Constitutional arrangements in parts of the UK have been transformed by political devolution. In England, however, reliance has been placed on strengthening the regional tier through administrative decentralisation. Drawing on the views of Whitehall civil servants, this article explores how central–regional relations are being recalibrated and how government is building a regional perspective into its activities. We conclude that, in the absence of regional government, Whitehall is pursuing a cautious approach to regional working and greater attention needs to be given to incorporating regional priorities in national spending programmes and developing a more coherent approach to regional strategy making. ; Constitutional arrangements in parts of the UK have been transformed by political devolution. This thematic issue analyzes recent and ongoing changes in Arctic regional governance in new geopolitical, security, and socio-economic contexts. It places current challenges in the Arctic within a historical context, aspiring to identify solutions, and enhances our understanding of modern processes. It presents three perspectives on Arctic regional governance: the first focuses on the challenges to Arctic environmental governance (marine living resources and Arctic seals); the second looks at the role of large nation-states, such as Russia and China, in Arctic regional governance; and the third one analyses the challenges posed to Indigenous people—in Russia, Finland, and Canada. Many overlapping themes are developed in the articles: historical lessons (e.g., from the Cold War period), challenges to the inclusiveness of environmental governance, and the role of cross-border diffusion and learning. New challenges to Arctic regional governance in the context of the war in Ukraine affect environmental governance, international scientific collaboration, and the lives of Indigenous people. Yet we know little about the depth of these recent transformations. This thematic issue aims to fill in at least some of the outlined gaps.

Auch in der regionalpolitischen Diskussion schlägt sich seit einiger Zeit die politikwissenschaftliche Konjunktur des Governance-Begriffs nieder. Das hier diskutierte Regional Governance soll einerseits neue Formen der politischen Steuerung auf regionaler Ebene angemessen beschreiben und analysieren, andererseits stehen hinter Regional Governance jedoch auch wissenschaftliche und politische Forderungen, wie Regionalpolitik wirksam und effizient gestaltet werden kann. Auch wenn es an der Formulierung normativer Ansprüche an Regional Governance nicht mangelt, sind Analysen zu den praktischen Ausprägungen von Regional Governance nach wie vor rar. Hier setzt der vorliegende Beitrag an und untersucht nach einer einführenden Diskussion von Regional Governance, wie das Konzept des Regional Governance in politischen Programmen zur Förderung ländlicher Räume aufgegriffen wird. Fragestellung ist insgesamt, ob das Konzept der Regional Governance "nur" ein normatives Postulat ist, oder es sich auch analytisch fruchtbar verwenden lässt, um politische Programme analysieren zu können. Auf eine weiter zurückreichende Tradition verschiedener interkommunaler und regionaler Kooperationen beruhend, ist seit nunmehr acht Jahren in der südhessischen Region Starkenburg ein gezielter regionaler Entwicklungsprozess im Gange, dessen verschiedene Stadien Gegenstand dieses Artikels sind. Analog zur theoretischen Diskussion des Begriffs der Regional Governance (BENZ 2005, EINIG et al. 2003, FÜRST 2003, FÜRST 2001) als Terminus für eine neue Form regionaler Steuerung durch kooperative und partizipative Ansätze wird in Starkenburg in der Praxis versucht, mit Hilfe verschiedener formeller und informeller Elemente die Region zusammenzuführen und im Sinne einer nachhaltigen Entwicklung voranzubringen. Der Prozess der regionalen Kooperation ist dabei zwar nicht in allen Aspekten als ein Regional Governance-Prozess zu deuten, die wesentlichen Merkmale erfüllt er jedoch (BENZ 2005, S. 406 f.). Interessant ist vor allem im Kontext der Governance-Diskussion die Frage nach den Erfolgsfaktoren und den Schwierigkeiten einer regionalen Kooperation. Die geschilderten Transformationsprozesse der Region Starkenburg dienen hier als ein Beispiel für eben diese Schwierigkeiten und – darüber hinaus – für die Grenzen von Regional Governance und freiwilliger regionaler Kooperation.

Metropolregionen haben in Forschung, Raumordnungspolitik und Praxis zunehmend an Bedeutung gewonnen. Die Stärkung der regionalen Zusammenarbeit und der Einsatz effektiver, d. h. zielorientierter Governance sind heutzutage unerlässlich.Dieses Buch ist als Beitrag zu einer sich verstärkenden Debatte um Governance in den Metropolregionen zu verstehen. Dabei werden Einblicke in die Praxis von den Praktikern selbst gegeben, die in den 11 anerkannten europäischen Metropolregionen in Deutschland arbeiten. Jede Metropolregion erläutert ihre Geschichte und Arbeitsweise. Die Methode des "Storytelling" soll die Mannigfaltigkeit und Kontextabhängigkeit der regionalen Governance-Arrangements illustrieren.Damit ist das Buch sowohl für die Wissenschaft als "Material" für die weitere Governance-Diskussion von Bedeutung; ebenso ist es als eine Handreichung für die politische und die Verwaltungspraxis zu verstehen. Diese Besonderheit des Buches dürfte von außerordentlichem Interesse für die Debatte um die Metropolregionen im Speziellen aber auch für die Debatte über Governance im Allgemeinen sein

"Stadtregionen werden in Deutschland meistens als Verbände der Kommunen organisiert, die Aufgaben der Planung und Entwicklungssteuerung erfüllen. In der Wissenschaft wird neuerdings gefordert, einfache Verbandsmodelle durch das Konzept der 'regional governance' zu ersetzen. Gemeint sind damit Steuerungsstrukturen, die auf der Kooperation zwischen öffentlichen und privaten Akteuren beruhen, aber auch hierarchische Regulierung und Politikwettbewerb zulassen. Angesichts neuer Herausforderungen an die Entwicklungssteuerung in Stadtregionen erweist sich die mit 'regional governance' verbundene horizontale Koordination zwischen einem variablen Kreis von Akteuren als vorteilhaft. In der regionalpolitischen Praxis in Deutschland wie in anderen europäischen Ländern finden sich viele Belege dafür. 'Regional governance' ist daher nicht einfach ein Modebegriff, sondern ein geeignetes Konzept für die Analyse von Regionalpolitik in Agglomerationsräumen." (Autorenreferat)
