Although criticized, urban sprawl has been forgotten by public policy for a long time. This research focuses on the evolution of regional planning, especially on the suburbs' role in this evolution and on the reorganization of regional political governance. Our analysis is based on the example of Toulouse metropolitan area, studied through a statistical analysis of the social dynamics, a study of the urban planning materials and interviews with urban public stakeholders. Our work highlights the growing involvement of the suburbs in regional planning : suburban leaders have been able to use public policies to overcome their political marginalization and to link their destiny to the metropolitan area's future. The current administrative and political regional reorganization also opens the door to a diversity of suburban trajectories. ; La périurbanisation, bien que décriée, a longtemps été oubliée des politiques publiques. Ce travail interroge l'évolution des modalités de la gestion métropolitaine, la place qu'y prennent les espaces périurbains et les recompositions territoriales induites. La réflexion est menée dans l'aire urbaine toulousaine dont les dynamiques sont appréhendées par une analyse statistique des évolutions sociétales, une étude de la documentation programmatique et stratégique et une quarantaine d'entretiens auprès d'acteurs de la scène métropolitaine et locale. Elle a pu mettre en évidence l'intégration des espaces périurbains à la réflexion métropolitaine et la capacité de leurs acteurs à se saisir des outils et cadres territoriaux à leur disposition pour dépasser leur statut de sous-espace urbain au profit d'un rôle à part entière dans le devenir métropolitain. En même temps qu'elles accompagnent cette promotion métropolitaine, ces recompositions territoriales ouvrent la voie à une diversité de trajectoires périurbaines.

A history lesson for the present: the Paris Regional Planning Service (1953-1967) ; Une leçon d'histoire pour le présent : le Service d'Aménagement de la Région parisienne (1953-1967)
It provides a very detailed survey in the archives of the Parisian Regional Planning Service and highlights the contribution of the study both to the assessment of the capital's contemporary government issues and to the understanding of the logic of the project half a century ago. The state and the major perpetrators appear to be ubiquitous in both strategic decisions and local projects. Far from being delivered to finance or to the bank, the construction economy is still dominated by public or semi-public investment (mixed economy companies). The order shows a high concentration of developers and major architects who dominate the housing sector. The industry (automotive, aeronautics, energy) and major transport infrastructure are still the big business of the moment. In terms of location, proximity or accessibility in the centre of the agglomeration remain privileged, rather than the large outskirts or a large Paris basin. ; Involved in a highly detailed investigation in the archives of the Service d'Aménagement de la Région Parisienne (1953-1967), the author points out the value of the study both in assessing the contemporary issues faced by the capital's government and in understanding the logics implemented half a century ago. The State and its senior civil servants seem to be omnipresent, wether in strategic decisions or in local projects. Far from having to resort to finance or the bank, the building economy is still dominated by public or semi-public investment ("sociétés d'économie mixte" : mixed capital development companies). In the order, we observe a high concentration of owners and leading architects dominating the housing sector. Industry (automotive, aeronautic, energy) and the large transport infrastructures are still the big attraction. Spatial inequalities of post-primary and secondary education in Ouagadougou : issues of governance and regional planning ; Inégalités spatiales d'éducation post-primaire et secondaire à Ouagadougou : enjeux de gouvernance et d'aménagement du territoire
At the independence of Upper Volta in 1960, the city of Ouagadougou had a total of 10 secondary schools, including 3 public, 5 private Catholic, 1 private Protestant, and 1 private secular. This offer got a sounding increase since then. So, in 2013-2014, the city had more than 390 establishments. It is characterized above all by a greater diversity of actors and a strong primacy of private secular institutions. Moreover, it appears that despite this meteoric growth in school supply related to population growth, access to education remains a problem for a large part of the population. Several factors justify this situation and could be examined in many ways, including public policies and strategies implemented by actors and populations. To understand this situation and see how it is reflected on the territory of the city, this thesis has choosed to question the practices of actors, or governance, in a general way.The process of urbanization of the city appears as a relevant gateway to ask the question. Indeed, urbanization in Ouagadougou is characterized by both high population growth and significant spatial expansion. In a context of low level of public investment in the field of post-primary and secondary education, this situation results in an inability of the public school supply to meet the high demand that results. With a growing demand for education, which has emerged with the current urbanization process, and also because of investments for the development of primary education since the 1990s, the private sector (secular, Franco-Arab, Catholic, Protestant, associative, etc.) got developed. In the school year 2014-2015, it accounted for approximately 91.6% of establishments in the capital. This development of the private sector diversifies the actors implying a plurality of the modes of provision of educational service. Their interventions help to improve a failing public school offer through an increase of schools. However, there are many shortcomings related to school mapping and the quality of education, in terms of respect for official standards.This is why students and families develop several strategies both in school choice and in school attendance. These mechanisms of supply and school demand are reflected on the territory of the city. They thus make it possible to make an urban social geography to the prism of education. The aim of this thesis is to describe the spatial inequalities of post-primary and secondary education in Ouagadougou, and measure their intensities, and then explain them through the issues of governance and regional planning. The analyzes focus on the effects of the spatial distribution of school supply on the choice of schools by students and their families. To achieve this, we proceeded by a mixed analysis which resorts to qualitative and quantitative approaches. After having geo-referenced and mapped all the establishments of the city, qualitative interviews, carried out with actors of the education, made it possible to understand the modes of intervention of the various actors. The spatial transcription of governance and regional planning mechanisms in the field of post-primary and secondary education in Ouagadougou has thus been better understood. ; A l'indépendance de la Haute-Volta en 1960, la ville de Ouagadougou comptait au total 10 établissements secondaires dont 3 publics, 5 privés catholiques, 1 privé protestant et 1 privé laïc. Cette offre a considérablement augmenté depuis lors, de sorte qu'en 2013-2014, la ville compte plus de 390 établissements. Elle se caractérise surtout par une plus grande diversité des acteurs et une forte primauté des établissements privés laïcs. Par ailleurs, il apparaît qu'en dépit de cette croissance fulgurante de l'offre scolaire; en lien avec la croissance démographique, l'accès à l'éducation reste problématique pour une part importante de la population. Plusieurs facteurs expliquent cette situation et pourraient être examinés sur différents registres dont les politiques publiques et les stratégies mises en œuvre par les acteurs et les populations. Pour comprendre cette situation et voir comment elle se traduit sur le territoire de la ville, la présente thèse a opté d'interroger les pratiques des acteurs, ou plus globalement la gouvernance.Le processus d'urbanisation de la ville apparaît comme une porte d'entrée pertinente pour poser la question. En effet, l'urbanisation à Ouagadougou se caractérise aussi bien par une forte croissance démographique que par une importante extension spatiale. Dans un contexte de faible niveau d'investissement public dans le domaine de l'enseignement post-primaire et secondaire, cette situation a pour conséquence, une incapacité de l'offre scolaire publique à satisfaire la forte demande qui en résulte. Face à une demande scolaire de plus en plus importante, apparue avec le processus d'urbanisation en cours, mais aussi du fait des investissements pour le développement de l'enseignement primaire depuis les années 1990, on observe un développement du secteur privé (laïc, franco-arabe, catholique, protestant, associatif, etc.). Il regroupait pendant l'année scolaire 2014-2015, environ 91,6% des établissements de la capitale. Ce développement du privé engendre une diversité des acteurs avec une pluralité des modalités de prestation du service éducatif. Leurs interventions permettent d'améliorer une offre scolaire publique défaillante à travers un accroissement du nombre d'école. Cependant, elles comportent de nombreuses insuffisances en termes de respect des normes officielles liées à la carte scolaire et à la qualité de l'éducation.Dans ce contexte, les élèves et leurs familles développent plusieurs stratégies aussi bien dans le choix des écoles que dans la fréquentation scolaire. Ces mécanismes d'offre et de demande scolaire se traduisent sur le territoire de la ville et permettent ainsi de faire une géographie sociale urbaine au prisme de l'éducation. L'objectif de cette thèse est de décrire les inégalités spatiales d'éducation post-primaire et secondaire à Ouagadougou, de mesurer leurs intensités puis de les expliquer à travers les questions de gouvernance et d'aménagement du territoire. The dissertation focuses on participative regional planning through a case study of an Ecological Metropolitan Mountain Park in Bogotá. Taking an international perspective, it addresses issues of local scale and public sphere and emphasizes the relationships between democracy, technocracy and regional planning. The study explores the relationships between the individual and the collective and their spatial practices and stresses the importance of the social representation of the other and the place within the multi-scalar process of territorial construction. Based on an historical analysis, the study points out that participation should be analyzed in terms of commitment of social actors and individuals rather than in terms of citizen participation. The study is carried out within the broader context of urbanization and the emergence of sprawling and deprived neighborhoods in the peripheries of major cities. Stressing the issues of illegality and informality, it questions the origin and status of these peripheries and assesses the influence of public policies. The study highlights two parallel processes of territorial production and appropriation by identifying the challenges confronting the actors as they set up the rules. Despites the attempts of the experts, who are using legitimate language, to maintain their hegemony the capacity of action and the competences of other actors become increasingly visible. Caught between injunction and initiative, participative planning is bound to move beyond a mere information phase and to engage into concerted action while being aware that conflict is an essential part of the process and that there is no place for anonymity. ; La tesis analiza y define el ordenamiento participativo, a partir de un estudio de caso —un parque ecológico metropolitano de montaña— dentro del contexto internacional. Kuwait City: Urban Planning and Regional Strategy ; Koweït City : planification urbaine et stratégie régionale
International audience ; The Iraqi occupation in 1990–1991 has impacted Kuwait City for years. But, since the end of 2000 decade, the city has entered in an unprecedented development process. Nevertheless, many projects planned have not yet been realised, in spite of the small kingdom assets: its oil fields, its large investment capacity and its highly educated urban elite. The article reviews the projects completed and those under construction, then it analyses the implementation of the urban development plan and the stakeholders involved. The aim is finally to understand Kuwait City's capacity to insert itself into the city network under structuration along the Southern coastal area of the Arabo‐Persian Gulf. ; La ville de Koweït a longtemps été affectée par l'invasion irakienne de 1990–1991. Depuis la fin de la décennie 2000, elle est entrée dans une phase d'extension sans précédent. Pourtant, les réalisations apparaissent bien loin des projets initiaux. L'article propose d'effectuer le bilan des constructions effectives et des travaux en cours, d'étudier les forces sociales et financières en action, puis d'analyser comment le plan de développement urbain réel se met en place, et avec quels compromis politiques. Il faut en effet prendre en compte que Kuwait City est riche de ses ressources pétrolières, bénéficie de capacités d'investissements très importants et possède une élite urbaine très éduquée. Au travers de cette démarche, il s'agit ainsi de comprendre au‐delà des constructions effectives et du projet concret, quelle place veut tenir et quel rôle peut jouer Kuwait City dans le réseau urbain qui se structure au Sud du golfe Arabo‐persique.
