlanmıştır. Yaşanan iç savaşlarla etnik ve mezhepsel gerilimin tırmanması ülkedeki politik kutuplaştırmayı had safhaya çıkarmış ve kırılgan bir yapıya sahip olan Irak'ın iç dengeleri Arap Baharı ile birlikte yeniden sarsılmıştır. Şii Arapların diğer etnik ve mezhepsel gruplara uyguladığı baskı, ülkedeki otorite boşluğu ile birleşince Irak'ta IŞİD terör örgütünün ortaya çıkmasına yol açmıştır. Bununla birlikte, IŞİD'in hibrit bir savaş stratejisi ile hareket etmesi örgütün hızlı bir biçimde ülkede nüfuz sahibi olmasına neden olmuştur. Bu durum ise IŞİD'e karşı mücadelede Irak'ın iç politik, bölgesel ve uluslararası düzeylerde ittifaklar kurmasını gerektirmiştir. Aynı zamanda Irak, hibrit bir tehdit olarak yükselen IŞİD'e karşı hibrit bir mücadele stratejisi yürütmüştür. Mevcut çalışmada, IŞİD'le mücadelede Irak'ın ittifak stratejilerini kapsamlı bir şekilde değerlendirmek için klasik güç dengesi teorisinin aksine farklı bir perspektif sunan omnibalancing teorisinden yararlanılacaktır. Çalışmada, terör örgütü IŞİD'in ortaya çıkışından itibaren hızlı bir şekilde yükselişini gerçekleştirmesine katkı sağlayan stratejiler ve buna karşılık Irak'ın IŞİD'le mücadele kapsamında uygulamış olduğu stratejiler hibrit savaş konsepti perspektifinden analiz edilmektedir. ; After the destruction of Saddam Hussein's regime by the US occupation in 2003, power passed from the Sunni to the Shiite Arabs, who constitute the majority of Iraq's population. In the post-occupation period, attempts to establish a balance of power in domestic politics have failed. The escalation of ethnic and sectarian tensions that have accompanied the civil wars has exacerbated political polarization to an extreme level, and the tenuous structure of the country's internal balance has been shaken again by the Arab Spring. The oppression by Shiite Arabs of other ethnic and sectarian groups and the vacuum of authority in the country have led to the emergence of the ISIS terrorist organization in Iraq. The fact that ISIS has adopted a hybrid warfare strategy has also resulted in the rapid escalation of its dominance in the country. This situation has lead the state to establish alliances at domestic, regional and international levels in order to combat ISIS. Iraq has also adopted a hybrid warfare strategy to counter ISIS's equivalent. In order to comprehensively evaluate Iraq's alliance strategies in dealing with ISIS, the current study adopts an omnibalancing theory that presents a different perspective to the classical balance of power theory. It uses the hybrid warfare concept to examine the strategies that have contributed to the rapid advance of ISIS in Iraq and the strategies adopted by the country in combating ISIS.
Özet: İkinci Dünya Savaşı sonrası kurulan Birleşmiş Milletler (BM), kurulduğu andan bugüne değin hiç olmadığı kadar derin bir kriz ile yüz yüze kalmış du-rumdadır. BM'nin varlık ve etkinlik sorununu oldukça etkileyen bu kriz; meşruiyet krizidir. BM'nin bu krizden hasıl çıkacağı, hayata geçireceği reformlara ve kaybettiği siyasi kararlılığı yeniden kazanıp kazanamayacağına bağlıdır. Öncelikle üyelerin reform çalışmaları konusunda samimi olmaları ve Genel Ku- rul'daki görece demokratik ortamın başta Güvenlik Konseyi olmak üzere BM'nin diğer tüm organ ve kuruluşları için de sağlanması gerekiyor. Örgütün kurulduğu ilk yıllardan beri gelen reform ihtiyacı karşılanamadığı, Konsey'deki veto ve temsil adaletsizliği giderilemediği sürece BM'nin meşruiyeti büyük yara almaya devam edecektir. Anakronik yapı, orantısız temsil sorunu, veto yetkisinin sınırlı sayıda üyeye verilmiş olması, fin ansal sorunlar, siyasi kararlılık eksikliği, kolektif güvenlik mekanizmasının işlevsiz hale gelmesi, bölgesel entegrasyon ve yapılanmaların giderek daha etkili olması, uluslararası toplumun BM'ye olan güveninin sarsılması vb. gibi bir dizi sorun içinde BM meşruiyet krizini en azından öngörülebilir bir gelecekte aşabilecek gibi görünmüyor. Ayrıca, kriz aşılmadığı sürece BM Antlaşması ile tesis edilmiş ve büyük ölçüde kabul görmüş normlar bütünü de özünden sarsılabilir. Bu bağlamda, meşruiyet sorunu sadece bir etkinlik değil aynı zamanda bir varlık sorunu olarak da değerlendirilmelidir. ; Abstract: The United Nations (UN), having founded following the World War II, is face to face with a deep crisis that never experienced before. This is the legitimacy crisis heavily affecting the raison d'etat and the UN's question of efficiency. The way how the UN will break through this crisis is conditional upon its reforms and will to regain its political determination. Before all else, the member states have to be sincere about the reform endeavors and there is a certain need to settle the relatively democratic medium of the General Assembly in all bodies of the UN. The legitimacy crisis of the UN will continue to bleed unless the needs for the reforms since the early years is fulfilled and the injustice of veto and representation in the Security Council are removed. Yet, the UN does not seem to overcome the legitimacy crisis in the foreseeable future due to problems such as anachronic structure, disproportionate representation, very limited veto authority, financial difficulties, lack of political determination, malfunctionality of collective security, the rising effectiveness of regional integrations and such organizations and convulsion of international trust towards the UN. Moreover, as much as this crisis continues the norms founded with the UN Charter and adopted on a large scale could wither away substantially. In this context, legitimacy crisis should be evaluated not as a matter of strength but also a question of existence.
Arap Baharı olarak bilinen bölgesel türbülans sürecinde, patlak veren iç savaşta devlet otoritesi bir hayli aşınan Suriye'de oluşan güç boşluğundan devlet-dışı silahlı aktörler çok etkin bir şekilde yararlanmıştır. Devletin egemenliğine meydan okuyan ve net sayısı bilinmeyen onlarca silahlı örgütlenme zaman içerisinde ülkede faal olmaya başlamıştır. Bu silahlı aktörlerin bir kısmı başka ülke veya örgütlerle bağlantılıdır. Yani ulus-ötesi/transnasyonel bağlara veyahut kimliklere sahip yapılanmalardır. Mevzubahis silahlı örgütler, devletin güç kullanma tekeline meydan okumakla kalmamış aynı zamanda faaliyet bölgelerinde sosyolojik/toplumsal ve siyasal meşruiyet kazanma çabası içerisine girişmişlerdir.Bu tezde, Suriye'deki DDSA'ların sosyolojik ve siyasal meşruiyet arayışında yerelleşme olgusunun önemli hâle geldiği ileri sürülmektedir. Suriye sahasında çok efektif iki DDSA olan PKK'nın Suriye kolu PYD/YPG ve El Kaide'den kopup farklı bir yapıya evrilen Heyet Tahrir El Şam'ın (HTŞ) yerelleşme temayülü tezin temel konusunu oluşturmaktadır. İki örgüt de toplumsal ve siyasal destek bulup devletvari bir yapıya bürünme adına yerelleşme olgusundan faydalanmıştır. Bu sebeple, savaşın gidişatı içinde iki örgüt de yeni politikalara başvurma gereği duymuştur. Suriye toplumunun geniş kesimlerinden destek bulma adına iki yapı da geniş Suriye mozaiğinin bir parçası olduklarını ortaya koyma çabası içinde olmuştur. Bunun için yönetim mekanizmaları oluşturmuş ve halk ile iç içe geçmeye çalışmışlardır. Ancak bütün çabalarına rağmen iki örgütün de yerelleşme projesi ciddi meydan okumalarla karşı karşıyadır. --- During the civil war that broke out in the regional turbulence process known as the Arab Spring, armed non-state actors have benefitted very effectively from the power vacuum that occurred in Syria, of which state authority was highly eroded. Dozens of armed organizations (the exact number is unknown) that challenge the state sovereignty started to be active in the country over time. Some of these armed actors have ties with other countries or organizations. In other words, they have transnational bonds or identities. Mentioned armed organizations, not only have challenged the state monopoly on violence but also have attempted to gain sociological /societal and political legitimacy in the areas they operate.In this thesis, it is claimed that the localization phenomenon has become important in the quest for the sociological and political legitimacy of the ANSAs. The localization tendency of Hay'at Tahrir Al-Sham (HTS), which broke away from Al Qaeda and transformed into a different organization, and the PYD/YPG, which is the Syrian branch of the PKK, is the main topic of this thesis. Both organizations are very effective ANSAs on the Syrian battlefield. Both organizations benefitted from the localization phenomenon to gain societal and political support in an attempt to become state-like entities. Therefore, in the course of the war, both organizations felt the need to resort to new policies. To find support from the large segments of the Syrian society, both organizations have attempted to demonstrate that they are a part of the broader Syrian mosaic. To this end, they constituted the administration mechanisms and tried to intertwine with the Syrian society. However, despite all their efforts, the localization project of both organizations faces serious challenges.
ÖZET Bu çalışmanın temel amacı Türkiye-AB ilişkilerinde egemenlik sorunu konusunda, uluslararası ilişkiler bağlamında, tarihî gelişim içerisinde teorik tartışmalar yapmaktır. Egemenlik, ulus devlet siyasasının iç ve dış ilişkilerini, ekonomik, hukuki ve sosyal düzenini şekillendiren bir normdur. Egemenlik, ulus devlet sonrası süreçte, ulusüstü AB yapılanmasıyla da gündeme gelmiştir.Egemenlik kavramının teorik olarak çeşitli tanımları yapılmıştır. Westphalia sonrası ortaya çıkan egemen Avrupa devlet sisteminin hukuki, siyasal, ekonomik ve sosyal yapısı, egemenlik boyutunda incelenmiştir. Modern uluslararası ilişkilerin gelişiminde önemli bir yer tutan egemenlik, Avrupa ulus devletler düzenini kuran önemli siyasi olay ve gelişmeler de tartışılır.Savaş sonrası Avrupa'sında Westphalia egemen ulus devlet sisteminin yerini almakta olan AB; siyasal, ekonomik ve sosyal açıdan egemenlik bağlamında ele alınır. Ekonomik entegrasyon, siyasal birlik, ulusal egemenlik, federalizm, konfederalizm vb. AB'yi betimleyen siyasaların egemenlik söylemi vurgulanır. Ayrıca AB kurumlarının tarihî gelişimi, anayasal yapılanma ve egemenlik tartışmalarını sürdürür. Türkiye'nin egemenlik anlayışı tarihî gelişim içinde ele alınmıştır. Türkiye, Kurtuluş Savaşı'yla birlikte, Batılılaşmak ve çağdaşlaşmak, muasır medeniyet seviyesine ulaşmak için siyasal, ekonomik ve kültürel reformlar yaparak Avrupa modern egemen ulus devlet sistemine geçmiştir. Türkiye, geleneksel toplum yapısını modern, seküler, çağdaş, homojen bir ulus devlet siyasasına dönüştürürken; etnik, dinî, bölgesel ve ideolojik temelli sorunlar da ortaya çıkar. Türkiye'de siyasal iktidarı ele geçiren partilerin iktidarları süresince kendi çoğunlukçu ve fraksiyoncu millî egemenlik anlayışına, Rousseau'cu anlamda genel iradeyi temsil ettiğini düşünerek, Hobbes'cu mutlak devlet egemenliğini topluma ulusal egemenlik anlayışı gibi sunması bu partilerin Lock'cu anlamda demokratik, sivil, sınırlı ve çoğulcu bir toplumsal egemenlik anlayışını yansıtmasına engel olmaktadır. Dolayısıyla, Türkiye'nin siyasal sisteminin demokratik süreci darbeli olmakta, jeopolitik konumu da istikrarsızlığı kolaylaştırmaktadır.Türkiye AB ilişkilerinde egemenlik bağlamında; siyasal, ekonomik, sosyal, hukuk ve güvenlik sorunları vardır. Türkiye, AB'ye tam üyelik sürecinde, AB üyelerinden ve aday ülkelerden farklı olarak kendine has güçlü bir ulus devlet egemenlik kurgusuna sahiptir. Bu güçlü devlet egemenliği anlayışı; jeopolitik, siyasi, ekonomik, sosyal ve kültürel açıdan Türkiye'nin-AB ile ortak bir egemenlik inşasını, paylaşımını, transferini güçleştirmektedir. ABSTRACTThe basic purpose of this dissertation is to discuss the sovereignty matter, between Turkey and European Union relations within theoretical framework of the International relations discipline in the process of historical context. The sovereignty is a norm which shapes the polity of the nation state in terms of its internal, external relations, economy, politic, legal and social order. But, by the post-nation state process, supranational EU structure also brought that issue back into agenda.There has been done various theoretical definitions of the sovereignty notions. After the Westphalia there emerged the sovereign European state system which has political, economical, legal and social order, had been analysied within the sovereignty perspectives. The sovereignty which developed the modern international relations by constructing modern nation state order, also comprises the important political aspects of the European historical events, too. In the postwar Europe, the EU replaces the Westphalian sovereign nation state system by political, economical, legal and social direction in the context of sovereignty dimension. To explicate the sovereignty expression of the EU's polity, it also confines economic integration, political union, national sovereignty, federalizm, confederalizm, regionalism, transtate alternative variations. Moreover, the EU institutions' historical imrovements contributes in sovereignty issue in the extent of constitutionalization, democracy, legitimacy, authority and responsibility.Turkey's sovereignty comprehension, are investigated in the historical content. By the Independence War, Turkey aimed to adopt European sovereign nation state system by realizing political, economic, legal and cultural reforms in the name of westernization, civilization and modernization.Turkey transformed successfully its traditional social structure into modern, secular, contemporaneous, homojen republican sovereign nation state polity; Though it encountered with ethnic, religious, regional and ideological resistances. Whereas, Turkey experiences with some difficulties of the multiparty system in the process of democratization in which parties forms the government impose its majoritarian sovereign perceptions. In addition, they implement or introduce their sovereignty conception as Rousseau's "general will" in the sense of Hobbes' absolute state sovereignty so as to national sovereignty rules over society. Thus, this type of conception prevents the government from applying, limited, civil, democratic, pluralist social sovereignty principles in the logic of Locke. In a nutshell, Turkey's democratic process is interrupted oftenly and geopolitical power structures also leads to instability.There are some problematic issues. Those are politic, economic, legal, social and security matters in the context of sovereignty, between Turkey-EU relations.Turkey owns a very strong nation state sovereignty script, in the process of fullmembership into EU, apart from the EU members and other candidate countries. Eventhough there are various geopolitical order alternatives, quests and troubles; Turkey that conciously tries to overcome those barriers one by one so as to share sovereignty with the EU.Keywords: Sovereignty, Nation State, Federalizm, System of States, European Union, Turkey.
