The notion of sovereignty is being explained, pointing at its legal and political dimention, as well as of international integration organizations, which belong to a group of regional organizations only. This paper concerns the analysis of differentiated placement of states from sosvereignty point of view in the integration organizations, where new instruments have been implemented, including transnational ones. The research shows a considerable differentiation of institutional frameworks, meaning that their models introduced in Europe have no universal character. One can see different attitude towards the sovereignty notion in integration processes and in international organizations in the West as well as in developing countries, which focus mostly on sovereignty protection within the organization itself.

The ongoing at the beginning of the XXI century global economic crisis forces companies to take over restructuring actions. These changes are often associated with the reduction of employment and shaping of the new contract agreements with employees. Outplacement continues to be weakly popular and poorly recognized in Poland. It is the concept of responsible management of redundancies, which allows to mitigate the negative effects of losing a job and reduce the period of unemployment. The aim of this paper is to describe the essence and potential of outplacement usage in Poland. Undertaken critical analysis of the literature indicate measures for anticipate restructuring and outplacement functions in the protection of key enterprises competencies. Outplacement key stakeholders at the regional level were specified. Possibilities of outplacement organization including the local partnerships and pacts were explored. In other words, the cooperation of the commercial, public and non-governmental sector entities. Summary include proposals for further practical actions.
The goal of the study is to analyze the non‑Western interpretations of sustainable development concept and the role of international organizations and international public goods in their potential realization. Numerous political and economic contradictions generated by the experiences of colonization and decolonization of the region make Western and regional understanding of the concept substantially different. While from the global perspective it is perceived as an imperative, locally it may be interpreted as a veiled form of neocolonialism. The differences result in wide range of problems, from minor misunderstandings to open resentment. The goal of the article is to prove that regional international organizations and international public goods have the potential to become a key to develop mutually acceptable form of sustainable development concept and practice.
The presented article is aimed at reflecting usage of mediation as a form of international conflicts settlement and at revealing its factors, at the example of the case of conflict in Abkhazia, Georgia. The article is a hypothesis on to what extend international or regional organizations act as effective mediators during mediation process. Attempt of conflict regulation and work of the mediation platform created after Russian-Georgian war are discussed.The theory discussing main variables for evaluating international mediation represented in mediation literature have been used for evaluating mediation factors. The article shows the level of mediation effectiveness in international conflicts, when it is not clear which are the conflicting sides; it shows that when there is an influential country, considering its capabilities, it has enough power to act as effective mediator, only in case if it does not have direct interest in the conflict.We have concluded that mediation can be effective only when it is clear which the conflicting sides are. The article discusses critical opinions addressed at present to the UNO by the States and scholars. It was already during the San Francisco conference that the States raised objections to the adopted solutions. After 43 years of its existence, the UNO is still far from fulfilling the hopes which were fostered at the time of its foundation. The causes of shortcomings may be found in structural and managerial deficiencies. The complexity of the UNO structure influences the dissipation of efforts and makes the coordination more difficult. The waste of means on countless programmes, sub-programmes and projects has often been subject to criticism. The efforts to increase efficiency through establishing organs which were to improve the system failed (eg. Administrative Commitee on Co-ordination, Commitee on Programme and Co-ordination, Joint Inspection Unit). However, those organs helped to record and disclose shortcoming and their sources by way of Publishing critical reports. Managerial problems consist mostly in difficulties with poor professional qualifications of the UNO staff. The view that the professional level decreases constantly is shared by 69% of diplomats employed in the UNO-affiliated missions. Critical opinions are voiced also with respect to the unreality of projects, declarativity and mere talk present in the UN system. Particular organizations established on regional and political grounds, the number of which grows constantly and at present is close to 330, are far more efficient. The UNO documents indicate that the member-States most often call for the amendments of provisions on the Security Council, and in the first place on its composition and voting system. The author shares the view that multiplying agencies and organs, or abortive attempts to limit the role of superpowers in the Security Council will not bring adequate effects. Little efficiency of the UNO in maintaining the world peace may be eliminated not through a direct structure reform of the system but indirectly through activities aimed at improving the economic situation of the South. The UNO should work out a worldwide welfare programme which would influence indirectly the consolidation of the world peace through increasing the economic level of conflict-generating regions. The multicultural and multiethnic character of Śląsk Opolski frequently leads to emotionally heated disputes over such symbols of the past as historical monuments, anniversaries of historical events, cemeteries, signs with topographic names and so on, which is reflected in regional policy. History and collective memory are obviously used by the politicians of Śląsk Opolski (both by political parties and minority organizations) for their current political purposes, in order to achieve certain political interests (such as winning or retaining voters) by means of exerting an influence on the regional community or selected groups and by shaping certain attitudes and behaviors. The author refers to concrete examples of debates held in the region to explain the phenomenon of the politicization of history. Responding to crises (threats), both natural and man-induced, in an efficient manner requires effective crisis management in order to take steps as early as possible when a threat emerges. Given the increasing external expectations in this field addressed at the EU, it has gradually been developing relevant civil as well as military instruments of crisis management and response. The EU has also been developing collaboration with the UN which calls for increased commitment of regional organizations in bearing the costs of maintaining international peace and security. The South-East European Cooperation Process (SEECP) was launched in 1996, however, its functioning is an ongoing research phenomenon. This regional cooperation format includes all 13 states of South-East Europe. It was established as a forum of political dialogue and consultation, where regional issues could be addressed at the highest level. One of the objectives of the SEECP was security cooperation. The aim of this article is to analyse the role of the SEECP in maintaining security in the region of the Western Balkans. This article argues that since 1996, the SEECP has been evolving and is becoming an important format of regional cooperation in South East Europe, however, it plays a limited role in maintaining the military security of the post-conflict states of the Western Balkans. From the point of view of the members of the SEECP, military security and peace could be obtained through the integration of the participants of the SEECP, in particular those located in the Western Balkans, with the European Union and the North Atlantic Treaty Organization. The article also shows that establishing the SEECP did not eliminate tensions and riots based on ethnicity in some states of the Western Balkans and so, the SEECP still has a lot to do in the matters of reconciliation and good-neighbourliness. The article is based on primary and secondary source analysis, case study method comparative analysis, and the historical method.
The NGOs cooperate with self-government because they have common goals, as well as because of the public funds that are at the disposal of territorial authorities. Public authorities should to higher extend delegate the public tasks to NGOs as those organizations, undertaking a part of public tasks devoted to self- -governments, fill in the gaps in meeting the inhabitants' needs, as well as solve numerous social problems in territorial units. The article presents the selected aspects of cooperation between NGOs in Poland and public authorities operation on a regional level. Firstly, the place and role of NGOs in the economy and society was presented. The next part concerns areas of cooperation of self-government units with NGOs in Poland. The analysis of financial cooperation between the given partners was presented on an example of the regional situation of the Kuyavian-Pomeranian Voivodeship Self-government. ; Organizacje pozarządowe współpracują z samorządem terytorialnym ze względu na wspólne cele oraz środki publiczne będące w gestii władz terytorialnych. Władze te powinny w większym stopniu delegować zadania publiczne do tych organizacji, gdyż pozwoliłoby to na uzupełnienie luki w zaspokojeniu potrzeb mieszkańców oraz rozwiązywać różnorakie problemy społeczne we wspólnotach terytorialnych. The article presents the basic determinants of Hungarian foreign policy in reference to the region of Central and Eastern Europe over the last quarter of a century. The author discusses the country's relations with its neighbouring countries, as well as the two largest political entities in the region, namely Russia and Germany. The political analysis is supplemented with an overview of economic and commercial exchange carried out by Hungary with other countries in the region. Hungary's activities on the international scene are also presented in relation to group cooperation: the Visegrad Group, Central European Initiative, EU policy on the Eastern Partnership. Moreover, the author analyses independent steps Hungary has taken in Central and Eastern Europe in terms of its relations with the Balkan countries. The article ends with a presentation of the Hungarian position regarding the sphere of security policy as an expression of the country's focus on securing their own interests, which may cause conflict with the interests of regional organizations that have Hungary among their members.
From today's perspective, local self-government regions, including Małopolska, are key entities as far as the allocation of EU funds is concerned, as well as important actors in the process of implementing many tasks in the field of public and development policy. The development of these local government institutions took place at the beginning of the 21st century and they formed, apart from being bound by institutional frameworks, in the course of and partly on the basis of their ongoing activities. One such milestone activity for the self-government of Małopolska was the preparation of the first Development Strategy of the Małopolska Region (2000–2006). This process not only led to the creation of the strategy itself, but also shaped the organization (UMWM) and its future practices. The aim of this article is to analyze to what extent the creation of this strategy could have become an element shaping the organization, in the light of Peter Senge's theory of the learning organization. From this perspective, the authors conclude that the process of creating the analyzed strategy was an important element that influenced the formation of the organization and also that public organizations can learn and consequently that the theories of learning organizations also apply to them. ; Z dzisiejszej perspektywy czasowej województwa samorządowe, w tym Małopolska, to kluczowe podmioty z punktu widzenia rozdysponowywania funduszy unijnych, jak również poważni aktorzy, jeżeli chodzi o realizację wielu zadań z zakresu polityki publicznej i rozwojowej. Die Pommersche Militärorganisation bestand von Ende 1918 bis Anfang 1920 und war eine von mehreren polnischen regionalen konspirativen Militärorganisationen, die nach dem 1. Weltkrieg entstanden und sich den Anschluss ihrer Regionen an den wieder entstehenden polnischen Staat zum Ziel setzten. Als Teil der polnischen Nationalbewegung in der Provinz Westpreußen und dabei auch ein Abbild ihrer sozialen Struktur stellt sie nach dem Ablauf von hundert Jahren ein interessantes Phänomen aus der Perspektive der Militärgeschichte, aber auch der Sozialgeschichte dar, sowohl im regionalen wie im gesamtpolnischen Maßstab. Die schlechte Quellenlage hat bis heute dazu geführt, dass der Forschungsstand zu dieser Organisation bescheiden ist. Im vorliegenden Text werden im Rahmen der durch die Quellen gegebenen Möglichkeiten die verschiedenen Etappen ihrer organisatorischen Entwicklung und die Hauptgebiete ihrer Aktivität vorgestellt, in Verbindung mit den Aktivitäten der polnischen Bewegung in Pommern und der politisch-militärischen Lage dieses Gebiets im Jahr vor der Rückkehr seines größten Teils an Polen im Januar und Februar 1920, ebenso die sich in dieser Zeit wandelnden Erwartungen an die Organisation von Seiten des Kommissariats des Obersten Volksrats und der Obersten Führung der Streitkräfte im Preußischen Teilungsgebiet in Posen und der obersten polnischen Militärführung in Warschau. Formuliert wird auch die Notwendigkeit weiterer Forschungen zur Organisation, ihres Führungskaders auf zentraler und lokaler Ebene sowie ihrer Mitgliederbasis, in Verbindung mit analogen Forschungen zu anderen polnischen militärischen Konspirationen in dieser Zeit: der Polnischen Militärischen Organisation, der Polnischen Militärischen Organisation des Preußischen Teilungsgebiets sowie der Polnischen Militärischen Organisation von Oberschlesien. ; The Military Organization of Pomerania, operating from the end of 1918 to the beginning of 1920, was one of several Polish regional underground military organizations established after World War I, aiming to incorporate their districts into the reviving Polish state. As part of the Polish national movement in West Prussia, it reflected the provinces's inhabitants' social structure. After a hundred years it constitutes an interesting phenomenon from the point of view of not only military history, but also social history- both on a regional and national level. The poor condition of the preserved source base still results in a modest state of research concerning this organization. The presented text presents subsequent stages of its organizational development and the main areas of activity, along with the activities of the Polish movement in Pomerania and the political and military situation of this area in the year preceding the return of most of Pomerania to Poland in January and February 1920. It also takes into consideration the expectations towards the Military Organization of Pomerania as expressed by the Commissariat of the Supreme People's Council and the Main Command of the Armed Forces in the Prussian Partition in Poznań and the Polish Supreme Military Authorities in Warsaw. A postulate was also formulated to carry out further research on the Military Organization of Pomerania, its management at the central and local levels, and a membership base, in conjunction with similar research on other Polish military underground movements of that time: the Polish Military Organization, the Polish Military Organization of the Prussian Partition and the Polish Military Organization of Upper Silesia. ; Organizacja Wojskowa Pomorza, istniejąca od końca 1918 do początków 1920 r., była jedną z kilku polskich regionalnych konspiracyjnych organizacji wojskowych powstałych po I wojnie światowej, stawiających sobie za cel przyłączenie ich dzielnic do odradzającego się państwa polskiego. Als Teil der polnischen Nationalbewegung in der Provinz Westpreußen und dabei auch ein Abbild ihrer sozialen Struktur stellt sie nach dem Ablauf von hundert Jahren ein interessantes Phänomen aus der Perspektive der Militärgeschichte, aber auch der Sozialgeschichte dar, sowohl im regionalen wie im gesamtpolnischen Maßstab. Die schlechte Quellenlage hat bis heute dazu geführt, dass der Forschungsstand zu dieser Organisation bescheiden ist. Im vorliegenden Text werden im Rahmen der durch die Quellen gegebenen Möglichkeiten die verschiedenen Etappen ihrer organisatorischen Entwicklung und die Hauptgebiete ihrer Aktivität vorgestellt, in Verbindung mit den Aktivitäten der polnischen Bewegung in Pommern und der politisch-militärischen Lage dieses Gebiets im Jahr vor der Rückkehr seines größten Teils an Polen im Januar und Februar 1920, ebenso die sich in dieser Zeit wandelnden Erwartungen an die Organisation von Seiten des Kommissariats des Obersten Volksrats und der Obersten Führung der Streitkräfte im Preußischen Teilungsgebiet in Posen und der obersten polnischen Militärführung in Warschau. Formuliert wird auch die Notwendigkeit weiterer Forschungen zur Organisation, ihres Führungskaders auf zentraler und lokaler Ebene sowie ihrer Mitgliederbasis, in Verbindung mit analogen Forschungen zu anderen polnischen militärischen Konspirationen in dieser Zeit: der Polnischen Militärischen Organisation, der Polnischen Militärischen Organisation des Preußischen Teilungsgebiets sowie der Polnischen Militärischen Organisation von Oberschlesien. ; The Military Organization of Pomerania, operating from the end of 1918 to the beginning of 1920, was one of several Polish regional underground military organizations established after World War I, aiming to incorporate their districts into the reviving Polish state. As part of the Polish national movement in West Prussia, it reflected the provinces's inhabitants' social structure. After a hundred years it constitutes an interesting phenomenon from the point of view of not only military history, but also social history- both on a regional and national level. The poor condition of the preserved source base still results in a modest state of research concerning this organization. The presented text presents subsequent stages of its organizational development and the main areas of activity, along with the activities of the Polish movement in Pomerania and the political and military situation of this area in the year preceding the return of most of Pomerania to Poland in January and February 1920. It also takes into consideration the expectations towards the Military Organization of Pomerania as expressed by the Commissariat of the Supreme People's Council and the Main Command of the Armed Forces in the Prussian Partition in Poznań and the Polish Supreme Military Authorities in Warsaw. A postulate was also formulated to carry out further research on the Military Organization of Pomerania, its management at the central and local levels, and a membership base, in conjunction with similar research on other Polish military underground movements of that time: the Polish Military Organization, the Polish Military Organization of the Prussian Partition and the Polish Military Organization of Upper Silesia.
