Balıkesir Üniversitesi, Sosyal Bilimler Enstitüsü, İktisat Ana Bilim Dalı ; Sanayi Devrimi'nin başlangıcıyla gelişen kapitalizmin 1929 yılında yaşanan "Büyük Kriz" ile çöküntüye uğraması, Keynesyen iktisat politikalarının doğmasına yol açmıştır. İkinci Dünya Savaşı ile bölgesel dengesizliklerin hızla artması, temel iktisat politikalarına mekan boyutunu katarak bölgesel iktisadın doğmasına neden olmuştur. İkinci Dünya Savaşı'ndan 1970'li yıllara kadar Keynesyen odaklı bölgesel iktisat politikalarının dünya genelinde hakim olduğu görülürken bu dönemden sonra Neo-Klasik odaklı "Yeni Bölgesel Kalkınma Teorilerinin" ağırlığının arttığı görülmektedir. İkinci Dünya Savaşı'ndan sonra belirgin hale gelen bölgesel dengesizlikler Avrupa'da da görülmeye başlanmıştır. Topluluğu kuran Roma Antlaşması'nda da üye devletler arasında var olan bölgesel dengesizliklere dikkat çekilmiş ve bunların giderilmesi için Topluluğun ortak önlemler ve politikalar geliştireceği açıklanmıştır. Bu bağlamda Roma Antlaşması ile birtakım mali araçlar oluşturulmuş ve bunların kapsamı sonraki dönemlerde yaşanan genişleme dalgalarıyla geliştirilmiştir. 1980'li yıllarda yaşanan genişleme Topluluk içerisindeki bölgesel dengesizlikleri arttırırken söz konusu mali araçlarda reformların yapılmasını gündeme getirmiştir. Avrupa Birliği'ni (AB) kuran Maastricht Antlaşması ile Uyum Fonu oluşturulmuş ve söz konusu tüm mali araçlar "Yapısal Fon" çatısı altında toplanmıştır. Buna göre Yapısal Fonların üye devletlere belli hedefler doğrultusunda dağıtılması öngörülmüştür. Yapısal Fonlardaki reformların son halkasını Gündem 2000 oluşturmuştur. Türkiye'de uygulanan bölgesel kalkınma politikalarını planlı dönem öncesi ve planlı dönem olarak ikiye ayırmak mümkündür. Planlı dönemde uygulanan bölgesel kalkınma politikaları, beş yıllık kalkınma planları şeklinde devlet eliyle yürütülmüş fakat var olan bölgesel dengesizlikleri gidermede etkin olamamıştır. 1999 yılında Helsinki Zirvesi'nde Türkiye'ye aday ülke sıfatının verilmesiyle bölgesel politikalarda yeni bir döneme girilmiş ve bu dönemde uygulanan politikalar AB desteği ile yürütülmeye başlanmıştır. Öte yandan Türkiye'nin AB'den bölgesel politika bazında aldığı mali yardım tutarı gerek diğer aday ülkelerle gerekse mevcut üye ülkelerle karşılaştırıldığında sınırlı olduğu görülürken AB bölgesel politikalarına uyumun sınırlı kaldığı yıllık yayınlanan İlerleme Raporları'nda açıkça görülmektedir. Bu bağlamda Türkiye'nin AB bölgesel politikalarına uyum sağlaması için hem kurumsal hem de yasal bazda yerelleşmeyi sağlaması gerekmektedir. ; The fall of capitalism which had been developed by the beginning of The Industrial Revolution caused the birth of Keynesian economic policies. Increase in regional disparities by The Second World War caused the arise of the regional economics by considering the spatial dimension. From The Second World War to 1970s it is observed that Keynesian based regional economic policies were dominant and afterwards the weight of the "New Regional Development Policies" that are based on Neo-Classical theories had been increased. The evident regional disparities were observed in Europe Post Second World War. Treaty of Rome which established the European Community, had pointed the existing regional disparities between member states and it is declarated that The Community would develop common measures and policies to get rid of those disparities between member states. In this context some financial instruments were constituted by The Treaty of Rome and their scope were developed by the experienced enlargement waves at later periods. Enlargement of The Community in 1980s increased the regional disparities within The Community and brought the reforms of Financial instruments in question into the agenda. Cohesion Fund was constituted by establishing Treaty of European Union which is called The Treaty of Maastricht also collected all financial instruments in question under the name of Structural Funds. It was anticipated that Structural Funds would be distributed to the member states according to the some certain objectives. Agenda 2000 constituted the last ring of the reforms in Structural Funds. It is possible to separate the regional policies into two groups in Turkey as pre-planning period and planning period. At planning period, regional development policies were ruled by state as in the form of five-year development plans, but were not effective to remove the existing regional disparities. In 1999 at Helsinki Summit, Turkey was named as the candidate state of EU, afterwards new era started and at this period regional development policies started to be exercised by the support of EU. On the other hand, the amount of financial asistance that Turkey has received from EU on the basis of regional policies is observed to be limited when it is compared both for the other candidate countries and for the current member states. It is obviously seen from the yearly published Progress Reports that cohesion of Turkey to the EU regional policies is limited. In this context, in order to provide the cohesion of Turkey to the EU's regional policies, subsidiarity principle must be satisfied at both institutional and legal level.

Bu çalışma Bağımsız Kazakistan'ın ilk 10 yılındaki çok yönlü dış politikasını irdelemektedir. Çalışmada başlıca bölgesel Dinamikler Ekseninde, güvenlik ve nükleer boyut, ulusal askeri planlanma, SSCB dağıldıktan sonra Orta Asya'da ki güvenlik sorunları, tehdit ve güvensizliğin sebepleri, güvensizlik tuzağından çıkış ve aynı zamanda Kazakistan dış politikasında dış etkiler olarak da Rusya, ABD ve Çin üzerinde durulmuştur. ; This research has focused on the multi-vector foreign policy of Kazakhstan during its first decade of independence. The research has concentrated upon teh following issues wıthın the context of regional dynamics: security and nuclear disarmamament, national military planning, Central Asia's pressing security challenges in teh post-soviet era, teh causes of insecurity and threat perception, teh search for solutions to insecurity as well as investigating the external effects of Russia, China and the United States had on Kazakh foreign policy.

ÖZETSermayenin mekânsal örgütlenişinin, sermayenin birikim dinamikleri çerçevesinde açıklanmaya çalışıldığı bu çalışmada "küreselleşme" ve "yerelleşme" tartışmaları eleştirel bir perspektiften değerlendirilmeye çalışılmıştır. Yerelliğin ve küreselliğin mekân ve zaman bağlamında farklılaştığı tespit edilmiş ve bu bağlamda Türkiye'nin sermaye birikim sürecinde küresellik ve yerellik koşulları değerlendirilmiştir. Yerellik tartışmalarının Türkiye'de tekabül ettiği alan olarak bölgesel planlama olgusu ele alınmış ve bölgesel planlamanın geçirdiği dönüşüm tarihsel olarak analiz edilmiştir. Bu anlamda yeni dönem bölge yaklaşımında öne çıkan Kalkınma Ajansları organizasyon yapısı ve işlevleri bakımından incelenmiş ve Türkiye'de sermayedarların üretim mekânı tercihi kendi tarihselliğinde tespit edilmeye çalışılmıştır. Türkiye'de son yıllarda tekstil sektöründe öne çıkan Batman ilinin örneklem olarak kullanıldığı çalışmada Kürt Coğrafyası'nın müdahaleler ile birikim mantığı içerisine çekilişine ayna tutulmuştur. Coğrafyaya birikim mantığı çerçevesinde emek-yoğun sektörler bağlamında ucuz işçilik öngören politikaların ne düzeyde bölgesel refah, demokrasi ve barış getireceği tartışılmıştır. ABSTRACTIn this study, it has been attempted to explain that the spatial organization of capital's according to the capital accumulation within the framework of 'globalization' and 'decentralization' discussions have been evaluated in accordance to the critical theory. It has been also indicated that decentralization and globalization have been divided from time and space, therefore, Turkey's capital accumulation process has been analyzed in terms of globalization and decentralization. Decentralization debates in Turkey as a term of regional planning which is corresponded to the transformation of regional planning has been discussed and analyzed chronologically. Development Agencies, which's theoretical background has been tried to explain above summarily, have been analyzed according to its organization's structure and functions. Moreover, it has been tried to find that the production space of Turkish capitalist's choices in accordance to their own accumulation processes. Batman, where is used as an example of Kurdish area according to its recent importance of textile sector in Turkey, has been pointed out within the contradiction of accumulation approach and the area's intervention. It has also been argued that the notion of cheap labor according to labor-intensive policies whether and which degree will be guaranteed regional welfare, democracy and peace by the approach of geography accumulation.Key Words: Space, Regional Development, Development Agencies, Kurdish Area, Batman, Textile Sector.

Türkiye, planlı dönemle birlikte uygulamaya başladığı bölgesel gelişme ve bölgeler arasındaki dengesizlikleri giderici yöndeki politikalarını günümüzde yeniden gözden geçirme zorunluluğu ile karşı karşıyadır. Bu zorunluluğun esas nedeni Avrupa Birliği'ne katılım sürecinde bölgesel gelişme politikalarının entegre edilmiş olmasıdır. Bu nedenle Türkiye, yaklaşık 40 yıldır uygulamakta olduğu bölgesel gelişme model, politika ve araçlarını bir yana bırakarak yeniden bir yapılanma süreci içine girmiştir. Bu yeni yapılanmanın ana öğesini Bölgesel Kalkınma Ajansları (BKA) olarak adlandırılan birimler oluşturmaktadır. Kalkınma Ajansları, bir ülkenin belli bir coğrafi bölgesi içerisindeki özel ve kamusal tüm şirketler, yerel otoriteler ile sivil toplum kuruluşları arasında işbirliği sağlayarak, o bölgenin ekonomik açıdan gelişmesini hedefleyen ve yasal bir hükme dayanarak kurulan yapılar olarak tanımlanmaktadır. Küreselleşme süreci beraberinde getirdiği yapısal uyum politikaları ile birçok konuda özgün süreçler ve araçlar geliştirilmesini gerekli kılmıştır. Bu süreçte Türkiye'ye de AB tarafından bölge planlamanın yeni bir anlayışla ele alınması gerektiği ve bunun aracının da BKA'lar olduğu ifade edilmiş ve konu ilk kez AB'ye tam üyelik müzakereleri ile başlamıştır. Bu dönemin başlangıcı sayılacak süreç ise adaylığın ilk kez tescil edildiği 1999 Helsinki Zirvesi sonunda olmuştur. AB Komisyonu'nun hazırlamış olduğu Katılım Ortaklığı Belgesi'nde orta vadede yapılması gereken düzenlemeler arasında yer alan BKA'ları oluşturmak amacıyla yasal düzenlemeler süreci başlatılmıştır. Bu doğrultuda öncelikle Topluluk kurallarına uygun olarak kısa vadede istatistiksel bölge olarak bilinen AB (NUTS) sistemi 22 Eylül 2002 tarih ve 4720 sayılı Bakanlar Kurulu kararı ile kabul edilmiştir. Daha sonra da 2003 yılı Katılım Ortaklığı Belgesinde, katılım öncesi mali yardım programından yararlanabilmek için BKA'ların kurulması öngörülmüştür. Takip eden süreçte 32 esas ve 5 geçici maddeden oluşan, 5449 sayılı Kalkınma Ajanslarının Kuruluşu, Koordinasyonu ve Görevleri Hakkında Kanun, 25.01.2006 tarihinde TBMM Genel Kurulunda görüşülerek kabul edilmiş, 08.02.2006 tarihli ve 26074 sayılı Resmi Gazetede yayımlanarak yürürlüğe girmiştir. Ülkemizde, 5449 sayılı Kanunun birinci maddesinde ifade edildiği üzere; ?kamu kesimi, özel kesim ve sivil toplum kuruluşları arasındaki işbirliğini geliştirmek, kaynakların yerinde ve etkin kullanımını sağlamak ve yerel potansiyeli harekete geçirmek suretiyle, ulusal kalkınma plânı ve programlarda öngörülen ilke ve politikalarla uyumlu olarak bölgesel gelişmeyi hızlandırmak, sürdürülebilirliğini sağlamak, bölgeler arası ve bölge içi gelişmişlik farklarını azaltmak amacıyla? BKA'lar kurulmaktadır. 6 Temmuz 2006 tarih ve 26220 sayılı Resmi Gazete'de yayımlanan ?Bazı Düzey 2 Bölgelerinde Kalkınma Ajansları Kurulmasına Dair Bakanlar Kurulu Kararı? ile ilk olarak 06.01.2007 tarihinde Adana ve Mersin illerini kapsayan Çukurova Kalınma Ajansı ve 13.01.2007 tarihinde de İzmir ilini ve çevresini kapsayan İzmir Kalkınma Ajansları kurulmuştur. Kalkınma ajansları; ? Bölgesel gelişme uygulamalarımız ile bölge planlarımızın etkinliğinin ve başarısının yükseltilmesini; bölgelerin ülkemizin genel büyümesine, gelişmesine, refahına ve istikrarına katkısının artırılmasını; sosyal uyum ve adaletin güçlendirilmesini ve değişen küresel rekabet şartlarına adaptasyonunun hızlandırılmasını sağlayacak, ? Yüksek nitelikli personeli, esnek kaynak ve istihdam yapısı ile kurum, kuruluş ve şahıslara sağladığı idari, mali, teknik desteklerle başta girişimciler olmak üzere bütün yerel aktörlerin kalkınma çabalarına katılımını teşvik edecek, ? Sağlayacağı proje ve faaliyet desteklerinde kişi, kurum ve kuruluşların eş finansmana dayalı ortak proje üretme ve yönetme kültürü ve yeteneğini geliştirecek; sahiplenme ve işbirliği duygusunu güçlendirecek; bölgenin girişimcilik potansiyelini harekete geçirecek ve sürekli olarak yükseltecek, ? Yerel potansiyeli, dinamikleri, özgünlükleri, kaynak ve imkânları ortaya çıkararak harekete geçirecek ve ulusal, uluslararası pazarlarda ekonomik, sosyal, kültürel birer değer haline dönüştürecek; Sonuç olarak, hem ulusal, hem de bölgesel-yerel düzeyde başta istihdam ve gelir olmak üzere ekonomik ve sosyal göstergelerin iyileştirilmesine, bölgeler arası ve bölge içi gelişmişlik farklarının azaltılmasına ve dolayısıyla ülkenin genel refahının artırılması ve istikrarının pekiştirilmesine olumlu katkılar sağlayacaktır. ; Turkey today faces the necessity to reexamine its policies, begun to be implemented since the planned period, which aims to eliminate the imbalances between regional development and regions. The main reason of this necessity is that regional development policies weren't integrated in the process of participation of European Union. Therefore, Turkey went into a reconstruction process by abandoning the regional development model, policy and tools that it had been has been using for 40 years. The units called Regional Development Agencies (RDA) constitute the main element of this construct. Development Agencies, all private and public enterprises within a certain geographical region of a country, are defined as structures that aim the economic development of that region by providing cooperation between local authorities and civil society organizations, and that are founded on the basis of a legal provision. As is known, globalization process entails the development of authentic processes and tools in many cases regarding structural adaptation policies that it brought along. In this process, it was explained to Turkey by EU that regional planning should be approached with a new understanding and RDA?s are the means for this and this first started with the negotiations of full membership to EU. The process that can be counted as the beginning of this period is the end of Helsinki Summit of 1999 when the candidateship was first enrolled. The legal regulations process was initiated so as to constitute RDA?s that are among regulations which should be implemented in medium term in Accession Partnership that European Commission arranged. Accordingly, EU (NUTS) system that is known as short term statistical region was initially approved by Cabinet decree no 4720 in September 22 of 2002 in accordance with the rules of congregation. Later in the Accession Partnership of 2003, it was anticipated that RDA's be constituted in order to be able to utilize the pre-accession financial support programmes. In the following process, the law number 5449 regarding the Establishment, Coordination and Missions of Development Agencies that consists of 32 major and 5 temporary articles was debated and approved in General Assembly of Grand National Assembly of Turkey and went in effect after being published in Official Journal of number 26074 and date 02.08.2006. In our country, as stated in the first article of law number 5449, RDA?s are constituted ?in order to accelerate the regional development, to insure its maintainability, reduce the differences of interregional and regional development, compatible with the principles and policies anticipated in national development plans and programmes by developing the cooperation among public sector, private sector and civil society organizations, ensuring the effective usage of resources and activating the local potency?. By ?the Cabinet Decree Regarding the Establishment of Development Agencies in Certain Level 2 Regions? that was published in Official Journal number 26220 of July, 6, 2006, Development Agencies were constituted in Cukurova regions that include Adana and Mersin and Izmir regions including Izmir, and Cukurova Development Agency officially opened in 01.06.2006 and Izmir Development Agency in 01.13.2007. Development agencies; ? Will ensure the promotion of effectiveness and success of our region plans with our regional development applications; increasing of regions' contributions to the general growth, development, welfare and stability of our country; reinforcement of social adaptation and justice and, acceleration of adaptation to changing conditions of global competition, ? Will encourage the participation of all local actors in development attemps, especially administrative, financial and technical supports that it provides to corporations, establishments and persons with its highly qualified crew, flexible resource and employment structure, ? Will improve the culture and ability to produce and manage associate projects that are based on co-financing of person, corporation and establishment in project and activity supports; reinforce the sense of ownage and cooperation; active the entrepreneurship potency of the region and keep improving it, ? Will activate the local potency, dynamics, individualities by revealing the resources and possibilities, and turn into an economic, social and cultural values in international market; Consequently, will contribute to the improvement of economic and social indicators, especially employment and income in both national and regional- local level; reduction of differences of interregional and regional development and thus increasing of general prosperity of the country and solidifying of stability.

SSCB dağıldıktan sonra bağımsızlığa kavuşan Orta Asya Cumhuriyetleri, planlı ekonomik sisteminden rekabete açık Pazar sistemine geçtikten sonra zor şartlara karşı karşıya geldiler ve bu güçlükler hala daha devam etmektedir. 20 yıl geçmesine rağmen anılan ülkeler gelişme yolunda iken devamlı zorluklar çekmektedirler. Orta Asya Ülkeleri için turizm ve ticaret fazlasıyla önem taşımaktadır. Çalışmada asayiş ile istikrar konularına değinmiştir. ; Central Asian Countries decolonized by break up of USSR, struggle with the important and unsolvable problems during the process of transition from an implicit and statist economic system to the capitalist system. Although 20 years have passed, the liberal countries adopted the free market economy, face the big handicaps in the transition process of their economic system to the modern capitalist system. I have been in these territories in the transition process from socialist system to the capitalist system. So I am sure that the field of tourism, trade, industry, agriculture and service has the important role in the development planning of the countries. In this study I will try to emphasize the significance and necessity of political stability and social peace and comfort to the development of tourism and trade. My former studies focused on some countries of the Central Asian Countries, had got great attention in the international congresses. Now, I will try to review the importance of tourism and trade in the development of Kazakhstan, Turkmenistan, Kyrgyzstan, Uzbekistan and Tajikistan, and necessity of political stability and the advantages and disadvantages of these countries in this way. Naturally, underground and over ground treasures, geopolitical, geostrategic, geo-economic positions, political systems, social structures of this region and regional balances affect directly or deviously the political stability of above countries. In this study I will try to offer suggestions in view of the fact that these interactions.

Enerji, ülkelerin gelişimini sağlayan temel yapı taşlarından biridir. Özellikle, petrol ve doğal gaz gibi enerji kaynakları artık ülkeler için vazgeçilmez girdiler olup, stratejik değere sahiptir. Ancak bu kaynakların kısıtlı olması, arz ve talep sahibi ülkelerin tek taraflı çıkarlara dayanan politikaları ve orta vadede bu kaynakların sonunun geleceği endişesi, ülkelerin enerji güvenliği kaygılarını artırmıştır. AB de en fazla enerji kaynağına ihtiyaç duyan bölgesel güçlerden biridir ve doğal olarak kendi arz güvenliğini sağlamak istemektedir. Türkiye de jeopolitik konumu itibariyle potansiyel enerji ithalatçısı ülkeler ile ihracatçı ülkeler arasında bir geçit konumundadır. Doğal olarak bu konumun getirdiği avantajları kullanarak, hem gelişen ekonomisi için gerekli enerji ihtiyacını hem de bir geçiş koridoru olarak AB'nin enerji ihtiyacını karşılayacak iletim hatlarının kendi topraklarında bulunmasını istemektedir. Bu noktadan hareketle bu çalışmada, AB'nin enerji üretimi, tüketimi, ithalatı ve temel enerji politikaları incelenmiştir. Türkiye'nin enerji politikaları ile AB'nin enerji gereksiniminin karşılanmasındaki rolü açıklanmıştır. AB başta olmak üzere, petrol ve doğal gaz tedarikçisi ülkelerin ortak yararları, kaynak ülkelere sağlanacak yararlar ve başta Türkiye olmak üzere, geçiş güzergâhlarında bulunan diğer ülkelere sağlanacak yararlar değerlendirilmiştir.Sonuç olarak, Türkiye, AB'nin enerji güvenliğinin karşılanmasında bölgedeki en istikrarlı ülkedir. Bu nedenle Türkiye'nin mevcut enerji nakil hatlarının geliştirilmesi, yeni iletim hatlarının planlanması ve hayata geçirilmesi konusunda eksikliklerini bir an önce tamamlayarak daha etkin bir politika izlemesi gerekmektedir. Ancak bu yönde doğru politik adımların atılması ile Türkiye bölgedeki "enerji koridoru rolünü" pekiştirebilir ve bölgede önemli bir stratejik güç unsuruna dönüşebilir. ; Energy is one of the basic building blocks that help countries develop. Especially, energy supplies like oil and natural gas are now indispensable feedstocks and have a strategic value. However, that these supplies are restricted, the policy based on unilateral interests of the countries which have supply and demand, and the concern that these sources will break up in the medium term increased the security preoccupations of the countries. EU is one of the regional forces which needs the most energy source and thus, desires to provide its own security of supply. And because of its geopolitical position, Turkey serves as a gateway between the potential energy importer countries and the exporter countries. As a natural consequence, using this position, it wants the transmission lines that provide the energy needs necessary for both its developing economy and EU to be on its own land as an energy corridor. From this point of view, in this study the energy production, consumption, import and the basic energy policies have been analyzed. By the energy policies of Turkey, its role in providing EU?s energy need has been explained. The common benefits of the energy and natural gas suppliers, in particular EU, the benefits which are going to be provided to the source countries and the benefits that are going to be provided to the countries on the transition route, notably Turkey, has been evaluated.As a consequence, Turkey is the most consistent country of the region in providing the EU?s energy security. For this reason, Turkey has to follow a more active policy in improving its existing energy transmission lines, planning and realizing the new transmission lines by making up its shortcomings as soon as possible. Only going through the proper channels can Turkey strengthen its ?role as energy corridor? and become an important strategic force in the region.

Bu çalışma kapsamında, Türkiye' deki ve dünyadaki Çevresel Etki Değerlendirme (ÇED) uygulamaları incelenmiş ve ülkeler arası karşılaştırmalar yapılmıştır. Özellikle AB ÇED direktifi doğrultusunda ülkelerdeki uygulamalar ortaya konmuştur. Ayrıca Türkiye' deki ÇED' in mevcut durumu ve eksikleri ortaya konmaya çalışılmıştır. Çevresel etki değerlendirmesinin yeri ve önemi, o ülkede yerleşik olan çevre kavramlarının bir sonucu olarak ortaya çıkmakta ve çeşitli ülkelerde farklı şekillerde algılanabilmektedir. ÇED' in kapsamı ve raporu hazırlayan meslek gruplarının yanısıra raporda yer alan konuların önem derecesi ülkeden ülkeye farklılıklar gösterebilmektedir. Bazı ülkelerde ( Brezilya örneği ) çok iyi bir şekilde geliştirilmiş ÇED sistemlerinin olduğu, ancak uygulamanın iyi bir şekilde yürütülemediği görülmüştür. İncelemeler neticesinde Avrupa Birliği ÇED sistemi içerisinde de çok farklı uygulamaların olduğuna dikkat çekilmiş, farklı uygulamaları ile Fransa buna örnek olarak gösterilmiştir. Türkiye' de uygulanan ÇED Yönetmeliğinin AB direktifi ile uyumluluğu ortaya konmuştur. Her ne kadar yönetmelik müktesebat ile uyumlu olsa da halka ilan etme şekli ve halkın katılımı için ayrılan sürenin tekrar üzerinde durulması gerekmektedir. Uygulama örneklerine bakıldığında halkın görüşlerinin en çok alındığı ülkenin ABD olduğu sonucuna varılmıştır. ÇED' in temel aşamaları olan eleme, kapsamlaştırma, raporlama, inceleme, değerlendirme ve izleme üzerinde durulmuştur. AB ülkelerinde Natura 2000 alanları tanımlanmış olduğundan ÇED eleme aşamasında Natura 2000 alanları da göz önünde bulundurulmaktadır. Türkiye' de ise bu alanların tanımlanmasına son yıllarda başlandığı tespit edilmiştir. AB ÇED direktifinde kapsamlaştırma zorunlu olmasa da bazı üye ülkelerin resmi hükümleri vardır. Bu ülkeler; Avusturya, Belçika-Valonya, İspanya ve Hollanda' dır. Türkiye' de de kapsamlaştırma zorunludur. Türkiye' de son yıllarda uygulamaya geçilen ÇED izleme hususundaki gelişmelerin ümit verici olduğu düşünülmektedir. Türkiye' de çevre yönetimi ile fiziksel planlama arasında tam bir bağın kurulamaması ÇED uygulamalarını etkilediği sonucuna varılmıştır. Özellikle ABD ve Avrupa ülkelerinde çevre envanterlerinin ve fiziksel planlamanın olması ÇED uygulamalarında büyük kolaylıklar sağlamaktadır. Bölgesel çevre verileri ÇED raporlarının hazırlanmasında etkin kullanıldığından Türkiye' de bu konudaki eksikliği en kısa sürede giderilmesi gerektiği sonucuna varılmıştır. Ülkelerdeki gelişim Türkiye gibi çok hareketli değildir, bunun en büyük nedeni ABD ve AB üye ülkelerinde 1970 ve 1980' li yıllarda ÇED çalışmalarına başlanmış olması ve bugüne kadar büyük ilerlemeler göstermiş olmalarıdır. Ülkemizdeki hareketliliğin en büyük sebebinin AB uyum projeleri olduğu sonucuna varılmıştır. ; In this study, Environmental Impact Assessment (EIA) implementations both in Turkey and in the world were studied and compared between countries. Specifically, implementations in different countries were emphasized based on the EU EIA directive. Furthermore, the current situation and drawbacks of the EIA implemented in Turkey were tried to be determined. The level and importance of the environmental impact assessment is a result of a country?s understanding of environment and it has been perceived differently by different countries. In addition to that, the scope of the EIA and the occupational groups involved in the preparation of reports as well as the priority degrees of the topics given in the reports change between countries. It has been revealed that some countries (i.e. Brasilia) have well-developed EIA systems, but cannot implement them properly. On the other hand, it has been found out that there are different implementations within the EIA system of the European Union and the system implemented in France was considered as an example. The conformity of the EIA Regulation in force in Turkey with the EU directive has been determined. In spite of the fact that the regulation is in conformity with the acquis, the announcement to the public and the period granted to the public participation should be reviewed. When the implementations in practice in different countries were taken into account, it has been decided that USA attaches more value to the opinion of the public. The main stages of the EIA, which are election, scoping, reporting, investigation, evaluation and monitoring, have been emphasized. Since Natura 2000 sites have been agreed upon between the member states and the EU, these sites have been also considered during the EIA election stage. It has been seen that the studies for the designation of such sites in Turkey have been initiated recently. Although the scoping is not compulsory within the scope of the EU directive, some member states have established official provisions in this respect. These countries are Austria, Belgium-Walloon Region, Spain, and Netherlands. In Turkey, scoping is a compulsory stage. It has been concluded that advances in the EIA monitoring activities that has been initiated recently in Turkey are promising. Furthermore, the lack of a sound cooperation between the environmental management and the physical planning in Turkey has been concluded to affect the EIA implementations. Especially in USA and the EU member states, the environmental inventory and the physical planning have made the EIA implementations easier. It has been concluded that since regional environmental data has been effectively utilized in the preparation of the EIA reports, the absence in Turkey in this respect should be eliminated as soon as possible. Advances achieved in other countries are not as rapid as in Turkey, especially due to the fact that the EIA activities were initiated in USA and the EU member states 1970's and 1980's and significant improvements have been achieved up to date. Finally, the EU harmonization efforts can be given as the most important reason for this rapid improvement in Turkey.
