The question over identity, autonomy and integration between regions, about the requirement to define politics and aims, still prevails. The Colombian Caribbean region has been characterized in accordance with the nation historical state of affairs; the last attempts procuring a successful Caribbean project have been tinged by bureaucracy and politician slackness. The text evaluates the region performance, regional development politics and its possibilities to improve the current poverty and underdeveloped prospect. ; La pregunta sobre la identidad, la autonomía o la integración de las regiones; sobre la necesidad de definir políticas y destinos, sigue vigente. La región del Caribe Colombiano ha sido caracterizada de acuerdo a las condiciones históricas de la nación. El texto evalúa el papel de la región, de las políticas de desarrollo regional y sus posibilidades para mejorar el actual panorama de atraso y pobreza.
This paper explores the role of women in leadership in Latin American Regionalism and, more specifically, the incorporation of gender commitments at the Community of Latin American and Caribbean States (celac), focusing on the case of the overlapping mandates, during the period 2011-2014, of three women in the Presidencies of Chile, Argentina and Brazil: Michelle Bachelet, Cristina Kirchner, and Dilma Rousseff, respectively. The paper draws on feminist approaches and the literature of women and leadership, and incorporates peculiarities pointed out in the literature of Latin American regionalism, such as weak institutions, presidential diplomacy, and active transnational advocacy networks. The main argument advanced is that the effect of women in leadership cannot be taken for granted as gender was not a priority during the governments of these presidents. The more diffuse commitment to human rights, which they all shared, as well as their symbolic empowerment effect might have strengthened the gender cause advanced by civil society and transnational advocacy networks.

This paper examines the formal features, the political rationale, distinctiveness, potential, and difficulties of post-liberal regionalism, with a particular focus on the case of UNASUR. Through this organization, traditional unionism and aspirations of Latin American regional integration are redefined in a South American geographic and ideational framework. Through this strategy South America became a political and economic construct in order to respond to globalization challenges and to achieve its members' goals in development, regional autonomy (particularly in regards to the US), international influence and at the same time domestic governance of the involved countries. Nevertheless, the limits of this project's future are being defined by nationalism, traditional visions of sovereignty and by a regional construction that involve significant institutional limitations, which are product of its intergovernmental logic, internal asymmetries and ambivalent Brazilian leadership
Este artículo analiza la naturaleza cambiante del regionalismo subnacional
contemporáneo a través del ejemplo del País Vasco. Muestra de que maneras
las estrategias regionales vascas han evolucionado desde un aspecto provincial
y de confrontación a uno abierto, cooperativo e innovador, que se adapta
a las nuevas formas de gobernanza europea. A partir de los instrumentos teóricos
ofrecidos por los estudios regionales contemporáneos este artículo explora el tipo
híbrido que emerge del regionalismo vasco que consiste en componentes nuevos,
postmodernos y transnacionales que sirven para fortalecer la competencia
económica, política y social de la región como un jugador activo en los asuntos
europeos. La cuestión de la dirección de las estrategias regionalistas en la Unión
Europea resulta especialmente sobresaliente a la vista de la gobernanza multinivel
europea emergente donde el poder ha sido apartado de los gobiernos centrales:
hacia arriba al nivel supranacional, hacia abajo a las jurisdicciones subnacionales
y a los costados a las redes públicas y privadas de los actores no estatales que ha

subnational regionalism through the example of the Basque Country. It shows
in what ways the Basque regionalist strategies have evolved from parochial and
confrontational to outward looking, cooperative and innovative, adapting to the
challenges of European integration and the emergence of new modes of European
governance. On the basis of theoretical tools provided by contemporary regional
studies this paper explores the emerging hybrid type of Basque regionalism
consisting of the new, postmodern and transnational components which serve to strenghten the economic, political and social competence of the region as an active
player in European affairs. The question of the direction of regionalist strategies in
the EU seems especially salient in the view of the emerging European multi-level
governance where power has been dispersed away from central governments;
upwards to the supranational level, downwards to subnational jurisdictions and
sideways to public and private networks of non-state actors which has given the
regionalists new possibilities of achieving similar goals.
The present research paper purports to identify whether excess ideology in closed or open regionalism has limited social and economic objectives reach in Latin-American. Closed regionalism belongs to CAN, CELAC, ALBA, MERCOSUR; open regionalism belongs to Alianza del Pacífico. Research was qualitative and descriptive. Strong ideological components were observed in each of the initiatives that were studied. Ideological components made it difficult to establish convergence points which would permit reaching join social and economics objectives. The region´s ability to appear as a solid block is weakened by lack of convergence points. This block would, otherwise, sick to be a determinating actor in world policy and economy. It was concluded that in each of the initiatives studied, a strong ideological component is observed, that makes it difficult to establish points of convergence that allow the achievement of joint social and economic objectives, which weakens the region's ability to show itself to the world as a solid block that attempts to be a determining factor in politics and world economy. ; El objetivo del presente artículo de investigación es identificar si el exceso de ideología en las iniciativas de integración materializadas en el regionalismo cerrado de la CAN, CELAC, ALBA, MERCOSUR y el regionalismo abierto de la Alianza del Pacífico, han limitado el alcance de objetivos sociales y económicos en los países de América Latina, para lo cual se utilizó una investigación cualitativa de orden descriptivo. Se concluyó que en cada una de las iniciativas estudiadas se observan fuertes componentes ideológicos, que dificultan establecer puntos de convergencias que permitan concurrir al alcance de objetivos sociales y económicos conjuntos, lo cual debilita la capacidad de la región para mostrarse al mundo como un bloque sólido que busque ser un actor determinante en la política y economía mundial.

Asia oriental ha experimentado un progreso épico del regionalismo en la última década, con China, Japón y Corea (CJK), como los actores más destacados. Regionalmente hablando, Asia oriental ha sido alimentado por una expansión impulsada por el mercado del comercio y la inversión extranjera directa (IED) que lidera el proceso de regionalismo, de abajo hacia arriba. Sin embargo, este trabajo sostiene que el proceso de abajo hacia arriba por sí solo no es suficiente, ya que se necesita un enfoque más institucional. Desde un panel de simulación estática de datos, se comprueba que la infraestructura de transporte, el buen gobierno, políticas de competencia fiscal, los mercados de gran envergadura, buena educación, la democracia y la tendencia hacia la industrialización son los principales factores que sirven como bloques de construcción para el regionalismo de asia oriental ; East Asia has been experiencing an epic progress of regionalism over the last decade with China, Japan, and Korea (CJK) as the most prominent actors. Regionally speaking, East Asia has been nurtured by a market-driven expansion of trade and foreign direct investment (FDI) that leads the bottomup regionalism process. However, this paper argues that the bottom-up process alone is not enough since a more institutionalized approach is needed. From a static panel data simulation, it is found that sound transportation infrastructure, good governance, competitive taxation policies, sizeable markets, good education, democracy and the trend towards industrialization are the main factors that serve as building blocks for East Asian regionalism ; Most of the empirical evidence on the "Fisher Effect" or "Fisher hypothesis" holds that the relationship between inflation and nominal interest rate must be equal to one. This paper analyzes the relationship between the nominal interest rate and inflation rate, known as the "Fisher Effect" or "Fisher hypothesis" for the Colombian economy during the period 1990M1 - 2010M12. We present empirical evidence on the existence of a positive long-run relationship between the nominal interest rate and inflation rate in Colombia. Additionally, applies a cointegration test with regime change developed by Gregory y Hansen (1996), which allows present statistical evidence of the existence of a structural change in this relationship in the late nineties.
Este artículo es el primero de una serie dedicada a las relaciones entre autoria femenina y la noción de lugar/espacio en la literatura estadounidense. Se presenta un panorama general a fin de contextualizar el regionalismo y el localismo como movimientos literarios y como subgéneros literarios en el desanollo de la literatura estadounidense del siglo diecinueve, mediante el análisis de los contextos históricos, sociales, políticos y literarios que inicialmente propiciaron estas dos tendencias literarias y posteriormente influyeron en su desaparición. También se examina el contenido cultural y aporte literario de estas etiquetas, así como la posibilidad de intercambiarlas.
En el Cono Sur comenzaron a establecerse fuertes redes de vinculación, de comunicación y de interacción entre los individuos y las sociedades, de los países que forman parte de esta área geográfica. En esta importante conexión internacional entre sociedades civiles, las diferencias culturales cuentan considerablemente. Un escenario probable, a medida que se intensifiquen los niveles de relacionamiento, es la generación de tensiones culturales entre los países de la región. El Mercosur emprendió un interesante proceso de integración educativa que, entre otras cosas, tendería a reducir o a eliminar eventuales tensiones culturales. Sin embargo esta estrategia resultaría insuficiente. La condición de países periféricos o de Estados débiles que tienen los países del Cono Sur, plantea la necesidad de otra alternativa, sin descartar la integración educativa, para evitar la vulnerabilidad externa del regionalismo de esta área geográfica, y para asegurar la continuidad política del Mercosur. ; Strong networks of integration, communication and interaction among individuals and societies have started to be established in the South Cone. In this important international connection between civil societies, cultural differences count considerably. A probable scenario, as relations grow stronger, might be the generation of cultural tension between the countries of the region. The MERCOSUR has brought about an interesting process of educational integration which, among other things, could tend to reduce or eliminate possible cultural tension. This strategy, however, seems to be insufficient. The condition of weak States or Peripheral countries which these countries possess calls for another alternative (although educational integration should not be ruled out) so as to avoid the extreme vulnerability of regionalism and secure the political continuity of the MERCOSUR. ; Instituto de Relaciones Internacionales
The article presents the current panorama of regional integration and the new regionalism in Latin America and the Caribbean with a review of the emerging issues such as the exit of the United Kingdom from the European Union (Brexit), the megaregional negotiations, the renegotiation of the Treaty of Free Trade of North America (NAFTA) and the Trans-Pacific Partnership Agreement (TPP). The challenges of the processes of regional integration and new regionalism in areas beyond trade exchange which involve the gradual macroeconomic coordination and also in policies and norms including infrastructure, energy and regulatory areas are also considered. The challenge of strengthening the link with China and Asia-Pacific, trade in services, regulatory coordination and productive integration as mechanisms of deeper regional integration stands out. ; El artículo presenta el panorama actual de la integración regional y el nuevo regionalismo en América Latina y el Caribe con una reseña de los temas emergentes como la salida del Reino Unido de la Unión Europea (Brexit), las negociaciones megarregionales, la renegociación del Tratado de Libre Comercio de América del Norte (TLCAN) y el Acuerdo de Asociación Transpacífico (TPP). Se plantean además los desafíos de los procesos de integración regional y nuevo regionalismo en áreas que van más allá del intercambio comercial y que suponen la gradual coordinación macroeconómica y en diversas políticas y normas incluyendo infraestructura, energía y ámbitos regulatorios. Se destaca el desafío de fortalecer el vínculo con China y Asia-Pacífico, el comercio de servicios, la coordinación regulatoria y la integración productiva como mecanismos de una integración regional más profunda.
