This article aims to analyze the function of Bapemperda in increasing the effectiveness of the formation of Regional Regulations in the Bone Bolango Regency. The Regional Regulations Formation Agency (Bapemperda) of the Bone Bolango DPRD is one of the council's equipments for forming regional regulations. The type of research used in this article is empirical normative, which combines a normative legal approach with the addition of various elements of empirical studies. The results show that the implications of political intervention sometimes affect the issues and local regulations issued and do not represent the community's interests but are dominated by political interests. Ideally, local regulations must be responsive and meet usual policy standards that at the implementation level can be used and can answer problems that develop in the community. Human resources have an essential role in an organization, such as the rapid development of information technology, globalization, and changes in the world of positions and work, and are tied to the existing system. Members of Bapemperda and local governments play a role in forming regional regulations and other policy designs. To increase the effectiveness of the formation of Regional Regulations, it is necessary to have a relationship between human resources and the objectives that apply to Bapemperda itself. The researcher then offers a prototype product called CIS-Approach, a development concept from the results of the research and data analysis of the previous authors, which is expected to be a consideration for the government in formulating regional regulatory policies. Likewise with ASEAN, standing as an organization of one regional region namely Southeast Asia, ASEAN will always face new challenges. The role of ASEAN is to find and prepare a solution. Sometimes, this collaboration must be extended to achieve greater goals according to what ASEAN wants. One of these collaborations is to add other countries such as China, Japan and Korea or more familiarly called ASEAN + 3. Of course, there is a program launched by this collaboration that hope will has an impact on ASEAN + 3 countries. This paper trying to discuss the actions that have been planned or carried out by ASEAN + 3 and see the extent of the effectiveness of this cooperation. ASEAN + 3 has brought wind of hope for their member countries without forgetting the fact that other impacts have caused it. Research from this paper is based on literature sources and looks at the facts as one of the ASEAN + 3 member countries. This paper concludes a number of programs planned by ASEAN + 3 and the extent to which they have been effective. In addition, this paper discusses what impacts ASEAN + 3 will have in the future.
ASEAN as a regional organization is currently in an effort to develop cooperation in the form of the ASEAN Community. The formation of the ASEAN Community is based on three pillars, where one of the pillars is the political-security pillar (ASEAN Political-Security Community / APSC) who faces the most dynamic challenges related to security issues in the Southeast Asia. This security issue certainly has an influence on interactions both among intra-regional states and with extra-regional states. This paper aims to analysis the challenges and opportunities faced by the ASEAN political-security community to strengthen cooperation in dealing with security issues in the Southeast Asian. This paper is based on a constructivism analysis of the formation of a security community. This paper will get an overview of the challenges and opportunities faced in the realization of cooperation to tackle security issues in the Southeast Asia region within the framework of the APSC. The description of these challenges and opportunities can be the basis for analyzing what strategies must be done to encourage the realization of the APSC in accordance with what is expected by the members states.
The purpose of this study is to explain how ASEAN solved problems in stabilizing their territory. As we know the formation of ASEAN as a regional organization of Southeast Asia is to liberate countries in Southeast Asia from the influence of The Great Powers. This is in line with the realism that deeply bound within ASEAN. Ahead of the 15th anniversary of the formation of ASEAN, there was a major conflict between Vietnam and Cambodia, precisely in the 1970s. This is one of the catalysts that destabilize the ASEAN's stances to avoid various types of multilateral relations. The method used in this research is qualitative with historical analysis from various literatures. After successfully resolving the conflict, in 1994 ASEAN established ARF as a workplace to discuss security in Asia, in order to facilitate such conflicts to occur again. ARF members are not only ASEAN countries but also superpowers. This is contrary to the foundation of ASEAN itself. In essence it shows that realism is willing to subdue with liberalism.
This research is focused on organizational management training activities so that organizations in the city of Denpasar can be actively involved in accordance with their functions, namely engage in the development participation. This research was carried out by organizing organizational management training which was attended by 38 mass organizations in the city of Denpasar. The results are the understanding of the concept of organizational management and organizational establishment requirements that are in accordance with the policy/regulations of the government system of Indonesia and the regional government by organizations in Denpasar, understanding the processes and mechanisms contained in organizational institutional management, understanding the importance of the organization's role active in development participation in the city of Denpasar, the realization of effective communication between community organizations and the government in order to create good synergy related to development participation and community organizations are expected to be able to improve life skills, ability and professionalism in running the wheels of the organization. In addition, it is hoped that there will be synergy between community organization and the government, especially in the field of disaster preparedness, where community organization are able to become the foremost pioneers in disaster management with the government.
This study aimed to determine and analyze how much the influence of the work ethic and integrity on the performance of Civil Servants (PNS) within the Regional Government Organizations/Agencies (OPD), Regional Secretariat, Legislator Secretariat, Inspectorate Office, and some SubDistrict offices in Padang City. The method used in this study was associative quantitative. The population of this study was all civil servants within the Regional Government Organizations/Agencies (OPD), Regional Secretariat, Legislator Secretariat, Inspectorate Office, and some SubDistrict offices in Padang City. The sample size in this study used the Bartlett formula and the sample was determined through proportional stratified random sampling. Data in this study were collected through questionnaire with a Likert scale measurement. The data obtained were then analyzed using multiple linear regression. The results of this study showed that the effect of work ethic and integrity variables had significantly influenced on the performance of Civil Servants (PNS) in the Regional Government Organizations/Agencies (OPD), Regional Secretariat, Legislator Secretariat, Inspectorate Office, and some SubDistrict offices in Padang City.
The existence of foreign organizations is a consequence of international relations, resulting in interaction between mass organizations in other countries and countries. In line with this, the existence of foreign organizations is regulated by Government Regulation No. 58 of 2016 and Government Regulation No. 59 of 2016. However, there are still people who are concerned about the existence of foreign organizations, which are considered to threaten the values of national unity. Therefore, this study will look at the description of the existence of foreign organizations, namely the flow of foreign organizations into NTB Province, whether their existence is known by the local government; implementation of the role of the community and local government in supervising foreign organizations; and the importance of supervising foreign organizations in order to maintain national security. The method used is descriptive narrative with a qualitative approach. Data collection techniques used library/documentation techniques and interviews with representatives from Bakesbangpoldagri, the Health Office and the Social Service of West Nusa Tenggara Province. This study aims to analyze the regeneration process of DPD PKS at Bandung City to maintain its existence in the 2014 election using the theory of political recruitment through the regeneration pathway proposed by Almond and Powell. The research was a qualitative method with data collection techniques carried out through secondary data collected by the General Elections Commission (KPU) of Bandung City. The primary data collected from PKS cadre interview process. This study found that the DPD PKS regeneration process of Bandung City affected the quality of promoted cadre, thus influencing the quality and existence of the party. This program takes one of the above BCS perspectives, namely the internal business perspective; from the perspective of a strategy based on Human Resources (HR). The making of the BSC will be based on the details of the governance that has been determined by the laws and regulations related to the two UPTDs which are then determined by the indicators of the implementation of the work program based on the capacity of the HR they have. The making of the work program indicator is based on the key performance indicator (KPI) theory. The aim of the program and the benefits of this program is to become one of the proofs of good cooperation between the institutions of STKIP PGRI Tulungagung and the Regency Government of Tulungagung Regency especially at the UPTD BLK and Bapenda Disnakertrans; to donate lecturers' knowledge to the public; and to improve the quality of management of government / public sector management in the Tulungagung Regency area. The performance of human resources (SDM) plays an important role in every activity in an organization. The same is true for the Regional Body for Disaster Response (BPBD) of South Aceh. The recruitment and the selection constitute a process conducted by an organization in order to add SDM through some stages. This is aimed to provide enough SDM in order that the management can select qualified employees since SDM needed by an organization depends highly on the procedure of recruitment and selection. The research was an explanatorywhich analyzed the influence of the independent variable of the process of recruitment and selection on the performance of BPBD employees in South Aceh District. The samples comprised 46 respondents. The data were gathered by conducting interviews with questionnaires and analyzed by using multiple regression tests with the level of reliability of 95%.The result of the research showed that there was significant influence of the process of recruitment and selection on the performance of BPBD employees in South Aceh District with the percentage of the influence contribution of 24.3%. The variable which had the most contribution on the employees' performance was the variable of Selection.It is recommended that the management of BPBD of South Aceh and other parties concerned should conduct recruitment and selection of employees in good stages of process so that they can obtain human resources that are able to carry out their jobs according to the vision and mission of BPBD in order that the employees' performance becomes optimal in achieving the organization's goalKeywords: Rekrutmen, Seleksi, Kinerja

The outbreak of the covid-19 outbreak is a significant threat in parts of the world, one of which is the Southeast Asia region. Facing these conditions, ASEAN as the largest regional institution that accommodates country cooperation in the Southeast Asia Region has agreed to work together to reduce the negative effects of the corona virus through a number of policies. Cooperation is carried out through ASEAN mechanisms to cooperation with other organizations. The various collaborations discuss a number of matters, including mitigation in the health sector, responses in the economic sector, as well as measures in the tourism and travel sector. However, in this cooperation there are a number of challenges for ASEAN regional cooperation in dealing with the Covid-19 pandemic such as the lack of information regarding the handling of Covid-19 received by ASEAN members, the slow response of ASEAN in dealing with Covid-19, the different policies taken by each member country further encouraging ASEAN to continue working to find solutions in tackling the Covid-19 pandemic. This research focuses on any efforts to deal with Covid-19. The methodology used is a qualitative research design. Researchers used the concept of the role of ASEAN and handling the pandemic to analyze this study. The results show that ASEAN member countries have a strategic role in tackling the spread of Covid-19 in a number of fields such as health, trade and socio-economy.
